This study demonstrates how artificial intelligence (AI) shapes the strategic planning process in volatile, uncertain, complex and ambiguous (VUCA) business environments. Having adopted various domains of the Cynefin framework, the research explores AI's transformative potential and provide insights regarding how organisations can harness AI-driven solutions for strategic planning.

This conceptual paper theorises the role of AI in strategic planning process in a VUCA world by integrating extant knowledge across multiple literature streams. The “model paper” approach was adopted to provide a theoretical framework predicting relationships among considered concepts.

The paper highlights potential application of the Cynefin framework to manage complexities in strategic decision-making process, the transformative impact of AI at different stages of strategic planning, the required strategic planning characteristics within VUCA to be supported by AI and the attendant challenges posed by AI integration in the uncertain business landscape.

This study pioneers a theoretical exploration of AI's role in strategic planning within the VUCA business landscape, guided by the Cynefin framework. Thus, it enriches scholarly discourse and expands knowledge frontiers.

Combining two organizational change theories, life cycle and organizational development, this study examines how strategic change cycle has been adopted and implemented across three different organizations, a public organization, an NGO and an intergovernmental organization toward achieving their goals.

This study triangulates three different qualitative research methods: open-ended semi-structured interviews conducted with UN Women Egypt's director, text analysis of the three organizations' websites and the discourse analysis of the Tri-County Foundation's leaders.

Strategic change cycle has been differently formulated, adopted and implemented by the three organizations based on their goals, resources and contexts. While Office Board of Investment adopted a comprehensive reactive change, Tri-County Foundation followed a partial proactive transformation and UN Women Egypt developed a partial reactive strategy. Henceforth, public organizations and nonprofit organizations can develop different strategies of change in function of needs, resources, goals and context.

This study advances a theoretical framework on organizational change by integrating two theories, life cycle and organizational development, presenting four patterns of change: comprehensive reactive, comprehensive proactive, partial reactive and partial proactive.

This article examines the strategy formation in the Finnish government’s pandemic management during the COVID-19 pandemic, addressing a research gap by exploring the possibilities for strategy formation in guiding government policy formation.

Utilizing perspective of strategic planning and emergent strategies influenced by the authorizing environment, the article emphasizes the importance of strategy development in government. The management of COVID-19 pandemic serves as a case study for investigating public strategies in policy formation, underscoring the significance of the authorizing environment in integrating predefined strategic plans with emergent strategic avenues.

The management of pandemics has led to changes in legislation and modes of government decision-making, resulting in learnings for coordinating subnational governments and allocation of resources. The government actions evolved from extracting components from predefined strategic plans and drawing on the experiences of other countries. The emergent properties emerged from amalgamating these elements into an umbrella strategy with a variety of new responses.

The examination focuses on the view from the nexus of government. Although, informed by the subnational developments and stakeholder responses, the study adopts a bird’s eye view on the COVID-19 management.

The examination raises needs for legislative changes, improvement of cross-sectoral coordination within central government and improvement for the decision-making capability within subnational government.

By focusing on the Finnish government’s measures in pandemic management, this article contributes to the discourse on pandemic management. The findings provide insights for strategic crisis management in the public sector.

In the new digital age, enterprises are facing an increasing global competition. In this paper, we first examine how Information Technology (IT) can play an important role in giving significant competitive advantage in the modern enterprises. The business value of IT is examined, as well as the limitations and the trade-offs that its applicability faces. Next, we present the basic principles for a successful IT strategy, considering the development of a long-term IT renovation plan, the strategic alignment of IT with the business strategy, and the adoption of an integrated, distributed, and interoperable IT platform. Finally, we examine how a highly functional and efficient IT organization can be developed.

Our methodological approach was based to the answers of the following questions: 1. Does IT still matter? 2. What is the business value created by IT along with the corresponding limitations and trade-offs? 3. How could a successful IT Strategy be build up? 4. How could an effective? T planning aligned with the business strategy be build up? 5. How could a homogenized and distributed corporate IT platform be developed? and finally, 6. How could a high-performance IT-enabled enterprise be build up?

The enterprises in order to succeed in the new digital area need to: 1. synchronize their IT strategy with their business strategy, 2. formulate a long-term IT strategy, 3. adopt IT systems and solutions that are implemented with elasticity, interoperability, distribution, and service-orientation. 4. keep a strategic direction towards the creation of an exceptional organization based on IT.

This paper is original with respect to the integrated approach the overall problem is examined. There is a prototype combined investigation of all perspectives for an effective enforcement of IT in a way that causes acceleration in competitive advantage when conducting business.

Strategic flexibility (SF) has become increasingly important for firms because of the fast changes in the external environment. In line with the practical importance of SF, an emerging research field has developed around it that has attempted to understand the nature of SF and the key relationships. The aim of this study is to unveil the semantic structure of the recent literature on SF and to suggest new promising areas for future research.

The authors conduct a systematic literature review with a bibliographic analysis technique, which allows authors to identify the main recent streams in the literature, as well as offer reflections and suggestions for future research.

