Abstract

Stress among expatriates has been studied from various perspectives. The present study attempts to assess the occupational stress experienced by Indian expatriates working in Sultanate of Oman, and stress experienced by Indians working in India. The sample of 573 Indians working in Sultanate of Oman and 302 employees working in their motherland, Mumbai, India were selected. A.K. Srivasatava and A.P. Singh’s occupational stress index was used to measure the stress experienced by the Indians working in the Sultanate of Oman and those working in India. The results show that Indian females working in Sultanate of Oman experience more stress than their counterparts working in India. Personnel having post‐graduate qualifications working in Sultanate of Oman experience more stress than their counterparts working in India, and Indian expatriates over the age of 45 who are working in Sultanate of Oman experience more stress than their counterparts working in India.

The overall significance of tourism's role in the nation's holistic development is now a common phenomenon world over. That is why the Government of various countries are according top-most priority towards tourism development. The luxury tourism is that niche segment which is growing intense day by day and the craving of luxury traveller is uninfluenced by any economic turmoil or the crises. Tourism is now widely acknowledged as the strategic tool for economic diversification in the Sultanate of Oman. The Government is fully geared towards turning Oman into a prime luxury tourism destination by incorporating tourism in its vision 2040 strategy. The Government is actively tapping Oman's luxury tourism potential with improved tourism product development, increased projects funding, thoughtful marketing and brand promotion to reap benefits from tourism investments. Oman's unparalleled beauty, rich historic grandeur and authentic hospitality complement the desire of luxury travellers to seek unique quality and comfort, exclusivity and less ostentation. With the slogan ‘Beauty has an address’, the laudable effort of Oman has placed its tourism offering as an ideal upscale and luxury destination in the Middle East. The chapter explores the prospects of beautiful attractions and various services and facilities offered by Oman to qualify as a luxury destination. It also identifies the challenges faced by Oman in luxury tourism destination development.

Abstract

Purpose

This theoretical paper aims to draw on existing literature to examine the case for libraries to play a key role in the democratization of Oman. This paper is intended to provide foundation for further empirical research to develop a proposed future strategy for Oman’s library sector that will help facilitate the future political and economic transition of the Sultanate.

Design/methodology/approach

This is a theoretical study that draws on existing literature to examine the case for libraries to play a key role in the democratization of Oman.

Findings

There are four main ways in which public libraries support democratization are identified and discussed: providing access to information, ensuring inclusivity of knowledge, forming a community hub for interaction and dialogue and promoting social inclusion through internet access.

Originality/value

As Oman undergoes political and economic transition, this study and the follow-on empirical research will be highly significant in ensuring that the expansion of democratic processes in Oman proceeds peacefully and that the Sultanate provides a best practice model for Islamic democracy within the Gulf Cooperation Council region and globally.

Abstract

Purpose

The purpose of this paper is to give professionals, researchers and policy makers in Oman and the region understanding of the climate change implications for better planning. The likely impacts will cause serious damage to the economy of Oman which already suffers from aridity, soil salinity, recurrent drought and water scarcity. This paper highlights the work being carried out and current knowledge and efforts being made in view of climate change challenges in Oman.

Design/methodology/approach

The paper is based on a literature review of texts and references sourced from scientific reports, research papers and other published documents by various national and international agencies.

Findings

Sultanate of Oman is vulnerable to the potential impacts of climate change, the most significant of which are increased average temperatures, less and more erratic precipitation, sea level rise (SLR) and desertification. Integrating climate change mitigation and adaptation in development strategies and policies is a must for a country like Oman which is at the early stage of economic and industrial development.

Research limitations/implications

It is not clear from existing data that any organized research effort is ongoing in Oman to tackle various climate change related issues. There are number of projects undertaken may look impressive but none of the projects was taken up as a direct response to climate change concerns. A small and scattered number of research studies have been published in the field of climate change, and there are many gaps that still need to be filled in the future, especially pertaining to the vulnerability of water resources, agriculture, and biodiversity of Oman.

