Abstract
Aims to bring a new angle to, in fact to complete the triangle of, industrial training studies, which have focused on training institutions and the firms. The third angle, the trainees, has often been neglected, appearing only as figures, enrolment, drop‐outs, graduates, etc. A comprehensive policy on industrial training would be incomplete without appraising experience of trainees and taking their views seriously. Examines research based on three surveys among potential, current and past trainees. The experience and views of the trainees should be taken as a major parameter in technical and vocational education (TVET) strategy, planning and programme implementation. Finds that trainees have expressed clear views on the relevance of the TVET programmes they have attended/are attending, and on the quality of public and private training. Findings of the surveys have some relevance to labour market policy, specifically on mobility, labour turnover, labour market information and employment of women.

Abstract
Purpose
The quality of maternal healthcare training is the most optimal degree of health in the delivery of effective, efficient and quality healthcare in midwifery discipline. Student accoucheurs studying at the Free State School of Nursing are faced with resistance, discrimination, rejection and unacceptability by pregnant women during their clinical placement at the Free State maternal healthcare institutions. This results in poor quality of training of student accoucheurs in maternal healthcare. Considerable studies have been conducted on males in midwifery nursing, but no guidelines have been developed to facilitate student accoucheurs' acceptance and improvement of the quality of training in maternal healthcare, hence the purpose of this study.
Design/methodology/approach
A descriptive, explorative qualitative design was used in this study. Qualitative focused group discussions (n = 32) were conducted through purposeful sampling method. Data was analysed thematically.
Findings
Three main categories emerged: student accoucheurs' related factors with social interactions and relations as a theme; maternal healthcare users’ related factors with transcultural diversity and socio-economic status as themes; nurse training institutions and maternal healthcare institutions service providers-related factors with gender inequality in the work place as a theme. Ultimately, the guidelines to facilitate acceptance and improvement of quality training of student accoucheurs in maternal healthcare institutions were developed and recommended for implementation.
Originality/value
The paper developed guidelines to facilitate acceptance and improvement of quality training of student accoucheurs in Free State maternal healthcare institutions.

Abstract
Purpose
The purpose of this paper is to provide information on development of standards in Tanzania which may be of help to training providers in other countries as they seek to improve the quality and standards of their provision.
Design/methodology/approach
The need to provide quality assured tertiary qualifications in Tanzania to win both national and international recognition is explained. Processes of registration of institutions capable of delivering training programmes adequately and accreditation of the same to offer awards at appropriate levels as a means to ensure quality of provision are explored. Standards of good practice in Tanzanian tertiary education are surveyed and the challenges to their achievement are discussed based on the author's direct experience in Tanzania. Relevant and recent literatures on the topic are surveyed and some lessons drawn.
Findings
Accreditation standards are useful in instilling best practices in education and training. However, education and training institutions need to understand and practice them over a period of time to bring about expected results. It is concluded that ensuring quality in education is a multifaceted phenomenon that calls for the joint efforts of all key stakeholders.
Originality/value
The paper illustrates that the National Council for Technical Education is one of the first regulatory bodies in Africa to introduce academic quality standards in tertiary technical institutions. Notable improvements have been recorded since its inception. The experience described is the paper is not very common, so other countries taking similar steps may find it useful.

Abstract
Purpose
The purpose of this paper is to present the results of a study to assess the capacity of a poor country to scale‐up its production of health workers.
Design/methodology/approach
The assessment consisted of a survey of institutions training doctors, nurses and technicians in Rwanda. Data on student intake, teaching staff, infrastructures and equipment were collected directly from the institutions by questionnaire administered in person. Data for the qualitative assessment of current and future capacity of production were collected by interviews.
Findings
Physical capacity in terms of classrooms and dormitories was generally good, except at the Faculty of Medicine. Laboratories and libraries were considered inadequate everywhere. Few national teachers hold a PhD and dependence on foreign trainers is high. Nursing teachers' training is also insufficient, particularly in pedagogy. As trainers are young, providing them with additional training should be easier. All institutions reported insufficient budgets. Managerial competencies are not developed. There is no licensing mechanism to ensure quality maintenance.
Research limitations/implications
There is no validated data base on training institutions and the research had to rely on self‐reported statistics and other information.
Practical implications
A rapid increase in the production of health personnel would be difficult in the current conditions. Production strengthening should involve stakeholders from training institutions, and include measures to motivate and retain trainers, and to improve the quality of training.
Originality/value
The authors are not aware of similar studies in low income countries. Their methodology can be of interest to researchers and policy‐makers who do not have access to baseline data.

