Abstract

Purpose

This study examined how rural police agencies have responded to the COVID-19 pandemic.

Design/methodology/approach

Using data from various sources, this study first analyzed what factors influenced agency preparedness to respond to pandemics. Second, it examined how the pandemic influenced specific organizational practices.

Findings

Findings revealed that as coronavirus infections increased in counties, supervisors were more likely be tasked with inspecting personal protective equipment (PPE), agencies were more likely to offer pandemic related training, health tracking of officers was more likely to occur and agencies were more likely to encounter a shortage of officers. In addition, as rurality increased, agencies were more likely to offer training but less likely to experience officers contracting COVID-19 and an officer shortage. Lastly, as the rurality of the county in which the agency resides increased, the ability to supply PPE decreased.

Practical implications

Based on these findings, it is imperative that rural police agencies give attention to risk management and the formulation of policy to prepare for public health emergencies.

Originality/value

While knowledge about how large police agencies in the United States have responded during the coronavirus pandemic is building, little is known about rural policing during pandemics.

Abstract

Purpose

Given the importance of growth-oriented entrepreneurship in the context of economic development and the need to understand how rural communities can be developed, the purpose of this research paper is to determine how the drivers of growth expectations differ between urban and rural settings.

Design/methodology/approach

The methodology is threefold: firstly, a descriptive analysis with non-parametric testing is conducted; then pooled regression model is used to analyse the predictors of growth expectations in both contexts, and finally, coarsened exact matching is used to identify possible self-selection bias.

Findings

In contrast to mainstream entrepreneurship theory, it is found that entrepreneurs’ intrinsic knowledge, skills and abilities are not significant in the rural-specific model. The only exception is entrepreneurs’ educational level, the importance of which is emphasised as a pivotal factor in increasing high-growth ventures in rural communities. Additionally, when self-selection is eliminated, rurality worsens growth intentions.

Practical implications

There is evidence that some growth-oriented entrepreneurs self-select into rural communities. Because the high-growth entrepreneurial dynamics in rural areas are unique, public policies should target purpose-driven entrepreneurial education. This includes encouraging “lifestyle entrepreneurship” (e.g. retirees returning to rural areas to become entrepreneurs), preventing entrepreneurial brain drain in rural areas and attracting highly educated urban entrepreneurs to exploit opportunities in rural areas.

Originality/value

This research attempts to contribute to the ongoing debate regarding the factors that drive high-growth entrepreneurs in rural areas by analysing rural entrepreneurs in the high-growth context of a developing economy. The focus is on Chile – a country that is rarely investigated compared to the USA or Europe – to extend the literature on high-growth ventures and entrepreneurial ecosystems.

Abstract

Purpose

The purpose of this paper is to demonstrate the rationale and method for studying product adaptation in rural markets.

Design/methodology/approach

The paper takes the form of an exploratory design that includes; review of literature, pilot study, and survey method.

Findings

Findings of the study are contrary to the general understanding that rural is perceived very differently and hence operationalised differently by different organisation. However, results indicate that contingency theory holds true in case of product adaptation in rural markets also. With the increase in executives' representation of rurality, product adaptation degree also increased.

Originality/value

This is probably the first academic study on product adaptation in rural markets to the best of our knowledge. The study attempted to contextualise product adaptation construct from international marketing to rural marketing domain.

Explores the relationship between marketing theory and marketing activity within the context of rural entrepreneurship. The key to unlocking our understanding the dynamics of this relationship was to use a number of qualitative techniques including participant observation and unstructured interviews. The study revealed two groupings of entrepreneurs – the locals and the cosmopolitans who operated in contrasting marketing landscapes thus questioning the universal application of a marketing theory which is not context specific.

Abstract

Purpose

The purpose of this study is to address the challenges faced by rural areas and promote their sustainable development. It emphasizes the importance of re-establishing connections and cultivating a sense of belonging within rural communities, while safeguarding their cultural heritage. The study explores the potential of digital and creative tools in enhancing learning, supporting food production and tourism, facilitating research and providing engaging experiences. It also examines the economic condition of rural areas and the potential for their contribution to the national economy. Additionally, the study highlights the significance of sustainable community development, the role of rural areas in resilience and climate change adaptation and the complexities surrounding rural migration. The aim is to provide insights and recommendations for policymakers and stakeholders involved in rural development initiatives, focusing on the Mediterranean region.

