Abstract

Purpose

This paper aims to examine Canadian government measures to support country’s economic recovery and sustainable development. The goal is to examine whether all orders of government are working well to deliver the required help to Canadians.

Design/methodology/approach

The theoretical foundations for this article are drawn from liberal and institutionalist approaches to comparative politics. Specifically, the proposed study draws on political tensions that occur because of actions of self-centered regional (provincial) governments who legitimize individual policies based on their self-centered economic and political objectives.

Findings

Nowadays, we can observe the primary role of the state in supporting and regulating the health governance systems, the economy and social life. Many informal groups have unstructured approach, which does not require them to follow existing strategies. The challenges caused by COVID-19 have led to the resurgence of collective, state-based approaches to the recovery. The key findings illuminate the importance of crisis communication activities which should be implemented properly. This implies that all disclosures must be timely and truthful.

Practical implications

The study helps to better understand the events that disrupt parts of the Canadian economy during pandemic. It reviews the essential functions that are critical for reliable operation of infrastructure services to ensure safety and well-being of the population. During the COVID-19, federal–provincial–territorial collaboration runs into resistance because of competing interests, resource constraints, legacies from past conflicts and lack of coordination. In contrast to managers, who often focus on tangible short-term results, today’s leadership more often seeks intangible long-term results. This means that the central–local government relations tend to be more informal.

Originality/value

In the face of external shock, such as COVID-19, it did not take much time for Canadian provincial governments to realize that they cannot cope with a wide range of challenges alone. In these circumstances, the narratives of how governments work together during the challenging time to impact their desired outcomes are of crucial importance.

Purpose

The build-up of large-scale COVID-19 testing required an unprecedented effort of coordination within decentralized healthcare systems around the world. The aim of the study was to elucidate the challenges of vertical policy coordination between non-political actors at the national and regional levels regarding this policy issue, using Sweden as our case.

Design/methodology/approach

Interviews with key actors at the national and regional levels were analyzed using an adapted version of a conceptualization by Adam et al. (2019), depicting barriers to vertical policy coordination.

Findings

Our results show that the main issues in the Swedish context were related to parallel sovereignty and a vagueness regarding responsibilities and mandates as well as complex governmental structures and that this was exacerbated by the unfamiliarity and uncertainty of the policy issue. We conclude that understanding the interaction between the comprehensiveness and complexity of the policy issue and the institutional context is crucial to achieving effective vertical policy coordination.

Originality/value

Many studies have focused on countries’ overall pandemic responses, but in order to improve the outcome of future pandemics, it is also important to learn from more specific response measures.

Abstract

Purpose

Intellectual capital creation (ICC) in networks has been considered as central to the processes for responding to wicked problems. However, knowledge on the factors that explain ICC in networks is limited. We take a step toward filling this research gap by drawing on an extended view of social capital to identify specific network features that should explain ICC heterogeneity in engineered intergovernmental networks.

Design/methodology/approach

A sample of 655 local authorities participating in 8 networks was used to test the framework proposed. Data analysis followed a three-step approach. Firstly, confirmatory factor analysis was applied to assess the convergent and discriminant validity of the measures. Secondly, a non-parametric median test was conducted to determine whether the variables under study were statistically different for the eight networks. Lastly, the structural model underlying the conceptual framework was tested.

Findings

The authors found that the eight intergovernmental networks studied differed significantly in their levels of social interaction and ICC. At a structural level, three variables usually considered representative of social capital (social interaction, trust and shared vision) and two supplementary variables (shared resources and shared decisions) were proven to have significant direct and/or indirect effects on ICC.

Originality/value

No previous cross-sectional research has studied the link between the creation of social capital and intellectual capital in engineered intergovernmental networks. As this research focuses on networks and climate change, it contributes to the fourth and fifth stages of intellectual capital research.

