Abstract
Purpose – This chapter examines the use of high-impact student engagement practices in library and information science (LIS) education programs.
Approach – This chapter opens with an overview of systematic planning, an outcomes-based process used to support the continuous development and improvement of higher education programs. It then details the essential contributions that students can make in systematic planning through high-impact student engagement practices, and summarizes the core competencies that students develop through these practices. A synthesis of the extant research on high-impact student engagement practices in LIS education and the results of a content analysis of select accreditation self-study reports were used to identify how these practices are utilized in LIS programs.
Findings – Five high-impact student engagement practices were used by LIS education programs: student advisory boards, student-organized meetings, student-run surveys, student-led course evaluations, and student-led curriculum development programs. These practices may be used as pedagogical tools to support mutually beneficial outcomes for LIS students and their educational programs.
Originality/Value – Student leadership in systematic program planning promotes positive student and programmatic outcomes. Broader adoption of these practices across LIS education programs will help promote student learning, prepare students for professional practice, and improve the quality and relevance of LIS education programs.

Abstract
Purpose
Few researchers and even fewer practitioners would deny that serendipitous events play a central role in the growth process of firms. However, most international marketing models ignore the role of serendipity in the opportunity discovery process. The authors provide a nuanced view on international opportunities by developing the role of serendipitous opportunities in the foreign market entry process. The authors develop a model integrating the notions of serendipity, entrepreneurial logic, experiential knowledge and network knowledge redundancy. From the study’s model, the authors condense three sets of hypotheses on the relationships among experiential knowledge and entry strategy, network knowledge redundancy, entry strategy and serendipity.
Design/methodology/approach
The authors confront the study’s hypotheses with data collected on-site at 168 Swedish firms covering 234 opportunities, and to test the hypotheses, the authors ran ordinary least squares (OLS) regression tests in three steps.
Findings
The results of the study’s analysis reveal that experiential knowledge and network knowledge redundancy both lead to a logic based on rigid planning and systematic search, which in turn reduces the likelihood that serendipitous opportunities will be realized in the foreign market entry process.
Originality/value
This is the first study that develops a measure of opportunities that are the outcome of serendipitous events. In addition, the authors integrate network and learning theories and internationalization theory by establishing antecedents to, and outcomes of, the entry strategy.

