Abstract
Purpose
The purpose of this paper is to analyze the impact of the off-office audit of natural resource assets on the prevention and control of water pollution against a background of big data using a differences-in-differences model.
Design/methodology/approach
This study constructs a differences-in-differences model to evaluate the policy effects of off-office audit based on panel data from 11 cities in Anhui Province, China, from 2011 to 2017, and analyzes the dynamic effect of the audit and intermediary effect of industrial structure.
Findings
The implementation of the audit system can effectively reduce water pollution. Dynamic effect analysis showed that the audit policy can not only improve the quality of water resources but can also have a cumulative effect over time. That is, the prevention and control effect on water pollution is getting stronger and stronger. The results of the robustness test verified the effectiveness of water pollution prevention and control. However, the results of the influence mechanism analysis showed that the mediating effect of the industrial structure was not obvious in the short term.
Practical implications
These findings shed light on the effect of the off-office audit of natural resource assets on the prevention and control of water pollution, and provide a theoretical basis for the formulation of relevant environmental policies. Furthermore, these findings show that the implementation of the audit system can effectively reduce water pollution, which has practical significance for the sustainable development of China's economy against the background of big data.
Originality/value
This study quantitatively analyzes the policy effect of off-office auditing from the perspective of water resources based on a big data background, which differs from the existing research that mainly focuses on basic theoretical analysis.

Abstract
Sustainability performance of the global trade as well as of the traded products are affected by the trade policies and trade tariffs. Trade tariffs and policies can either encourage or discourage trade among the countries affecting feasibility of trade. In other words, the scope and amount of these trade tariffs have impact on the trade globally. Based on an in-depth literature review, this chapter aims to examine impacts of the trade policies and trade tariffs on the environmental footprint of the global trade. With this aim, recent trade policies and trade tariffs as well as roles of the trade policies, trade tariffs in reducing environmental footprint of the global trade are examined. It arrives at the conclusion that trade tariffs can affect environmental footprint of the global trade as well as of the traded products. They can have impact on the feasibility of the trading activities influencing their profit margins and costs. Based on these findings, recommendations for trade policies and trade tariffs are thereby provided to enhance sustainability performance of the global trade.

Abstract
Purpose
The purpose of this paper is to study Indian aspects of policy convergence in the context of budgetary linkage of two nationalized flagship programs – Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and Integrated Watershed Management Program (IWMP). Therefore, in lieu of inter-departmental convergences; issues related to water resource development of Jharkhand’s (India) rain-fed areas were addressed.
Design/methodology/approach
Centered on policy convergence strategy, present study applied comprehensive review and analysis approach for formulation of research base. A conceptual framework was thus designed for analytical purposes and therefore advancing toward conjectural knowledge base.
Findings
Application of inter-departmental policy convergence strategy suggested ample opportunities for optimal water resource development. Presence of abundant wage labor, rich indigenous water management techniques, tested replicable models, under-harvested rainwater potential, etc., appeared as catalysts of policy convergence. Yet, State’s lack of inter-departmental coordination and grass-root institutional framework will continually challenge policy convergences in absence of good governance.
Originality/value
An initiative of Indian government; MGNREGA has received international attention due to its wider coverage including natural resource management, besides guaranteed wage employment. Targeted at freshwater management discourse of Jharkhand; present paper reviewed prospective inter-departmental policy convergence strategy within various arena of MGNREGA, by exploring associated scopes and challenges. Similarly for cost effectiveness, related to maintenance and lift-irrigation demands of rain-fed area development; the present study suggested optimum utilization of inter-departmental funding linkages for development of sustainable water resources.

Abstract
Water is a basic human need, a finite life support system and a key to prosperity. Unplanned industrialisation, urbanisation and impact of liberalised import of wastes intended for recycling have negatively affected the water environments in India. This is further exaggerated by lack of discipline and a weak obligation towards conservation and pollution prevention. Measures have to be especially taken to resolve the groundwater problems. While groundwater resources are quite well assessed, overexploitation still occurs frequently. There has been a considerable lack in implementing existing policies as well as developing new laws and policies. To mitigate the problems, co‐operation needs to be mobilised at all levels of the federal set up with the stakeholders and the people at the lowest appropriate level concerning planning and decision making. Water must be considered as a national asset and a basic human right to be provided to citizens in proper quantity and safe quality with equity and fairness amongst the users.

