Abstract
Purpose
While the significance of public cooperation for police effectiveness is widely acknowledged, less is known about factors associated with cooperation in hate crime cases. The current study aims to explore how individuals’ perspectives on police legitimacy, contact experience with police and race/ethnicity shape their willingness to cooperate with police in hate crime incidents.
Design/methodology/approach
This study used a sample of 693 college students and was conducted at a public university in the south-central region of the southern United States of America. Ordinary least squares (OLS) regression models were used to examine factors related to willingness to cooperate with police.
Findings
Findings show that those who have a high level of positive perceptions of police legitimacy and those who have a low level of negative personal experience with police reported more willingness to cooperate. Asian respondents were less likely to report that they would cooperate with police compared to white respondents.
Originality/value
This study, emphasizing the relationships between perceived police legitimacy and positive personal experiences with a willingness to cooperate in hate crime cases, has practical implications. The identification of racial/ethnic differences in cooperation attitudes, particularly the lower likelihood of cooperation among Asian respondents, contributed to the current literature and underscores the importance of considering diverse perspectives and outreach efforts.

Abstract
Purpose
Measuring the normative obligation to obey the police, a key component of police legitimacy, has proven difficult. Pósch et al.’s (2021) proposed scales appear to overcome the problems associated with traditional measures. This study introduces new items for these scales and empirically assesses whether such additions have the desired effects on scale performance.
Design/methodology/approach
This study uses data from a national online survey administered in July 2022 (N = 1,494). Measures of internal consistency and factor analysis were used to evaluate the properties of the obligation to obey scales. Linear regression was used to test the hypothesized effects.
Findings
The results show that adding the new items to the existing scales increased the level of internal consistency and improved how well the factor model fit the data. In terms of antecedents, procedural justice and bounded authority concerns were correlated with normative and non-normative obligations to obey the police in the expected direction and relative magnitude, findings that held for both the original and expanded scales. Although both normative obligation scales were significantly associated with willingness to cooperate with the police and significantly mediated the effect of procedural justice on cooperation, the relationship for the expanded scale was stronger and the mediation more pronounced.
Originality/value
This study extends previous research working to overcome some of the setbacks associated with measuring a crucial feature of police legitimacy. Effectively navigating this challenge will help advance legitimacy studies in criminal justice settings.

Abstract
Purpose
Limited research exists on the perceptions of police within specific ethnic minority groups. The primary purpose of this study is to investigate the experiences of Korean and Korean American residents in the Metro Atlanta area regarding their perceptions of cooperation with the police, particularly in relation to hate crimes, along with their perceptions of police legitimacy and other relevant factors. By focusing on this specific population, the study aims to shed light on their unique perspectives and contribute to a deeper understanding of the complex dynamics between ethnic minorities and law enforcement.
Design/methodology/approach
The authors’ sample comprised 128 Korean residents who were asked about their demographics, victimization experiences, self-rated English proficiency and police legitimacy. Multiple linear regression analyses were employed to investigate the impact of police legitimacy, victimization experiences and English-speaking skills on the participants' level of cooperation with the police.
Findings
Police legitimacy and self-rated levels of English proficiency emerged as the most significant factors in predicting the level of cooperation among residents with the police. Furthermore, individuals who have experienced crime victimization in the past were more willing to cooperate with the police compared to those who have not. Additionally, men showed a higher tendency to cooperate with the police compared to women participants.
Originality/value
The findings of this study suggest important implications for the policies and strategies aimed at enhancing the relationship between the Korean American community and the police. These implications include the need for improved language support for non-English speaking community members and the importance of building trust and fostering mutual understanding to cultivate positive police-community relations. By implementing measures based on these findings, it is recommended to promote a more inclusive and effective approach to policing within the Korean American population.