Abstract
Purpose
Drawing on institutional logics theory, this paper aims to examine the determinants of entrepreneurs’ planning behavior in the first years of 212 Spanish new firms. Additionally, this study identifies four different planning profiles: systematic planner, early planner, late planner and non-planner.
Design/methodology/approach
This study’s data structure is a (yearly) pooled cross-sectional time series. This paper investigates the determinants of planning behaviors among entrepreneurs, as well as the impact of that activity on new firm performance (i.e. employment growth).
Findings
The results confirm the relevance of institutional forces in explaining the involvement of founders of new firms upon planning activities. Institutional factors, in the form of public external support seem to explain early- and systematic-planner behavior while the influence of entrepreneurial family background does so with late-planner behavior.
Originality/value
The authors focus their attention on two key moments of a new venture’ life: the first year of operation and once the firm has overcome the four-year hurdle that is often used to distinguish new from established businesses. Four different patterns emerge: systematic planner (those who consistently plan over time), early planner (those who engage in planning activities in the early moments of the firm’s life but not later), late planner (those who do not plan at the beginning but end up conducting planning activities a few years later) and non-planner (those who never get involved in planning activities). This new division is an interesting additional feature of this study.
Objetivo
Utilizando la teoría de lógica institucional, el presente artículo analiza los factores determinantes del comportamiento planificador de los emprendedores durante los primeros años de operaciones, por lo que se refiere a sus negocios. A tal efecto, identificamos cuatro perfiles planificadores: sistemático, temprano, demorado y no-planificador.
Diseño/metodología/aproximación
A partir de una muestra de 201 emprendedores españoles se examinan los determinantes del comportamiento planificador y el efecto subsecuente en el desempeño de las empresas.
Resultados
Los resultados de este artículo ponen de relieve la importancia de las fuerzas institucionales, a la hora de explicar la involucración de éstos en cuanto a la planificación de actividades se refiere. Por un lado, factores institucionales en forma de apoyo público, tienden a explicar el comportamiento del planificador temprano y sistemático, mientras que la influencia del contexto familiar definiría el modo de actuar del planificador-demorado. Asimismo, en este artículo se analiza el impacto de los diferentes perfiles planificadores en el desempeño del crecimiento de empleo de las empresas.
Originalidad/valor
El presente artículo intenta examinar de manera inédita el comportamiento planificador de los emprendedores usando la teoría de lógica institucional. Además, los resultados sugieren que planificar aporta un efecto positivo en el desempeño de las iniciativas emprendedoras.
Objetivo
Tendo por base teórica as lógicas institucionais, este estudo analisa as estratégias de planeamento de empreendedores e seus determinantes nos primeiros anos de atividade. Adicionalmente, identificamos quatro perfis diferentes dependo do tipo de planeamento feito pelo empreendedor: planeador sistemático, planeador antecipado, planeador demorado, e não-planeador.
Design/metodologia/abordagem
Com base numa amostra de 201 empreendedores Espanhóis, examinamos os determinantes de comportamentos de planeamento dos empreendedores e os seus impactos no desempenho das empresas.
Resultados
Os resultados confirmam a relevância de forças institucionais na explicação do envolvimento de fundadores de novas empresas em atividades de planeamento. Fatores institucionais, sob a forma de apoio externo público, parecem explicar comportamentos de planeamento antecipado e sistemático, enquanto que a influência do contexto familiar do empreendedor tende a explicar planeamentos mais demorados. O estudo também analisa o impacto destes perfis de planeamento no desempenho das novas empresas (i.e., crescimento do emprego).
Originalidade/valor
O presente artigo tenciona examinar de uma forma inédita o comportamento de planeamento dos empreendedores com base na teoria da lógica institucional. Adicionalmente, os resultados sugerem que planear tem um efeito positivo no desempenho das iniciativas empreendedoras.

Abstract
In order to further optimize the methods of modern urban planning, the philosophical basis, planning theory, planning measures and practice are analyzed, and some discussions are made in connection with China's planning practice. The research results show that the core of modern urban planning is constructed by traditional rationalism with classical physics as its core. Urban planning is both a technology and a social science. Whether it is traditional or modern urban planning, it has been closely linked with the legal system since its birth. It is an important direction to promote the development of urban planning discipline. The most influential rational ideas of city planning are instrumental rationality, bounded rationality and communicative rationality. Instrumental rationality derives from rational comprehensive planning, systematic planning and procedural planning; the separation-gradualism and hybrid inspection model are developed under the influence of bounded rationality and are amendments to instrumental rationality; communication planning, collaborative planning and consultative planning are developed on the basis of communicative rationality, which is one of the important development directions at present.

Abstract
Purpose
The purpose of this paper is to propose a model for planning and controlling the design process in companies that design, manufacture and assemble prefabricated engineer-to-order (ETO) building systems. This model was devised as an adaptation of the Last Planner® System for ETO multiple-project environments.
Design/methodology/approach
Design science research, also known as prescriptive research, was the methodological approach adopted in this research. An empirical study was carried out at the design department of a leading steel fabricator from Brazil, in which the proposed model was implemented in six different design teams.
Findings
The main benefits of the proposed model were shielding design work from variability, encouraging collaborative planning, creating opportunities for learning, increasing process transparency, and flexibility according to project status. Two main factors affected the effectiveness of the implementation process commitment and leadership of design managers, and training on design management and project planning and control core concepts and practices.
Research limitations/implications
Some limitations were identified in the implementation process: similarly to some previous studies (Ballard, 2002; Codinhoto and Formoso, 2005), the success of constraint analysis was still limited; some of the metrics produced (e.g. ABI, causes of planning failures) have not been fully used for process improvement; and systematic feedback about project status was not properly implemented and tested.
Originality/value
The main contributions of this study in relation to traditional design planning and control practices are related to the use of two levels of look-ahead planning, the introduction of a decoupling point between conceptual and detail design, the proposition of new metrics for the Last Planner® System, and understanding the potential role of visual management to support planning and control.

