Abstract
Purpose
This paper aims to analyze Hangzhou Urban Brain in responding to COVID-19, including systematically sorting out the development mode, capabilities, composition and application of Urban Brain and exploring its role and effect. This paper tries to provide a reference for other cities' digital infrastructure construction through case analysis.
Design/methodology/approach
The authors took Hangzhou Urban Brain as a typical case in urban digital infrastructure construction, and they conducted thorough research on its practice in facing COVID-19. The authors analyzed the key elements of Urban Brain, the application and the evaluation of Urban Brain through literature review, field investigation, questionnaire and interviews.
Findings
Hangzhou Urban Brain has been deeply applied in urban management and has a good foundation. Therefore, when the COVID-19 occurred, the Urban Brain played an important role. The detailed practices facing COVID-19 are mainly in five aspects: information collection and analysis, ensuring material supply by government–enterprise collaboration, using AI and Big Data to “Visualize” COVID-19, etc. Moreover, Urban Brain has won high evaluation. However, Hangzhou Urban Brain still has problems like data privacy and security, technical issues, etc.
Originality/value
This case study shows that Hangzhou's experience in Urban Brain construction is worthy of reference and promotion. Firstly, it can strengthen the understanding of digital infrastructure in responding to public health emergencies. Furthermore, it provides a reference for other urban governance worldwide by excavating the role and effect of digital infrastructure in preventing and controlling COVID-19. Thirdly, it explores how to improve the digital infrastructure construction to support public health challenges, which will help the cities grasp the actual value of data and make progress in this field. By this, it can provide references for cities in the world, especially in Asia to achieve sustainable city development.

Abstract
Purpose
Urban digital transformation has become a key strategy in global countries. This study aims to provide a comprehensive and dynamic exploration of the intrinsic traits associated with urban digital transformation, in order to yield detailed insights that can contribute to the formulation of well-informed decisions and strategies in the field of urban development initiatives.
Design/methodology/approach
Through analysis of parallels between urban digital transformation and gyroscope motion in physics, the study developed the urban digital transformation gyroscope model (UDTGM), which comprises of seven core elements. With the balanced panel dataset from 268 cities at and above the prefecture level in China, we validate the dynamic mechanism of this model.
Findings
The findings of this study underscore that the collaboration among infrastructure development, knowledge-driven forces and economic operations markedly bolsters the urban digital transformation gyroscope’s efficacy.
Practical implications
This research introduces a groundbreaking framework for comprehending urban digital transformation, potentially facilitating its balanced and systemic practical implementation.
Originality/value
This study pioneers the UDTGM theoretically and verifies the dynamic mechanism of this model with real data.

Abstract
Contemporary cities are the subject of new forms of visualization that are not only changing how we see the urban world but how it operates as a social environment. This chapter explores Google's Street View database and the Google Maps platform as sites for the production of distinctive new streams of visual data about cities around the world. I argue that this kind of digital infrastructure presents urban researchers with both new opportunities and new challenges, raising complex questions about the role of visual images in the context of the ongoing transition to a digital, computational, and networked image world.

Abstract
As the world continues to urbanise, cities face increasing pressure to become more sustainable, efficient and livable. Sustainable smart cities are emerging as a promising solution to this challenge, leveraging technology and data to improve urban systems and services while reducing environmental impact. This chapter provides an overview of the concept of sustainable smart cities and its implications for urban development. It explores the key features of sustainable smart cities, including their focus on technology, data and citizen engagement and the challenges they are facing in terms of infrastructure, data management, social equity, environmental sustainability, governance and regulations. The chapter also highlights the implications of sustainable smart cities for urban planners, policymakers and other stakeholders, emphasising the need for collaborative approaches that engage citizens and stakeholders in the design and implementation of smart city initiatives.

Abstract
Insofar as the digital layer cannot be detached from the current democratic challenges of the 21st century including neoliberalism, scales, civic engagement and action research-driven co-production methodologies; this chapter advances trends, aftermaths and emancipatory strategies for the post-pandemic technopolitical democracies. Consequently, it suggests a democratic toolbox encompassing four intertwined trends, aftermaths and emancipations including (1) the context characterised by the algorithmic nations, (2) challenges stemming from data sovereignty, (3) mobilisation seen from the digital rights perspective and (4) grassroots innovation embodied through data co-operatives. This chapter elucidates that in the absence of coordinated and interdependent strategies to claim digital rights and data sovereignty by algorithmic nations, on the one hand, Big Tech data-opolies, and on the other hand, the GDPR led by the European Commission might bound (negatively) and expand (positively), respectively, algorithmic nations' capacity to mitigate the negative side effects of the algorithmic disruption in Western democracies.