Abstract
Purpose
This study explores the determinants of police officer support for pre-arrest/booking deflection programs that divert people presenting with substance use and/or mental health disorder symptoms out of the criminal justice system and connect them to supportive services.
Design/methodology/approach
This study analyzes responses from 254 surveys fielded to police officers in Delaware. Questionnaires asked about views on leadership, approaches toward crime, training, occupational experience and officer’s personal characteristics. The study applies a new machine learning method called kernel-based regularized least squares (KRLS) for non-linearities and interactions among independent variables. Estimates from a KRLS model are compared with those from an ordinary least square regression (OLS) model.
Findings
Support for diversion is positively associated with leadership endorsing diversion and thinking of new ways to solve problems. Tough-on-crime attitudes diminish programmatic support. Tenure becomes less predictive of police attitudes in the KRLS model, suggesting interactions with other factors. The KRLS model explains a larger proportion of the variance in officer attitudes than the traditional OLS model.
Originality/value
The study demonstrates the usefulness of the KRLS method for practitioners and scholars seeking to illuminate patterns in police attitudes. It further underscores the importance of agency leadership in legitimizing deflection as a pathway to addressing behavioral health challenges in communities.

Abstract
Purpose
Police legitimacy presents a social value of the institution based on citizens' normative, moral and ethical feelings that they should voluntarily comply with and support the authority of the police. The present study focuses on residents' perceptions of police legitimacy in different settings in Slovenia.
Design/methodology/approach
Drawing on data from a survey of 1,022 citizens in Slovenia, this study examined the correlates of police legitimacy and differences in citizen perceptions of police legitimacy in urban, suburban and rural settings.
Findings
Multivariate statistical analyses showed that feelings of obligation to obey, trust in police, procedural justice, police effectiveness, relations with police officers and gender influence perceptions of police legitimacy. Significant differences between residents' perceptions of police legitimacy, obligation to obey, trust in police, procedural justice, police effectiveness and legal cynicism in urban, suburban and rural settings were also observed. In general, residents of rural areas were found to have more positive attitudes towards the police than those in urban and suburban settings.
Practical implications
The article is useful for police leaders and practitioners planning policies and training of police officers for democratic policing.
Social implications
Police legitimacy reflects the legitimacy of governance, as the police are the most visible representatives of the state authority. Therefore, police legitimacy is crucial for policing in urban, suburban and rural settings.
Originality/value
The study presents the first test of police legitimacy in a non-Western cultural environment based on a national sample of citizens, which enables the generalisation of concepts of legitimacy, and its correlates in a different cultural setting. The study also presents the first attempt to test and compare the effect of the settings (i.e. rural, suburban and urban) on variables influencing residents' perceptions of police legitimacy.

Abstract
Purpose
This paper aims to explore police perspectives on community engagement strategies within the context of crime prevention in South Africa, focusing on Johannesburg metropolitan police stations. The study’s objective is to scrutinise the effectiveness and challenges of community policing strategies.
Design/methodology/approach
Through a qualitative research approach, this study conducted unstructured interviews with station commanders and visible policing officers across 10 Johannesburg metropolitan police stations.
Findings
The findings reveal that community policing strategies, such as community–policing forums, sector policing, street patrollers and social media utilisation, can effectively engage communities as partners in crime prevention. However, certain challenges such as resource limitations and difficulties in policing-specific regions, were also identified.
Originality/value
This study contributes to the broader understanding of community–policing partnerships and the practical implications of community–policing strategies in South Africa, suggesting areas for improvement and adaptation to the unique South African context. This knowledge can help optimise efforts to foster stronger relationships between police and communities, bolster public trust and ultimately improve crime prevention outcomes.

