Abstract

We investigate the effect of the PCAOB’s Part II report on annually inspected firms’ audit fees and audit quality. The PCAOB replaced the peer review auditor program with an independent inspection of audit firms. Upon completion of each inspection, the PCAOB issued inspection reports that include a public portion (Part I) of identified audit deficiencies, and (in most cases) a nonpublic portion (Part II) of identified quality control weaknesses. The Part II report is only made public when the PCAOB deems that remediation was insuffcient after at least 12 months have passed. Starting around the time of the 2007 Deloitte censure (Boone et al., 2015), the PCAOB shifted from a soft synergistic approach to an antagonistic approach, such that Part II reports were imminent, despite delays that ultimately led to their release one to four years later than expected. Our study spans the period from 2007 to 2015, and examines the effect on audit fees and audit quality at the earliest date that the Part II report could have been released – 12 months after the Part I report was issued. We find that following the 12 month period, that annually inspected audit firms eventually lost reputation by lower audit fees, while they concurrently made remedial efforts to increase the quality of their client’s financial reporting quality (abnormal accruals magnitude and restatements). However, three years after the Part II report was actually released, audit fees increased.

Abstract

Purpose

Part II of the Public Company Accounting Oversight Board (PCAOB) inspection report is released only when firms fail to remediate quality control criticisms and is intended to be a public signal of audit quality. The purpose of this paper is to reexamine whether audit clients react to the release of Part II of the PCAOB inspection report as a signal of audit quality.

Design/methodology/approach

This study uses a difference-in-difference regression model to examine the association between the release of Part II of the PCAOB inspection report and an audit firm’s change in market share. A sensitivity analysis is also performed to determine whether the main findings are robust to the timing of the release of the report and type of quality control criticism included in Part II of the inspection report.

Findings

After controlling for the prior year’s changes in market share, the authors find no evidence that clients react to the public release of Part II of the report. In the second part of the study, they examine when clients become aware of the contents of the Part II report prior to its release. Firms with audit performance criticisms experience a decrease in market share following the release of Part I. Firms with firm management criticisms experience a significant decrease in market share following the remediation period and before the public release of Part II.

Practical implications

The results suggest that Part II of the PCAOB inspection report does not provide new information to the market. Clients appear to be aware of the information contained in Part II of the PCAOB inspection report prior to its release. The authors believe that the delay in releasing the Part II report may create an information imbalance, and the PCAOB may want to consider ways to improve the timeliness of the information.

Originality/value

This study questions the generalizability of prior research which finds that Part II of the inspection report provides new information that is valued by the public company audit market as a signal of audit quality. The findings provide new evidence that the contents of Part II and the firm’s ability to remediate the quality control concerns are known to audit clients prior to the public release.

Abstract

The Bureau of Economics in the Federal Trade Commission has a three-part role in the Agency and the strength of its functions changed over time depending on the preferences and ideology of the FTC’s leaders, developments in the field of economics, and the tenor of the times. The over-riding current role is to provide well considered, unbiased economic advice regarding antitrust and consumer protection law enforcement cases to the legal staff and the Commission. The second role, which long ago was primary, is to provide reports on investigations of various industries to the public and public officials. This role was more recently called research or “policy R&D”. A third role is to advocate for competition and markets both domestically and internationally. As a practical matter, the provision of economic advice to the FTC and to the legal staff has required that the economists wear “two hats,” helping the legal staff investigate cases and provide evidence to support law enforcement cases while also providing advice to the legal bureaus and to the Commission on which cases to pursue (thus providing “a second set of eyes” to evaluate cases). There is sometimes a tension in those functions because building a case is not the same as evaluating a case. Economists and the Bureau of Economics have provided such services to the FTC for over 100 years proving that a sub-organization can survive while playing roles that sometimes conflict. Such a life is not, however, always easy or fun.

Abstract

Purpose

Under the background of coexistence of information overload and information fragmentation, it is of great significance to identify influencing factors and reveal the evolution logic of public opinion for public opinion governance.

Design/methodology/approach

Taking 24 hot social events as research cases, firstly, the evolution process of public opinion was divided into initial stage and response stage. Secondly, eight antecedent variables were extracted for qualitative comparative analysis of fuzzy sets. Finally, the configuration path of public opinion evolution results was summarized.

Findings

The research showed that compared with the initial stage, the influencing factors in the reaction stage played a key role in the continuous evolution of public opinion. The influencing factors in the initial stage and response stage played an indispensable role in promoting the evolution of public opinion to calm down.

Practical implications

This research can provide reference for regulators to timely grasp the initiative, discourse power and leadership of public opinion development.

Originality/value

Research on the two-stage configuration path of public opinion evolution is helpful to clarify the key factors affecting the evolution trend of online public opinion of hot events.

Abstract

This paper, which is published in two parts, is concerned with ‘behind the scenes’ self‐regulation by companies and financial institutions (FIs) relative to the ‘Dissemination of price sensitive information’ guidelines outlined in the Stock Exchange report of February 1994. This paper, therefore, investigates a private form of self‐regulation outside the more public form of self‐regulation overseen by the Securities and Investments Board (SIB). The common focal points for these private self‐regulation processes are close cooperative relationships between FIs and a large portion of their portfolio companies. In Part I of this paper these relationships are employed as a common base around which to illustrate self‐regulatory processes at the level of individual companies. Part II looks at self‐regulation by UK FIs and the connections between the legal, self‐regulatory and social control mechanisms are explored and new directions for research and regulation proposed. The second part of this paper will be published in the next issue of Journal of Financial Regulation and Compliance.

Abstract

Purpose

The revitalization of big data has gained attention in the public sector. However, such open government data (OGD) is facing major challenges with respect to data quality and limited use. To solve this problem, this study analyzes the factors driving the use of OGD from the perspective of data providers in the public sector.