Originality/value

The paper offers inputs for researchers, policy makers and other stakeholders on issues related to climate change and its management in Oman and the region.

Abstract

Purpose

Higher education institutions (HEIs) worldwide are required to acquire accreditation for the sake of their academic reputation at the institutional as well as programs levels. Meeting the requirements of standards established by accrediting bodies can be daunting for HEIs undergoing accreditation for the first time. Drastic organizational change is required to overhaul and implement systems to meet the requirements of quality standards. HEIs in the Sultanate of Oman are determined to acquire and maintain institutional accreditation from the Oman Academic Accreditation Authority (OAAA). The purpose of this paper is to describe how a HEI has undergone organizational change to meet the requirement of the research–teaching nexus standard using Lewin’s and McKinsey 7-S change management models.

Design/methodology/approach

This is a qualitative research which made use of primary and secondary data. The primary data were collected through focus group discussions and workshops, and documents analysis while internet resources were used for secondary data. The dimensions of the research–teaching nexus were determined through review of the literature which became the basis for evaluating the HEI’s practices in the area. Lewin’s and McKinsey 7-S change management models were combined to provide the conceptual framework for describing the process of change the HEI undertook.

Findings

Lewin’s and McKinsey 7-S change management models allowed for a systemic and systematic perspective of the change required for the HEI to meet the research–teaching nexus standards and acquire institutional accreditation. The HEI documented its practices, conducted an evaluation and instituted the changes in the dimensions of the research–teaching nexus and the supporting 7-S elements. As final result, the HEI was granted institutional accreditation.

Research limitations/implications

This is a case study of the experience of an HEI in the Sultanate of Oman in its effort to acquire institutional accreditation from the OAAA. However, this case study can provide insights to a larger audience of institutions in Oman and within the Gulf region (or even outside the region) that are in the process of going through a similar experience. For those who have already undergone a similar exercise, this case study can provide a valuable comparison.

Practical implications

The practical experience of the HEI in the Sultanate of Oman can provide valuable lessons/insights to those in the praxis of educational management and quality assurance in education.

Social implications

Quality in education is a social issue. HEIs are pressured to acquire and maintain accreditation as evidence of quality. The case study provides the larger audience a perspective of how much effort HEIs place in this aspect.

Originality/value

This paper documented the experience of an HEI in the Sultanate of Oman. This is the first paper describing an HEI’s change process in a country which is also implementing a new academic accreditation system. In this paper, two change models – Lewin’s and McKinsey’s 7-S – were integrated to provide a more comprehensive perspective in analyzing organizational change. Review of the literature has shown that these two models have not been used together in one paper, providing novelty to otherwise “classic” models. This paper should be valuable to HEIs pursuing accreditation. It is a “universal” knowledge that acquiring accreditation is a major goal of all HEIs worldwide. The described process of organizational change should be insightful to those who are responsible for steering this process with the goal of acquiring accreditation. Educational leaders at the forefront and center of the change process should find in this paper a valuable reference material, providing a systemic and systematic view of the change they have to lead in order to acquire the much-coveted accreditation. Faculty, staff and students of HEIs can be advocates or sources of resistance. This paper should provide better understanding of the process of change and how they, as stakeholders, benefit from it. Finally, students of educational management and leadership should find this paper as a useful case study for class discussion.

The Oman Development Bank (ODB) was established in the year 1976 under the Royal Decree No 31/76. The ODB is the first specialised development bank started in Sultanate for the purpose of contributing to the economic and social development in the country. ODB is attracted by more local and foreign investments created many investment opportunities in development projects by providing the funds, technical support and advice to its clients especially in the establishments of Small and Medium Scale Enterprises (SMEs). The objective of this study is to analyse the role of ODB in financing the small and medium scale industries with the aid of qualitative data. The study analyses the approved loans in region wise. Abstract

Purpose

Project delay is becoming a problem in the Sultanate of Oman as evidenced by many delayed projects across the country. The purpose of this study is to examine causes and effects of delays in megaprojects in the Sultanate of Oman with recommendations to mitigate same.