Abstract
Purpose
Community-police relations have gained increasing public attention during the past decade. The purpose of the present study was to better understand the relationship between perceived community support and police officer burnout and engagement.
Design/methodology/approach
Data were gathered via online survey from 117 officers from a city police department in the Southeastern United States.
Findings
Community support was negatively correlated with burnout and positively correlated with engagement. Moreover, multiple regression analyses showed that community support explained significant incremental variance in most dimensions of burnout and engagement, above and beyond demographic factors and community stressors. Qualitative results showed that police officers had mixed perceptions of how they were viewed by the general public, with more negative than positive responses. However, officers felt more positively perceived in their own communities, but concerns were raised that national events affected the perceptions of officers even in positive relationships with their communities. Finally, officers felt that public perceptions impacted their job satisfaction, job performance and personal lives.
Practical implications
The results have practical implications for how to encourage positive interactions between officers and their community, with recommendations for both law enforcement leaders and civilians.
Originality/value
This study is one of the few that highlights the officers' perspective on how public perceptions affect their work. This is important in understanding how to maximize quality community interactions while minimizing conditions that would increase burnout.

Abstract
Purpose
This study aimed to expand the normative model of police legitimacy literature by assessing the impact of cultural values and their role as a driver of the perception of legitimacy. Specifically, the current study assessed cultural values like Confucianism and their impact on the perception of police legitimacy.
Design/methodology/approach
The current study used convenience sampling of South Korean university students from all seven metropolises. A perception survey regarding their perception of the legitimacy of Korean police was asked via a six-point scale. For statistical analysis, structural equation modeling (SEM) was used to assess the hypotheses.
Findings
The authors' results indicate that Confucian values like social hierarchy and social harmony impacted various stages of police legitimacy. In particular, Confucian values significantly impacted procedural justice, the obligation to obey and cooperation. However, it failed to predict legitimacy in any capacity.
Originality/value
First, by assessing Confucian values and their impact on police legitimacy, the current study aimed to expand the police legitimacy literature. Second, police legitimacy research in non-Western settings is still lacking and has not reached a consensus regarding the primary driver of legitimacy. Furthermore, South Korea in particular is still at an infant stage regarding police legitimacy research. The current study aimed to add to the literature by examining police legitimacy in the Korean context.

Purpose
In Trinidad and Tobago, there is significant reliance on the traditional and centralized police service to engage in crime response and suppression in urban and rural areas. In this regard, policing scholarship has largely focused on the impact of policing within urban areas, producing a gap in knowledge on what policing rural spaces entails. Despite this, there is some understanding that policing rural spaces can engender diverse challenges and calls for variability in policing strategies. The current study examines the lived experiences of police officers stationed in rural communities in Trinidad and Tobago.
Design/methodology/approach
Using the descriptive phenomenological approach, semi-structured interviews were conducted with eleven police officers stationed in rural communities throughout the country.
Findings
Interviewees narrated the importance of community dynamics and community-specific needs in shaping their roles and functions when operating in and serving these communities. Three major themes were identified: (1) network activity in policing; (2) engagement in localistic and service-oriented approaches and (3) community-specific challenges.
Originality/value
The findings suggest that while there is an emphasis on traditional law enforcement responsibilities, in the rural context, police responsibilities and duties are constantly being redefined, reframed and broadened to meet the contextual community and geographic-specific diversities and demands.

This study aims to evaluate a promising community-oriented policing strategy called “front porch roll call” (FPRC), which involves conducting roll calls in public forums.
Design/methodology/approach
A mixed methods approach was used by drawing on survey data, field observations and qualitative interviews to describe how FPRCs were implemented in Saginaw, MI from 2019 to 2022, and how they can be successfully implemented to operate in accordance with the theoretical foundations of community-oriented policing.
Findings
Survey data from FPRC attendees reported improvements in their perceptions of police legitimacy, trust in the police and procedural fairness—each of which are vital pathways to developing collaborative crime prevention initiatives in community-oriented policing. Qualitative interviews and field observations provided unique insights into areas of improvement and ways to enhance sustainability for future use.
Originality/value
Community-oriented policing offers a philosophical approach to addressing crime problems through the formation of localized, collaborative solutions that come from police-community partnerships. A key implementation challenge is that such programs can fail to align their initiatives with the theoretical principles of community policing. FPRCs offer an innovative solution that operates closely with the spirit of community-oriented policing. Data from a mixed-methods evaluation provide further insights into their challenges with implementation and ways to improve upon them.
