Abstract
Purpose
One of the priorities of the health system is community health promotion. In this regards, proper development of programs and plans is needed to create a responsive system which leads to health promotion. The aim of this study was to identify the requirements for developing non-communicable disease (NCDs) programs based on CIPP (context, input, process and product) model.
Design/methodology/approach
This is a qualitative study. Data were collected through semi-structured interviews with 40 experienced informants in the field of NCDs. The interviewees were selected bases on pre-determined criteria which then were completed by snowball sampling. Analysis was carried out using a content analysis approach that led to identifying program development requirements in four dimensions of context, input, process and product.
Findings
Twenty-nine requirements of developing program were categorized in four domains of context, input, process and product. These requirements comprised of pilot studies, the existence of appropriate needs assessment, evidence-based programs, promoting organizational culture, adequacy of resources, identification of stakeholders and comprehensive cooperation and existence of an appropriate evaluation system.
Research limitations/implications
Since this study was performed through a qualitative method, it is possible, some prerequisites of program development may not be encountered. But the extreme effort has been made to perceive diversity and different aspects.
Originality/value
The first study was in the field of appropriate requirements for program development in the context of a centralized health system in a developing country.

Abstract
Purpose
This paper aims to explain real exchange rate fluctuations by means of a model including both standard fundamentals and two alternative measures of inflation expectations for five inflation targeting countries (the UK, Canada, Australia, New Zealand and Sweden) over the period January 1993–July 2019.
Design/methodology/approach
Both a benchmark linear autoregressive distributed lag (ARDL) model and a nonlinear autoregressive distributed lag (NARDL) specification are considered.
Findings
The results suggest that the nonlinear framework is more appropriate to capture the behaviour of real exchange rates given the presence of asymmetries both in the long and short run. In particular, the speed of adjustment towards the purchasing power parity (PPP) implied long-run equilibrium is three times faster in a nonlinear framework, which provides much stronger evidence in support of PPP. Moreover, inflation expectations play an important role, with survey-based ones having a more sizable effect than market-based ones.
Originality/value
The focus on linearities and the estimation of a NARDL model, which is shown to outperform the linear ARDL model both within sample and out of sample, is an important contribution to the existing literature which has rarely applied this type of framework; the choice of an appropriate econometric method also makes the policy implications of the analysis more reliable; in particular, monetary authorities should aim to achieve a high degree of credibility to manage them and thus currency fluctuations effectively; the inflation targeting framework might be especially appropriate for this purpose.

Abstract
Purpose
This study aims to synthesize the body of sustainable value creation (SVC) research within sustainable business model literature through a systematic literature review.
Design/methodology/approach
A systematic literature review of 85 research articles of SVC through business models from 2011 to 2020.
Findings
The systematic literature review allowed the authors to identify five core SVC elements: value forms, stakeholders, temporal view, spatial view and tensions and conflicts. Moreover, a conceptual framework presenting the interrelationships of the SVC elements is proposed.
Practical implications
This study carries implications for practitioners in the form of guiding questions provided in the framework. Those questions help responsible managers to plan, identify and choose strategic sustainability actions and to develop companies’ business models aiming to lead to the creation of long-term sustainable value in different time frames and locations or different parts of the value network. Additionally, the framework guides managers to identify and manage potential tensions and conflicts which can otherwise hinder SVC.
Originality/value
To the best of the authors’ knowledge, this study is the first systematic literature review of SVC through business models with the conceptual development of SVC. The study synthesizes the fragmented literature to identify SVC elements and build basis for conceptualization of SVC through business models.

Abstract
Purpose
The literature on public procurement (PP) has increased significantly in recent years, and, to date, several reviews have been conducted to study this relevant subject. Nevertheless, a bibliometric analysis of the PP knowledge domain is still missing. To fill this knowledge gap, a bibliometric review is carried out to investigate the current state of PP research.
Design/methodology/approach
A total of 640 journal articles are selected from the Scopus database for the final analysis. The performance indicators of the literature are identified and explained through bibliometric analysis. Furthermore, the conceptual and intellectual structures are studied through a keyword co-occurrence network and bibliographic coupling.
Findings
The results of the review indicate that PP research has increased significantly in recent years. The top ten most productive journals, countries, authors and academic institutions are identified. The findings from the keyword co-occurrence network reveal six main research themes including innovation, corruption and green public procurement (GPP). By applying bibliographic coupling, the focus of PP research revolves around seven thematic areas: GPP, corruption, the role of small and medium-sized enterprises (SMEs) in PP, electronic PP, innovation, labour standards and service acquisition. The research potential of each thematic area is evaluated using a model based on maturity and recent attention (RA).
Originality/value
To the best of the authors' knowledge, this is the first study to successfully organise, synthesise and quantitatively analyse the development of the PP domain amongst a large number of publications on a large time scale.

