Abstract

Purpose

Skewed pricing is a typical tactic used by tenderers in unit price projects to gain additional advantages at the expense of the owner or other competing tenderers. This paper aims to describe the development of a model for detecting skewed pricing in competitive tendering for unit price contracts.

Design/methodology/approach

The model evaluates how much the offered unit rates for work items deviate from the reasonable rate identified from the item’s submitted unit rates. Item rate deviations are integrated into a total deviation score for each submitted tender based on the relative weight of the work item to the total project amount. The model allows for assigning higher weights to work items that are more prone to skewed pricing, such as those that are performed early and those that are expected to experience quantity fluctuations.

Findings

The paper presents a detection model that uses only the submitted prices of the competing tenderers to perform the needed calculations, which reduces subjectivity in identifying skewed tenders. Two examples are given to demonstrate how the model may be used to detect skewed tenders.

Originality/value

The model supports tendering officials in the challenging task of identifying skewed tenders, which is required by rules and regulations governing public procurement. The model’s ease of use is expected to make it more widely used as a decision-support tool during the tender evaluation stage of real-world projects.

Abstract

Purpose

Insufficient time allocation for the bidding period occurs, causing drawbacks to both parties, the client and the bidder. Hence, this study aims to evaluate the time allocated for preparing a bid proposal as per the National Competitive Bidding (NCB) in the Sri Lankan context.

Design/methodology/approach

The study has adopted a mixed method approach and expert interviews and document review to detect, analyse and validate the issues, and solutions based on NCB along with the adequacy of the allocated bidding period used as main data collection tools. Both qualitative and quantitative data were analysed through manual content analysis and inferential analysis respectively.

Findings

Overall, 24 local issues with the existing competitive bidding process and solutions for each were identified. Among the 24 local issues, it was unanimously agreed by all interviewees that three specific issues require attention and improvement. These issues are related to the standard and incompleteness of bidding documents, inaccurate BOQ quantities measured by the consultant or the main contractor, and the excessive number of bidding document amendments by the consultant. It was revealed that a maximum of 42 calendar days (6 weeks) is sufficient for the bidding process while a minimum of 21 calendar days (3 weeks) is insufficient.

Originality/value

The findings of this study would be recommended that Information and Communication Technology Agency (ICTA) understand the necessity of revising the NCB reference to the time allocated for the preparation of bids. By recognising the importance of sufficient time allocation for bid preparation, this research serves as a practical guide for authorities involved in policy formulation, aiding them in implementing revisions that align with the dynamic requirements of bidding procedures.

Abstract

Purpose

In industrial buyer–supplier relationships, being an attractive customer has been found to result in superior supplier performance. However, there is a limited understanding of how these benefits transfer to the public domain. This study aims to explore the influence of customer attractiveness on supplier resource mobilization efforts toward the public sector.

Design/methodology/approach

A qualitative approach was used, focusing on in-depth interviews with 23 informants from 3 critical and complex supplier markets. The data were processed using inductive coding and thematic analysis.

Findings

The findings indicate that customer attractiveness in the public sector influences suppliers’ mobilization efforts on several dimensions. In addition to stimulating competition in the tender phase, customer attractiveness can yield important benefits to quality, supply stability and innovation during the business relationship. It appears imperative for the public sector to improve its standings with suppliers to both mitigate the apparent risk of sub-par treatment and to unlock the preferential supplier treatment associated with being an attractive customer.

Social implications

Receiving increased mobilization from suppliers will result in better use of public money and help improve resilience and innovation in public procurement.

Originality/value

This study extends the research on customer attractiveness in the public sector by being the first to explore the range and nature of its influence on supplier mobilization efforts.

Abstract

Purpose

With the aim to provide a global view of factors affecting mark-up size on construction projects, this study performs a meta-analytical review of the relevant studies over the past 20 years.

Design/methodology/approach

The analytical process involved the identification and evaluation of the importance of critical factors affecting mark-up size on construction projects, and the assessment of the generalisability of findings of the meta-analysis. A random-effects model was adopted in the statistical meta-analysis.

Findings

The results show that there are 23 critical factors, and the top five factors are: (1) competitiveness of other bidders; (2) number of bidders; (3) relationship and past experience with client; (4) experience on similar project; and (5) project size. A heterogeneity test further shows that there is no statistically significant heterogeneity across the studies, reinforcing the generalisability of the findings to a global context.

