Abstract

In the fields of social choice, public choice, and political economics, the key difference between private and political decision-making is whether preferences have to be aggregated to make a decision. A related, yet much less studied difference is whether also beliefs have to be aggregated. In this chapter, we argue that belief aggregation creates different incentives for individual belief updates in private and political choice. We review contemporary theories of biased beliefs in politics: Bayesian misperceptions, behavioral anomalies, and rational irrationality. We examine assumptions and consequences of all the approaches vis-à-vis issues of common knowledge, stability, symmetry, and multiplicity of stable states. As a route for further analysis, we construct an evolutionary model including a coordination failure. Differences in learning dynamics make the political play of this baseline game Pareto-inferior to the private play.

Abstract

Purpose

The purpose of this article is to examine the increased public pressure on corporations to express a point of view on social politics such as same-sex marriage that have no intrinsic connection to their line of business.

Design/methodology/approach

By analyzing recent cases in which corporations have suffered from negative public sentiment regarding their policies on social issues, the authors adduce some guidelines for handling the intersection of corporate reputation and private politics.

Findings

This analysis led the authors to propose four strategies for coping with reputation assaults relating to private politics: dynamic sentiment mapping, developing points of view, continuous consumer conversations and decision clarity.

Originality/value

There is existing literature on this subject, but few recommendations for how to handle the issue.

Abstract

Social movement organizations increasingly engage directly with companies, rather than using the political process to regulate them. This development has spawned lively new literatures on non-market strategy and on social movements, but the two would benefit from engaging each other more effectively. A common framework and set of shared constructs would allow for collaborative theorizing on how new issues emerge into the public sphere, how interest groups mobilize, and how public opinion is formed; transaction cost analysis, with its primarily verbal theorizing, may prove a helpful starting point. Empirical knowledge is growing rapidly, yet many exciting questions remain open.

Abstract

Purpose

This paper aims to investigate the prevalence of corruption in Ghana to understand how and why it has turned public procurement into a mere money-making scheme instead of a means to provide needed public goods and services.

Design/methodology/approach

The study focuses on Ghana as a case study and mobilizes the monetization of politics lenses. Data are collected via interviews with key officials across the procurement sector (including the government, donors and civil society), documents, documentaries and news articles.

Findings

The findings suggest that the increasing costs of elections and political financing coupled with the costs of vote-buying, which has become informally institutionalized, intensify corruption practices and, consequently, turns public procurement into a mere source of cash for political ends. Political appointments and legalized loopholes facilitate this by helping to nullify the safeguard accounting and other control institutions are designed to provide. Likewise, enduring poverty and rising inequality “force” citizens into a vote-buying culture which distorts democratic premises that may drive out unscrupulous politicians; thus, perpetuating capture schemes. Civil society's efforts to remedy these have had little success, and corruption and inequality remain rife.

Practical implications

The main practical implication of the study lies in the need for a gradual demonetization of elections, and the consideration of the fundamental function of public procurement as a policy instrument embedded in economic, social, cultural and environmental plans. Additionally, given the connectedness of the various corruption issues raised, a comprehensive system-based approach in dealing with them would be more effective than a piecemeal approach targeting each issue/problem in isolation.

Originality/value

While extant literature has examined the issue of endemic corruption in developing countries using state capture, few have attempted to explain why it remains enduring, particularly in public procurement. This study, therefore, contributes to the literature on corruption and state capture theoretically and empirically by drawing on monetization of politics from political science to explain why corruption and state capture endure in certain contexts (with Ghana as an illustrative example) which reduce public procurement to a cash-milking scheme.

Abstract

Why did Sweden and Norway arrive at different conclusions with regards to the introduction of corporate gender quotas? The chapter points to two decisive and interwoven explanations.

First, there is a question of varieties of capitalism – even within the Scandinavian model: The strong and traditionally socially responsible Swedish business life enjoyed more autonomy than their Norwegian counterpart, making it harder for the Swedish state to interfere in business life. In Norway, on the other hand, the state was a dominant capitalist itself whereas private owners in general were small and dispersed. Consequently, the capacity of the state to interfere in business life was larger, compared to Sweden.

Second, there is a matter of different cultures concerning gender equality and the attitudes towards state intervention: In Norway, an established gender quota tradition and rather positive attitudes towards state intervention created a moderate discursive climate in gender equality matters. A discursive tradition accepting women as a group as different from men as a group gave politicians a larger scope of action concerning gender equality measures directed at women only. In Sweden, the discursive climate was more hostile towards state intervention, and there was a less strong tradition for legally imposing gender quotas. In addition, Swedish feminists were active and conflict-oriented, thereby creating a polarized gender equality discussion in a public life traditionally oriented towards consensus-based solutions to political discrepancies.

