Abstract

Purpose

While public support for and cooperation with the police has been deemed vital for police effectiveness, what shapes such support and cooperation has not been fully examined. The purpose of this study is to explore three perspectives on public cooperation with police simultaneously: (1) police legitimacy, (2) legal cynicism, and (3) neighborhood norms.

Design/methodology/approach

The data used in this study came from a survey conducted with 408 residents across three neighborhoods in Detroit, Michigan, in 2009. Ordinary least squares (OLS) regression was used to assess the relationship between the three groups of theory-based predictors, representing police legitimacy, legal cynicism, and neighborhood norms, and the dependent variable of cooperation.

Findings

The findings partially support the legitimacy model, as trust in police, but not perceived obligation to obey, predicts cooperation with police. This study provides strong support for the legal cynicism and neighborhood norms perspectives. Specifically, residents who have higher levels of legal cynicism and who report a stronger anti-snitch neighborhood subculture report being less inclined to cooperate with the police.

Originality/value

This study is the first to compare the relative influences of three major perspectives on public cooperation. Future studies should continue to analyze competing theories in explaining public cooperation with the police and determine if findings from this study are applicable to locations outside Detroit.

Abstract

Purpose

The legitimacy crisis faced by law enforcement has been suggested to be the result of a new media environment where citizens can record encounters with police and place these recordings online. The purpose of this paper is to examine the motives of individuals who cop-watch, or record the police, but not the factors influencing visiting cop-watching websites.

Design/methodology/approach

Using a cross-sectional, national sample of 702 American adults, and drawing on theories of legal socialization and selective exposure, the current study examines the prevalence and correlates visiting “cop-watching” websites.

Findings

Approximately 9 percent of the sample reports having ever visited these sites. Results from a series of logistic regressions indicate legal cynicism is positively associated with having ever visited these sites, having done so recently, following these sites on social media and visiting these sites more frequently after Ferguson. Police legitimacy reduced the likelihood that individuals had ever visited these sites, but was unrelated to other outcomes.

Research limitations/implications

The cross-sectional nature of the survey precludes discussion of causality, but results are fairly consistent with theoretical expectations.

Originality/value

The current study reflects an early attempt to understand correlates of public consumption of “cop-watching” material.

Abstract

This chapter focuses on how people with a history of short-term incarceration engage with the criminal justice system. It is based on analysis of interview data with men and women who had been incarcerated in a county-level facility in Massachusetts; they were interviewed up to five times (once prerelease and four times postrelease). A primary goal of most was to be free of or minimize criminal justice system contact (not just incarceration), and this drove their approach to criminal justice system contact. In spite of this goal, they often remained ensnared for lengthy periods.

Abstract

Purpose

The purpose of this paper is to develop and test a series of hypotheses regarding the use of procedurally just policing during suspect encounters.

Design/methodology/approach

Systematic social observation data from police encounters with suspects are used (N=939). Ordinary least-squares regression models are estimated to evaluate the effects of four variable clusters (i.e. suspect self-presentation, situational factors, suspect social characteristics, and officer characteristics) on procedurally just policing practices.

Findings

Results from the regression models show that the most salient predictors of police officers exercising authority in a procedurally just manner include the level of self-control displayed by suspects, the number of citizen onlookers, whether the encounter involved a traffic problem, the race/ethnicity of suspects, and suspects’ social status.

Research limitations/implications

This study focused only on police-suspects encounters where compliance requests were made. While the size of the sample is relatively large, the results from this study do not generalize to all types of police encounters with members of the public.

Originality/value

This research adds to an emerging body of research focused on predicting procedurally just practices in police encounters. The findings support increased attention to theories that explain police-citizens interactions, and also indicate that further consideration to the measurement of police behavior is warranted.

Abstract

Purpose

This paper aims to examine the effect of social cynicism on consumer cynicism. The negative inferred motive is tested as a mediator between social cynicism and consumer cynicism; whereas, negative affectivity is tested as a moderator between social cynicism and negative inferred motive.

Design/methodology/approach

The study was carried out in India using a mixed-method approach. In the first stage, a survey was conducted to test the moderated mediation model, followed by in-depth interviews in the second stage. The survey was analysed using structural equation modelling, while themes were generated from the data collected through interviews.

Findings

The study established the effect of social cynicism on consumer cynicism. Negative inferred motive mediated the relationship between social cynicism and consumer cynicism. Negative affectivity moderated the influence of social cynicism on negative inferred motive.

Research limitations/implications

With rising anti-consumption behaviours, it is imperative to understand why consumers turn cynical towards marketers. The study indicates that consumer cynicism is influenced by previous experiences of the consumer with the society and is not merely a reaction to arm-twisting by firms. As social cynicism cannot be changed drastically, understanding how it impacts consumer cynicism would help a firm handle its marketing efforts better.

Originality/value

The study empirically validates the relationship between social cynicism and consumer cynicism. The mediating effect of negative inferred motive on consumer cynicism was also validated. The study is also the first to point out the moderating role of negative affectivity on the relationship between social cynicism and negative inferred motive.

Abstract

Purpose

The purpose of this paper is to understand the reporting intentions of traditional and cybercrime victimization, and the role of procedural justice in explaining sources of variation.