Design/methodology/approach

A systematic review of literature identifies through main stakeholders the numerous causes, impacts and methods of mitigating delay from previous studies. A questionnaire survey on Oman was carried out to sample opinions from the practitioners; 53 questionnaires were received and analysed using the relative importance index (RII) method.

Findings

The five most frequent causes of delay in the Sultanate of Oman, in rank order, are: selection of the lowest bid, instead of best bid for the client (RII: 0.698); the financial condition of the main contractor (RII: 0.664); delay in decision-making by the client (RII: 0.656); and poor construction planning by the main contractor (RII: 0.649). Also, the findings indicate that extra cost (RII: 0.754) and project time overrun (RII: 0.724) are the most significant effects of the delay in the Oman megaprojects. The use of experienced contractors and consultant (RII 0.675), efficient construction planning by the main contractor and effective site management and supervision (RII: 0.667) are essential mitigation methods of construction delay in Oman megaprojects.

Originality/value

The study recommends three-part novel solutions to mitigate delay in the Oman construction industry.

Abstract

Purpose

This study aims to assesses the factors that affected the development of cloud-based accounting education (DCBAE) and students' academic performance at Oman Universities.

Design/methodology/approach

In this paper a questionnaire was used to collect data for a sample of students. Partial least squares (PLS) were used to assess the hypotheses and model.

Findings

Results indicate that human factors and cultural and social factors have a direct positive effect on the DCBAE and students' academic performance.

Practical implications

This study is carried out after five semesters since the beginning of the COVID-19 pandemic. Thus, it can help universities (accounting education in particular) in the Sultanate of Oman know the factors that affect the development of accounting education and adopt policies and strategies that depend on cloud computing in education operations, even after the COVID-19 pandemic.

Originality/value

The main contribution of this study is to evaluate the factors that affected the DCBAE and the academic performance of students in the Sultanate of Oman from March 15, 2020 to June 2022, a period that witnessed the application of cloud-based education, either in whole or in part using a questionnaire about the opinions of students.

Abstract

This chapter summarizes the current practice of shari'ah governance framework of Islamic banking entities (IBEs) in Oman and the challenges faced by such institutions. The Central Bank of Oman (CBO) issued proper shari'ah governance framework enshrined in the Islamic Banking Regulatory Framework of CBO. The shari'ah governance framework shall contain shari'ah supervisory board, internal shari'ah reviewer, shari'ah compliance unit, shari'ah risk unit, and shari'ah audit unit. To strengthen the role of shari'ah, the CBO also issued a regulation for the establishment of High Shari'ah Supervisory Authority in CBO to harmonize opinions related to shari'ah matters among the IBEs. These elements are expected to perform an oversight role on shari'ah matters relating to Islamic banking business activities. This chapter also discusses the issues and challenges faced by IBEs in Oman, and proposed some improvement to the CBO to strengthen shari'ah governance framework in the Sultanate.

Abstract

Purpose

The study aims to analyze the development of Omani heritage legislation against the UNESCO World Heritage Convention (WHC), 1972 and WHC Operational Guidelines (WHC-OGs) to predict the possible effects of the recent developments on the management of the World Heritage Site in Oman.

Design/methodology/approach

This study discusses the development of the heritage protection legislation in Sultanate of Oman since 1970; it analyses the Omani Cultural Heritage Law 35/2019 against the recommendations of the UNESCO WHC as well as the requirements of the World Heritage Operational Guidelines. Moreover, the research investigates the possible effects of the recent heritage legislation developments on the management of Bahla Fort and Oasis in Oman, which is the first Omani World Heritage Site and the only site with special management regulations.

Findings

The paper outlines the effects of both the Omani Cultural Heritage Law 35/2019 and the Special Management Regulations 81/2019 on the implementation of the Bahla Management Plan. Additionally, the research establishes how the customization of heritage legislation as a special heritage management regulation facilitates the implementation of national legislation to solve specific local problems.

Originality/value

The study establishes the significance of developing comprehensive legislation to protect and manage the rich Omani cultural heritage and World Heritage Sites in alignment with the WHC and the WHC-OGs.