Abstract

Uses the distinctions Max Weber draws between means and ends of economics and politics in Economy and Society to explore why the discussion of ends may be neglected in current conversations on privatization and reinvention. Includes a discussion of possible relationships between public and private based on Weberian concepts of the life spheres of politics and economics and the contrasting types of status and purposive contracts. Suggests that to increase emphasis on ends, as well as means, public dialogue should focus on giving an account as well as on holding organizations to account. For public management to focus on giving an account, more attention needs to be given to appreciating a public law framework, understanding the relationships in different types of contract, and creating conditions favourable to communicative rationality.

Shows how Machiavelli influenced modern management in much more fundamental ways than simply his well‐known advice to be ruthless, upon which many management writers focused. First, it explains his reputation for advising ruthlessness by discussing his life and times and the subject‐matter on which he wrote. Second, it details his positive teaching with regard to the modern world, the division of that world into a public and a private sector, and his foundation for the modern executive. In that context, ruthlessness is a tool for his executive figure to maintain stability in the public sector, so that people can focus more of their attention on the private sector in a modern world devoted to people serving their own needs.

Abstract

Purpose

The article investigates how the COVID-19 pandemic has accelerated and deepened the presidentialization of politics in Italy. It examines how a series of innovative rules and procedures adopted by the Prime Minister Giuseppe Conte to face the extraordinary event are part of a permanent presidentialization dynamic.

Design/methodology/approach

This study analyzes the role of prime minister in coping with the pandemic in Italy within the analytical framework of the personalization of politics. Section 1 investigates how the prime minister has resorted to autonomous normative power through intensive use of the Decree of the President of the Council of Ministers (DPCM). Section 2 observes the establishment of a more direct relationship with citizens through extensive use of digital communication and high engagement. Section 3 analyzes the “personal task force” appointed by the prime minister and highlights a new balance between technocratic/private roles and politics undermining democratic accountability.

Findings

By examining three main aspects of the personalization of politics, the article observes that the COVID-19 pandemic has facilitated the movement to presidentialization of power in Italy. It argues that the COVID-19 pandemic has strengthened political and institutional trends already in place before the crisis.

Originality/value

The article expands the comparative research on the presidentialization of politics. The Italian case clearly underlines how the pandemic crisis represented a further step of progressive dominance of the “executive” over the other branches of government. The article suggests an agenda for future cross-institutional and cross-national analysis.

Abstract

Purpose

The purpose of this chapter is to question the degree and the nature of legitimacy and force held by private security, and how this can affect the role private actors are playing in the field of policing and in the governance of security.

Methodology/approach

We draw mainly on existing academic literature on private policing, as well as our own qualitative research conducted in Canada.

Findings

If private security personnel have undeniably less legitimacy and force than their public counterpart, two nuances should be brought: (1) there is a tendency toward a shrinking of the gap between both sectors; and (2) these shortcomings do not represent such a problem, considering that, first, private security actors are usually given specific legal powers (e.g., the landlord’s), and, second, they do not rely on legitimacy as much as the police do in order to do their job. That being said, as private security officers and companies are likely to become increasingly involved in traditional police functions (most notably patrolling the public space), their lack of legitimacy and legal powers could significantly impede their actions in the future.

Originality/value

This chapter brings nuances to the supposed lack of force and legitimacy that plague the private security industry. It also sheds light on some of the inner rationales that characterize the dynamics within public and private policing.

Abstract

Purpose

Despite the ongoing increase of women in the top positions, they are still underrepresented in politics. The studies that primarily focus on women’s underrepresentation in politics neglect the role of gender as a category that structures and makes sense of social practices. The purpose of this paper is to investigate the mechanisms that regulate the contemporary gender order in politics through discourse analysis and the contribution of the critical feminist perspective.

Design/methodology/approach

The study is based on 30 biographical interviews with Italian politicians and focuses on the account of their political experiences and on the meanings attributed to these.

Findings

The results of this paper underline the tendency to either absolve or blame women for gender inequality in politics through different interpretative repertoires: “Women’s disinterest toward politics,” “Politics as masculine context” and “Politics–family unbalance.” The analysis allowed to unravel the way in which the discursive practices create and reproduce the hegemonic gender order in politics.

Research limitations/implications

The research is limited to 30 qualitative interviews, and so results cannot be generalized.

Practical implications

The findings of this paper highlight the importance of exploring issues relating to the gender gap in politics and stress the need to implement actions to promote gender equality in politics.

Originality/value

The paper contributes to an understanding of women’s underrepresentation in politics and offers causes for reflection on a phenomenon that has profound implications for our society.
