Abstract

Purpose

Research pertaining to young people, frontline work and faith is fairly limited. This qualitative article proposes that often faith and “on road” youth work are intertwined. This paper aims to explore the experiences of nine frontline practitioners, those who work with young people in a range of settings. The crux of the discussion is focused on how the religious and cultural views of practitioners impact their frontline practice, as it relates to supporting the young person’s needs. The authors suggest that understanding frontline practice as it relates to faith is imperative to our ability to effectively engage with young people “on road”.

Design/methodology/approach

This paper took a qualitative approach, where semi-structured interviews were analysed using thematic analysis. This allowed the formation of the following three core themes: incarceration, religiosity and “on road” youth work; the nuances of religion and identity “on road”; and the “pains of ‘on road’ youth work”.

Findings

The findings within this paper suggest that faith and “on road” youth work are intertwined. In that frontline practitioners’ personal religious views, and importantly the understanding they have regarding the array of religious identities adopted by young people (YP) is helpful in engaging YP across the board. This paper highlights the complexities between identity, faith, faith-based support and hard-to-reach communities.

Research limitations/implications

This paper explores the complexities between faith on “on road” criminology/“on road” youth work. This area of study is fairly under-researched. This paper seeks to build on existing research surrounding YP, further exploring religiosity from a UK context.

Practical implications

This paper aimed to explore the lived experiences of frontline practitioners in Birmingham UK, many of whom work with YP from Black, Asian or minority backgrounds. Therefore the findings cannot be generalised.

Social implications

This paper’s intention is not to stereotype YP, but to raise awareness of the subjective experience of faith and religiosity on the frontline.

Originality/value

To the best of the authors’ knowledge, there are few studies that explore the concept of “on road” criminology and “on road” youth work. Therefore, findings from this study are important to develop further understanding.

Abstract

Purpose

The purpose of this paper is to present findings from a mixed-methods study on the impact that COVID-19 has had on adult safeguarding. The research sought to explore the challenges and opportunities presented by COVID-19 to both frontline and non-frontline professionals working in adult safeguarding.

Design/methodology/approach

A mixed-methods project was undertaken comprising a literature review, survey, semi-structured interviews and a small number of freedom of information requests. This paper presents the findings predominantly from the survey and interviews.

Findings

Unsurprisingly, COVID-19 has presented a variety of challenges for professionals working in adult safeguarding. The themes that occurred most often were the day-to-day changes and challenges, relationships across sectors, information and navigating the ethical questions in safeguarding.

Originality/value

To the best of the authors’ knowledge, the findings represent the first focused qualitative mixed-method study aimed at understanding more about the impact the pandemic has had on adult safeguarding through the eyes of those professionals working in that field.

Purpose

The aim of this paper is to discuss how theories and practitioner-led theorising allow frontline workers to iteratively co-construct solutions that work in the real world.

Design/methodology/approach

This paper addresses the authors’ aim by proposing a social care theorising model

Findings

This study adopts a socio-ecological and epistemological lens when describing theorising and unpacks what this means when frontline workers adapt their practice and programs to work effectively with individuals and families. As frontline workers move towards a grand theory that determines their overarching theoretical perspectives through which they interpret their “social work” world, leadership, organisational culture and governance become crucial in supporting their use of discretion. This support is mostly manifested as supervision and coaching, and the authors argue here that a “researcher in residence” narrows the barriers to embedding research and evidence into practice. Discretion implies the choice of a practitioner to deliver program components in a way that fits the family, which may not align with rigid program protocols, and this calls in to question how to measure fidelity and compensate for adaptation. Furthermore, it highlights the limitations of some research methods and suggests that rapid data collection and analysis may be useful during this theorising process.

Originality/value

This paper conceptualises how frontline social care workers theorise in their practice, the ways these theories are shaped and suggests an option to narrow the research–practice gap.

