Abstract

Purpose

This paper aims to analyze Hangzhou Urban Brain in responding to COVID-19, including systematically sorting out the development mode, capabilities, composition and application of Urban Brain and exploring its role and effect. This paper tries to provide a reference for other cities' digital infrastructure construction through case analysis.

Design/methodology/approach

The authors took Hangzhou Urban Brain as a typical case in urban digital infrastructure construction, and they conducted thorough research on its practice in facing COVID-19. The authors analyzed the key elements of Urban Brain, the application and the evaluation of Urban Brain through literature review, field investigation, questionnaire and interviews.

Findings

Hangzhou Urban Brain has been deeply applied in urban management and has a good foundation. Therefore, when the COVID-19 occurred, the Urban Brain played an important role. The detailed practices facing COVID-19 are mainly in five aspects: information collection and analysis, ensuring material supply by government–enterprise collaboration, using AI and Big Data to “Visualize” COVID-19, etc. Moreover, Urban Brain has won high evaluation. However, Hangzhou Urban Brain still has problems like data privacy and security, technical issues, etc.

Originality/value

This case study shows that Hangzhou's experience in Urban Brain construction is worthy of reference and promotion. Firstly, it can strengthen the understanding of digital infrastructure in responding to public health emergencies. Furthermore, it provides a reference for other urban governance worldwide by excavating the role and effect of digital infrastructure in preventing and controlling COVID-19. Thirdly, it explores how to improve the digital infrastructure construction to support public health challenges, which will help the cities grasp the actual value of data and make progress in this field. By this, it can provide references for cities in the world, especially in Asia to achieve sustainable city development.

Abstract

The “renaturing” of cities through an increased emphasis on the use of nature-based solutions (NBS) potentially offers urban areas the opportunity to deliver multiple environmental and socioeconomic benefits. In particular, approaches linked to NBS can limit the degree of climate exposure and vulnerability impacting upon urban infrastructures. The success of NBS in addressing climate change pressures will require an improved understanding of the characteristics of environmental risk and the ability to evaluate alternate adaptive pathways. In response, this chapter explores those components which are central to effective urban infrastructure assessment and considers how they may assist in the formulation of infrastructure strategies.

We stress the need for an approach which is both scenario-focused and fully integrated within existing spatial planning frameworks. Here, we draw specific attention to the utility of strategic environmental assessment (SEA) in both embedding environmental evaluation within mainstream spatial planning and providing the basis for the comparative evaluation of alternatives. We also argue for an approach which recognizes areas of complementary interaction between “gray infrastructure” (whether existing or proposed) and approaches linked to NBS. In order to highlight examples of potential development responses, we draw on best-practice case study examples from the European Union (EU)–funded GROWGREEN project.

Abstract

Purpose

The purpose of this study is to undertake an evaluation of the resilient capacity of the infrastructure systems in the city of Wuhan. This evaluation focuses on the ability of the infrastructure to cope with extreme weather from multiple dimensions and to propose effective interventions against such risks.

Design/methodology/approach

This research draws on a review and synthesis of the theory of resilience and adopts the literature induction method to build an evaluation index for five urban systems, namely: roads; water supply and drainage; energy and power; urban disaster reduction; and communications. Index data from the period of 1990–2019 are combined with the views of experts from Wuhan and analyzed using principal component analysis (PCA) to calculate the weightings of the five urban systems. A fuzzy comprehensive evaluation method is then used to investigate the resilient capacity of these five urban infrastructure systems in the city.

Findings

Generally, the results show that the resilience of the infrastructure systems in Wuhan are at a high level. Based on the results, the communications and roads systems are found to have higher levels of resilience, while the disaster mitigation system is found to have a relatively low level of resilience. Recommendations are suggested to help improve resilience and prioritize investments in the development of the city's infrastructure systems.

Research limitations/implications

The development of these specific indicators and quantitative requirements have not been studied in detail, so a more comprehensive, systematic evaluation of quantitative indicators and methods of urban infrastructure resilience is still required. In addition, the research on the resilience of urban infrastructure under extreme weather is still in its infancy, and it is essential to further increase the quantitative assessment of the resilience of urban infrastructure under construction. This will also be indispensable information in the subsequent implementation of a resilient planning process.