Abstract
Purpose
The purpose of this paper is to investigate the economic impacts of intra- and inter-regional water reallocation on sectoral transformation and economic growth.
Design/methodology/approach
A multi-sector, Ramsey-type growth model is fit to Chinese data and used to perform policy experiments.
Findings
An intra-regional water reallocation increases per capita gross domestic product (GDP) by about 1.5 percent per year over the period 2000-2060. The aggregate potential welfare gain due to this reallocation is 1002.51 billion RMB. Transferring water from southern to northern China via the South-North Water Transfer Project, on average, has a negligible impact on per capita GDP over the period 2000-2060, but aggregate welfare increases by 557.23 billion RMB. Combining intra-regional and inter-regional water reallocations, on average, increases per capita GDP by 0.38 percent per year over the period and the aggregate welfare gain from this combination is 1148.06 billion RMB. Each policy scenario has implications for long-run regional production patterns: In an intra-regional reallocation scenario, Southern China produces almost 70 percent of aggregate GDP, in the inter-regional transfer it produces 58 percent of aggregate GDP, while in a combined intra/inter-regional reallocation it produces 55 percent of aggregate GDP.
Originality/value
This analysis can serve as a template for developing a useful planning tool that one can fit to national or regional data and use to examine a variety of policy relevant questions.

If Schumacher's notions of intermediate technology and intermediate size were to underpin the task of visioning a future for our natural resources, it is rather likely that the processes and outcomes to apply would be rather different from those that have driven recent global visioning processes. By way of example, the recent efforts of the World Water Council to engineer a single global vision for the world's water resources provide a setting through which we can consider the relative possibilities for the kind of community-engaged, learning-based visioning process that Schumacher would likely advocate and the ‘old school’ hierarchically and expert-driven alternative that was undertaken by the World Water Council. Visioning is an instrument of community building, so the perspective and tools we use to develop visions are of critical importance to the character and resilience of those communities.

Abstract
Purpose
Within the new public management (NPM) context, this paper aims to examine the inclusion of equity issues in pricing policy development and implementation in the water industry in Australia.
Design/methodology/approach
A review of literature relevant to the pricing of water shows equity issues have four dimensions which tend to be, at best, only implicitly considered. An empirical illustration employing a transaction cost framework is provided of a case in which change in pricing mechanisms was strongly suggested.
Findings
An equity paradox emerges as an explanation of why 63.7 per cent of Queensland urban water entities chose not to adopt the user-pays pricing mechanism for water. This suggests that the balance between “equity” and “efficiency” continues to be required in policy development for water pricing. Equity of access and that of distribution continue to be significant factors. As well, equity of interest and of return must be considered, especially under a user-pays pricing mechanism.
Practical implications
In respect of NPM considerations, it is argued that consideration of the four dimensions of equity in the implementation of a water pricing policy will resolve contradictions with, and paradoxes met in dealing with efficiency.
Originality/value
The argument used in the paper is interdisciplinary. References and terms used include those which are social, economic, and environmental from an accounting and management perspective.

In Thailand, as in many other developing countries, a significant and coherent policy response to the challenges posed by climate change is just beginning to emerge. The initial emphasis was on meeting international reporting obligations and building a better understanding of the issues (OEPP, 2000). Most climate policy attention has focused on mitigation, in particular of the difficulties, and occasionally taking advantage of the opportunities, in decoupling growth in greenhouse gas emissions from social and economic development. While early concerns were expressed about impacts on water resources and agriculture, not much attention has been given to implementing specific adaptation measures.

Abstract
Purpose
The study aims to explore institutional adaptation for sustainable water resources management at the local level in the context of increasing climate-related challenges in Zimbabwe using the case of a semi-arid area in the mid-Zambezi Valley, north of the country.
Design/methodology/approach
Inspired by the critical institutionalism approach, the study uses qualitative methods (i.e. key informant interviews, semi-structured interviews, community workshops and documentary review) to understand the role of different formal and informal water-related institutions vis-à-vis responding to climate-related challenges in the case study area, and how the identified institutions can improve their efforts in the context of national water and environmental policy and regulation frameworks. Thematic analysis was used for data analysis.
Findings
The study found that climatic challenges in the case study area, as in most of rural Africa, have raised the stakes in local water management with respect to regulating access to and balancing competing interests in, and demands for, water. It ultimately argues for the embracing of complexity thinking and flexibility in local water management as well as clear coordination of institutions across scales in the face of increasing climate-related challenges.
Originality/value
The study adds to case studies and evidence-based analyses focused on institutional alternatives for climate adaptation vis-à-vis water resources management in water-stressed rural African communities.