Abstract
Purpose
As tourism development is an unquestionable part of every national growth policy, this study aims to introduce an integrated method employing MICMAC analysis for understanding the key strategic variables of Iran's tourism development system.
Design/methodology/approach
The structural analysis with MICMAC method was used to determine the classification of variables, aimed at structuring ideas to deal with complex decision-making and help planners and policymakers formulate future-based strategies.
Findings
The cross-impact matrix was used to identify the development variables having the greatest impact on the development of Southeast Asian tourism to Iran. The results showed that among 43 variables, 10 have great potential as key variables in the future of Iran's tourism development.
Research limitations/implications
MICMAC, as a structural analysis technique, is regarded as being the most appropriate to identify the key variables in the development of the Iranian tourism system. The limitation was that the other tourism markets, apart from ASEAN tourists, and the tourism demand-side were excluded from this study.
Practical implications
The present study indicates that identifying key factors that influence the supply side of Iran's tourism system is worthwhile. Consequently, the findings show how these key factors can play a vital role in long-range economic sustainability and lead to the development of Iran's tourism market to enhance globally its competitiveness as a destination to attract international ASEAN tourists.
Originality/value
This study is one of the first papers to focus on the development of Iran's tourism market from a supply-side through structural analysis. Its findings are valuable as they can be used by the tourism authorities in the process of developing future tourism scenarios for Iran.

The purpose of this chapter is to examine what small business strategic management and long-term planning involves as practised by successful growth-oriented small businesses. The aim is to provide insight into the strategic learning, control and development processes, including indicative detail of the underpinning day-to-day practices and actions that make up those processes. Key focus is the overall strategic control activity of more progressive owner managers and their use of an idiosyncratic mentally held ‘strategic planning and thinking framework’ that guides and informs strategic decision-making, strategic adjustment to existing markets, products and processes activities and long-term strategic direction.
The research approach is underpinned and informed by personal construct theory which gives emphasis to the highly complex nature of the task of small business strategic control and highlights the need for a creative and innovative research methodology to facilitate close and detailed investigation of the phenomenon. To this end, a multidisciplinary case study research methodology was developed by the authors to underpin examination of strategic development and planning within micro-, small- and medium-sized businesses.
The chapter enhances understanding of small business strategic management practice in growth-achieving micro and small enterprises. The findings of this research, whilst demonstrating the key role of entrepreneurial learning in small firm strategic control of the uncertain external environment, also provides a multidimensional lens through which to dissect and better understand the small firm strategy development process – drawing upon and integrating grains of truth from the differing schools of management thought embedded in the literature.
The findings of this study also facilitate the addressing of the ‘black box’ of hazy insight within the literature which fails to reveal micro-level fine detail understanding of the managerial and organisational actions and activities that make up strategy process. The authors commence provision of such black box insight within this chapter – this as lead-through to the follow-on chapter which affords specific attention to enhancing understanding of the micro-level fine detail minutia of managerial, organisational and work activities that make up strategy process within small businesses.
The research is of a comparative dimension focussing on small business development within the developed economy context of the UK, the emerging economy contexts of Malaysia and Ghana and the transitional economy contexts of Russia. Thus, time and resource limitations bound the studies.

Abstract
“Rational planning models” emerged in the early 1970's as a means by which to plan more effectively and efficiently in educational organizations. One of the most well known and widely distributed of these models was developed by Phi Delta Kappa, the educational fraternity. This paper describes a field study conducted in five Vermont schools that were “early users” of the Phi Delta Kappa material. The outcomes reveal many discrepancies between the theory and the reality of planning in public schools. In addition to the Vermont research, other research is cited that supports many of the findings and relates them to planning in schools in general. The article concludes by linking the study outcomes to recent works by other authors on the emerging concepts of loosely coupled systems, garbage can organizations, and organized anarchies and implications these concepts hold for alternative approaches to planning in educational settings.