Abstract
Purpose
The Department of Information Science of the Heinrich-Heine-University in Düsseldorf is currently conducting a research project on Informational World Cities – the prototypical cities of the knowledge society, which have been growing in the twenty-first century. In total, 31 potential Informational World Cities were identified and a set of criteria was developed to evaluate the degree of informativeness of a city through coherent criteria. The purpose of this paper is to investigate London.
Design/methodology/approach
The investigation was based on the Grounded Theory, ethnographic field research, interviews, bibliometrics, patentometrics, official statistics and the analysis of web content. During the stay in London, eight semi-standardised interviews according to SERVQUAL were conducted.
Findings
The characteristics of an Informational World City are well-marked in most cases, especially London’s knowledge infrastructure. Furthermore London places value on smart innovations and tries to adapt public transport to the growing population. This includes, next to an enhancement of the train capacities, information and communication technology, since the digital infrastructure keeps gaining importance. The ethnic/cultural diversity as well as the international connectivity and the creative infrastructure are also distinguishing marks of London. Nevertheless, especially the digital and smart infrastructure require enhancement. London’s government is ambitioned, though, to make progress and pursues plans which are of benefit to the city’s informativeness.
Social implications
This paper gives insight into the characteristics of the prototypical city of the upcoming knowledge society.
Originality/value
This paper follows an interdisciplinary approach and combines information science, urban studies and sociology to analyse cities of the knowledge society. Furthermore it is the first time that London is considered an Informational World City in an empirical study.

Abstract
Purpose
The purpose of this paper is to discuss how experimentation with open Internet of Things data can be institutionalised in an inclusive manner at scale.
Design/methodology/approach
The approach is conceptual, addressing key challenges discussed in the literature on experimental cities. This exposition of the problem of scaling experimentation is anchored in findings from two projects (Dampbusters and OrganiCity), which seek to implement experimentation as a practice of sustainable digital urban development.
Findings
One central finding is that local interventions need transferable frameworks and mechanisms to achieve scaling effects of experimentation as a practice. In addition, experimentation must embed common engagement principles, structures of data and interfaces, and governance principles across use cases to be scaled.
Originality/value
The authors outline how and why experimentation can be a useful approach to address challenges of implementing urban informatics into concrete uses and procedures for co-creation. Based on reports from two projects, the authors develop recommendations for experimentation at scale that reflect the need for engagement principles, the need for common data structures and interfaces, as well as governance principles.

Abstract
Purpose
Based on the background of enterprise digital transformation, this paper aims to examine the impact of digitization on the cooperative behavior and environmental performance of green technology innovation.
Design/methodology/approach
By constructing a model of quantity competition between the two enterprises, this paper examines the impact of digitization on the cooperative behavior and environmental performance of green technology innovation from the micro level. It uses Shanghai and Shenzhen A-share-listed companies as research samples. An unbalanced panel data set from 2011 to 2018 was constructed to empirically test the effect of digital transformation on the environmental performance of enterprises.
Findings
The findings reveal the following. First, digital transformation can significantly improve the environmental performance of enterprises. Second, green technological innovation sharing plays an intermediary role between digital transformation and enterprise environmental performance. Third, when the level of digitization is high, the sharing effect of green technology innovation brought about by digital technology is stronger and enterprises tend to carry out cooperative green technology innovation. Lastly, the level of development of regional science and technology finance plays a positive regulatory role in digital transformation and enterprise environmental performance.
Originality/value
This paper first proposes that green technology innovation-sharing is an important mechanism that can significantly improve enterprises' environmental performance. The authors empirically examine the mechanism and analyze the heterogeneity of the impact of digitalization level on enterprises' environmental performance. The authors also discuss the moderating effect of regional technology and finance development levels on the relationship between digitalization and enterprises' environmental performance.
