Abstract

Purpose

Deepening supply-side structural reform is the main objective of the economic work since the Chinese economy entered a new stage of development. By adopting the fundamental principles and methodologies of Marxist political economy, the authors can provide clarifications on the three basic theoretical issues concerning the supply-side structural reform. The paper aims to discuss these issues.

Design/methodology/approach

First, the essential starting point for understanding the supply-side structural reform is the primacy of production, as well as the organic connection between production and consumption in social reproduction, rather than the supply and demand as superficially seen in exchanges. By identifying the right starting point, the authors can avoid alternating between demand and supply management, and between liberalism and interventionism.

Findings

Structural problems, which are closely related to the institutional structure of production and the purpose and nature of production, cannot be solely attributed to the imbalance caused by market failures. Chinese economy has suffered prolonged structural contradictions and structural problems.

Originality/value

To decide whether the financial and the real estate sectors are real economy or virtual economy, the key is to examine whether the monetary capital used in financial activities and real estate commodity (capital) go through the capital circulation process of from monetary capital to productive capital and further to commodity capital, and whether the capital gain is generated by the value appreciation of capital or the value transfer and distribution as a result of the transfer of ownership. With its emphasis on developing the real economy, the supply-side structural reform should foster both development of manufacturing, and parts of financial and real estate sectors that are the real economy.

The Eastern and Western worlds are diametrically opposed to each other not only politically and militarily but also economically and socially. In the socialist lands the communist one‐party system is dominant; in the West it is political pluralism, in Comecon the planned economy prevails, and in the Common Market and the USA it is the market economy, of course, although not in the form it took in the nineteenth century. From a social point of view the Eastern bloc guarantees full employment at a lower standard of living, in the market economy the higher standard of living is accompanied by structural, cyclical unemployment. Each system claims to be superior to the other.

Abstract

Purpose

During the process of reform and opening-up, the structural transformations of the Chinese economy have two significant leaps forward and demonstrate a process of “rural area–industrialization (urban industry and rural industry)–urbanization” development powered by the main engine of economic growth.

Design/methodology/approach

These two leaps forward resulted in transitions of economic structure in China. In the author’s view, structural transformations are closely related to China's economic reforms and can be divided into clear phases.

Findings

The structural transformations have two significant leaps forward and demonstrate a process of “rural area–industry (urban industry and rural industry)–urban area development” powered by the main engine of economic growth.

Originality/value

This paper reviews and summarizes the development and structural transformations in China’s economy over the last 40 years. The author believes that China’s economic miracle is accompanied by dramatic changes in its economic structure, which is particularly characterized by the ongoing process of transition from a traditional agricultural economy into a country with high industrial output, from industrialization into urbanization and from a planned economy into a market economy.

This paper aims to test the effects of financial reforms on the structural stability of the parameter estimates in the determinants of capital structure.

Abstract

Purpose

This paper aims to test the effects of financial reforms on the structural stability of the parameter estimates in the determinants of capital structure.

Design/methodology/approach

A panel of 100 non‐financial companies listed on the Johannesburg Stock Exchange is constructed, and a panel least squares estimation technique is used to test for lagged, current and leading structural breaks in the firm specific determinants of leverage.

Findings

The results show that structural reforms have a significant role in influencing the empirical relationship between leverage and its determinants. Specifically, the lifting of international sanctions and stock market liberalisation have a significant impact on the stability of the profitability, growth and tax rate variables for the book and market values of the debt to equity ratio. Furthermore, when the total and short term debt ratios are considered, only stock market liberalisation appears to have a significant influence on the stability of the profitability parameter.

Originality/value

This paper adds to the existing body of literature on capital structure by documenting the extent of structural breaks in the parameter estimates of the relationship between leverage and firm specific determinants of capital structure for listed non‐financial firms in South Africa.

Abstract

Purpose

The purpose of this paper is to specify some historical and current issue regarding this subject. Like, what has been the relative importance attached to the different aspects of policy; what has been the pace and progress of reform process.

Design/methodology/approach

The paper begins with a short discussion of the background of the study and overview of post‐independence economic policy. Hence it is a descriptive study that it finds some data from government site. This paper is thought to provide more reliable information about above impacts for policy makers and State and Central Government.

Findings

The paper specifically focuses upon economic reforms and social justice in India, issues relating to the progress of economic reforms, need of reforms for human face. More generally, the paper suggests that government should make relatively limited use of key performance Indicators for economic reforms and have high‐level participation rates benchmarking for social justice exercises.

Research limitations/implications

Some implications are the timing of the various policies and, more importantly, their sequencing and the relative importance attached to the different aspects of policy, in as much as domestic priorities relating to the provision of education, health and employment, globalization of the economy.

Practical implications

The paper can help to promote administrative, managerial, and financial support for economic reforms and social justice in India and emphasis the responsibility to the state and central to enlarge reforms opportunities and encourage economic development.

Originality/value

Indian Government decides to accelerate the rate of economic growth and to speed up industrialization, to develop heavy industries, to reduce disparities in income and wealth through economic reforms and social justice.