Research limitations/implications

The list of critical factors from a global perspective should form a good basis for future efforts in bidding model development.

Practical implications

The research findings have practical implications to both construction clients and contractors in formulating their contracting practices and strategies.

Originality/value

This is the first meta-analysis of a sizeable collection of replicated studies on factors affecting mark-up size on construction projects in the literature.

Abstract

Purpose

Competitive tendering in South Africa is often associated with procurement based on the lowest fee tendered. Previous research on this topic did not provide in-depth examinations of how pricing within consulting engineering companies was affected by competitive tendering nor did it illuminate the extent to which professional services were impacted by competitive tendering. This paper aims to examine the implications of competitive tendering on pricing and delivery of consulting engineering services in South Africa.

Design/methodology/approach

A survey research strategy with a questionnaire as the research instrument elicited qualitative data from 28 experienced consulting engineers in South Africa. Thematic analysis was used to analyse qualitative data from the questionnaires.

Findings

Three key themes were identified, namely: considerations when determining consulting engineering fees on competitively tendered projects; the impact of reduced fees due to competitive tendering on the delivery of consulting engineering services; and interventions to prevent unsustainably “low” professional fees. Many consulting engineers in South Africa still determine fees using fee scales, while other considerations include resources, project complexity, risk, etc. Most participants asserted that design optimisation/value engineering, training, meetings and construction monitoring were adversely impacted by “low” fees.

Originality/value

This paper provides in-depth qualitative feedback from experienced consulting engineers (most having more than 20 years’ experience) on a topical issue in the South African construction industry. Thematic analysis was a novel method of analysis that was not used previously in this area of study.

Abstract

Purpose

Complying with the code of conduct by professionals in the construction industry worldwide has become a significant issue over the years. This has led to projects' failure, leading to losses to both the client and contractors. The study's objective is to identify the challenges of construction professionals in complying with their code of conduct and preventing corrupt practices.

Design/methodology/approach

Quantitative approach was used to collect empirical data by sending questionnaires to 56 construction professionals in South Africa. Data gathered were analysed through Excel statistical tool. Mean values were calculated for the quantitative data, whilst thematic content analyses were used to generate frequencies and percentages for qualitative data.

Findings

The findings indicate that construction professionals experience many unethical issues in their work duties such as inflated tender prices, overpricing the rates, tender-based kickbacks, bribes for projects, unethical methods of project execution, use of lower grade materials than specified, discrimination, among others. However, issues such as greediness, acceptance of corruption as usual practice, lack of knowledge about the code of conduct, the only way to get contracts, part of the process, and peer pressure create a challenge in complying with the code of conduct and preventing corrupt practices among construction professionals.

Practical implications

Construction professionals face many unethical and corrupt practices in their project management and execution, which they cannot overcome due to many factors. Therefore, there is the need to sensitise the professionals in the construction industry regarding their code of conduct as well as the danger associated with engaging in corrupt practices in their work and their implication on project performance.

Originality/value

The findings give an insight into the critical factors curtailing the construction professional's ability to comply with their code of conduct and be corrupt-free in their line of duty. Thus, professional associations can use the findings in guiding their members.

Purpose

Efficient and effective knowledge transfer is important in complex building renovation projects. The addition of sustainability requirements in building renovation adds complexity. This paper aims to investigate the development of innovative public procurement schemes to support sustainable building renovation projects. These blueprints for procurement innovation can support similar efforts in other countries.

Design/methodology/approach

This study is based on a longitudinal case study using interviews with primary stakeholders and workshops with industry practitioners to supplement the analysis of public tender documents from the Danish public building clients.

Findings

The key tenants of the Danish model for strategic partnerships are a single strategic partner, systematic conflict resolution, framework agreements, risk management and joint educational programs. Three phases in the development of the procurement scheme are identified: experiment, definition and replication.

Originality/value

Strategic partnerships and other types of relational contract schemes are not very prevalent in most countries. How these contracts are developed and defined is not well understood. This paper shows how one such contracting scheme is developed, how it is defined and replicated.

Abstract

Purpose

With the surge in public procurement, especially in developing countries, ensuring fair competition in procurement has assumed paramount importance. Academic endeavors in the domain of competition issues have often lacked the views of field-level functionaries. This study aims to involve a large number of expert practitioners in India to identify the significant contemporary competition risks in public procurement from the procurer and supplier sides and develop a model depicting the hierarchy of competition-restrictive actions (CRAs) in procurement based on their mutual interactions.