Originality/value

This research builds a rigorous and reliable evaluation model that avoids any subjective bias in the results and represents a new approach to evaluate the resilience of the infrastructure systems in the city of Wuhan, which could be applied to other cities.

Abstract

Purpose

Comprehensive urban management (CUM), with specified philosophical and technical limits, can address the negative consequences of the interrelationship between increasing urban poor population, spatial expansion of squalor and informal settlement on marginalised urban lands, overburdened and old urban infrastructure and increase in frequency and intensity of natural hazards. The research places these four concerns within the urbanisation context of the Kingston Metropolitan Region (KMR) in Jamaica, where their expressions are related to the lack of effective urban management and planning. The research uses a mixture of secondary information, from a myriad of public and private institutions and field surveys in the forms of observations and questionnaires. The cause and effects interrelationship between the factors are presented in a problem tree and analysed and discussed against known facts and theoretical posits. The paper aims to discuss these issues.

Design/methodology/approach

The research draws from a litany of document analysis, qualitative research as well as pre-coded questionnaires, field research and expert interviews and discussions with urban managers. Information and data selected from state and quasi-state agencies also proved valuable. Additionally, other relevant materials were sourced from the published domain including publications, journal articles, newspapers, textbooks and internet (online professional group discussions), etc.

Findings

Increase in urban poor over the last ten years increase in squalor settlements on marginal urban lands. Urban infrastructure is old and overburdened. Natural hazards are on the increase and are associated with negative demographic and social dynamics. Development plan and planning is lacking in the KMR. Urban management roles and responsibilities are not clearly defined. There are gaps and overlaps in roles and legislations. CUM needs redefinition for it to be effective in solving this relationship. Limits can be set for defining comprehensive urban planning.

Research limitations/implications

Space to explore more the relationship and evidences of the factor under investigation to their fullest extent.

Practical implications

Investments in urban infrastructure and other built environment and physical structures in important for urban resilience to hazards. Non-traditional countries and agencies are good source of financial and technical support for developing countries to improve their urban and national physical and social infrastructure. Urban land management and administration are crucial or urban spatial planning and land use.

Originality/value

The four factors under investigation, even though they are not novel in their individual treatment, are however original in the context of assessing their interrelationship and moreover their relationship with CUM. A redefinition of CUM is attempted to give stated criticisms of its past failures. The application to Jamaica and its potential application to other small island developing states are unique.

Abstract

The Ruhr region is a long-term showcase for the implementation of nature-based solutions (NBS) as part of regional and local development policies. With the implementation of the Emscher Landscape Park and the ecological renewal of the Emscher River System, a fundament for new and integrated strategies and projects was created. The Ruhr Region was inspired by the models, strategies, and discussions of the EU to test and implement ES, NBS, and GI in the last 10 years. The planners were also following the two competing national discussions in Germany to interpret GI more in the context of sustainable urban development or more as nature protection and biodiversity. In 2016, the Ruhr Region published a first own GI strategy named Green Infrastructure Ruhr, which was designed as an integrated and multi-level strategy with five operative fields of action for the whole region: (1) Urban Landscape, (2) Water in the City, (3) Green Urbanism, (4) Climate-friendly Mobility, and (5) Climate Protection and supporting Energy Efficiency. The conceptional and political discussions about this approach in the region are still going on. The author recommends changing the perception of NBS from green conceptual and academic perspective to operative policy and management. NBS can be developed as real urban infrastructures. Our societies are well trained to run, to finance, and to maintain various infrastructure systems. It is time to take operative responsibility for NBS in our cities and regions.

Abstract

Purpose

The purpose of this paper was to develop an integrated framework for assessing the flood risk and climate adaptation capacity of an urban area and its critical infrastructures to help address flood risk management issues and identify climate adaptation strategies.

