Abstract
Purpose
This study aims to identify the regions with a high risk of natural disaster, estimate the proportion of households potentially participating in natural disaster insurance and analyze the relationship between disaster risk index and proportion of household potentially participating in natural disaster insurance.
Design/methodology/approach
Descriptive and quadrant analysis was applied on the 2019 Indonesia Disaster Risk Index (IRBI) scores and the 2019 National Socio-Economic Survey data.
Findings
The results showed there are only two categories of disaster risks in Indonesia based on IRBI categorization: “Medium” and “High.” Some districts in Aceh Province such as Simeuleu, Pidie Jaya and Banda Aceh City were observed to have a high proportion of households potentially participating in the natural disaster insurance while some in Jawa Tengah provinces have fairly low level even though they were categorized as high disaster-prone areas. Moreover, the quadrant analysis showed that 43 districts have high IRBI scores but low insurance participation rates with most discovered to be in Jawa Barat and Sumatera Selatan provinces.
Originality/value
Indonesia does not have a financial mitigation program up to the present time because almost all disaster resolutions are formulated based on emergency funds from the state budget even though it is important to use insurance schemes in all stages of disaster management. To the best of the authors’ knowledge, this study is the first attempt to identify households potentially participating in natural disaster insurance through the National Socio-Economic Survey in Indonesia.

Abstract
Purpose
The purpose of this paper is to determine the basis for a management agenda for the Tolima Coffee Cultural Landscape (CCLT) in Colombia. To this end, a delimitation model has been developed. However, the approach taken to institute the agenda of the CCLT, as a comprehensive academic and policy-based theme, is based on the formulation of a social agenda that supports its construction.
Design/methodology/approach
A theoretical framework is proposed that addresses the sociocultural complexities of the Tolima cultural landscape. This is based on an ethnohistorical approach that elucidates the development of this landscape as a collective construction of pre-Hispanic origin. Therefore, this investigation has been perceived through the theoretical and conceptual framework of the cultural landscape concept and the unique historical and cultural phenomenon that help to define all landscapes. More specifically, the authors have demonstrated the close links that exist between nature and culture, requiring increasingly accurate methods in order to adapt the landscape definition to the specific Latin American context, rather than adhering to the institutional framework proposed by UNESCO.
Findings
The assessment methods currently in use support the interpretation of a set of qualitative and quantitative attributes inherent to the Tolima region. However, additional methods still remain similar to those of the Coffee Cultural Landscape of Colombia (CCLC) that has already been inscribed on UNESCO's World Heritage List. The CCLC is considered to be a representative landscape—or “type” landscape—that “mirrors” the CCLT. Taken as a whole, this theoretical construction combined with the official designation allows local communities to understand the spatial phenomena of the CCLT. This will have the effect of enabling communities at all levels, from local government to landholders and farmers, to authorize its existence and allow for its continuing development and governance. The additional approval for further academic research, combined with the totality of these elements, also has the added effect of empowering communities, their economic future and their cultural interests.
Originality/value
The management agenda that the authors are proposing may form the beginning of regional policy initiatives that reflect a positive strategy for highlighting the value of cultural heritage, thereby ensuring the protection of cultural properties and landscapes and allowing for a more sustainable environment and livelihood for its occupants.

Abstract
Purpose
Industries worldwide have been striving to serve the increasing demand of consumers alongside providing importance to environmental issues. Yet, there are concern-raising changes on the planet, such as greenhouse gas (GHG) emissions resulting in a temperature rise. India remains a vital party of the United Nations Convention on Climate Change. Henceforth, the paper aims to study the increased emissions of GHG in Puducherry, an Indian Union Territory that faces tremendous pressure owing to its denser population.
Design/methodology/approach
The research is designed as a case study conducted in a tyre manufacturing unit in Puducherry. The industrial sector was chosen, as it is the largest contributor (78%) of the total GHG emissions. Case studies were chosen to analyse the GHG emissions and the effects of implementing the policies and imposing interventions over time. The identified areas of improvement, proposed changes and the implemented ones with the results over a three-year period have been discussed.
Findings
The present study’s GHG inventorisation for Puducherry paved the way for preparing mitigation and adaptation plans. A total of 21 and 48 changes were incorporated to conserve fuel and power, respectively. A significant 11% reduction in power consumption and 1,113,008/litres of furnace oil was achieved. This translates to 5,115 tCO2 and 3,306 tCO2, respectively.
Practical implications
This research will help to improve the importance of climate change management in the manufacturing sector, and it will pave the way for achieving effective sustainable practices.
Originality/value
Such case studies could cumulatively impact the policy directives/ interventions on GHG emissions. Though this seems a small leap, putting them into practice at firm levels would contribute significantly towards achieving Sustainable Development Goals.