Design/methodology/approach

The significant CRAs along the procurement cycle are identified through literature survey, interactive workshops and expert interviews. A questionnaire survey covering 143 respondents from 12 public organizations is used to evaluate their impact. Considering the complex causal interactions involved, interpretive structural modeling followed by MICMAC (Iimpact matrix cross-reference multiplication applied to a classification analysis is used to develop a hierarchical model of competition risks in procurement.

Findings

Tailor-made contracts, splitting of a project below competition thresholds, restrictive selection criteria and awarding the contract on nomination emerge as CRAs with the highest driving power. Horizontal collusion among vendors strongly depends on practices followed in the procuring organization.

Research limitations/implications

The survey data and the experts’ opinions emanate from practitioners in India, which is a limitation. However, with necessary contextual calibrations, the study is of high functional utility to policymakers and practitioners.

Social implications

The research facilitates a comprehensive understanding to procurement managers/policymakers of the CRAs along the procurement cycle and their interdependencies. It offers valuable insights for improving competition, which is foundational for optimal procurement outcomes.

Originality/value

The study enriches the public procurement domain knowledge by identifying and assessing the significant contemporary CRAs, examining their mutual interactions and developing an interpretive structural model. Although contributing to the body of knowledge, the study is unique in being grounded in field realities.

Abstract

Purpose

The purpose of this study is to investigate the challenges of pricing quantity surveying (QS) professional services to enhance the understanding of practitioners in developing strategies for the determination of fees for their services.

Design/methodology/approach

The paper adopts the quantitative approach by administering 150 survey questionnaires QS professionals out of which 79 questionnaires were retrieved for analysis using the mean, standard deviation, standard error and the Chi-Square test.

Findings

The study identified the challenges that continue to hamper the successful pricing of QS services as the inability to respond to changing contractual arrangements; lack of appropriate response to emerging services; slow response to changes in information and communication technology.

Research limitations/implications

This paper focused on QS professionals. Hence, a future study to encompass other professionals in the built environment will be novel.

Practical implications

The findings of this paper have the potential to motivate QS firms to develop solutions that address the challenges identified to improve the efficiency of their service delivery to clients. The paper also has the practical importance of opening up new frontiers of research that focus on pricing of professional services in the built environment in general.

Originality/value

The paper contributes to the awareness and understanding of QS professionals about the challenges that continue to hamper effective pricing of their services.

Abstract

Purpose

The application of correct contractor selection strategies leads to the selection of a qualified contractor and, as a result, the on-time delivery of the project with the desired quality and within the predetermined budgetary constraints. For this reason, evaluating and qualifying contractors before reviewing the proposed prices has been considered an important issue. One factor that disrupts the project completion process and the failure to achieve pre-planned goals effectively is the occurrence of contractors' disputes and claims in projects. To this end, the present study explores claim-reduction strategies for selecting effective contractors in an uncertain environment to reduce possible problems.

Design/methodology/approach

The two-step grey data envelopment analysis (GDEA) approach was used to measure efficiency as a powerful tool in selecting efficient contractors during tenders. This approach can extend the applications of multi-criteria decision-making (MCDM) models. In other words, given some uncertainties, the unavailability of some data, and the problems with the DEA model, the two-step GDEA model was used to rank the contractors. The data confirmed the satisfactory outcomes from the selected model.

Findings

The preliminary assessment of contractors is a pre-tendering process and a step in categorizing contractors, excluding contractors lacking required qualifications, and selecting efficient contractors. At first, it will help the employer to exclude inexperienced and unqualified contractors, save resources and time, reduce threats, replace opportunities with threats, and reduce material and non-material costs during the completion of the project until the projects are put into operation. Consequently, this approach reduces claims to a minimum level and increases the organization's effective material and non-material profit.

Originality/value

Oil and gas plans and projects have a significant, sensitive, and decisive role in the economic, social, political, cultural, infrastructural, and all-round development of Iran; This is while most of the financial resources needed to implement the development and programs across the country come from oil revenues. Studies have indicated that despite the importance of these plans and projects, many of them are not completed successfully, and this causes irreparable losses to the country's economy and development in various fields.
