Abstract

Purpose

The purpose of this paper is to explore the interconnection between the corporatisation of K-beauty and Korea’s nation branding exercise and its links with soft power. Through the investigation of the transformation of Korea’s beauty industry, the authors seek to illustrate the inter-relationship of the market systems and national identification practices.

Design/methodology/approach

This study employed the qualitative case study approach to examine the latest development of Korea’s medical tourism. Through analysing a variety of secondary data that associated to the latest development of cosmetic tourism, this paper presents the impact of the transformation and reconfiguration of Korea’s beauty industry on the country’s nation branding strategy and the development of Korea’s soft power in the global marketplace.

Findings

The findings highlight how Korea’s new cosmetic tourism industry contributed to the renewal of Korea’s nation brand in the global market. The findings also illustrate the interconnection of the emerging Korean popular cultural products (K-pop and K-beauty) in the regional and global marketplace.

Research limitations/implications

The findings demonstrate the role of market in re-defining a nation’s brand and identity. The findings also illustrate how market-driven strategy influences the development of a nation’s soft power in the regional and/or global marketplace.

Practical implications

The study shows that practitioners can be active agents in nation branding. Through highlighting strategies to develop soft power within and beyond the country boundary, this study shows how market agents, governments and other stakeholders can co-create a market system that transform and reconfigure the nation brand in the global marketplace.

Social implications

In additional to explore the transformation of the beauty industry in Korea, this paper also presents the history and transformation of the beauty standards in Korea and other Asian cultures. Such dialogue invites marketing and consumer researchers to further explore the role of history and culture in guiding the production and consumption of new (consumption) standards.

Originality/value

This is the first paper that connects the theory of soft power in nation branding and country-of-origin literature. The case analysis of the socio-historical development of K-beauty also demonstrates how non-Western cultural goods enter the international marketplace. In summary, this paper provides new conceptual framework that illustrates a new collaborative mechanism that engages government and practitioners to co-create new cultural norms and standards to the local and international markets.

Abstract

Purpose

This paper presents research that sought to understand how the National Library of Australia engages with soft power in its Annual Report 2019–20. Driving the analysis was the research question: How is soft power discourse reproduced and enacted in the National Library of Australia's Annual Report 2019–20? The research recognises the significance of Australia's soft power, cultural diplomacy, and regional relationships to national interest in the context of a library's contributions to these areas.

Design/methodology/approach

The study employs a qualitative discourse analysis, with constructivist and interpretivist perspectives. A critical discourse analysis was undertaken that applied a discourse-historical approach.

Findings

The findings suggest that the National Library of Australia primarily engages with soft power discourse through the construction and preservation of an Australian national identity. National identity is framed as key to the Library's collection development, with Australian knowledge prioritised.

Originality/value

This study extends on research addressing the roles of galleries, archives, and museums in cultural diplomacy, but rarely examines soft power and libraries explicitly or in a contemporary context. It contributes to broader understandings of libraries in international relations and the role they can play in soft power attraction and cultural diplomacy.

Abstract

Purpose

The purpose of this paper is to map out the connection between paradiplomacy, policy instruments and soft power and propose a theoretical framework for consideration.

Design/methodology/approach

This research adopted a qualitative research approach involving in-depth interviews with government officials from the Hong Kong Economic and Trade Offices and two Hong Kong film directors.

Findings

The research has discovered that the government of Hong Kong Special Administrative Region (HKSAR) lacks a holistic strategy and policy to boost Hong Kong’s visibility in the global context. The HKSAR Government exhibits an incomplete understanding of the concept of soft power and ignores the values cherished in the civil society.

Practical implications

This investigation provides a background against which Hong Kong’s policymakers could devise a paradiplomatic strategy. This study suggests that political and social actors in Hong Kong must help to strengthen the city’s global position through strategic investments and the deployment of its soft power at home and aboard. The paradiplomacy of Hong Kong can serve as one of the effective tools to improve the legitimacy of “One Country, Two Systems.”

Originality/value

There is no study on the application of soft power under the framework of paradiplomacy. This paper represents a new direction of research in the area of Hong Kong, international status and its external affairs.

Abstract

Purpose

The purpose of this paper is to focus on the perceptions of Qatar’s suitability to act a successful sports event host and, in doing so, look ahead to some of the key organisational challenges facing Qatar leading up to the World Cup in 2022. This paper is framed around the perceptions of nation branding and soft power and draws on the experiences of various key demographics who offer valuable insight into Qatar’s World Cup.

