Abstract

Purpose

The purpose of this paper was to develop an integrated framework for assessing the flood risk and climate adaptation capacity of an urban area and its critical infrastructures to help address flood risk management issues and identify climate adaptation strategies.

Design/methodology/approach

Using the January 2011 flood in the core suburbs of Brisbane City, Queensland, Australia, various spatial analytical tools (i.e. digital elevation modeling and urban morphological characterization with 3D analysis, spatial analysis with fuzzy logic, proximity analysis, line statistics, quadrat analysis, collect events analysis, spatial autocorrelation techniques with global Moran’s I and local Moran’s I, inverse distance weight method, and hot spot analysis) were implemented to transform and standardize hazard, vulnerability, and exposure indicating variables. The issue on the sufficiency of indicating variables was addressed using the topological cluster analysis of a two-dimension self-organizing neural network (SONN) structured with 100 neurons and trained by 200 epochs. Furthermore, the suitability of flood risk modeling was addressed by aggregating the indicating variables with weighted overlay and modified fuzzy gamma overlay operations using the Bayesian joint conditional probability weights. Variable weights were assigned to address the limitations of normative (equal weights) and deductive (expert judgment) approaches. Applying geographic information system (GIS) and appropriate equations, the flood risk and climate adaptation capacity indices of the study area were calculated and corresponding maps were generated.

Findings

The analyses showed that on the average, 36 (approximately 813 ha) and 14 per cent (approximately 316 ha) of the study area were exposed to very high flood risk and low adaptation capacity, respectively. In total, 93 per cent of the study area revealed negative adaptation capacity metrics (i.e. minimum of −23 to <0), which implies that the socio-economic resources in the area are not enough to increase climate resilience of the urban community (i.e. Brisbane City) and its critical infrastructures.

Research limitations/implications

While the framework in this study was obtained through a robust approach, the following are the research limitations and recommended for further examination: analyzing and incorporating the impacts of economic growth; population growth; technological advancement; climate and environmental disturbances; and climate change; and applying the framework in assessing the risks to natural environments such as in agricultural areas, forest protection and production areas, biodiversity conservation areas, natural heritage sites, watersheds or river basins, parks and recreation areas, coastal regions, etc.

Practical implications

This study provides a tool for high level analyses and identifies adaptation strategies to enable urban communities and critical infrastructure industries to better prepare and mitigate future flood events. The disaster risk reduction measures and climate adaptation strategies to increase urban community and critical infrastructure resilience were identified in this study. These include mitigation on areas of low flood risk or very high climate adaptation capacity; mitigation to preparedness on areas of moderate flood risk and high climate adaptation capacity; mitigation to response on areas of high flood risk and moderate climate adaptation capacity; and mitigation to recovery on areas of very high flood risk and low climate adaptation capacity. The implications of integrating disaster risk reduction and climate adaptation strategies were further examined.

Originality/value

The newly developed spatially explicit analytical technique, identified in this study as the Flood Risk-Adaptation Capacity Index-Adaptation Strategies (FRACIAS) Linkage/Integrated Model, allows the integration of flood risk and climate adaptation assessments which had been treated separately in the past. By applying the FRACIAS linkage/integrated model in the context of flood risk and climate adaptation capacity assessments, the authors established a framework for enhancing measures and adaptation strategies to increase urban community and critical infrastructure resilience to flood risk and climate-related events.

Abstract

Purpose

The purpose of this paper is to provide a strategy to integrate climate change adaptation (CCA) in public asset management (PAM) in Indonesia. This paper focusses on public buildings as part of a public asset.

Design/methodology/approach

As an archipelagic country, Indonesia is very vulnerable to sea-level rise as a result of climate change. The outcomes of a qualitative analysis of interviews with relevant stakeholders were used for the development of the CCA framework in an Indonesian context.

