Abstract

While the illegal occupation of land by families lacking the means to acquire housing on the market is hardly front page news in Latin America, it may not merit the silence to which it has been relegated of late. The authors, who formed part of a research team on the subject, conclude that urban squatting is still very common today. The team found that most Latin American countries are amending their municipal, provincial and national legislation in this regard and backing programmes for consolidation and improvement. In a nutshell, they are adopting a more tolerant attitude toward squatting. The authors believe that the Guided Occupancy Programme successfully implemented by the city of Trujillo, Peru, for over a decade, constitutes an exemplary approach to the problem. While not necessarily constituting a universal solution, it can be viewed as a viable and reproducible alternative in situations of widespread poverty.

Abstract

This paper analyses and quantifies the relative level of risk in a geographical area that is vulnerable to natural phenomena and with a high proportion of its population in a situation of residential poverty. We deduce that the hazard in the area, composed of nine Central American and Caribbean countries, is significantly higher than the world average. The first aspect is covered in the sections Population at risk and Natural phenomena, which analyse the ‘study area’. The second aspect is covered by Poverty in the ‘study area’, various analyses of the physical situation in the target area, inhabited by almost 160 million people. Contrasted information is used as a basis for the concepts underpinning the extraordinary presence and seriousness of the socio-natural phenomena in this area. The interrelationship between the degree of vulnerability and poverty leads to the conclusion that these are the primary causes of disaster-related destruction, which in a 33 year period (1972 to 2005) has left an annual average of 20,000 human lives lost, 250,000 directly affected and approximately ten billion dollars in material damage.

Abstract

This paper aims to ascertain that Latin America's current urban growth through large and organized ‘land squattings’ and limited invasions is a massive, plural and common phenomenon which, to a certain extent, has been, up to now, ignored by 'the academic world and by formal urban planning.

On July 5, 1999, 10,000 organized individuals occupied a 23.45 ha. plot at Peñalolén, in Santiago de Chile. The event had great impact and received much attention, and the author closely followed the events that led to the consolidation of the ‘settlement‘ (1999-2006) through phases of negotiation, evacuation and relocation of its settlers, and finally to the current (2008) transformation stage which the plot is undergoing in order to become ‘Peñalolén's Communal Park’.

This paper emphasizes the main paradigms that can be drawn from the different occupation stages, with special focus on peculiarities found at ‘Peñalolén Settlement’ compared to other Latin American ‘squattings’, in an attempt to systematize and draw conclusions on ‘self-development urbanism’.

Abstract

Purpose

This paper seeks to define a theoretical model for the urban regeneration of mass housing areas based on citizen initiative, self-management and self-financing in the form of the neighbourhood cooperative. This paper aims to identify mechanisms for economic resource generation that enable the improvement of the urban surroundings and its buildings without assuming disproportionate economic burdens by the local residents based on two principles, the economies of scale and service provision.

Design/methodology/approach

The research is structured in three phases: a literature review of the different trends in self-financing for urban regeneration and the conceptual framework for the definition of a cooperative model; the definition of theoretical model by analysing community ecosystem, neighbourhood-based services and the requirements for its economic equilibrium; and the discussion of the results and the conclusions.

Findings

The results show the potential of the cooperative model to generate a social economy capable of reducing costs and producing additional resources to finance the rehabilitation process. The findings show not only the extent of economic advantages but also multiple social, physical and environmental benefits. Its implementation involves the participation of multiple actors, which is one of its significant advantages.

Originality/value

The main contribution is to approach comprehensive urban rehabilitation from a collaborative understanding, overcoming the main financing difficulties of the current practices based on public subsidy policies. The model also allows an ethical relationship to be built with supplier companies by means of corporate social responsibility.

Abstract

Purpose

The Energy Performance of Buildings Directive (EPBD) 2002/91/EC introduced various obligatory requirements intended to achieve the reduction of use of energy resources in buildings. This directive had to be transposed into national legislation by the EU member states. Concurrently the European Committee for Standardisation developed a number of technical standards to assist member states to define the methodology for the calculation of the energy performance of buildings. The purpose of this paper is to present a comparative review of the relationship between the European directive and the standards, and the different country legislation and methodologies that have been implemented in Malta, Italy, Spain and Cyprus.

Design/methodology/approach

The analysis is based on a review of national legislation in the four states. Reference is also made to publications by the Concerted Action for the EPBD and to related publications by the national bodies responsible for the implementation of the EPBD. These include the Ministry for Economic Development in Italy, the Ministry of Commerce, Industry and Tourism in Cyprus, the Ministry for Resources and Rural Affairs in Malta, and the Ministries of Industry Tourism and Commerce and of Housing in Spain.

Findings

This paper analyses and compares the implementation of the directive using the above‐mentioned sources. In so doing, it focuses on general principles rather than on the specific technical requirements for the calculation method in the various states. The paper then considers the implementation of these general principles within each state before finally drawing conclusions about whether legislation relating to the original Directive 2002/91/EC is meeting its objectives and the implications relating to the requirements of the recast Directive 2010/31/EC.

Research limitations/implications

The introduction of the directive in the states considered has taken place slowly and gradually over the last three to four years. There are few publications relating to the actual implementation of the directive, and this limits the possibility of comparison of sources.

Originality/value

The relationship between the EPBD and the milder climate experienced in the Mediterranean is considered to be of great importance, particularly since world temperatures are slowly rising. However, it is acknowledged that insufficient research has been carried out on the energy performance of buildings in this region. This paper investigates the existing legal structures that have been put into place to implement the EPBD and the effectiveness of this implementation to date.