Abstract
Purpose
This paper seeks to ascertain the effectiveness of a two-week-long faculty development programme (FDP), organized by Indira Gandhi National Open University (IGNOU), for teachers of the open and distance learning (ODL) system, with the aim of upgrading their knowledge and skills for developing print self-learning materials (SLMs). The specific aim of this study is to ascertain whether the objectives of the FDP have been achieved, to examine the effectiveness of the training programme and to suggest measures for improvement in future FDPs regarding the design and development of print SLMs.
Design/methodology/approach
The study was conducted using a descriptive survey research method, through semi-structured questionnaires and adopted purposive sampling. The first survey was conducted immediately after the completion of the programme, in order to collect feedback from the trainees, while the second survey was conducted after six months of the FDP, using the follow-up approach, so that more reliable and authentic results could be obtained.
Findings
The outcomes of the study revealed that the training had been effective in imparting appropriate knowledge and skills to the trainees, with respect to designing print SLMs. However, certain gaps were also identified and have been reported in this paper. Key suggestions have been made to address the shortcomings and improve forthcoming FDPs.
Research limitations/implications
The present research focused on a specific training programme regarding the design and development of SLMs. Therefore, only the teachers and academics who participated in this specialized training activity were considered for the collection of feedback.
Practical implications
The recommendations of this work may be useful for the trainers, FDP coordinators, training institutions and ODL policymakers for planning and designing effective staff development activities for teachers and academics working in ODL institutions. These would be especially useful in the design of FDPs, aimed at orienting teachers who are involved in curriculum planning, design and development of learning resources.
Originality/value
This study is an original research based on the empirical primary data obtained by the researchers. As the largest open university in the world, IGNOU has been playing a key role in staff development for and in ODL in developing countries. This evaluative study of a specialized FDP in the area of SLM design and development is a significant work that may be valuable for planning the staff development strategies and building a training evaluation mechanism.

Purpose
Tourism is one of the most notable features of the contemporary globalised world. The tourism industry is becoming increasingly vital to the economy of many developing and developed countries around the globe. The demand of the tourism industry has posed a challenge for tourism training providers to move towards a more responsive and internationalised curriculum to enhance work readiness for tourism graduates who are expected to work with an increased number of international tourists. The purpose of this paper is analyse whether and how internationalisation has been implemented in the tourism training programmes across six institutions in Vietnam.
Design/methodology/approach
The research deployed case studies as research strategy with interviews and document analysis as two instruments of data collection.
Findings
The major findings show that even though the tourism industry demands graduates to possess global competency, knowledge and skills, the curriculum does not prioritise the internationalisation dimensions and the faculty members are not facilitated to be internationally active in their roles. Overall, internationalisation is still fragmented and ad hoc in these institutions even though the private institutions in this research appear to be more responsive to the trend of internationalisation in education than their public counterparts.
Research limitations/implications
The paper provides recommendations on how to effectively embed internationalisation components into local tourism training programs in Vietnam.
Originality/value
The research bridges the gap in the literature on internationalisation of the local tourism programme in non-English-speaking countries.

Abstract
Purpose
In Germany, basic nursing training still takes place at technical colleges. This type of training lacks standardisation, leaving considerable freedom to colleges and their providers. The purpose of this paper is to identify the reasons for the continuation of technical college training for nurses in Germany.
Design/methodology/approach
The paper adopts an actor‐based approach which restricts the notion of “actor” to the level of organisations. The interplay between these actors is put in a context in which institutions maintain traditional structures of training. The study employs the method of document analysis. The method of analysis is qualitative content analysis.
Findings
The investigation shows that it is an interplay between key actors involved in a conflict over nurses’ education which, together with institutions, is responsible for the persistence of technical college‐based nursing training as the standard basic qualification. The relevant institutions are those regulating the health professions and institutions to which a model of ancillary nursing work is oriented. These are in turn embedded in the German system of health care provision and the corporatist health care governance. The study exposes several cross‐relationships between actor‐based and institutional explanatory factors.
Research limitations/implications
The empirical study is limited to the extent that it excludes the micro‐level of nursing work. It provides a framework for comparative research on educational standards in health care in that it pins down specific variables.
Originality/value
The paper develops a framework for analysing the reasons for the continuation of national educational standards of health professions despite a general European process of changing these standards.

Presents an overview of school and classroom policies and practices which contribute to the improvement of the quality and efficiency of vocational education and training (VET) in developing countries. Centres on a number of relevant factors identified by research on school and teacher effectiveness which relate to the improvement of programming and cost containment. Includes management and instructional practices, instructional organization, instructional resources, staff recruitment and training, and admission and placement policies, among others. Suggests that without acceptable levels of material and human resources, instructional quality cannot be maintained. However, resource requirements can be reduced through the more effective and efficient use of existing resources. Concludes that the chief way to improve instructional efficiency in VET is reduced training time.

Iraq with a population of approximately 13 million in 1980 is one of the capital (oil) rich countries of the Arab region, and shares with them the objective of a fast pace of economic development. Such Arab states may be characterised by the existence of a large and expanding government sector, ambitious industrial development programmes and the pursuit of an increasing standard of welfare and income for their inhabitants. Since about 1970 Iraq's economy has been radically transformed and change is continuing. The demand for labour has grown commensurately with the successive national development plans of the decade. Meeting these increased labour requirements presents formidable tasks for policy makers and planners in Iraq as in other Arab countries.