Findings

The study identified that the integration of CCA in PAM in Indonesia requires the incorporation of nine key elements. These are as follows: recognition of climate change; risk management and insurance schemes for assets; integrated asset management and planning; asset use and knowledge; reliable, accessible and understandable data set on climate change; leadership, government commitment and incentives; involvement of research and private entities; community engagement; and coordination of relevant agencies.

Research limitations/implications

This paper informed only the key elements required on the development of framework which integrate CCA in PAM.

Practical implications

The integration of CCA to a PAM framework will support the development of policies and procedures for better-informed decisions.

Social implications

The framework increases opportunities for stakeholders and community engagement in policy development and decision making in relation to CCA for public assets.

Originality/value

This paper synthesises CCA and PAM using knowledge from the three levels of governments in Australia and Indonesia. CCA and PAM groups work separately in Indonesia and integration will reduce climate change risks and improve decision making in PAM.

Abstract

Purpose

The purpose of this paper is to understand the role of exogenous drivers that seeks to foster endogenous resilience and climate adaptation policy and practice in developing countries. It particularly examines the role of Asian Cities Climate Change Resilience Network as an exogenous driver that sought to sustain urban climate adaptation and resilience agenda in a secondary city in Indonesia.

Design/methodology/approach

The research combines fieldworks and desktop research. Primary data collection includes participant observation, unstructured interviews with city stakeholders and project managers, semi-structured interviews with local communities and literature reviews. This research also used an ethnographic field research approach.

Findings

Exogenous drivers have temporarily fostered climate change adaptation at city level, but the question remains is how can international actors effectively create a meaningful transformation toward urban resilience in developing countries like Indonesia. Exogenous drivers can play significant roles as a catalyst for urban adaptation planning, including undertaking vulnerability assessment and city resilience strategy and implementing adaptation actions, and facilitates risk management. Further processes for mainstreaming climate adaptation and disaster reduction depend on how receptive and responsive local actors to co-facilitate and co-lead urban resilience buildings and development.

Originality/value

There is still lack of documented knowledge on local institutional change and policy making processes. This research shows challenges and opportunities in institutionalising urban climate adaptation and risk management agenda. It further shows that genesis of endogenous adaptation cannot be separated from the exogenous climate adaptation processes as well as internal dynamic of urban governance in developing world.

Purpose

The purpose of this paper is to examine the framework of the EU cohesion policy 2014-2020 with respect to its potential to secure not only the resources necessary for climate action in EU regions but also an integrated climate adaptation approach. It also examines the prospects for Greek regions with respect to climate adaptation.

Design/methodology/approach

Using the regional policy approach as it is generally formulated and applied in the context of the EU cohesion policy, this paper seeks to identify the policy objectives, the funding opportunities and the conditionalities for climate adaptation action. It also examines the above-mentioned elements for Greek regions.

Findings

The context of the EU cohesion policy constitutes a necessary but not sufficient condition for developing and implementing successful regional adaptation strategies. The process and content of regional policies are of significant importance in order for this context to be fully exploited.

Research limitations/implications

Since this is the first time that climate adaptation at the regional level is directly addressed by cohesion policy, there is not much evidence on this issue, at least for Greek regions.

Practical implications

The approach followed in this paper may constitute a useful contribution to the formulation of regional adaptation strategies. This is of particular importance as climate adaptation, together with risk prevention, is one of the key thematic objectives of the EU cohesion policy 2014-2020.

Originality/value

This paper makes an original contribution by introducing and explaining a new challenging issue for the regional policies agenda, namely, the climate adaptation strategy, and stresses the need for a comprehensive approach to it, especially for Greek regions.

Abstract

Purpose

Assessment of climate change risks and vulnerability is essential in order to inform and implement appropriate adaptation strategies. Disastrous effects of extreme weather events such as the heat waves across Europe in 2003 highlight the adaptation imperative. Regional spatial planning and urban design can help to reduce the vulnerability of communities to these risks. The purpose of this paper is to report on the development of an assessment tool, which highlights climate change risks and vulnerabilities in urban areas, and the results of pilot and user testing with the Green and Blue Space Adaptation for Urban Areas and Eco Towns (GRaBS) project partners.