Design/methodology/approach

Semi-structured interviews were conducted with football journalists, experienced tournament staff and volunteers, football supporters and expatriates working in the Gulf region. The paper is longitudinal in nature, with data collected between January 2010 and June 2018 including seven FIFA and FIFA-affiliated confederation events, namely, the 2011 Asia Cup in Qatar, the 2011 Gold Cup in USA, the 2014 World Cup in Brazil, the 2015 Copa America in Chile, the 2016 European Championships in France, the 2017 African Cup of Nations in Gabon and the 2018 World Cup in Russia.

Findings

The paper uncovers several concerns and considerations connected to hosting a first Middle Eastern World Cup in Qatar in 2022. The findings demonstrate some of the key organisational challenges facing the event which were found to include supporter access, security and the fan experience.

Originality/value

This paper examines Qatar in the context of the 2022 World Cup and its connection to soft power and nation branding. This particular event is so significant, not simply because it is the showcase tournament of the globe’s most popular sport from both a spectator and participation perspective, but because it represents such a notable divergence from previous editions. The majority of preceding World Cups have/will be hosted by highly populated countries with relatively developed football traditions and/or infrastructures. As a change to this pattern, the unique position of Qatar’s World Cup renders it as an important case study. This paper, which examines informed perspectives relating to access, security and diplomacy, provides a number of issues for Qatar’s World Cup organisers to consider.

Abstract

Purpose

Adopting the critical sensemaking (CSM) lens to the micro-level interaction between leader and employees, the article offers a theoretically informed example of leading with soft power and positive emotions that blurs boundaries in democratic organisations.

Design/methodology/approach

The research methodology involves videography and interpretive analysis of video-recorded interactions that combines focused ethnography with video analysis. The analysis focuses on face-to-face meeting interactions between a leader and employees in a small service firm.

Findings

The findings illustrate how restoring the sense of the democratic organisation is an accumulating and complex phenomenon where explicit and implicit organisational rules and changing identity positions are enacted by constructing affective loyalties, moral and reflex emotions that serve as soft power capacities helping the leader and employees to enact meanings attached to a democratic rather than hierarchical organisation.

Practical implications

The article provides new insight for human resources practitioners and leaders who want to build resilient organisations and pay attention to shared, distributed and relational leadership practices, co-creative work and collective decision-making processes.

Originality/value

The power explored in previous sensemaking studies has been power over, which is most often associated with the negative aspects of power, such as domination and suppression, in the pursuit of specific performance. The applications of videography method linking ethnography and interpretive analysis of video-recorded interactions are still rare in organisation studies.

Abstract

Purpose

The purpose of this paper is to apply the theory of cultural diplomacy to explore and explain the role and function of the Confucius Institution project and its implications for understanding of China's soft power projection.

Design/methodology/approach

This paper first presents the theories of soft power and cultural diplomacy as an analytic framework. It then delineates an interpretative illustration of the CI project as a platform for China's cultural diplomacy. The paper concludes with a discussion of the CI project's implications for understanding of China's soft power projection.

Findings

The paper argues that the Confucius Institute project can be understood as a form of cultural diplomacy that is state‐sponsored and university‐piloted, a joint effort to gain China a more sympathetic global reception. As such, the Confucius Institution project involves a complex of soft power techniques. However, it is not entirely representative of soft power capability, because the problems embedded in the project and in the wider society run counter to the Chinese government's efforts to increase the Confucius Institutions’ attractiveness and popularity.

Originality/value

This article sheds light on Chinese universities in the role of “unofficial cultural diplomats.” On this topic, further research may need to explore more fundamental issues that bear far‐reaching significance and impact, i.e. the mechanics of Chinese university involvement in Confucius Institutes. Interesting questions arising from this study may help open up a wider spectrum of research topics for understanding the university‐state relationship, cross‐border higher education, as well as the possibilities and limits of educational globalization. At this stage, this article serves as a start to move scholarship in that direction.

Abstract

Purpose

The paper aims to examine whether power distance and management style predict social power choice and whether management style also acts as a mediator in a model linking all three variables.

Design/methodology/approach

The study was conducted within the Israeli Police Force using regular patrol and special patrol units. A total of 40 captains or officers and 151 policemen/women completed scales assessing power distance, captain's managerial style, and influence tactics chosen by them in conflict situations. The data were analyzed from two different perspectives: captains and policemen.

Findings

Harsh tactics were found to differ significantly by power distance whereas the parallel comparison for soft tactics was not significant. The mediation hypothesis tested separately on both samples was supported only for the subordinate group. Management style added significant variance for explaining the dependent variable and also mediated the relationship between power distance and harsh tactic choice.

