Abstract

Purpose

This paper aims to analyze the convergence of the testing and positivity rates for the COVID-19 pandemic focusing on Germany and Italy.

Design/methodology/approach

The authors employ the two-regime threshold autoregressive (TAR) panel unit root test by using the weekly data in the period of 2020:03-2021:04.

Findings

Following finding out that the testing and positivity rates are nonlinear, the authors determine that the transition country between the two regimes is Italy for the testing rates and Germany for the positivity rates. Their findings support the partial convergence for the testing rates for Germany and Italy. On the other hand, the authors could not find any convergence for the positivity rates of these two countries.

Originality/value

This paper contributes to academic literature in several ways. Firstly, to the best of their knowledge, this paper is the first study that analyzes the convergence of testing and positivity data. This paper further focuses on two Euro-Area countries which have suffered significantly from the COVID-19 pandemic. In addition, the authors employ the two-regime threshold autoregressive (TAR) panel unit root proposed by Beyaert and Camacho (2008) in their empirical analysis. This recent panel data methodology aims to test real convergence in a nonlinear framework by incorporating the threshold model, panel data unit root test and the calculation of critical values by bootstrap simulation.

Abstract

Purpose

The outbreak of the severe acute respiratory syndrome coronavirus 2 virus and subsequent COVID-19 illness has had a major impact on all levels of society internationally. The extent of the impact of COVID-19 on prison staff and prisoners in England and Wales is unknown. Testing for COVID-19 both asymptomatic and symptomatic, as well as for antibodies, to date, has been minimal. The purpose of this paper is to explore the widespread testing of COVID-19 in prisons poses philosophical and ethical questions around trust, efficacy and ethicacy.

Design/methodology/approach

This paper is both descriptive, providing an overview of the widespread testing of COVID-19 in prisoners in England and Wales, and conceptual in that it discusses and argues the issues associated with large-scale testing. This paper provides a discussion, using comparative studies, of the issues associated with large-scale testing of prisoners across the prison estate in England and Wales (120 prisons). The issues identified in this paper are contextualised through the lens of COVID-19, but they are equally transferrable to epidemiological studies of any pandemic. Given the prevalence of COVID-19 globally and the lack of information about its spread in prisons, at the time of writing this paper, there is a programme of asymptomatic testing of prisoners. However, there remains a paucity of data on the spread of COVID-19 in prisons because of the progress with the ongoing testing programme.

Findings

The authors argue that the widespread testing of prisoners requires careful consideration of the details regarding who is included in testing, how consent is gained and how tests are administered. This paper outlines and argues the importance of considering the complex nuance of power relationships within the prison system, among prisoner officers, medical staff and prisoners and the detrimental consequences.

Practical implications

The widespread testing of COVID-19 presents ethical and practical challenges. Careful planning is required when considering the ethics of who should be included in COVID-19 testing, how consent will be gained, who and how tests will be administered and very practical challenges around the recording and assigning of COVID-19 test kits inside the prison. The current system for the general population requires scanning of barcodes and registration using a mobile number; these facilities are not permitted inside a prison.

Originality/value

This paper looks at the issues associated with mass testing of prisoners for COVID-19. According to the authors’ knowledge, there has not been any research that looks at the issues of testing either in the UK or internationally. The literature available details countries’ responses to the pandemic rather and scientific papers on the development of vaccines. Therefore, this paper is an original review of some of the practicalities that need to be addressed to ensure that testing can be as successful as possible.

Purpose

With the aggressive movement towards testing for COVID-19 across the globe, this study aims to shed light on how testing facilities perform in an operational perspective.

Design/methodology/approach

With 102 testing facilities in the Philippines, the relative efficiencies of each facility are quantified using a data envelopment analysis technique. Afterwards, a best-worst method was conducted to assign priority weights to each testing facility.

Findings

Results show that the proposed approach effectively prioritizes testing facilities that most likely have high utilization.

Research limitations/implications

The findings in this study would be significant to the literature in a number of respects. For one, it reveals results that would stimulate the interest among scholars in a wide variety of disciplines such as management, data mining, policymaking, decision science and epidemiology, among others.

Originality/value

This study differs from previous works in a number of respects, particularly, in that to the best of the authors’ knowledge, this is the first study to examine the relative efficiencies of COVID-19 testing facilities.

Abstract

Purpose

Using Dean's (2010) analytics of government, this research explores how regimes of governing practices are linked to the underlying policy rationalities in dealing with the UK government's COVID-19 testing policies as a strategy for governing at a distance, including how targets were set and operationalized.