Design/methodology/approach

Using Amazon’s MTurk program for opt-in survey participation, 534 respondents across the USA considered ten victimization incidents and expressed their likelihood of reporting each incident to the police as well as their belief that the police would identify and arrest the offender.

Findings

As expected, reporting intentions increased with the seriousness of the incident for both traditional crime and cybercrime. However, reporting intentions were generally slightly higher for incidents that occurred in the physical world, as opposed to online. Likewise, beliefs that police could identify and arrest and offender were lower for cybercrime compared to traditional crime. Consistently, predictors of reporting to the police and belief in police effectiveness hinged heavily on procedural justice. Other predictors for these behaviors and beliefs are also discussed.

Originality/value

This study uniquely compares reporting intentions of potential victims of parallel victimizations occurring in-person and online, thus providing firm comparisons about reporting intentions and beliefs about police effectiveness in addressing traditional and cybercrime.

Abstract

Purpose

Police legitimacy presents a social value of the institution based on citizens' normative, moral and ethical feelings that they should voluntarily comply with and support the authority of the police. The present study focuses on residents' perceptions of police legitimacy in different settings in Slovenia.

Design/methodology/approach

Drawing on data from a survey of 1,022 citizens in Slovenia, this study examined the correlates of police legitimacy and differences in citizen perceptions of police legitimacy in urban, suburban and rural settings.

Findings

Multivariate statistical analyses showed that feelings of obligation to obey, trust in police, procedural justice, police effectiveness, relations with police officers and gender influence perceptions of police legitimacy. Significant differences between residents' perceptions of police legitimacy, obligation to obey, trust in police, procedural justice, police effectiveness and legal cynicism in urban, suburban and rural settings were also observed. In general, residents of rural areas were found to have more positive attitudes towards the police than those in urban and suburban settings.

Practical implications

The article is useful for police leaders and practitioners planning policies and training of police officers for democratic policing.

Social implications

Police legitimacy reflects the legitimacy of governance, as the police are the most visible representatives of the state authority. Therefore, police legitimacy is crucial for policing in urban, suburban and rural settings.

Originality/value

The study presents the first test of police legitimacy in a non-Western cultural environment based on a national sample of citizens, which enables the generalisation of concepts of legitimacy, and its correlates in a different cultural setting. The study also presents the first attempt to test and compare the effect of the settings (i.e. rural, suburban and urban) on variables influencing residents' perceptions of police legitimacy.

Social movement scholars conventionally neglect high school students and settings. This elision stems in part from the fallacious assumption that high schools constitute a segment of society traditionally immune to conflict and in equal part from a failure to appreciate the political agency of high school-aged youth. When scholars do concern themselves with youth social movements, they tend to privilege large-scale, epochal protests on college campuses. In this study, however, we document a significant level of “social movement behavior” among actors who rarely see the light of scholarly print: suburban high school students.

Abstract

Purpose

The conceptualization of service sabotage failed to adequately tap the domain of interest. Phenomena like turnover and service sabotage are difficult to measure and are not suitable for individual-level study. However, “intention” is suitable for individual-level or management-oriented studies. The paper aims to discuss these issues.

Design/methodology/approach

A new scale (eight items) to measure the intention to sabotage was developed and tested using a sample of bank (n=313) and insurance (n=258) employees in Nigeria. Cynicism and the desire for justice are the roots of sabotage. As such, the inability to stabilize institutionalized work processes and procedures may cause employees to be overcome with the intention to sabotage service, prior to the actual sabotage. Drawing on conservation of resources theory, this paper investigates the impact of employee cynicism on intention to sabotage as moderated by procedural justice.

Findings

The analyses suggest that employee cynicism is related to the intention to sabotage, and procedural justice moderates the relationship between employee cynicism and intention to sabotage. The findings endorse the model of interest, and implications of this study for research and practice are discussed.

Originality/value

The study differentiated service sabotage from intention to sabotage, and developed and tested a scale to measure the intention to sabotage.

Abstract

Purpose

The purpose of the study is to examine the role of legitimacy in forming whistleblowing behavior in Ugandan procuring and disposing entities (PDEs).

Design/methodology/approach

This study has adopted both a quantitative and qualitative cross-sectional research design to collect data from a sample of 97 out of the population of 129 PDEs in Kampala, which are regulated by the Public Procurement and Disposal of Assets Authority.

Findings

This paper finds that improvement in the perception of public servants about the appropriateness of the Whistleblowers Act and its enforcers can increase on the reporting of unethical practices in public procurement.

Research limitations/implications

This study has used a cross-sectional survey data. The causal relationships between variables are possibly obscured; as data from all participants are collected at the same point of time, perceptions go on changing over time. Therefore, further studies should use a longitudinal approach. Second, there are no constructs for legitimacy in public procurement and those from law are domesticated.

Practical implications

There should be a promotion of legitimacy of the Whistleblowers Act and the enforcement agencies of the Act. The government should devise means for the public servants to have an obligation to obey the holders of authority, to trust and have confidence in them and to enforce the Whistleblowers Act in an ethical and normative framework.

Originality/value

This study reveals the whistleblowing intentions and behavior of public servants in PDEs. This study would help the Government of Uganda to make the Whistleblowing Act legitimate and its enforcers to increase on the reporting of unethical practices in public procurement.