Design/methodology/approach

Using the January 2011 flood in the core suburbs of Brisbane City, Queensland, Australia, various spatial analytical tools (i.e. digital elevation modeling and urban morphological characterization with 3D analysis, spatial analysis with fuzzy logic, proximity analysis, line statistics, quadrat analysis, collect events analysis, spatial autocorrelation techniques with global Moran’s I and local Moran’s I, inverse distance weight method, and hot spot analysis) were implemented to transform and standardize hazard, vulnerability, and exposure indicating variables. The issue on the sufficiency of indicating variables was addressed using the topological cluster analysis of a two-dimension self-organizing neural network (SONN) structured with 100 neurons and trained by 200 epochs. Furthermore, the suitability of flood risk modeling was addressed by aggregating the indicating variables with weighted overlay and modified fuzzy gamma overlay operations using the Bayesian joint conditional probability weights. Variable weights were assigned to address the limitations of normative (equal weights) and deductive (expert judgment) approaches. Applying geographic information system (GIS) and appropriate equations, the flood risk and climate adaptation capacity indices of the study area were calculated and corresponding maps were generated.

Findings

The analyses showed that on the average, 36 (approximately 813 ha) and 14 per cent (approximately 316 ha) of the study area were exposed to very high flood risk and low adaptation capacity, respectively. In total, 93 per cent of the study area revealed negative adaptation capacity metrics (i.e. minimum of −23 to <0), which implies that the socio-economic resources in the area are not enough to increase climate resilience of the urban community (i.e. Brisbane City) and its critical infrastructures.

Research limitations/implications

While the framework in this study was obtained through a robust approach, the following are the research limitations and recommended for further examination: analyzing and incorporating the impacts of economic growth; population growth; technological advancement; climate and environmental disturbances; and climate change; and applying the framework in assessing the risks to natural environments such as in agricultural areas, forest protection and production areas, biodiversity conservation areas, natural heritage sites, watersheds or river basins, parks and recreation areas, coastal regions, etc.

Practical implications

This study provides a tool for high level analyses and identifies adaptation strategies to enable urban communities and critical infrastructure industries to better prepare and mitigate future flood events. The disaster risk reduction measures and climate adaptation strategies to increase urban community and critical infrastructure resilience were identified in this study. These include mitigation on areas of low flood risk or very high climate adaptation capacity; mitigation to preparedness on areas of moderate flood risk and high climate adaptation capacity; mitigation to response on areas of high flood risk and moderate climate adaptation capacity; and mitigation to recovery on areas of very high flood risk and low climate adaptation capacity. The implications of integrating disaster risk reduction and climate adaptation strategies were further examined.

Originality/value

The newly developed spatially explicit analytical technique, identified in this study as the Flood Risk-Adaptation Capacity Index-Adaptation Strategies (FRACIAS) Linkage/Integrated Model, allows the integration of flood risk and climate adaptation assessments which had been treated separately in the past. By applying the FRACIAS linkage/integrated model in the context of flood risk and climate adaptation capacity assessments, the authors established a framework for enhancing measures and adaptation strategies to increase urban community and critical infrastructure resilience to flood risk and climate-related events.

Nowadays, sustainable, clean, inclusive, innovative, and smart mobility in addition to urban transformation is required to achieve sustainable development as a path to preserve the world for future concerns and improve quality of life at the present, even to be kept up with growing citizens' needs. Mobility as an infrastructure component plays fundamental roles in urban transformation, and economic development. In this chapter, and based on the 5th wave theory, related theories, models, and concepts, modern, clean, and inclusive mobility founded on high future of 4th technologies (which is called 5th technologies), digitalization, smartness, sustainability, and CSR 2.0 strategies is declared as proper clean mobility technologies to create sustainable and smart cities. Such smart cities are able to deal with challenges made by rapid, unplanned urbanization and globalization to achieve sustainable development. In this research, roles of inclusive and smart mobility systems as path to create modern and sustainable urban areas to make the world more sustainable and livable for living are declared. Literature reviews, case studies, interviews, and questionaries are applied as main methods to recognize inclusive and modern mobility and its roles in urban transformation to achieve sustainable development. This chapter is based on know-how and do-how of the author Prof. Hamid Doost on sustainability such as cooperating with Danish Sustainable Platforms Company, working with Erasmus Plus as an academic leader in Germany since 2017, cooperating with Copenhagen's former mayor and researching on sustainability. In this chapter, impact of sustainable mobility, sustainable buildings, and smart cities on CSR 2.0 and social responsibility, how these parameters improve sustainable development and sustainability in social responsibility, corporate social responsibility (CSR), and how social responsibility could influence humanities are explored.