Abstract

Purpose

Organisations use “space” to support the profitability of their business. The workplace and the space that organisations occupy is continuously evolving and transforming. There has been a general trend globally to provide less assigned space and more shared space for employees at higher occupational density. Studies have shown that the workplace setting can contribute to an employee's sense of well-being and increased productivity. The purpose of this paper is to permit a deeper understanding as to how knowledge workers evaluate their workspace within this changing environment.

Design/methodology/approach

The paper describes an integrated conceptual framework developed from a range of literature within the disciplines of property, psychology and facilities management. In order to investigate the pertinence of this framework a case study is undertaken comprising five one-to-one in-depth interviews with knowledge workers from an organisation that had recently relocated. The key changes between the original and newer premises in terms of space usage were the move from a more traditional layout incorporating larger desk space and eye-level partitioning to one incorporating a fit-out providing for a higher occupational density and a wider range of communal spaces.

Findings

The findings identify a number of evaluative criteria including workability, comfort, occupational density, the need for privacy, control over the environment, adjacency to colleagues and functionality, all previously identified in the literature. A further two criteria, location and customisability were also identified.

Research limitations/implications

The study although incorporating a wide ranging literature review concentrates on employees within one company and given the makeup of employees the interviewees were all male thus not able to pick up gender differences.

Practical implications

The study provides stakeholders such as organisations, workplace consultants and design professionals with information about what knowledge workers value most in their workplace environment.

Originality/value

Most extant literature investigating the link between employees and their workplace has focused on specific aspects of the relationship. This research contributes to understanding workplace by taking an overall perspective and providing knowledge worker employees with an opportunity to compare two distinct workplace settings.

Abstract

Purpose

The purpose of this paper is to provide a thorough assessment of the current statistical sources in Spain, as well as new indicators that extend and improve the European Typology on Homelessness and Housing Exclusion (ETHOS) to better address every housing exclusion situation.

Design/methodology/approach

The main categories of the ETHOS typology are reviewed: definition, subcategories and the availability of data and statistical sources in Spain. The assessment of the information available is carried out by considering objective and subjective indicators. Additionally, the inclusion of new subcategories is proposed.

Findings

The strengths and weaknesses of the ETHOS model when applied in the study of housing exclusion are highlighted, and the need to have an appropriate set of indicators for measuring housing exclusion is stressed. The ETHOS typology may be the reference conceptual framework to elaborate a system of housing exclusion indicators. However, it would be necessary to extent this model in order to cover some situations of exclusion risk owing to insecure housing for economic reasons and environmental degradation, and including the subjective assessment of the people affected by these processes.

Originality/value

This study implements the ETHOS methodology checking the statistical information available distinguishing between objective and subjective indicators. Further, this paper shows an integrated overview of the four main ETHOS categories (rooflessness, houselessness, insecure and inadequate housing) with the four types of housing restrictions (accessibility, stability, adequacy and habitability).

Abstract

Purpose

Cuenca, a World Heritage City, faces urban expansion as residents move to the outskirts, leaving the historic center abandoned and deteriorating. The challenge now is to relocate these spaces into sustainable and cohesive nodes. This research aims to identify cultural facility oversupply in the city center and understand the required usage for heritage buildings to promote a habitable, sustainable and cohesive historic center.

Design/methodology/approach

The study consisted of two phases. Firstly, a georeferenced spatial analysis and monthly usage frequency of each facility is proposed. Secondly, interviews explored the criteria for designating heritage buildings as cultural facilities. Additionally, a survey assessed urban habitability in three historic center parishes, measuring aspects like coverage, satisfaction and security from residents' perspectives.

Findings

The underutilization of cultural facilities demonstrates both inefficient heritage management and a lack of resident interest in cultural activities and neighborhood decision-making. Thus, ensuring collective ownership of heritage assets becomes crucial. Additionally, the municipality's approach to heritage must be reconsidered. While implementing a cultural program may seem faster and cheaper, the long-term cost-benefit of maintaining a cohesive historical center outweighs that of a dispersed city.

Originality/value

This paper calls for a fundamental reimagining of the concept of built heritage, emphasizing the need for a more inclusive and integrated approach that goes beyond museum and tourism-driven strategies. This perspective recognizes the importance of social, cultural and environmental sustainability in revitalizing the historic center, considering the broader context of the city and its diverse inhabitants.

Abstract

Purpose

Post conflict housing reconstruction is crucial to development and peacekeeping. However, the success of it, is hindered by a number of problems related to a lack of addressing housing needs. The purpose of this paper is to explore how such housing needs can be effectively managed in post conflict housing reconstruction in Sri Lanka.

Design/methodology/approach

Using the grounded theory method as the research strategy, unstructured interviews were conducted with policy makers, practitioners, beneficiaries and academics in Sri Lanka. Data were analysed using open, axial and selective coding to develop the theoretical framework.

Findings

The study reveals the challenges, contributing factors and strategies in addressing housing needs of accessibility, habitability, affordability, location, facilities, cultural considerations and security of land tenure. It also identifies the gaps and recommendations. The paper establishes the links between these and presents a theoretical framework for managing housing needs effectively in post conflict housing reconstruction in Sri Lanka.

Practical implications

This research enhances the success of post conflict housing reconstruction through addressing housing needs effectively, which contributes to sustainable housing development after conflicts.

Originality/value

The study combines the literature from five main areas: conflicts, post conflict, post conflict reconstruction, post conflict housing reconstruction and housing needs and provides a better understanding on how the housing needs can be managed during post conflict housing reconstruction in developing countries based on empirical evidence.
