Abstract
Purpose
After more than 18 months of life during a pandemic, much of the world is beginning to transition back to some semblance of normalcy. As that happens, institutions – including policing – need to acknowledge changes that had been made during the pandemic and decide what modifications and innovations, if any, to continue moving forward.
Design/methodology/approach
The authors use semi-structured interviews and focus groups of police personnel in the United States (US) and Canada. The sample includes police officers and frontline supervisors (n = 20). The authors conduct qualitative analysis using deductive and inductive coding schemes.
Findings
The sample identified four areas of adaptation during the pandemic: 1) safety measures, 2) personnel reallocation, 3) impacts on training and 4) innovation and role adjustments. These areas of adaptation prompted several recommendations for transitioning police agencies out of the pandemic.
Originality/value
A growing number of studies are addressing police responses to the pandemic. Virtually all are quantitative in nature, including all studies investigating the perceptions of police personnel. The body of perceptual studies is extraordinarily small and primarily focuses on police executives, ignoring the views of the rank-and-file who are doing the work of street-level police business. This is the first study to delve into the perceptions of this group, and does so using a qualitative approach that permits a richer understanding of the nuances of perception.

Abstract
Purpose
This paper aims to assess COVID-19 as presenting both a crisis and opportunity for police trust and legitimacy by considering the role of police in delivering the legislative requirements of government and enforcing various health orders across Australia and New Zealand.
Design/methodology/approach
The research relies on a mixed-methods analysis of national, commonwealth, state and territory policy, corporate police reports, academic commentary and media coverage throughout the pandemic. Survey data gathered during the pandemic relevant to trust and legitimacy in police and government is also analysed.
Findings
Five findings relating to police trust and legitimacy are identified. They reveal that police mostly did seize the pandemic as an opportunity to implement practices that enhanced perceptions of trust and legitimacy. However, even where police were able to leverage COVID-19 as an opportunity, the protracted nature of the pandemic posed a challenge for maintaining trust and legitimacy gains. The findings also underscore the importance of a continued focus on building trust and legitimacy post-pandemic to counter any lingering consequences.
Research limitations/implications
The applicability of the findings outside the Australian and New Zealand context may be limited, given differences in jurisdictional legislative frameworks and policing operational environments.
Practical implications
This study identifies good community engagement practice for pandemic policing, contributes to communication strategies for managing trust decay during an emergency, forecasts ongoing trust and legitimacy challenges to policing’s post-pandemic operational environment and enhances aspects of post-pandemic recruitment approaches.
Originality/value
The findings contribute to emerging police practice and research on building and sustaining trust and legitimacy during periods of uncertainty and volatility, such as during and after a pandemic.

Abstract
So far, in Chapters 1 and 2, we have explored the scope and power of entrepreneurship in policing and criminal contexts, and in particular, entrepreneurial policing, as well as having examined the inherent cultural and organisational dynamics within the service which make its implementation problematic. In Chapter 3, the author looked at how the philosophy and practice of entrepreneurial leadership has initiated entrepreneurial change in respect of organisational governance; and, in Chapter 4, the author examined the related concept of criminal entrepreneurship and established that there is also an inherent entrepreneurial nature to crime and in particular organised crime. This inherent phenomenon is also present in ordinary disorganised crime. Accordingly, the author developed an enterprise-based ecosystem model of crime and discussed what this means in terms of the entrepreneurial organisational capabilities of the police and in turn how this affects how they interdict serious and organised crime. There is a palpable mismatch. In Chapters 5 and 6, the author turned to further explore how the service can inject entrepreneurial vigour into its structures, philosophies, and everyday practices, processes, and procedures by understanding the mismatch and taking steps to initiate change. In Chapter 7, the author draws the threads of the argument together by discussing the critical need for change and provide suggestions on how to overcome obstacles and difficulties. This will entail reversing the cultures of risk-aversion, anti-entrepreneurialism, anti-intellectualism and by learning to lead entrepreneurially. Policing is a complex social process which changes as a result of social pressures and political changes and accordingly the author briefly examines some important changes brought about by the global Covid-19 pandemic which may change the way the police in the twenty-first century. Finally, the author ends by considering how to move towards a more entrepreneurial future in policing and criminal contexts.