Abstract

Purpose

Crises precipitate strong fiscal responses by government – sometimes toward austerity, other times toward renewed social spending. This variation in approaches to crisis handling has the potential to highlight factors that drive public opinion toward government interventions that may be quite different from those in non-crisis times. This study aims to discuss the aforementioned issues.

Design/methodology/approach

This article brings together theories of government policymaking in crises, policy responsiveness and economic voting to assess how personal financial (egocentric) concerns and/or national financial (sociotropic) concerns may influence opinions toward government handling of direct financial supports in a crisis and, more generally, opinions toward social policy interventions. The authors assess this dynamic in the Canadian context using original national survey data collected in the initial stage of the pandemic-based crisis in June and July of 2020 (N = 1290).

Findings

The authors find strong evidence in support of sociotropic concerns shaping government approval and support for greater social policy interventions, but limited evidence to support egocentric concerns, suggesting that social policy attitudes may be more insulated from personal factors than anticipated.

Research limitations/implications

The authors’ findings suggest that crises may prompt enhanced support for interventionist social policy measures that may lack broad-based support in non-crisis times.

Originality/value

The authors’ findings speak to the ongoing discussion around the possibility for crises to function as policy windows for enhanced social spending and for entrenching targeted financial supports for vulnerable individuals.

Abstract

This paper analyzes the impact of economic downturns on the revenue and expense sides of city financing for the period 2003 to 2009 using a convenience sample of the audited end of year financial reports for thirty midsized US cities. The analysis focuses on whether and how quickly and how extensively revenue and spending directions from past years are altered by recessions. A seven year series of Comprehensive Annual Financial Report (CAFR) data serves to explore whether citiesʼ revenues and spending, especially the traditional property tax and core functions such as public safety and infrastructure withstood the brief 2001 and the persistent 2007 recessions? The findings point to consumption (spending) over stability (revenue minus expense) for the recession of 2007, particularly in 2008 and 2009.

Abstract

Purpose

This paper brings insights from accounting scholarship to the measurement and reporting challenges of metagovernance approaches to sustainable development. Where scholarship on metagovernance—the combination of market, hierarchical and network governance—proposes deductive approaches to such challenges, we contend that a historically informed “abductive” approach offers valuable insight into the realpolitik of intergovernmental frameworks.

Design/methodology/approach

The paper adopts a Foucauldian “archaeological–genealogical” method to investigate the inclusion of climate change as a Sustainable Development Goal (SDG). It analyses more than 100 documents and texts, tracking the statement forms that crystallise prevailing truth claims across the development of climate and SDG metagovernance.

Findings

We show how the truth claims now enshrined in the Paris Agreement on Climate Change constrained the conceptualisation and operationalisation of SDG 13: Take urgent action to combat climate change and its impacts. The paper thereby reframes recent measurement and reporting challenges as outcomes of conceptual conflicts between the technicist emphasis of divisions within the United Nations and the truth claims enshrined in intergovernmental agreements.

Originality/value

This paper demonstrates how an archaeological–genealogical approach may start to address the measurement and reporting challenges facing climate and SDG metagovernance. It also highlights that the two degrees target on climate change has a manifest variability of interpretation and shows how this characteristic has become pivotal to operationalising climate metagovernance in a manner that respects the sovereignty of developing nations.

Abstract

Purpose

The purpose of this paper is to extend and elaborate the notion of successful organizational change to incorporate the concept of large system change (LSC), by developing a framework that brings together complexity and wicked problems theories to understand how individual organizations and change agents can better influence LSC.

Design/methodology/approach

This conceptual paper integrates wicked problems and complexity theories to understand and cope with large system initiatives from the perspective of change agents in organizations, and uses the case of the electricity system as an illustrative example for these concepts.

Findings

The paper provides implications for LSC and action steps for change agents in organizations, arguing that by understanding change initiatives through the lenses of complexity and wicked problems, change agents are likely to be more effective.

Research limitations/implications

The integration of complexity science and wicked problems underpins the development of a comprehensive framework for creating effective LSC solutions, however, these ideas still need to be grounded in practice and empirical research.