Design/methodology/approach

This paper draws on the UK government's policy documents, other official publications (plans) and parliamentary discourse, together with publicly available media information related to its COVID-19 policies.

Findings

This research reveals that, with respect to the governance of COVID-19 in the UK, testing has the dual role of inscription for the government's performance and classification for the pandemic risks. The analysis illustrates that the central role of testing is as a technology for classification for identifying and monitoring the virus-related risks. Moreover, our discourse analysis suggests that initially COVID-19 testing was used by the UK government more for performance communication, with the classificatory role of testing and its performativity as a strategic device evolving and only being acknowledged by government gradually as the underlying testing infrastructure was developed.

Research limitations/implications

This paper is based upon publicly available reports and other information of a single country's attempts to control COVID-19 over a relatively short period of time.

Originality/value

This paper provides a critical understanding of the role of (accounting) numbers in developing an effective government policy for governing COVID-19.

Abstract

Purpose

Covid-19 has caused many businesses to rethink their short- and potentially long-term workforce operations. The use of lateral flow serology can provide a clinically convenient approach for the assessment of prior infection with Covid-19. However, its widespread adoption in organisations seeking to use it to test for workforce immunity is controversial and confusing. This paper aims to explore the paradoxical dilemmas and dialectics immunity workforce testing creates.

Design/methodology/approach

This study involved capturing the ethnographical participation of a chief executive officer (CEO) dealing with the experience of managing the outcomes of Covid-19 workforce immunity testing. The aim was to take a snapshot in time of the CEO's empirical world, capturing their lived experiences to explore how management actions resulting from Covid-19 immunity testing can played out.

Findings

Providing staff with immunity tests at first glance appears sensible, decent and a caring action to take. Nevertheless, once such knowledge is personalised by employees, they can, through dialectic dialogue, feel disadvantaged and harbour feelings of unfairness. Subsequently, this paper suggests that immunity testing may only serve to raise awareness and deepen the original management dilemma of whether testing is a worthwhile activity.

Originality/value

This paper aims to be amongst the first works to empirically explore the workforce management challenges that arise within small businesses within the service sector following the completion of Covid-19 immunity testing of their staff. It seeks to achieve this via utilising the robust theoretical framework of the paradox theory to examine Covid-19's impact upon small business workforce management thinking and practice.

Abstract

Nigeria, like any other country in the world, was overtaken by the coronavirus, a global pandemic that started as a local problem in China. The pandemic had a complex outlook, coming with threat to health and graduated to threat to the governance of the world community in all respects, including economy, social life and even politics. The threat to global health was a threat to which all nations have to respond, even when the infection level was quite low. The federal government in Nigeria responded in many ways in order to contain the pandemic. The federal government responded to the pandemic through presidential actions, institutional measure and support systems in order to contain the spread of the pandemic. These governance instruments have different outcomes in terms of the limitation of the spread of the pandemic, perception of the pandemic, changing attitudes in order to live with the pandemic and building resilience among the population. The objectives of this chapter are to trace the dynamics of the coronavirus pandemic in Nigeria, examine the executive actions to contain the pandemic, examine the institutional and legal instruments for the containment of the pandemic, to assess the medical management responses of the pandemic, relate the governance process to the outcome of the pandemic and draw lessons for the governance of future health disaster.

Abstract

Purpose

The COVID-19 pandemic had a huge impact on people's lives, air travel and tourism. The authors explored travelers' perceptions of COVID rapid antigen tests before boarding aircraft, willingness to fly and the precautionary actions for safe air travel.

Design/methodology/approach

All the participants were asked to complete the survey while reflecting on their experiences of air travel during this COVID-19 pandemic. The questionnaire consisted of demographic information of the participants and air travel preferences during pandemic. The survey was conducted through Google Form in both English and Arabic language. The link was shared through emails and WhatsApp.

Findings

In this survey, majority had willingness to fly during pandemic. 45.2% preferred to undergo rapid test before boarding, while 41.9% refused owing to no added benefit (23.8%) and nasal discomfort (9.3%) among others. The best indicators to resume safe air travel were COVID-19 vaccination (80.4%), wearing face mask during flying hours (70.8%) and maintain social distancing with aircraft seating (49.6%).

Research limitations/implications

The findings of the current survey could help the organizations and the biosecurity authorities to act and support accordingly and thus reduce passenger anxiety about resuming the flights, thereby increasing willingness to fly and preparing oneself and the aviation industry for future pandemics.