Purpose
The notion that disasters are not natural is longstanding, leading to a growing number of campaigns aimed at countering the use of the term “natural disaster.” Whilst these efforts are crucial, critical perspectives regarding the potential risks associated with this process are lacking, particularly in places affected by violent conflict. This paper aims to present a critical analysis of these efforts, highlighting the need to approach them with care.
Design/methodology/approach
The author draws upon insights and discussions accumulated over a decade of research into the relationship between disasters and conflict. The article includes a critical literature review on the disaster–conflict relationship and literature specifically addressing the idea that disasters are not natural. The analysis of field notes led to a second literature review covering topics such as (de) politicisation, instrumentalisation, disaster diplomacy, ethics, humanitarian principles, disaster risk reduction, peacebuilding and conflict sensitivity.
Findings
This analysis underscores the importance of advocating that disasters are not natural, especially in conflict-affected areas. However, an uncritical approach could lead to unintended consequences, such as exacerbating social conflicts or obstructing disaster-related actions. The article also presents alternatives to advance the understanding that disasters are not natural whilst mitigating risks, such as embracing a “do-no-harm” approach or conflict-sensitive analyses.
Originality/value
The author offers an innovative critical approach to advancing the understanding that disasters are not natural but socio-political. This perspective is advocated, especially in conflict-affected contexts, to address the root causes of both disasters and conflicts. The author also invites their peers and practitioners to prioritise reflective scholarship and practices, aiming to prevent the unintentional exacerbation of suffering whilst working towards its reduction.

Abstract
Purpose
This paper aims to offer a profile of domestic abuse of older women and its impact on their health and well-being; explore some of the conceptual tensions that exist in this field; and discuss current policy and practice responses to this group of victim-survivors.
Design/methodology/approach
It is a review paper drawing on material from a range of sources; it has policy, practice and research implications.
Findings
Although there is growing recognition that older women are victims of domestic abuse, it tends to be regarded as a “younger women’s issue” and to be subsumed under the umbrella of elder abuse. This not only removes the gendered element, but it also uncouples it from the lifecourse where, for many, its roots lie. It also tends to foreground “old age” as the primary dimension of risk. There is a tension between the justice-oriented approach of the domestic abuse system and the welfarist approach that imbues the safeguarding system. There is a need for integration between the two systems. Also, for the health and care system to be more alert to the needs of older women at risk, we need to achieve a more effective balance between protection and justice, accord a greater level of agency to older victim-survivors and ensure they have access to domestic abuse law, policy and appropriate support services.
Research limitations/implications
More research is needed with older victim-survivors: listening to their lived experiences, coping strategies and pathways out of abuse. The issue also needs to be more visible.
Practical implications
Developing appropriate domestic abuse services for older women is critical. Practice lessons can be learnt too: especially greater integration of the safeguarding system with the domestic abuse system. Training is needed too for frontline health and social care staff about the distinctive nature of domestic abuse of older women.
Social implications
Domestic abuse of older women needs to be spoken about and made more visible in society and inside services, including older people’s third sector services.
Originality/value
This paper adopts a critical lens and makes a number of new arguments.

Abstract
Purpose
Circular supply chains (CSC) are particularly important for the agri-food sector, which faces strict requirements generated by increased food consumption as a consequence of world population growth, changes in lifestyle, development of consumer society and increasing health awareness. Recent disruptive factors have placed the vulnerability of agri-food supply chains in the spotlight. Therefore, the purpose of this paper was to identify the most manageable groups of risks in order to ensure the smooth operation of agri-food circular supply chains.
Design/methodology/approach
Seven main risk groups were evaluated in relation to nine criteria. To solve this multi-criteria decision making (MCDM) problem, a novel MCDM model, which integrates the best-worst method (BWM) and the COmprehensive distance-Based RAnking (COBRA) method in a grey environment, was developed.
Findings
Three risks were singled out, namely, product features risks, logistics risks and managerial risks. The obtained risks are those whose management would create the most positive effects for the stakeholders and help them achieve their primary goals regarding the circularity of agri-food supply chains.
Originality/value
This study investigates the main characteristics of the CSC in the agri-food sector, identifies, simultaneously explores and ranks all main risk groups associated with them and expands the possibilities for solving these kinds of problems by developing a novel MCDM model. It also identifies the most significant risks, both for individual stakeholders and for all stakeholder groups together.