Design/methodology/approach

This study develops an understanding of the role of digital and creative strategies in rural communities, highlighting their significance in preserving food heritage, culture and community capital while driving economic development. It specifically focuses on the Unesco Intangible Mediterranean Diet (UIMD) as a potential catalyst for regeneration through the integration of creative and digital tools and three cases are presented. The first is the impact of the Future Food Institute (FFI) ecosystem in the Living Lab in Pollica (Salerno, Italy); the second focuses on the digital tools provided by the CKF to support rural areas; and the third is a new identity and promotion of territorial development, co-designed in the Val di Vara (VdV) a rural region of the Ligurian inland in Italy, through digital strategies, heritage preservation and slow tourism development. The three cases highlight different ways of enhancing environmental and cultural heritage and demonstrate how collaborative creativity and digital tools contribute to the co-construction of knowledge and addressing critical issues to promote sustainable growth in rural areas.

Findings

The findings of this study indicate that re-establishing connections and fostering a sense of belonging within rural communities is crucial for their sustainable development. The use of digital and creative tools presents significant opportunities in enhancing various aspects such as learning, food production, tourism and research in rural areas. The study also reveals the potential economic contributions of rural areas to the national economy. It emphasizes the importance of sustainable community development and highlights the role of rural areas in resilience and climate change adaptation. Additionally, the study addresses the complexities surrounding rural migration and emphasizes the need for comprehensive policies to ensure the well-being and rights of migrant workers. The insights and recommendations provided in this study aim to guide policymakers and stakeholders involved in rural development initiatives, particularly in the Mediterranean region.

Research limitations/implications

Nonetheless, it is imperative to acknowledge certain limitations within the scope of this study, primarily associated with the specific sample selection, potentially influencing the broader applicability of the findings. There is potential to explore a wider geographic area in future research. Additionally, the research underscores the importance of conducting further inquiries into certain aspects that have received limited attention. Living labs are a relatively recent phenomenon, warranting further in-depth scientific research. Additionally, the existing literature on this subject is often limited in scope.

Practical implications

The study and project aim to illustrate the feasibility of initiating a transformative process, centered on a visionary approach with a core focus on creative knowledge and the Mediterranean diet as a way of life, to revitalize marginalized communities. Furthermore, it seeks to emphasize that these neglected regions possess untapped potential for innovative ideas and opportunities. Rural communities, in their role as farmers of primary goods, are the ones who nurture the environment, and the landscape, and are the true protagonists of every era. Rurality is the place that preserves the most resources and potential in terms of biodiversity and rural knowledge. Every territory, like every human being, has its own characteristics and vocations to pursue. The existing Genius Loci is already an existing value that requires policies and governance to rediscover roots, identity and worth. The stratification of existing collective intelligence must become central and must be individually assessed and enhanced, also taking advantage of new digital technologies.

Social implications

The social implications of this study are significant. By emphasizing the importance of re-establishing connections and cultivating a sense of belonging within rural communities, the study recognizes the social value of strong community ties. This can lead to increased social cohesion, a sense of identity and improved overall well-being within rural areas. The study also highlights the potential of digital and creative tools in enhancing learning, which can contribute to the empowerment and educational opportunities of individuals in rural communities. Furthermore, by promoting sustainable community development and addressing the complexities surrounding rural migration, the study acknowledges the social impact of inclusive policies that protect the rights and well-being of both local populations and migrant workers. Overall, the study's recommendations have the potential to foster social resilience, equity and a more vibrant social fabric within rural areas.

