Abstract
Smart villages are a currently discussed approach to rural development promoted by the European Union. This approach factors in the diversity of rural areas and the different nature of challenges faced by each area. The central role is assigned to local communities – formation of appropriate characteristics and attitudes that enable the creation of optimal conditions for development. This is also the result of the evolution of a Rural Development Policy, which is driven by the dynamics and direction of change of rural areas and changes in societal perception of change events in rural areas.
The implementation of this development approach at the local level requires a transformation of the current school of thinking on development and the utilization of available resources. The key role in this process is played by local governments, which are part of the local community and also represent its interests.
The chapter combines theoretical and practical issues, and represents a geographic perspective. Its first aim is to answer the question: How can local governments create the right conditions for smart development at the local level? The second aim is to discuss the smart village approach in the context of selected development concepts. This leads to a number of specific recommendations for policymakers. It also helps them to understand the approach, which is vital in the implementation of the aforesaid recommendations.

Abstract
This chapter aims to contextualize smart rural development in Slovenia. It does so by presenting the current state of the art, addressing new interdisciplinary approaches in understanding the problems of rural areas, applying new approaches to smart rural development, and introducing a new concept.
We start our chapter by addressing the main problems of Slovenian rural areas and their inhabitants. We have made a review of initiatives and practices elsewhere and therefore here they are only summarized briefly to emphasize the most important achievements/improvements. Further, the chapter describes the state of the art in Slovenia in connection with smart and sustainable rural development, and analyzes the results contextually. It looks at the solutions and practices that local communities found to answer the existing challenges. Three promising examples are presented, related to different sectors: tourism, mobility, and innovation. The last part of the chapter contextualizes our findings and further explains our approach to smart rural development. Finally, the chapter introduces a new concept – that is, Smart Fab Village. The concept of Fab Village is built upon the concept designed for urban areas and then carefully adapted to the needs and specific requirements of rural areas.

Abstract
Smart cities boost economic growth around the world by changing to the smart environment, smart economy, smart technologies, smart human capital, smart infrastructure, and smart governance to improve economic growth and better use of limited resources. We justify the development model of the “smart city” concept in Russia within a green economy approach and the managerial relations of innovative smart projects implemented within the public–private partnership (PPP). Our toolkit allows us to assess the effectiveness of management decisions in the implementation of the “smart city” concept and to carry out continuous public–private monitoring of the effectiveness of innovations in implementing smart PPP projects. To this end, we propose and justify a new indicator of the effectiveness of managerial decision-making, taking into account the quality of the information received during the implementation of innovative PPP projects, which allows calculating the degree of utilization of the potential capabilities of a company participating in a PPP.

Abstract
Purpose
Digitalising cities requires new urban governance processes that account for rapidly changing environments and technological advances. In this context, agile development methods have become valuable, if not necessary. However, agile development contradicts public administration practices of risk aversion and long-term planning. The purpose of this study is to discuss practical avenues for navigating these two contradictions by adapting agile development to the needs of public sector organisations.
Design/methodology/approach
The authors review the collaborative elaboration of Dresden’s smart city strategy as a critical case study. Dresden’s smart city strategy was developed using agile development and quadruple-helix innovation. The year-long co-creation process involved stakeholders from various groups to conceive an integrated and sustainable vision for digitalisation-based urban development.
Findings
Despite the apparent contradictions, this study finds that key aspects of agile development are feasible for public sector innovation. Firstly, risks can be strategically managed and distributed among administration and non-administration stakeholders. Secondly, while delivering value through short iterative loops, adherence to formal processes remains possible. Informal feedback cycles can be harmoniously combined with official statements, allowing iterative progress.
Research limitations/implications
The empirical material is based on a single case study and thus risks overemphasising the general applicability of the proposed methods.
Practical implications
This paper outlines practical steps to greater agility for public administration engaged in digitalising cities. The paper conceptualises a forward and lateral momentum for the agile development of a smart city strategy that aims to reconcile formal policymaking processes with short-term loops and risk aversion with experimental value creation. This approach balanced risks, created value and enhanced the strategy‘s alignment with strategic frameworks, ultimately promoting innovation in the public sector.
Originality/value
This paper proposes a novel, empirically grounded conceptualisation of implementing agile methods that explicitly recognises the peculiarities of public administrations. It conceptualises the orchestrated and pragmatic use of specific agile development methods to advance the digitalisation of cities.

