Abstract

Citizen associations, trade unions and “tripartism” are the major mediators and interest‐representing bodies in the Czech Republic outside political parties. A system of corporatism at the national policy making level has existed since 1990. Since 1998 trade unions have demonstrated efforts to rely less on “tripartite” arrangements and to utilise the legal provision on collective bargaining. Within the public sector there are only a very limited range of issues that can be bargained collectively. The major issue being the most sensitive area of remuneration. Public sector trade unions, unified in the Czech‐Moravian Confederation of Trade Unions, have established a system of regular negotiations with the government aimed at achieving agreements in pay increases and the extension of the pay scale. Post‐communist Czech society is becoming more pluralistic and trade unions are playing an important role in introducing more elements of democracy.

Abstract

Purpose

In the context of debates on the role of social partners in shaping anti-crisis policies, the article explores the developments of social dialogue in Poland following the outbreak of the pandemic. The central research question is whether the crisis has helped to revitalise social dialogue or has it further revealed its weaknesses that were apparent before it.

Design/methodology/approach

The paper is based on the combination of literature review and the analysis of primary data derived from 22 expert interviews with the representatives of trade unions, employers and ministries collected in 2020–2021 in four essential industries (education, health care, social care and logistics).

Findings

The analysis suggests that the pandemic led to reinforcement of “illusory corporatism” in Poland, deepened mistrust among social partners and triggered a shift to informal channels of influencing policymaking. The weakness of the social partners and the strong position of the right-wing populist government meant that fears of recession and a health crisis were insufficient to develop “crisis” corporatism. While business interests were represented better than labour in policymaking, limited labour-friendly outcomes have been achieved as a result of workers’ mobilisation and unilateral decisions of the government rather than tripartite social dialogue.

Originality/value

Based on original empirical research, the article contributes to the discussion on the impact of the crisis on social dialogue under patchwork capitalism. It points to the role of strong governments and informality in circumventing tripartite structures and the importance of essential workers’ mobilisation in response to the lack of social dialogue.

Abstract

Purpose

This paper provides insights as to how a Confucian-inspired Junzi style of leadership translates into initiatives toward human capital development in Singapore. After reviewing tripartite governance in Singapore, we discuss the character of Confucian leadership: how does this value system inform the moral economy of the Singaporean corporatist model and inherently come to impact upon the conception and significance of human capital.

Design/methodology/approach

The case approach was employed using multiple sources of secondary data, supplemented by interviews with high-profile informants in Singapore. Multiple sources led to data triangulation in presenting a mutually consistent set of evidence. The paper also draws from a longitudinal observation of Singapore's industrial relations and human resource development (HRD) policies over the last 10 years since the Global Financial Crisis.

Findings

Organized along two thematic areas: governance and human capital development, this paper proposes and finds that governance in Singapore displays an institutionalized form of Junzi leadership that translates into policymaking toward human capital development.

Originality/value

This paper brings about an Asian perspective of Junzi leadership toward management and governance. The Confucian value system intrinsic to tripartite governance provides an original heuristic lens that helps shed a light on the significance of human capital development in Singapore.

Abstract

Purpose

The purpose of this paper is to study the evolution of Chinese industrial relations after the market reform of 1978, while basing its arguments and conclusion on analysis of the interactions of key actors in the labour arena in China. The significant phenomena in the evolution of industrial relations are the coming of transnational capital and the emergence of self‐organising protests by migrant workers.

Design/methodology/approach

The paper uses a case study approach.

Findings

The Labour Contract Law and the local political economy experience strong effects from TNCs and other business players. Meanwhile, globalisation has introduced the civil society movement to China, which has given rise to an increasing number of NGOs working for labour rights. Tight financial and technical connections between grassroots NGOs and international donor organisations make it possible for bottom‐up labour activities to counteract the unilateral influence of the state and market over the Chinese workforce. Since the ACFTU, the official trade union umbrella, has many institutional constraints to undertake a thorough transition towards labour in the near future, workers' representation is diversified.

Originality/value

One implication for further theoretical studies is that tripartism cannot fully disclose the reality of Chinese labour, and that labour representation derives from both unions and self‐organisation of workers, such as NGOs, which opens more room for the entrenchment of the grassroots labour movement to sustain the balance of power among the state, ACFTU, firms, international market forces and individual workers in the long term.

Abstract

Purpose

The purpose of this paper is to examine the interrelations between the evolution of industrial relations (IR) and IR research in Poland in the historical context. Two questions are put forward: How was the evolution of the IR system in Poland influenced by the re-constitution of a particular model of the capitalism and the strategies and struggle of IR actors? How were the ways of approaching and theorizing IR influenced by the aforementioned evolution?

Design/methodology/approach

The paper draws upon academic literature, secondary data on actors and processes of IR as well as four expert interviews with the representatives of the first generation of IR scholars in Poland.

Findings

The paper suggests that the development of the IR system and the related scholarship can be divided into three phases: the pre-1989 period characterised by the lack of autonomous interests representation and rather limited IR research; the early development of the post-1989 IR system marked by the debates on the integrative role of IR as peacekeeping mechanism in the period of deep economic and political changes (1989-2004); the post-EU accession consolidation of the IR system characterised by the weakness of the IR actors vis-à-vis the state and increasing neo-etatist tendencies.

Originality/value

This paper contributes to the ongoing debate on the relationships between the emergent models of Eastern European capitalism and the evolution of IR systems. It critically analyses the state of the discussion on the IR field Poland emphasising the relevance of political-economic factors as well as the ideology of “social peace” for both the evolution of the IR system in the country and the state of the IR debate.

Abstract

Throughout the industrialised democracies new organisational structures and systems of human relations are being developed. In Western Europe there is a movement from a capitalist towards a more socialist economy under the influence of political pressures of labour parties and trade unions — the movement called “democratic socialism”. The “democratic” aspect appears in the form of co‐determination and tripartism. In North America there is no or little parallel shift in the politico‐economic system, and co‐determination has gained hardly any foothold. Instead there is a strong humanist movement, based upon the cultural idiom of individualism, with accent upon motivation and the quality of working life: “human relations” are to be improved (although none of the experts on the subject even define human relations). It is all very sincere but empirical; there is no coherent philosophy such as that in Europe.

Abstract

British policy‐making has been characterised by a British political scientist. Jack Hayward, as ‘humdrum’. By humdrum he means a policy which is in essence ‘muddling through’. Though seen as a characteristic of liberal democracies, this style of policy‐making has taken on an acute form in Britain. Thus, in contrasting the achievements of economic planning in Britain and France, he sees the British approach as ‘toothless tripartism’. This pluralistic paralysis was the result of a belief that administrative and pressure group consensus was a prerequisite to effective planning. Business organisations and trade unions were elevated into ‘corporatist veto groups capable of frustrating public policy’.

Abstract

Initiated in 1989, the KsK programme (literally Partners in Development) shows how a tri-partite approach of pooling resources and capabilities of private landowners, city and central government and the poor can be used to improve urban living conditions. Strong political will and an enlightened perception of the poor has enabled a city government to reduce poverty, manage urbanisation and improve quality of life in urban areas. Eighty-one per cent of the 7,400 low-income houses have been improved to date. Strong community participation has been a vital factor in achieving this success.