Purpose

The purpose of this paper is to analyze the structure and changes of China’s land system. To achieve this aim, the paper is divided into four parts. The first part gives a brief introduction to the structural characteristics of the Chinese land institutional arrangements; the second part analyzes the reform process of the land system in the past 40 years and its path of change; the third part engages the discussion about the historic contribution made by the land institutional change to rapid economic growth and structural changes; and the final part is conclusion and some policy implications.

Design/methodology/approach

After 40 years of reforms and opening up, China has not only created a growth miracle unparalleled for any major country in human history, but also transformed itself from a rural to an urban society. Behind this great transformation is a systemic reform in land institutions. Rural land institutions went from collectively owned to household responsibility system, thereby protecting farmers’ land rights. This process resulted in long-term sustainable growth in China’s agriculture, a massive rural-urban migration and a historical agricultural transformation. The conversion of agricultural land to non-agricultural uses and the introduction of market mechanisms made land a policy tool in driving high economic growth, industrialization and urbanization.

Findings

Research shows that the role of land and its relationship with the economy will inevitably change as China’s economy enters a new stage of medium-to-high speed growth. With economic restructuring, low-cost industrial land will be less effective. Urbanization is also shifting from rapid expansion to endogenous growth so that returns on land capitalization will decrease and risks will increase. Therefore, China must abandon land-dependent growth model through deepening land reforms and adapt a new pattern of economic development.

Originality/value

This paper gives a brief introduction to the structural characteristics of the Chinese land institutional arrangements, analyzes the reform process of the land system in the past 40 years and its path of change, and evaluates the historic contribution made by the land institutional change to rapid economic growth and structural changes.

Abstract

Purpose

The Latin American region experienced an electoral shift to the political left during the 2000s but this leftist shift did not radically alter the political economy of the region. Following Jessop’s (2008) strategic-relational approach to theorizing about the state, this paper focuses on the perspective that the structure of the state is both an outcome of prior social struggles and a structuring mechanism for the social actors that attempt to enact political and economic reforms.

Methodology/approach

After demonstrating what this has historically meant for the types of state that have existed in Latin America during the past century by reviewing some of the literature on the corporatist and bureaucratic-authoritarian states and clientelism, this paper argues that the neoliberal reforms of the 1980s and 1990s constituted a new type of state – the Latin American neoliberal state. This analysis is then focused on the literature that seeks to describe the new lefts in the region, while continuing to focus on the role of the neoliberal state in structuring these new lefts’ terrain of struggle.

Findings

Understanding the new lefts in Latin America and the types of reforms that they are capable of making requires that we better understand this new type of state. Due to the structural limitations imposed by the neoliberal state, the lefts are not able to radically alter the region’s political economy.

Abstract

This chapter is intended to provide the reader with information and insights on the transition or transformation from socialism to a market economy in what are generally termed the transition economies. This includes countries in Central and Eastern Europe (CEE), the Commonwealth of Independent States (CIS), sometimes referred to as the Former Soviet Union (FSU), the South East European (SEE) countries, sometimes referred to as the Balkans and the major socialist economy of Asia, China. The chapter covers the critical years of reform for most of these countries, from 1990 to 2000. Some transition economies started reforming earlier, such as China which has continued state-owned enterprise (SOE) reforms to the present time. Other transition countries, primarily the SEE economies, lagged due to the conflict which raged throughout most of the region and the period of isolation which followed, particularly for Serbia. China and Serbia are sui generis for a number of reasons. They will be referenced as examples in this chapter, but they will not form part of the core statistical and data analysis.

Abstract

Purpose

The paper proposes that public sector organizations facing institutionalized reform pressure may not only integrate the reform into their operation when it fits but also pace the integration while undergoing organizational cultural transformations to fit with the reform. The newly cultivated cultural characteristics, nonetheless, need to be compatible externally with the ideational basis of the reform and internally with existing values and beliefs embodied by the organizations.

Design/methodology/approach

Building on a neo-institutionalist perspective, the paper develops a model which considers the possibilities and conditions that local cultural change in the reforming organizations may facilitate reform integration. To test the model's analytical potential, the paper analyzed reform responses of semi-autonomous agencies from Denmark, the Netherlands and Sweden under the New Public Management (NPM) reform. Ordinary least square (OLS) regression models were performed on the survey data collected from agency heads (or representative) during the peak of the reform trend. Analyzing this sample of later adopters whose government generally enjoyed high degrees of capacity and autonomy provided a preliminary test to the model's potential.

Findings

Significant statistical relations were found between the adoption of operation-level NPM practices and the extent that an agency's cultural characteristics fit with both the ideational basis of NPM and the exiting value-belief mix the agency embodied. Agency characteristics of “proactive responsiveness” and “goal-oriented cooperation” were found significantly related to adoption of NPM practices, showing the possibility of cultivating local cultural changes in reforming organizations.

Originality/value

While compatible with neo-institutionalist emphasis on local continuity, the paper describes an alternative scenario of reform integration for public managers.