Abstract

Implicating myself in Métis scholar Natalie Clark's question “who are you and why do you care?” (2016, p. 48), this chapter traces the theorization of love in the Human Services, with a focus on the field of Child and Youth Care. I explore love as an ethical, political, and necessary force in times of ongoing colonial and state violence against Indigenous and racialized peoples (Ferguson & Toye, 2017). I go on to highlight my graduate research as a Child and Youth Care Masters student and educator, grappling with my own settler identity as a diasporic, queer, ciswoman of color, and questioning my complicity as a settler body on stolen Indigenous lands. The chapter includes vital knowledge from my research with Sisters Rising, an Indigenous-led, community-based, participatory study that uses arts-and-land-based ways of knowing to honor and uphold stories, art, and knowledge from Indigenous and racialized young peoples and communities. By tracing the reflections on decolonial love shared through Sisters Rising, I consider ways that racialized settler practitioners might engage a decolonial love ethic in praxis. Calling upon critical feminist, Indigenous, and postcolonial scholarship and brilliance, this chapter invites other settler practitioners, specifically those who identify as racialized or people of color to reckon with the intricacies of our collective complicity in notions of settler purity and apolitical practice (Shotwell, 2016). Throughout the chapter, I highlight conceptual approaches for loving politicized praxis rooted in movements toward social justice, Indigenous sovereignty-building, and decolonization.

Abstract

This article uses a model describing different levels of collaboration to chart the development of area child protection committees (ACPCs) and their successors, local safeguarding children boards (LSCBs). It argues that concerns about these partnerships lacking ‘teeth’ have resulted in a broadening of remit and increased regulation and statutory guidance. Using criteria from the literature for effective multidisciplinary strategic partnerships, consideration is given to specific issues that members of LSCBs encounter that limit their powers and influence. The final section of the article questions whether national regulation and guidance is sufficient to give LSCBs ‘teeth’ and ensure effective local collaborative activity. The author concludes that the strength and influence of the LSCB is as dependent on the quality of leadership provided by the members of the LSCB as it is on regulation and guidance.

Abstract

Purpose

This article aims to build on the insights from the systematic reviews included in this special issue (SI) on frontline service employees (FLE) by adding practitioner perspectives. Its purpose is to gauge knowledge, awareness and practices from industry and government regarding topics related to frontline workers and to offer critical and, in places, provocative insights on the relevance of scholarly focus in serving the needs of industry.

Design/methodology/approach

Insights were developed through consultation with managers who are responsible for leading frontline employees, who offered insights on the important issues affecting their workforce as well as direct comments on each of the key topics covered in this SI articles. Additional insights were gathered through a review of policy document reviews with relevant government agencies and trade publications, a review of a body of conference topics and speakers and personal reflections developed over decades of consulting work.

Findings

This paper presents insights from industry about looming challenges facing managers of frontline service employees, including a forecasted worsening of labor force availability to perform many frontline jobs; growing competition for workers from other sectors; a relatively shallow understanding by industry of academic research topics on workforce in service; the emerging increased cooperation between industry and governments to address these challenges and a clear deficit in necessary frontline skills.

Originality/value

This paper provides rare and direct insights from industry practitioners about current and critical topics investigated by academic researchers and offers opportunities for further collaboration and collective thought on addressing global challenges faced by frontline service employees.

Abstract

This paper seeks to understand how new practices that challenge established norms and values become institutionalized by studying the development of corporate philanthropy in France over three decades (1979–2011). Our inductive qualitative study uncovers the processes that enable actors at both field- and organizational-levels to enhance a new practice’s internal and external legitimacy, ultimately leading to its institutionalization. In particular, we identify the central role of a community of practice as a bridge between the field-level, purposive interventions (theorizing, influencing policy) of an institutional entrepreneur and the organizational-level, emergent interventions (mobilizing, embedding) of frontline practitioners experimenting with the new divergent practice, thereby enabling its legitimation and, ultimately, its institutionalization. As such, our findings contribute to refining our understanding of institutionalization processes as inherently distributed and to uncovering communities of practice as the missing link between “heroic” entrepreneurs’ interventions and the hidden work of frontline practitioners implementing the new practice.

Abstract

Purpose

The purpose of this paper is to communicate the findings of an empirical research project based on a real world problem that involved the development of a continuous professional development (CPD) framework for a children’s integrated service workforce. In addition, to give attention to the notion that children’s integrated services have not necessarily been viewed from the perspective of conflict management and that this has meant ensuing conflicts that characterise such organisations are more often than not ignored.

Design/methodology/approach

A case study approach involving a mixed methodology consisting of semi-structured interviews for senior managers and service leads; a quantitative survey for frontline practitioners and focus groups for service users, carers and children.

Findings

Rather than the service being fully integrated, services were aligned, and this was reflected in the conflict between professional cultures, reinforcing an “us and them” culture. This culture had seemingly permeated all aspects of the organisation including the senior management team. It was also noted that certain systems and processes, as well as bureaucracy, within the service were seen as hindering integrated working and was in effect a catalyst for conflict.