Research limitations/implications

Using alternative methods for the research design such as observational data or manipulating the independent variables with different scenarios would provide support for the robustness of the findings.

Practical implications

As power distance is increasing, the need to gain compliance in a task oriented situation increases the usage of harsh influence tactics. Conversely, for a similar power distance but in an interpersonal oriented situation, the supervisor may well decide to apply more soft tactics which are more likely to foster a free exchange of ideas and encourage compliance on the part of the patrolman.

Originality/value

Theoretically, the findings of a mediator effect aids in understanding power strategy choice. Specifically, managerial style is not independent of power distance but rather helps maintain the existing organizational culture. Methodologically, the use of two data sets, supervisors and subordinates, reduces bias attributed to common method variance.

Abstract

Purpose

This article examines the effect of China's soft power projection through the Chinese media in Africa on the African audiences' perception of China's national image through a case study of the residents of Nairobi. It adopted Joseph Nye's soft power model and sought to address three fundamental questions : What is the extent and objective of China's media diplomacy in Africa? How has China's media “offensive” in Africa impacted African audiences' imagery of China? What are the implications, if any, of China's media diplomacy on the Kenyan public view of China?

Design/methodology/approach

This article used a mixed-methods research design, which deployed elements of positivism and interpretivism. It used a deductive approach and deployed the survey strategy, which entailed the collection of data from Nairobi city residents. The secondary data were collected from relevant academic literature sources. The primary data were analyzed empirically using the Statistical Package for the Social Sciences (SPSS), while the secondary data were analyzed using discourse analysis.

Findings

China's soft power projection through the Chinese media in Africa is aimed at addressing the “misinformation” about China. China seeks its share of representation among the African public to correct negative perceptions of China. Kenyans had a generally positive attitude toward China. South Africa and Angola have “Fairly” positive perceptions of the Chinese media. However, this study did not reveal whether the perception was due to the influence of Chinese media. These findings implied that the African public's positive imagery of China cannot be fully attributed to Chinese media's influence.

Originality/value

This study is groundbreaking in that it is one of the few studies that have focused on China's public diplomacy in Africa and assessed the impact of Chinese media on the African public’s perception of China.

Abstract

Purpose

The purpose of this paper is to examine how the exercise of power by leaders is impacted by cultural factors. The authors present a conceptual framework to examine the interaction of various cultural dimensions with harsh and soft power bases, thereby delineating the cross-cultural appropriateness of various power bases that may be tapped by organizational leaders.

Design/methodology/approach

Compatibility of each cultural dimension with harsh of soft power bases is conceptually examined, in the context of Raven’s power interaction model of interpersonal influence.

Findings

Soft power bases are more likely to be activated by managers in cultures that are collectivist, loose, long-term oriented, but low on power distance and uncertainty avoidance. Harsh power bases are expected to be chosen for influencing subordinates in cultures that are tight, short-term oriented, and high in power distance.

Research limitations/implications

This is only an initial attempt to look at the exercise of social power in the context of societal culture. The framework can be extrapolated to a more fine-grained examination of the phenomenon.

Practical implication

The conceptualization has potential implications for developing training programs aimed at improving managers’ cross-cultural competencies.

Originality/value

Using a cross-cultural lens to examine how a leader exercises power contributes to a holistic view of power and culture. A cross-cultural extension of the power/interaction model, as suggested by the authors, adds value to the field of management development thinking and practice.

Abstract

Purpose

This paper is written in response to the question “What developments are taking place in systems?” as a contribution to the November 2006 Cybernetics Conference. The paper is based upon the assumption that what is meant by the question relates to research in an area of systems known as soft systems.

Design/methodology/approach

The paper begins with clarification about “Systems” and then the reader is taken on a personal journey through what are considered to be important contributions to soft systems research. The account includes reference to philosophical treatise on aspects relevant to some of the difficulties facing subjective research and some outcomes from research germane to the development of these ideas.

Findings

The paper recounts lessons learnt from the practice about the nature of undertaking soft systems research and whilst acknowledging that this research continues suggests that because of these soft systems has an intellectual and practical foundation.

Originality/value

Systems has become more contemplative about the nature of the world and how each one makes sense of it. Systems thinking and practice is no longer based solely on biological models but has a greater emphasis placed upon understanding and learning. Systems thinking now makes explicit that what comprises the whole is subjective but rigorous. The paper is of value to soft systems researchers and practitioners especially those who are attempting research/practice in which the clients are encouraged to participate in the process of learning.
