Abstract

Propósito

Identificar los aspectos que los Actores Sociales consideran en la construcción de futuros compartidos en las comunidades. En su aplicación en los países emergentes, especialmente en el Sur Global, a menudo se pasan por alto las particularidades socioculturales de las comunidades y los actores, generando fricciones o conflictos sociales. Este artículo presenta dos elementos críticos que contribuyen al debate: a) la importancia de entender a los Actores Sociales dentro de un modelo de generación de futuros comunitarios en los países emergentes; b) los factores relevantes que influyen en los actores en un ejercicio de construcción de futuros en las comunidades.

Diseño/metodología/enfoque

A partir de la investigación cualitativa, se utilizó un estudio de caso de prospectiva comunitaria del futuro: El futuro de Puerto Gaitán 2037 (Meta, Colombia). Se aplicó un método de recolección de información a partir de la observación de los participantes y el análisis de la documentación. El método de análisis fue el DQA (Análisis Cualitativo Deductivo).

Hallazgos

La participación de Los Actores Sociales presenta un modelo de cinco elementos relevantes que influyen en los actores para la construcción exitosa de futuros en las comunidades. Los primeros cuatro factores, revelados por la teoría, existen en la realidad. Asimismo, se demuestra un quinto factor: el Pensamiento a Largo Plazo, que se evidencia en un Modelo de aplicación de Estudios de Futuros para el contexto específico, aplicable al caso de comunidades en países del Sur Global.

Originalidad/valor

Si bien existen ejemplos aislados de recomendaciones respecto a estudios para generar el futuro de las comunidades, este es el primer estudio que presenta factores concretos que contribuyen a orientar la construcción de futuros comunitarios desde Actores Sociales, especialmente en países del Sur Global como Colombia. También es uno de los primeros estudios en utilizar el DQA como método de análisis en un tema de Estudios de Futuros.

Man has been seeking an ideal existence for a very long time. In this existence, justice, love, and peace are no longer words, but actual experiences. How ever, with the American preemptive invasion and occupation of Afghanistan and Iraq and the subsequent prisoner abuse, such an existence seems to be farther and farther away from reality. The purpose of this work is to stop this dangerous trend by promoting justice, love, and peace through a change of the paradigm that is inconsistent with justice, love, and peace. The strong paradigm that created the strong nation like the U.S. and the strong man like George W. Bush have been the culprit, rather than the contributor, of the above three universal ideals. Thus, rather than justice, love, and peace, the strong paradigm resulted in in justice, hatred, and violence. In order to remove these three and related evils, what the world needs in the beginning of the third millenium is the weak paradigm. Through the acceptance of the latter paradigm, the golden mean or middle paradigm can be formulated, which is a synergy of the weak and the strong paradigm. In order to understand properly the meaning of these paradigms, however, some digression appears necessary.

Abstract

Purpose

The purpose of this paper is to discuss the evolution of a company in Argentina with the support of the viable system model (VSM) and the Viplan method. This company had had a cybernetic intervention in the 1980s and in 2002 went out of business. The authors' purpose was revisiting the company with the lenses of current organizational cybernetics to find new insights from its history.

Design/methodology/approach

The history was constructed by one of the authors, who was a key player in the company. He also obtained the views of other people who had worked in the company. These data were assessed interactively by the two authors using the VSM and the Viplan method.

Findings

Though a functional application of the VSM may be helpful to highlight communication and information requirements, it yields limited insights about viability. It is the assessment of relationships within the organization and with environmental agents that offers more valuable results.

Research limitations/implications

Often retrospective studies have limited value; it is easy to construct history to fit particular interests. However, the authors had very different backgrounds, one highly involved with the company's history, the other interested in clarifying the use of the VSM. The first wanted to provide an accurate history and the second insights to improve the application of the VSM.

Originality/value

The approach of the paper is focused on a particular and unique situation. Also the paper goes beyond the more traditional functional applications of the VSM. It is an application focused on people's relations and performance.