Abstract
Purpose
The purpose of this study is to develop the theorisation of cybercrime in the context of the pandemic, and to sketch out a vision of how law enforcement might respond to a transformed landscape of online crime and offending.
Design/methodology/approach
This conceptual paper draws on empirical evidence from a range of sources (including official statistics) and the existing research literature, and revisits routine activities theory to illuminate the way that cybercrime patterns are being transformed by the pandemic.
Findings
The pandemic is reshaping the routine activities of societies en masse, leading to changes in the ecology of risk and opportunity for cybercrime. There is evidence of a large increase in the prevalence of cybercrime as a result, yet much of this has a paradoxically “local” character.
Practical implications
The authors identify specific practical implications for law enforcement, namely, that the role of local police in policing cybercrime should be re-envisioned, with a democratic, community-oriented approach at its heart.
Originality/value
The theoretical perspective outlined is a novel and critical development of a well-established framework, opening up new paths to the theorisation of cybercrime and cybercrime policing. The authors’ suggestions for practitioners have the potential for direct impact, both at the level of practice and in terms of broader imaginaries and organisation of police and policing.

Abstract
Purpose
This study explored the effects of the coronavirus pandemic on rural municipal police in Pennsylvania.
Design/methodology/approach
The authors surveyed rural police chiefs and sworn officers to inquire about their intra-department organizational capabilities, police-community relations, well-being practices, and how these strategies may have developed since March 2020.
Findings
The pandemic affected rural police officers and rural policing strategies in many ways. Moreover, existing challenges to limited rural police budgets were exacerbated suggesting a need for more flexible budgetary capacities, access to wellness resources were limited suggesting better access to these resources and preparation for responding to public health emergencies was limited suggesting more complete training is warranted.
Originality/value
This study draws attention to the unique experiences of rural municipal police across one state by capturing specific areas of concern throughout the coronavirus pandemic.

Abstract
Purpose: The evidence regarding the effects of the COVID-19 lockdown on domestic violence is mixed. Studies using hotline call services identify an increase on domestic violence, while studies using police reports find a decrease. One limitation is that most of these studies came from diverse regions using different types of data sources. The purpose of this study is to use two separate data sources to study this question in the same region, and to contribute to the discussion for potential mechanisms that explain this mixed evidence.
Methodology: This study estimates the effects of the COVID-19 lockdown on domestic violence in Mexico City. The authors use two separate data sources: hotline calls and official police reports. Our empirically strategy is based on a difference-in-differences methodology and an event-study design.
Findings: As a consequence of the COVID-19 lockdown, hotline calls for psychological domestic violence increase by 17%, while police reports of domestic violence decrease by 22%. To reconcile these discrepancies between hotline calls and police reports, the authors consider several potential mechanisms. The authors find suggestive evidence that the increase in psychological domestic violence is related to financial stress. Further, the results of this study indicate that the reduction in police reports is related to women facing more barriers to report their abusive intimate partners during the lockdown.
Value: These results confirm that the variation observed in the existing literature is related to the type of data being used. The mixed evidence suggests that more women suffer from psychological domestic violence as captured by hotline calls, while women encounter more barriers to report their abusive husbands to the police as captured by the official police reports.

Abstract
Bali tourism faces a great threat from the pandemic issue. COVID-19 causes a sharp decline of domestic and international tourist arrivals since many countries issued travel bans. All tourism sites in Bali are closed for tourists during the pandemic as ordered by the governing law. The research investigates the solution planned and applied by the cultural tourism destination managements during and post pandemic and understands how cultural tourism in Bali adapts the new norm tourismscape from the locals' and tourists' perspectives. The research uses qualitative method wherein the data were collected in two Hindu temples in Bali namely Goa Lawah and Tirta Empul, where tourists regularly gaze at authentic cultural tourist attractions through field observations, face-to-face interviews with tourism sites managers and tourists who purposely selected to ensure they understand the case. The data were triangulated by comparing and contrasting the informant's viewpoints to understand the case. The research finds that tourism site managements have applied the international health procedures prepared by management through intensive workshops and trainings to develop their competencies dealing with tourists during and post pandemic. This research claims that collaborative managements involving temple management, pecalang, police and soldiers have been dynamically adapted in mitigating the risks of COVID-19 outbreaks within the temple sites during the pandemic which distinct from the mainstream managements.