Originality/value

This study can offer valuable insights and recommendations for policymakers and stakeholders involved in rural development initiatives, particularly those focused on preserving food and cultural heritage in rural areas. By analyzing real-life examples, it bridges the gap between theory and practice, illustrating how these ideas have been effectively applied in specific contexts. This paper emphasizes the potential of the Mediterranean Diet as a sustainable and nutritious model with sociocultural, health, economic and environmental benefits, highlighting the importance of bottom-up approaches that empower local communities as custodians of knowledge and culture. It also provides practical strategies, such as investments in educational programs, the establishment of international campuses and the use of multichannel platforms for immersive experiences, which can be adapted for broader rural development initiatives, promoting sustainability and community engagement.

Abstract

This chapter introduces the theoretical and political-practical underpinnings of this volume. It also gives an outline of the editorial organisation of the book and the various chapters. The chapter examines the literature on rural-urban relations, city-near rural areas and current challenges and problems identified in these areas. We identify huge sustainability and resilience problems in current rural-urban relations and metropolitan ruralities. We also relate to writings about a transition from the current carbon-based economy and society to a post-carbon society with reduced ecological footprints. The contributions in this volume are based on the current situation and provide ideas to develop the debate on rural-urban relations, metropolitan ruralities and post-carbon transition.

Abstract

This chapter concentrates on metropolitan governance, the use of projects (or ‘projectification’) in public administration and the development of metropolitan forms of citizen participation. The analysis is based on a case study from the Helsinki Metropolitan Area – a multi-actor policy programme called the Urban Programme, which included a specific participatory project named Citizen Channel. According to the analysis, the Urban Programme was a way to create consensus and collaboration between the municipalities of the area, whereas the Citizen Channel project created a ‘toolbox’ for metropolitan citizen participation. However, the relation between programme- and project-based development and municipal administration, especially the implementation of the results of short-term projects in permanent administration proved difficult. From the perspective of metropolitan ruralities, four kinds of conclusions are emphasised: the complexity and conflictuality of the issue of metropolitan governance; the use of relatively similar programmes and projects as policy tools both in urban and rural contexts; the ‘metropolitan dimension of everyday life’ of the inhabitants and its relation to municipal administrative cultures as well as the birth and strengthening of new actors such as local NGOs in projects. The originality of this chapter is to combine the frameworks of metropolitan governance, projectification and the development of citizen participation in an empirical study and to reflect them to the ‘metropolitan ruralities’ research.

Abstract

Purpose

The purpose of this paper is to explore eco innovation in rural small firms. It looks at the motivations of rural small business owners for eco innovation and the extent to which rurality is important. Owner-managers’ perceptions of how eco innovation had, or would, contributed to growth in the future are also explored.

Design/methodology/approach

This is a qualitative study involving micro-level exploration of eight growth-oriented rural small firms and their implementation of eco innovation. These case studies involved semi-structured interviews, observation of practices in the firm and review of documentation and web-based materials.

Findings

Within each of the case study businesses, eco innovation involved changing business processes to reduce waste and to reduce the amounts of raw materials consumed. Rurality was described as very important due to closeness to the impacts of climate change and firms’ visibility within their local communities. Although none of the businesses identified growth as a motivating factor, each enjoyed economic benefits as a result of their pro-environmental behaviour.

Research limitations/implications

As a small-scale study of eight atypical firms, the findings cannot be readily generalised. Rather, they provide insight to how eco innovation can address both the environmental and the economic.

Practical implications

The findings may be useful for those wishing to encourage pro-environmental behaviours and eco innovation among rural SMEs.

Originality/value

The paper contributes to the currently limited literature on how and why SMEs are implementing pro-environmental practice, and also in relation to greener operational practice and business growth.

Abstract

Attempts to diversify and regenerate the rural economy often embrace a particular representation of the local culture and society. The quality food product industry in particular has secured its status as a key player in the future of rural Scotland, Analysed here is the development of the cluster and enterprise strategies which seek to add value to advance competitive advantage in both domestic and global markets. Based in a consideration of the policy frameworks for rural Scotland, and of the food and tourism sectors especially (both prioritised by Scottish Enterprise and Highlands & Islands Enterprise as key sectors), this paper presents a critical evaluation of how value is construed through an examination of current case studies of Scottish quality food production and promotion. The paper considers how the promotion of particular signifiers of “added value” has implications for how regionality, rurality, quality and Scottishness are all defined.