Définition et analyse des objectifs généraux qu'on se propose d'atteindre à l'aide du tourisme. Les objectifs susceptibles d'être retenus lors de la prise en considération d'une politique de développement sont assez nombreux, et peuvent être contradictoires. Ils peuvent émaner d'agents privés, ou des pouvoirs publics qui songeraient à construire un système de décisions raisonnées et ordonnées selon un certain choix. De tels choix sont sans doute facilités par une bonne analyse de la politique économique générale, et des divers objectifs possibles. Quelques uns parmi ces objectifs sont cités ci‐dessous sans que leur ordre implique une hiérarchie de valeur. Une telle hiérarchie est plus fonction des cas d'espèce que de conceptions doctrinales.

Abstract

Recognizes the inherent conflict between multinationals’ (MNEs’) need to respond to local markets while using global integration to achieve economies of scale; and outlines relevant research from the fields of both economic and organizational theory. Criticizes the process approach based on normative theory and suggests that loose coupling theory is a more practical way of looking at MNEs. Discusses the application of these ideas to their management and identifies seven behavioural characteristics of loosely coupled systems (Weick). Links these to Doz and Prahalad’s (1991) criteria for assessing the applicability of organizational theory to MNEs. Considers the research implications and believes that MNE organization will eventually be seen, not as a special case, but as a general model.

Assesses the effects of the Asian economic crisis on Taiwan and identifies some reasons why it has been less dramatically affected than other Asian countries. Discusses its actual and planned policies aimed at strengthening the economy further by maintaining currency stability, improving competitive strengths in both hi‐tech industries and manufacturing, entering new export markets, stimulating domestic demand and reforming financial institutions and regulations. Recognizes the political threats it faces but believes that increasing trade with and investment in China has reduced them.

Abstract

The cycle of external indebtedness of dependent countries has become a huge constraint on any strategy for radical social change.

Argentina has recently entered a new process of debt overhang and renegotiation with the International Monetary Fund and private global creditors. The dominant debate around the country's foreign debt revolves around the conditions that can guarantee the sustainability of repayment. The underlying objective is to remain in the debt system that produces and reproduces dependency.

This chapter will seek to analyze the question of debt sustainability from another point of view: Is it possible to guarantee the (financial) sustainability of the debt at the same time as guaranteeing the sustainability of life? Our argument is that by remaining in the global debt system, Argentina creates conditions that violate the requirements for the sustainability of human and nonhuman life. Drawing on a discussion from Marxist dependency theory and the traditions of Marxist feminism and environmentalism, we will discuss how the debt sustainability argument presupposes the impossibility of reproducing life. In particular, we will show how the conditions required to guarantee debt sustainability in Argentina entail the deepening of the superexploitation of the “productive” and “reproductive” labor force, and the exacerbation of extractivism, putting social reproduction in crisis.

1. L'hébergement touristique est un genre d'affaires pour la branche immobilière. Sur le plan conceptuel, on ne peut, dans le cadre du tourisme, définir et recenser l'hébergement qu'en passant par la demande. Lorsqu'un touriste utilise un hébergement et y passe la nuit, il s'agit d'un hébergement touristique. Dans cette optique, les résidences pour personnes âgées situés dans des régions touristiques ‐ entre autres exemples ‐ ne sont pas des immeubles touristiques. L'Organisation mondiale du tourisme (OMT) a établi une typologie de l'hébergement. Cette typologie montre combien sont diverses les formes d'hébergement touristique. L'OMT distingue en particulier l'hébergement collectif de l'hébergement privé. Font partie de la première catégorie l'hôtellerie et la parahôtellerie à usage commercial, tandis que la seconde catégorie comprend les résidences secondaires utilisées par leurs propriétaires ou mises gratuitement à la disposition de parents ou de connaissances.

«Accusée, levez‐vous…». Il n'est pas facile de prendre la défense de la statistique traditionnelle du tourisme, souvent et partout mise au banc d'accusation. Ne reproche‐t‐on pas à la méthode appliquée jusqu'ici d'être incomplète, partiale, compliquée, inapte à la comparaison internationale, voire naïve? D'aucuns font sonner le glas à la statistique existante en la situant dans une époque révolue du tourisme dont la forme actuelle, caractérisée à la fois par son ampleur et sa mobilité, demandera d'autres mesures des flux touristiques.