Purpose
The purpose of this paper is to investigate the salivary fluoride retention as fluoride concentration, amount of soluble fluoride, half-life (t1/2) and salivary flow rate of different amounts of toothpaste and rinsing procedures.
Design/methodology/approach
A randomized crossover study of 21 healthy volunteers was designed to compare pharmacokinetic parameters of 1 g (B1) and 0.3 g (B0.3) of toothpaste without rinsing and brushing with 1 g of toothpaste with expectoration followed by water rinsing (B1R). Unstimulated saliva was collected before brushing as a baseline and at 0, 5, 10, 30, 60 and 90 min after the completion of the tooth brushing procedure.
Findings
The salivary fluoride concentration and amount of soluble fluoride of the B1 group were significantly higher than the B0.3 and B1R groups. The B1 and B1R groups prolonged the remineralizing level up to 60 min while the B0.3 group retained their remineralizing levels for 30 min. The initial t1/2 (rapid phase) of B1 and B1R groups were significantly longer than the B0.3 group. The late t1/2 (slow phase) of the B0.3 group was significantly longer than the B1 group. This is called the two-compartment open pharmacokinetics model. There was no statistical difference of salivary flow rates between all groups.
Originality/value
Non-rinsing and the amount of fluoride toothpaste play an important role in raising salivary fluoride levels and prolonging the remineralizing level of the oral cavity.

Abstract
Purpose
Japan's decision to release nuclear wastewater into the Pacific Ocean in 2023 has sparked strong opposition at home and abroad. In this study, Graph Model for Conflict Resolution (GMCR) method is adopted to analyze the conflict problem, and reasonable equilibrium solutions are given to solve the conflict event.
Design/methodology/approach
In this study, GMCR is adopted to solve the conflict problem. First, identify the key decision-makers (DMs) on the issue of nuclear effluent and the relevant options they might adopt. Second, the options of each DM are arranged and combined to form a set of feasible states. Thirdly, the graph model is constructed according to the change of DM's options, and the relative preference of each DM is determined. Finally, the conflict problem is solved according to the definition of GMCR equilibrium.
Findings
Discharging nuclear wastewater into the ocean is not the right choice to solve the problem. Developing more space to store nuclear wastewater is more conducive to the protection of the ocean environment.
Practical implications
It is undesirable for the Japanese government to unilaterally discharge nuclear wastewater into the ocean. Objectively assessing the radioactivity of nuclear wastewater and the cooperation of relevant stakeholders can better solve this conflict.
Originality/value
The problem arising from Japan's releasing plan is complicated because of a lack of information and the existence of multiple stakeholders, while GMCR can help us with a better view of the current circumstance in the conflict.

Purpose
The purpose of this study is to focus deeply on the short term to explain the relative long-term evolution of the Argentinian economy in the long and the short term.
Design/methodology/approach
The study of the long-term evolution of the Argentine economy and identifying the moment in which it began to lose ground compared to other developed economies, such as Australia and Canada, constitutes the central axis of the historiography of this country. However, an additional problem presented by the Argentine economy is its high volatility. For this reason, the long term should be influenced by the short term, an issue that requires a more detailed study of the cyclical behavior and a deep analysis of the relationship between the long and the short term.
Findings
The results obtained point to a cyclical development that influences the long-term evolution and, therefore, explains Argentina’s convergence process with Australia and Canada. Frequent deep busts and short booms characterize the Argentine cycle, offsetting its long-term growth potential.
Originality/value
Although the long term has been profusely studied in Argentina, the short term has not been analyzed to the same extent, which is surprising given the extreme volatility of this economy (Prebisch, 1950). The studies performed on economic cycles have always been partial, disconnected from the long term and carried out without much technical rigor.

Purpose
This article introduces the Special Issue on Sustainable Management of Heritage Buildings in long-term perspective.
Design/methodology/approach
It starts by reviewing the gaps in knowledge and practice which led to the creation and implementation of the research project SyMBoL—Sustainable Management of Heritage Buildings in long-term perspective funded by the Norwegian Research Council over the 2018–2022 period. The SyMBoL project is the motivation at the base of this special issue.
Findings
The editorial paper briefly presents the main outcomes of SyMBoL. It then reviews the contributions to the Special Issue, focussing on the connection or differentiation with SyMBoL and on multidisciplinary findings that address some of the initial referred gaps.
Originality/value
The article shortly summarizes topics related to sustainable preservation of heritage buildings in time of reduced resources, energy crisis and impacts of natural hazards and global warming. Finally, it highlights future research directions targeted to overcome, or partially mitigate, the above-mentioned challenges, for example, taking advantage of no sestructive techniques interoperability, heritage building information modelling and digital twin models, and machine learning and risk assessment algorithms.