Design/methodology/approach

The tool follows the principles of an online public participation GIS, and is built using the Google Maps Interface. The approach is based on a risk framework, focusing on the three elements; hazard, vulnerability and exposure. Thus, the assessment tool assesses vulnerability of population and infrastructure in urban areas to climate change impacts (in particular flooding and heat stress). It also enables spatially relating patterns of vulnerability with risk where data are available.

Findings

A key finding of the project has been the need to break down silos between departments in order to build an evidence base for decision makers for adaptation plans and strategies. The tool is considered to be an excellent means of raising awareness, and the results of the pilot study confirm the assessment tool is seen as innovative, cost effective, intuitive and simple to use and navigate. Furthermore, by helping to visualise vulnerability of urban areas it may be useful in supporting planning of both emergency responses and long‐term land use changes.

Research limitations/implications

The tool is limited by the availability of geospatial data and information, which has implications for the types of outputs the tool can produce.

Practical implications

The tool has been implemented in all of the case study partner areas, which will be affected to a greater or lesser extent by a range of climate change impacts requiring responses, depending on the severity and likelihood of the hazard, vulnerability, and exposure. The methodological approach adopted in the project has to take account of this important issue.

Originality/value

The tool brings together diverse data and information from a large number of European partners, and provides users with an understanding of climate change issues, many of whom may not have been familiar with the topic at the outset. The tool delivers GIS data and analysis functions on the web through the internet, widening the possibilities for participation in climate change adaptation planning.

Purpose

Ongoing climate risks require all levels of society to be resilient. Urban areas, which are densely developed with huge levels of population and infrastructure, are critical places to develop adaptation and resilience strategies. This study aims to conceptualize evolutionary urban climate resilience strategies with a step-by-step analytic framework that will be called 3R: Recognition–Readiness–Response.

Design/methodology/approach

This analytic framework is then applied to assess whether and to what extent the components of urban climate resilience are incorporated into the pertinent ordinances and policies of the Seoul Metropolitan Government, including climate change, urban planning and disaster management.

Findings

The findings of this study suggest that the climate change ordinances of Seoul have focused on climate mitigation rather than resilience.

Practical implications

Thus, comprehensive efforts are required to incorporate evolutionary urban climate resilience strategies into ordinances and practices.

Originality/value

This paper contributes to build an analytic framework that provides a step-by-step process with check-list questions based on the sub-components of urban climate resilience procedure.

Abstract

Purpose

A comprehensive understanding of the determining factors and implications of the frameworks for appreciating the relationships between climate risks and cultural heritage remains deficient. To address the gap, the review analysed literature on the management of climate risk in cultural heritage. The review examines the strengths and weaknesses of climate risk management (CRM) frameworks and attendant implications for the conservation of cultural heritage.

Design/methodology/approach

The study adopted a two-phased systematic review procedure. In the first phase, the authors reviewed related publications published between 2017 and 2021 in Scopus and Google Scholar. Key reports published by organisations such as the United Nations Educational, Scientific and Cultural Organisation (UNESCO) and International Council on Monuments and Sites (ICOMOS) were identified and included in Phase Two to further understand approaches to CRM in cultural heritage.

Findings

Results established the changes in trend and interactions between factors influencing the adoption of CRM frameworks, including methods and tools for CRM. There is also increasing interest in adopting quantitative and qualitative methods using highly technical equipment and software to assess climate risks to cultural heritage assets. However, climate risk information is largely collected at the national and regional levels rather than at the cultural heritage asset.

Practical implications

The review establishes increasing implementation of CRM frameworks across national boundaries at place level using high-level technical skills and knowledge, which are rare amongst local organisations and professionals involved in cultural heritage management.

Originality/value

The review established the need for multi-sectoral, bottom-up and place-based approaches to improve the identification of climate risks and decision-making processes for climate change adaptation.