Purpose
This paper aims to explore how customer involvement unfolds in the development of a smart product. Smart product development poses new challenges to firms. In particular, the buyers’ and users’ involvement has shown novel dynamics in smart product development. These peculiarities are linked with the specific characteristics of the digital technology embedded into the smart products. This study’s rationale is to analyse the frictions arising from potential divergent objectives between the focal firm and its customers when digital technologies are embedded in traditional products.
Design/methodology/approach
This study adopted an explorative and qualitative approach to investigate new emerging dynamics of customer involvement during technological development. A coffee machine producer is selected as a case study to uncover new insights and a novel perspective on the phenomenon of customer involvement in smart product development. Data analysis followed an abductive approach that allowed to identify the dimensions of friction emerging during the technological development process.
Findings
The case study analysis depicts that smart product development presents novel customer involvement dynamics. In particular, this study abductively identifies dimensions of friction emerging between the focal firm and buyers/users. Friction arises in the technological interface between the actors involved. These dimensions of friction address the complexities of developing technology in terms of smart products with customer involvement. This study suggests that embedding of technology into an existing product might change how customers are involved.
Originality/value
Even though customer involvement in product innovation has been extensively studied in management literature, this paper focused on a new type of innovation, smart products. To the best of the authors’ knowledge, no previous studies have yet empirically explored customers’ involvement while embedding digital technologies into existing products to create smart products. In particular, this study sheds light on the dimensions of friction emerging between the focal firm and the actors of the business network. This study unfolds novel contributions to the Industrial Marketing and Purchasing literature on technological development.

Abstract
Purpose
The procurement strategy challenges that influence the development of sustainable smart housing require a holistic system approach that models the relationships between procurement strategies and sustainable smart housing development approach. This considers the use of technology partnering to ensure value for money. The purpose of the paper is to assess the mediation effect of the technology partnership on procurement strategy influencing sustainable smart housing development.
Design/methodology/approach
This study used a quantitative approach and primary data were collected via a structured questionnaire. In total, 500 survey questionnaires were administered to project managers in the Nigerian construction industry and a stratified proportionate random sampling method was used for the selection of respondents.
Findings
The results indicated that the procurement strategy influenced sustainable smart housing development in Nigeria, and the technology partnership mediates the relationship between procurement strategy and sustainable smart housing development.
Research limitations/implications
This quantitative study is based on the perception of construction project managers in Nigeria. The findings serve as an awareness of the government and other stakeholders in the construction industry on the development of sustainable smart housing in Nigeria.
Practical implications
The study establishes that technology partnership mediates the relationship between procurement strategy factors and sustainable smart housing development through enhancement of smart housing development and serves as awareness to stakeholders on the factors influencing smart housing development in Nigeria.
Social implications
The study suggests that technology partnership influences the effect of procurement strategy factors on sustainable smart housing and hence improves the development of smart housing in developing countries.
Originality/value
Mediation roles of technology partnership minimize procurement strategy challenges and enhance sustainable smart housing development.

Abstract
Over recent decades, rural areas have been facing significant challenges that exacerbate the existing discontent in their communities. These challenges are mostly reflected in depopulation trends, increased vulnerability to external shocks, and reduced quality of basic services. Local Action Groups (LAGs) all over Europe have been working on these challenges since the early 1990s. More recently, the smart villages concept is starting to generate enthusiasm among rural development stakeholders to try to revert these trends by supporting communities to move toward a more sustainable future while taking advantage of new emerging opportunities. This chapter demonstrates that the LEADER approach and its principles are also part of the smart villages concept. However, practical differences between the two emerge as a result of limitations imposed by restrictive LEADER regulatory frameworks in many member states. Our main argument is that LEADER has what is needed to be the main tool for driving smart villages in Europe as long as there is a policy framework in place that enables LEADER to exploit its full potential. This conclusion is grounded on the analysis of the role that LEADER played in a number of smart village initiatives across the EU.

Nowadays, sustainable, clean, inclusive, innovative, and smart mobility in addition to urban transformation is required to achieve sustainable development as a path to preserve the world for future concerns and improve quality of life at the present, even to be kept up with growing citizens' needs. Mobility as an infrastructure component plays fundamental roles in urban transformation, and economic development. In this chapter, and based on the 5th wave theory, related theories, models, and concepts, modern, clean, and inclusive mobility founded on high future of 4th technologies (which is called 5th technologies), digitalization, smartness, sustainability, and CSR 2.0 strategies is declared as proper clean mobility technologies to create sustainable and smart cities. Such smart cities are able to deal with challenges made by rapid, unplanned urbanization and globalization to achieve sustainable development. In this research, roles of inclusive and smart mobility systems as path to create modern and sustainable urban areas to make the world more sustainable and livable for living are declared. Literature reviews, case studies, interviews, and questionaries are applied as main methods to recognize inclusive and modern mobility and its roles in urban transformation to achieve sustainable development. This chapter is based on know-how and do-how of the author Prof. Hamid Doost on sustainability such as cooperating with Danish Sustainable Platforms Company, working with Erasmus Plus as an academic leader in Germany since 2017, cooperating with Copenhagen's former mayor and researching on sustainability. In this chapter, impact of sustainable mobility, sustainable buildings, and smart cities on CSR 2.0 and social responsibility, how these parameters improve sustainable development and sustainability in social responsibility, corporate social responsibility (CSR), and how social responsibility could influence humanities are explored.