Practical implications

Using these ideas, change agents in organizations can enhance their influence and use the power of system dynamics to support positive action for sustainable change. This paper provides a foundation to help think through the cross-sectoral, inter-organizational, and change dynamics involved in LSC efforts needed to bring about a more sustainable, secure, and equitable world for all.

Social implications

The world greatly needs system change; however, there is limited theory on effective LSC. This paper hopes to contribute to understanding the ways in which the difficulties of such change can be harnessed to move in positive directions with minimal disruption and greatest effectiveness.

Originality/value

Theories of change management that position the organization in the context of a broader system and define its role in creating change do not yet articulate the nature of the problems at hand in relation to the large systems where they are embedded. This paper builds upon wicked problems and complexity theories to shed light on the role of change agents and organizations in effective transformational change.

Abstract

The effects of privatisation, public work force downsizing and schemes to re‐invent government have eroded the middle management capacity that is crucial to the success of many community development programmes and complex public and private partnerships for learning disability services in the US. The impact of these factors has been accelerated by reform proposals from within the learning disability field that associate government and management with the perceived ills of traditional specialised service agencies and assume that market and other approaches to providing services will be superior. In addition, the consolidation of learning disability within broader health and human services, at state and local levels, along with large losses in the number of managers in learning disability services, has added to the problems of managing community services. Managing community services is therefore an important challenge in the US, and attention needs to be paid to the unique problems in this environment, with the roles middle managers play in the large and complex organisational environment of community services crucial to their stability and success. Managers more than management frameworks are especially important in the US, as comprehensive administrative arrangements at local level are unlikely to emerge. Disappointment about traditional approaches in specialised provision should not lead to uncritical assumptions about the superiority of alternative arrangements for managing learning disability services.

Abstract

Purpose

The purpose of this paper is to analyze the sources and qualities of information on climate change commissioned by the US Congress from its affiliated research bodies.

Design/methodology/approach

Cited material in reports commissioned by Congress from three legislative research bodies were categorized and tallied for the years 1990‐2005. Qualities of cited material, such as indicators of primary‐level data analysis and references to peer‐reviewed academic scholarship were considered.

Findings

Of the three agencies, the Congressional Budget Office (CBO) makes reference to peer‐reviewed academic scholarship most often. Nevertheless, only around a quarter of all cited material in CBO reports are from academic journals and comparatively few cites are to articles in top‐tier journals. The Congressional Research Service (CRS) cites its own past publications more often than it cites peer‐reviewed scholarship.

Research limitations/implications

Refereed academic journals are not the only source of rigorous scientific information in the reference materials used by the three legislative research bodies. Primary‐level data are found in governmental gray literature, and these data are analyzed by the legislative research bodies in their reports to Congress. The research bodies also make use of peer‐reviewed research by private research organizations, though these latter materials may not be published in academic journals. Further research is needed to determine whether and to what extent the legislative research bodies' reports are consequential in shaping lawmakers' deliberations versus other sources of information and persuasion, e.g. reports by the Intergovernmental Panel on Climate Change, news reportage, constituent perspectives, witness testimony in hearings, campaign contributions, etc.

Practical implications

Legislative research organizations are official conveyors of policy‐relevant information to Congress. It is reasonable to expect these organizations to provide competent analyses derived from peer‐reviewed science. The present paper suggests that commissioned reports by these organizations vary in terms of the range of source materials relied on, but reference materials are seldom derived from top‐tier academic journals. At least one research body, the CRS, frequently refers to its own reports as a major source for information on climate change. Two out of three of the legislative support bodies make greater use of governmental gray literature versus academic scholarship.

Originality/value

References to purported shortcomings in the legislative research bodies' technical/analytical capacities exist in the public affairs literature, but are anecdotal. The present paper offers an empirical exploration of this concern, focusing on the most important environmental problem of the time.