Purpose

The build-up of large-scale COVID-19 testing required an unprecedented effort of coordination within decentralized healthcare systems around the world. The aim of the study was to elucidate the challenges of vertical policy coordination between non-political actors at the national and regional levels regarding this policy issue, using Sweden as our case.

Design/methodology/approach

Interviews with key actors at the national and regional levels were analyzed using an adapted version of a conceptualization by Adam et al. (2019), depicting barriers to vertical policy coordination.

Findings

Our results show that the main issues in the Swedish context were related to parallel sovereignty and a vagueness regarding responsibilities and mandates as well as complex governmental structures and that this was exacerbated by the unfamiliarity and uncertainty of the policy issue. We conclude that understanding the interaction between the comprehensiveness and complexity of the policy issue and the institutional context is crucial to achieving effective vertical policy coordination.

Originality/value

Many studies have focused on countries’ overall pandemic responses, but in order to improve the outcome of future pandemics, it is also important to learn from more specific response measures.

Abstract

Purpose

The ability to manage the COVID-19 pandemic is contingent upon the ability to effectively manage its heterogeneous knowledge resources. Knowledge mapping represents a great opportunity to create value by bringing stakeholders together, facilitating comprehensive collaboration and facilitating broader in-depth knowledge sharing and transfer. However, identifying and analysing critical knowledge areas is one of the most important steps when creating a knowledge map. Therefore, the purpose of this paper is to appraise the critical knowledge areas for managing COVID-19, and thereby enhance decision-making in tackling the consequences of the pandemic.

Design/methodology/approach

The methodological approach for this study is a critical literature review, covering publications on knowledge management, knowledge mapping and COVID-19. EBSCOhost, PubMed, Scopus, Science Direct, TRID, Web of Science and Wiley Online Library were searched for full text, peer-reviewed articles written in English that investigated on critical knowledge areas for managing the spread of COVID-19. After full screening, 21 articles met the criteria for inclusion and were analysed and reported.

Findings

The study revealed seven critical knowledge areas for managing the COVID-19 pandemic. These are cleaning and disinfection; training, education and communication; reporting guidance and updates; testing; infection control measures, personal protective equipment; and potential COVID-19 transmission in health and other care settings. The study developed a concept knowledge map illustrating areas of critical knowledge which decision-makers need to be aware of.

Practical implications

Providing decision-makers with access to key knowledge during the COVID-19 pandemic seems to be crucial for effective decision-making. This study has provided insights for the professionals and decision-makers identifying the critical knowledge areas for managing the COVID-19 pandemic.

Social implications

The study advances the literature on knowledge management and builds a theoretical link with the management of public health emergencies. Additionally, the findings support the theoretical position that knowledge maps facilitate decision-making and help users to identify critical knowledge areas easily and effectively.

Originality/value

This study fills gaps in the existing literature by providing an explicit representation of know-how for managing the COVID-19 pandemic. This paper uses an objective and qualitative approach by reviewing related publications, reports and guidelines in the analysis. The concept map illustrates the critical knowledge areas for managing the COVID-19 pandemic.

Abstract

Purpose

This research aims to figure out whether the pool testing method of SARS-CoV-2 for COVID-19 is effective and the optimal sample size is in one bunch. Additionally, since the infection rate was unknown at the beginning, this research aims to propose a multiple sampling approach that enables the pool testing method to be utilized successfully.

Design/methodology/approach

The authors verify that the pool testing method of SARS-CoV-2 for COVID-19 is effective under the situation of the shortage of nucleic acid detection kits based on probabilistic modeling. In this method, the testing is performed on several samples of the cases together as a bunch. If the test result of the bunch is negative, then it is shown that none of the cases in the bunch has been infected with the novel coronavirus. On the contrary, if the test result of the bunch is positive, then the samples are tested one by one to confirm which cases are infected.

Findings

If the infection rate is extremely low, while the same number of detection kits is used, the expected number of cases that can be tested by the pool testing method is far more than that by the one-by-one testing method. The pool testing method is effective only when the infection rate is less than 0.3078. The higher the infection rate, the smaller the optimal sample size in one bunch. If N samples are tested by the pool testing method, while the sample size in one bunch is G, the number of detection kits required is in the interval (N/G, N).

Originality/value

This research proves that the pool testing method is not only suitable for the situation of the shortage of detection kits but also the situation of the overall or sampling detection for a large population. More importantly, it calculates the optimal sample size in one bunch corresponding to different infection rates. Additionally, a multiple sampling approach is proposed. In this approach, the whole testing process is divided into several rounds in which the sample sizes in one bunch are different. The actual infection rate is estimated gradually precisely by sampling inspection in each round.