Design/methodology/approach

Using the analytic hierarchy process and analytic network process methodologies, the importance of the factors driving the use of big data in the public sector was ranked. In addition, the different characteristics of tasks among the departments in a public agency were compared based on expert interviews.

Findings

The factors driving OGD use are not only political environment or the technological environment. The importance of the institutional culture within the organization increases with the motivation of the data provider. The priorities of the OGD factors also depend on the objectives of the department involved.

Originality/value

This study provides implications for improving the publication of open data by analyzing the priorities of the factors driving its use from the perspective of big data providers. It focuses on different perceptions of the factors valued by public officials in charge of data in institutions. The results suggest the need to explore officials' perceptions of value creation in big data fields.

Abstract

Purpose

This paper aims to explore the links among health authorities’ public relations efforts, news media coverage, and public perceptions of risk during the H1N1 pandemic outbreak.

Design/methodology/approach

This study used a triangulation of research methods by comparing public relations materials, media coverage, and public opinion. The data were collected from a federal government web site, national newspapers, and national polls.

Findings

The data revealed a positive relationship between information subsidy attention and media attention to the H1N1 disease as well as the severity attribute. The salience of the severity attribute in information subsidies was linked with increased H1N1 salience in media coverage, extending the testing of the compelling-arguments hypothesis to an agenda-building context. However, there was no association between salience of the severity attribute and public risk perceptions.

Research limitations/implications

The study provides evidence for public relations effectiveness. However, the limited influence of the severity frame on the public's risk perception suggests a gap between news coverage and the public's view. Framing that effectively empowers the public to engage in desired behavior should be further studied for the success of a public health campaign. The study is limited to examining the severity attribute. A future study should pay more attention to different issue attributes or other frames. The media sample was limited to newspapers and thus lacks generalizability.

Originality/value

The study contributes to public relations scholarship by demonstrating how information subsidies influence media agendas and public opinion in a health communication context. The public health authorities’ role in influencing media agenda should be stressed.

Abstract

Purpose

The purpose of this paper is to identify key concepts in the literature relating to the release of open educational resources (OER), with specific reference to the emergence of public health OER.

Design/methodology/approach

A review of the literature relating to the development of OER was followed by an online search for OER literature relating specifically to public health. This was supplemented with evidence gathered during the Public Health Open Resources for the University Sector (PHORUS) project.

Findings

A wide array of OER literature was identified, although there was a limited number of public health‐related papers. The key concepts influencing public health OER release were identified as quality, ethics and values, rewards, risks and practical aspects, such as technological developments.

Research limitations/implications

There is a limited amount of public health‐related OER literature. Whilst it was possible to draw some conclusions using more general OER literature there is a need for more research in the specific area of public health OER.

Originality/value

The PHORUS project was the first to consider the literature relating to the release of public health OER. Understanding the enablers and barriers to OER is key to developing resources in this key area of health education.

Abstract

Purpose

The purpose of this paper is as follows: the first objective is to help illuminate part of the international archival sector’s initial responses to the crisis at its commencement, particularly by thematically analyzing the announcements made by national archives, which are arguably the leading archival institutions in their respective countries and the second objective is to help establish a joint contemporary understanding and historical snapshot of the positions of national archives during the first few months of the pandemic.

Design/methodology/approach

A comparative thematic analysis of national archives’ first formal public-facing COVID-19 announcements, released between March and May 2020, is conducted, specifically from the official websites of Australia’s National Archives of Australia, Canada’s Library and Archives Canada, New Zealand’s Archives New Zealand, the United Kingdom’s (UK) The National Archives and the United States of America’s (USA) National Archives.

Findings

Notwithstanding their diverse contexts, all the announcements thematically converge in discussing the closure of physical locations and spaces, as well as maintaining (reduced) services and offering remote access. Another theme appearing across most announcements is the concern for the protection of the health, welfare and safety of their communities. Additional themes featured in some of the announcements include considerations about the handling of paper records and physical materials, the removal and/or return of materials and the provision of further COVID-19 information. Unique themes appearing only once include steps for enacting precautions, furloughing staff and reopening and post-pandemic planning.

Research limitations/implications

Limitations to the article’s purview include its small sample size, focus on mainly English-speaking contexts and analysis of only official websites. Nevertheless, this sample arguably includes some of the major and leading archival institutions, not only in their respective countries but also internationally, namely, two national archives from North America (Canada and the USA), one from the wider European region (the UK) and two from Oceania (Australia and New Zealand). Further studies could expand the cohort size, diversify the focus for instance by analyzing social media postings and metrics and extend the timeframe.

Practical implications

This study could be of interest to archival academics and professionals, as well as library and information science scholars and practitioners, public health researchers and policymakers, cultural studies scholars and historians, exploring international and intersectional initiatives that have informed or are currently informing, approaches to and understandings of this pandemic and other similar health crises. It is further hoped that this study will humbly show support and supply solidarity with the wider archival community as it continues responding to and dealing with COVID-19.

Social implications

Capturing and analyzing aspects of national archives’ communication strategies related to the coronavirus pandemic is a topic of interest, not only for contemporary attempts for dealing with and understanding the crisis but also as a historical snapshot of their responses at this particular point in time.

Originality/value

By contributing to ongoing conversations about the coronavirus pandemic, this study provides the beginning of an analysis of the international archival sector’s initial interventions within it. As the first article in the archival literature on this topic, a baseline and point of reference are established for other studies that will hopefully follow on this topic. In these ways, it can also contribute to debates on how archives and other cultural memory institutions including libraries, museums and galleries, have reacted to the coronavirus pandemic and their resulting communication strategies and impacts upon their institutions, missions, collections, services and communities.