Research limitations/implications

What has become evident during the course of this empirical study is the need to further explore the functioning of children’s integrated services using conflict management theories, tools and techniques so as to understand how best to manage conflict to an optimum where an environment of creativity and productiveness is created.

Practical implications

Therefore, when devising a CPD framework it can be argued that there is a need to address some of the types of conflict at the micro-frontline practitioner level of the organisation, as it is this level where there is opportunity through a variety of mechanisms, for example formal and non-formal learning, ring-fenced time, attendance at conferences, team away days and shadowing opportunities can be used to achieve a greater understanding of professional roles, improve working relationships and engage in the division of tasks in a fashion that will promote collaborative working.

Social implications

The extent to which a children’s integrated service can be the harbinger of a range of multi-faceted conflicts that include the jarring of professional cultures, task conflict, inter-personal incompatibilities and competing value bases cannot be underestimated. Therefore, when devising a CPD framework it can be argued that there is a need to address some of the types of conflict at the micro-frontline practitioner level of the organisation.

Originality/value

Through the application of conflict management theory it will be illustrated how conflict could be used to effectively steer children integrated services towards creativity and productivity through an organisational wide framework that not only embraces dissonance, but also promotes a learning environment that takes advantage of such dissonance to incorporate a hybrid of professional practice and expertise.

Abstract

Purpose

This study aims to create a platform for frontline practitioners to share experiences, express opinions and forge new ideas for effective multi-agency work when responding to child exploitation by county line gangs (CLGs).

Design/methodology/approach

CLGs are grooming children as young as age 7. The need for effective multi-agency responses to grooming by CLGs is a key priority for prevention. Using findings from focus groups held with 13 youth practitioners, school staff and charities, this article highlights the barriers that multi-agency frontline practitioners face when they are tasked with responding to instances of child criminal exploitation by CLGs.

Findings

Discussions within the focus groups indicate there are many common barriers and driving factors with regards to young people being successfully groomed by a CLG. More specifically, findings from this research identified school exclusions and a lack of prosocial sense of belonging to be a driving factor that exacerbated the risk of being successfully groomed by a CLG. Lack of a significant adult relationship was also found to be a barrier to successful multi-agency intervention, which was attributed to the lack of funding and resources required for adequate staffing needed to build meaningful relationships.

Originality/value

This study offered the unique opportunity for practitioners from various different sectors and jurisdictions to share their experiences of not only working with young people involved in CLGs, but also their challenges when using a multi-agency approach. These discussions are particularly important in the case of CLGs due to the cross-jurisdiction nature of the gangs’ activities. This research has identified issues with multi-agency responses to CLGs and offers recommendations for improvement. Identifying and understanding the barriers that practitioners face when responding to CLGs can allow for the development and implementation of various measures, which will aid the safeguarding of vulnerable victims of exploitation by CLGs.

Abstract

Purpose

This paper aims to present a digest of the main discussion points and key findings from a recent Social Care Institute for Excellence report on risk enablement and safeguarding in the context of self‐directed support and personal budgets.

Design/methodology/approach

The paper explores how the personalisation agenda and adult safeguarding can work together in policy and practice and addresses some of the frontline concerns about empowerment and duty of care.

Findings

Evidence on how self‐directed support and personal budgets can be used to enable people to take positive risks while staying safe and emerging practice is examined. It suggests that person‐centred working in adult safeguarding, along with the mechanism of self‐directed support planning and outcome review, can support the individual to identify the risks they want to take and those they want to avoid in order to stay safe. It is clear that if frontline practitioners are overly occupied with protecting organisations and individuals from financial abuse, this will impact on the capacity of those practitioners exercising their duty of care at the front line. This means that practitioners are less able to engage with individuals to identify safeguarding issues and enable positive risk taking. Defensive risk management strategies or risk‐averse frontline practice may then result in individuals not being adequately supported to make choices and take control and, therefore, being put at risk. Practitioners need to be supported by local authorities to incorporate safeguarding and risk enablement in their relationship‐based, person‐centred working. Good quality, consistent and trusted relationships and good communication are particularly important for self‐directed support and personal budget schemes.

Originality/value

The use of “risk enablement panels” and “personalisation and safeguarding frameworks” are two ways to address some of the issues in practice.