Abstract
Purpose
This study aims to explore how to apply and integrate the performance management (PM) process in humanitarian supply chains (HSCs) among and between humanitarian organizations (HOs) and donors so as to improve cost-efficiency (CE) and lead-time effectiveness (LTE) in the stage of natural disaster preparedness.
Design/methodology/approach
This study adapts and operationalizes a framework for the PM process used in commercial supply chains to assess HSCs. A multiple-case study with two types of actors – six HOs and three donors—is used to describe the applications of the PM process and analyze the level of integration between the actors.
Findings
The activities in the PM process could sometimes be only vaguely described. Both actors emphasized improving CE, with less emphasis on LTE. Both actors have a low level of integration in each PM process activity, decreasing the CE and LTE. Therefore, guidelines for improving the level of PM process integration are provided.
Research limitations/implications
To the best of the authors’ knowledge, this study is one of the first to combine literature on HSCs and PM process integration, thereby contributing to both literature fields. The concrete contribution of this study is a framework for PM process application and integration among and between HOs and donors.
Practical implications
The PM process framework can be used to assess PM process application, as well as current and increased level of integration, to improve CE and LTE. The current applications can also inspire other HOs and donors.
Originality/value
Previous studies indicate the lack of frameworks in the PM domain of HSCs, especially in the stage of natural disaster preparedness.

Purpose
The contradiction and conflict between grassland conservation and economic development are prominent in the Qinghai–Tibet Plateau (QTP) with its fragile environment and ecosystem. How to promote sustainable grazing in the plateau without hurting the economic welfare of local residents is a key challenge facing the Chinese government. This study explores the potential of market-based grassland conservation policies by evaluating consumer preferences and valuations for forage–livestock balance certification labeled yak products.
Design/methodology/approach
This study adopts a choice experiment with four attributes of yak meat, including forage–livestock balance certification, feeding type, age at slaughter and price. A sample size of 2,999 respondents from Beijing, Shanghai, Wuhan, Guangzhou and Chengdu was collected by a professional online survey company.
Findings
The result reveals that urban Chinese consumers are willing to pay highest price premiums for forage–livestock balance certified yak meat, followed by grass-fed claim labeled meat. Consumers on average place negative valuations for grain-fed claims, meat from yak slaughtered above 2 and 4 years old. Heterogeneous analysis indicates that individuals who are female, younger, married, and better educated, and with above median income, Tibet travel or yak consumption experience, are more receptive to the forage–livestock balance certification.
Originality/value
It is the first study to explore demand-driven mechanisms for grassland conservation by focusing on consumer valuation for the forage–livestock balance certification.

Purpose
This study aims to present the variations of optimal seismic control of reinforced cement concrete (RCC) structure using different structural systems. Different third-dimensional mathematical models are used to examine the responses of multistory flexibly connected frames subjected to earthquake excitations.
Design/methodology/approach
This paper examined a G + 50 multi-storied high-rise structure, which is analyzed using different combinations of moment resistant frames, shear walls, seismic outrigger systems and seismic dampers to observe the effectiveness during ground motion against soft soil conditions. The damping coefficients of added dampers, providing both upper and lower levels are taken into consideration. A finite element modeling and analysis is generated. Then the nature of the structure exposed to ground motion is captured with response spectrum analysis, using BNBC-2020 for four different seismic zones in Bangladesh.
Findings
The response of the structure is investigated according to the amplitude of the displacements, drifts, base shear, stiffness and torsion. The numerical results indicate that adding dampers at the base level can be the most effective against seismic control. However, placing an outrigger bracing system at the middle and top end with shear wall can be the most effective for controlling displacements and drifts.
Originality/value
The response of high-rise structures to seismic forces in Bangladesh’s soft soil conditions is examined at various levels in this study. This study is an original research which contributes to the knowledge to build earthquake resisting high-rises in Bangladesh.