Abstract

Purpose

The purpose of this paper is to analyze the potential of strategic environmental assessment (SEA) to mainstream consideration of climate change adaptation (CCA) in Bangladesh, particularly for the coastal zone, to improve disaster risk reduction (DRR) strategies in this region. Continuing climate risks require adaptation at all levels of society. The densely populated and resource-rich coastal zone of Bangladesh is at risk to the impacts of climate change.

Design/methodology/approach

This research is based on secondary sources (gray and published literature) of information on climate change impacts on the coastal zone of Bangladesh. The sources include research reports, online publications, governmental reports, scientific journals, international reports, books, journal articles and other academic resources on SEA, climate change adaptation and mitigation, and DRR. In addition to examining SEA in Bangladesh, this paper investigates SEA cases in different countries to obtain insights from the successful application of SEA for CCA.

Findings

The paper draws on several cases from different countries demonstrating that SEA has a significant potential to coordinate CCA objectives. The findings reveal that the appropriate use of SEA can enable DRR through CCA.

Originality/value

This study argues that SEA has a potential role in supporting CCA.

Purpose

Research has demonstrated that governance of disaster risk reduction (DRR) and climate change adaptation (CCA) have evolved largely in isolation from each other – through different conceptual and institutional frameworks, response strategies and plans, at both international, national and subnational levels. As a result, the management of disaster risk through DRR and CCA is highly fragmented. The purpose of this paper is to investigate the set of actors and their location in government that create and shape governance in DRR and CCA integration within the Southern African Development Community (SADC) member states.

Design/methodology/approach

The study draws upon a range of data collection techniques including a comprehensive literature review relating to DRR and CCA in general and in the SADC member states, face-to-face interviews and an online survey. A mixed method research design was applied to the study with a total of 35 respondents from Botswana, Madagascar, Malawi, Namibia, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe participating in the face-to-face interviews and an online survey.

Findings

The analysis shows that DRR and CCA are carried out by different departments, agencies and/or ministries in all but three SADC member states, namely, Mozambique, Mauritius and the Seychelles. Participants were able to highlight the different ways in which integration should unfold. In light of this, the paper proposes a normative model to integrate government organisations for DRR and CCA within SADC member states.

Originality/value

The implementation of the model has the potential to accelerate the integration of organisations for DRR and CCA, with the resultant improvement in the implementation of risk reduction strategies and efficient use of resources.

Abstract

Purpose

This paper aims to draw on community risk assessment (CRA) for assessing vulnerability to climate change in north-western Ghana, focusing on sunshine, temperature and wind, elements of climate which are seldom explored in vulnerability assessments to climate change.

Design/methodology/approach

The paper draws on data collected from a qualitative research design that used participatory rural appraisal methods, particularly, in-depth interviews, focus group discussions and seasonal calendar analysis in three selected rural communities of the Sissala East District. Furthermore, an inter-generational framework was adopted for comparative assessment of vulnerability and changes in vulnerability to climate change.

Findings

The results show that the current generation of smallholder farmers is more vulnerable to climate change than the past generation, the era of grandparents. Thus, farmers are exposed to higher-intensity sunshine, temperature and wind in contemporary times than was the case in the past. Consequently, their livelihoods are affected the most by the damaging effects of these climatic hazards. The CRA process revealed the relevance of indigenous knowledge systems for vulnerability assessments and at the same time, underpins the need for adaptation of such knowledge if it is to sustain smallholder farmer efforts at climate change adaptation at community levels.

Practical implications

The paper recommends an endogenous development approach to climate change adaptation planning (CCAP), one that will build on indigenous knowledge systems for effective community education, mobilization and participatory response to climate change. Policy interventions should aim at enhancing climate change adaptation through innovations in soil and water conservation, access to water for irrigation and domestic use, climate smart-housing architecture and agro-forestry within the framework of decentralization and district development planning.

Originality/value

This paper will contribute to climate change research in two ways: first, by drawing attention to the usefulness of CRA in vulnerability assessment; and second, by focusing on climate elements which are critical for CCAP but rarely given sufficient attention in vulnerability assessments.