Abstract

Purpose

The purpose of this paper is to investigate residents’ perceptions, preferences and satisfaction concerning the urban green infrastructure of Kalamaria, Greece, to evaluate the importance of urban parks for residents’ well-being and to suggest management improvements.

Design/methodology/approach

Following a random sampling method, 385 residents were interviewed. Green infrastructure number and size, design suitability, safety, variety and care of plants, noise pollution, facilities for people with disabilities and duration and frequency of visits to green areas were among the considered parameters. Factor and hierarchical log-linear analyses were conducted.

Findings

The existing green spaces were insufficient in number, size and design, and their distribution was unsatisfactory. The facilities and equipment in the green spaces were evaluated as rather mediocre, and most respondents were unsatisfied with the overall planning and management of the green infrastructure in the municipality of Kalamaria. The results indicate that resident’s well-being relates to their satisfaction with urban green infrastructure. Frequent and longer visits of green spaces significantly improved the perceived well-being. The residents expressed an intention to pay 20-40 percent more than the average price for a house with a view of a green area.

Originality/value

Public perception surveys enable green infrastructure managers to identify preferred management alternatives and to use this information in an urban planning framework. Local authorities can use the results of the present survey to manage the city’s green infrastructure, enhance the city’s resilience and anticipate climate change challenges and the future needs of residents.

Based on the 5th wave/tomorrow age theory, we are living in the world that is in necessity to change. Rapid urbanization causes global challenges such as economic problems and recessions, environmental challenges, climate change, social instability, health diseases, biological attached, and crisis caused by technological dominations. These challenges threaten the world, humanity, and human beings. Therefore, it is vital to tackle and struggle with them in order to maintain the world and improve quality of livability and quality of life to achieve sustainability. Generally, modern Blue-Green urban areas and smart cities with high quality of livability and life are proposed to deal with urbanization challenges to maintain the world and improve quality of human life. Based on Prof. Doost's 5th wave theory, related theories, concepts and models like Doost Risk Mitigation Method (DRMM), and also his experience on sustainability as best practice such as cooperating with Danish Sustainable Platforms Company, working as an academic leader at IoE/EQ EU Erasmus Plus project in Germany during 2017–2020, cooperating with former mayor of Copenhagen, consulting the German MV State Minister of Energy, Digitalization, and Infrastructure to cooperate with Iran in 2016, more than 15 years holding lecture and research internationally about risk and risk management on mobility in different universities like (TU Berlin) Technical University of Berlin (EUREF Campus, Sustainable Mobility Management and Sustainability Building) and also achieving a honorary doctorate in sustainable development management, a practical model concerned on risk management in mobility to provide comprehensive global Blue-Green clean sustainable urban mobility risk mitigation strategic plan is given. Abstract

Purpose

The purpose of this paper is to assess the effect of urban regeneration and renewal activities initiated by the Osun State Government in Nigeria on the rental values of commercial properties in Osogbo, the state capital between 2008, before the urban renewal programme through 2017, after the urban renewal programme had been completed.

Design/methodology/approach

Primary data utilised for this study were collected from all the Estate Surveying and Valuation firms involved in the formal management of commercial properties in Osogbo, Osun-State, Nigeria. Information on the types of urban infrastructure renewed and rental values of 63 commercial properties from 2008 to 2017 were obtained from the sampled estate surveying and valuation firms practicing in the study area. Data were analysed using descriptive statistics, analysis of variance and Duncan post hoc test.

Findings

The findings showed that physical urban infrastructure such as roads, drainages, water supply and wastes disposal have been upgraded in the study area. Also, the study established that the urban regeneration programme had significant impact on the rental values of commercial properties in Osogbo, arising from the statistically significant difference (F(7, 600) = 22.264, p<0.000) between and within annual rental values of commercial properties in the study area. The annual rental values of the commercial properties also exhibited considerable variation based on the Duncan post hoc test.

Practical implications

The findings from this study indicate that urban regeneration programme by the Osun state Government has significantly increased the investment performance of commercial properties in the study area. Hence, while investors could achieve higher returns on investment by venturing into commercial property investment, revenue could also be generated for government through the collection of property taxes in the study area.

Originality/value

This study is one of the few studies that have analysed the effect of urban regeneration programme on commercial property values from the perspective of an emerging African economy, using data from Osun State, Nigeria.