The authors uncover three main emerging areas in the research on SF, namely SF as a dynamic capability, the role of knowledge management for SF and the relationship between a firm SF and the external environment. The authors put forward three avenues for future research on SF: Avenue 1. SF, business model innovation (BMI) and other dynamic capabilities (DC), Avenue 2. Digital technologies and SF/organizational agility and Avenue 3. SF and sustainability. Articles included in the special issue entitled “A strategic perspective on flexibility, agility and adaptability in the digital era” contribute to Avenue 2, thus paving the way for filling some of the identified gaps regarding the relationship between SF and digitalization.

To the best of authors’ knowledge, this is the first literature review on SF that uses a bibliometric approach to draw conclusions on the findings in the literature. The review contributes to the theoretical understanding of SF by illustrating and explicating core topics that have persisted over time, as well as by presenting three main avenues for further developing authors’ knowledge around SF.

This study aims to investigate causes of sustainability failures of ISO 9001 Quality Management Systems in Botswana.

The research employed qualitative and quantitative methods, including literature review and secondary data analysis to understand trends relating to Botswana, and a survey to identify gaps leading to certification sustainability failures, focusing on; motives for certification, causes of decertification and issues in the certification process.

ISO 9001 adoption in Botswana is slow, with low acceptance rate in the public sector at 13% compared to the private sector at 87%. Termination rates have been high at 55% over two decades. Manufacturing dominates certification with 45% of total certification. While micro and small companies struggle to sustain certification, often failing within 2 years, medium-sized companies demonstrate better sustainability, lasting beyond 6 years. Product/service quality and process improvement drive certification while decertification is influenced by management factors, financial constraints, and process management. The study recommends a model for effective integration of ISO 9001.

Integrated systems are crucial for consistent process performance and continual improvement in all sectors for sustainable organizational success. Although the ISO 9001 Quality Management System has shown positive impacts globally, the impact of its adoption in Botswana remains questionable with high failure rates post implementation. There appears to exist a significant gap in development, implementation, and maintenance of the QMS. The public domain has no evidence of any past investigation on causes of sustainability failures of ISO 9001 post certification. The current study sought to close that knowledge gap.

This study aims to investigate the impact of bureaucratic culture on the formulation and content of digital transformation strategies in Swedish local governments.

This research uses a qualitative content analysis method to examine strategy documents from local governments in Sweden. The analysis is focused on identifying concepts related to the definition of digital transformation strategy, organizational culture and agility. Relevant themes and insights were extracted using concept-driven coding.

The research uncovered a significant influence of bureaucratic culture on the content of strategy documents, which manifests through a strong status quo bias. This bias leads to a cautious approach toward digital innovation, limiting strategies to incremental improvements and maintenance of existing processes.

The findings highlight the need for a nuanced understanding of how organizational culture affects digital transformation. The study suggests avenues for further research, particularly in exploring mechanisms to balance bureaucratic stability with digital agility.

The research proposes recommendations for policymakers and public sector managers, advocating for an approach incorporating cultural awareness to foster a more conducive environment for digital transformation within bureaucratic settings.

This study contributes to the field by revealing the nuanced role of bureaucratic culture in shaping digital transformation strategies within the public sector. It offers a unique insight into the Swedish context.

This study aims to examine Musina municipality’s tourism development status and plans with existing documents and respondents’ responses on their envisaged implications on tourism development and sustainability initiatives in Vhembe District, Limpopo Province, South Africa.

Surveys, interviews and focus group discussions, supplemented by field observation and document reviews, gray literature alongside published literature, were applied. Subsequently, Microsoft Excel and cross-tabulation analysis orchestrated the analysis of the data.

The policy and strategy aspects contributing to the previous and actual tourism statuses in Musina municipality are defined. The study concludes that Musina Municipality has rich tourism possibilities but lacks a better tourism strategy to empower local communities. Nonetheless, it dwells in the most tourism-based landscape within the Vhembe District of Limpopo.

Musina Municipality is one of the driest areas in the north of Limpopo Province in South Africa. It is also marked by impoverished rural communities. Studies on sustainable tourism and development have increased in recent years. However, rare studies specialize in synergies within various forms of tourism. Also, significant resources to advance local communities in rural areas are not sufficiently appreciated.

The aim of this study is to analyze the existing literature available on corporate strategy and capital structure with the help of a bibliometric analysis.

A total of 133 studies indexed in the Scopus database over the period from 1979 to 2024 are included and analyzed using the Biblioshiny package in RStudio along with VOSviewer for network visualization. Additionally, this study used biblioMagika and OpenRefine to harmonize and clean the data.

This study identified the leading contributors in terms of countries, authors, sources and documents and used various analysis techniques. The USA, Canada and the UK exhibited the most significant level of contribution. Furthermore, Bradford’s Law is applicable to the results of this study. The bibliographic coupling resulted in the five clusters indicating emerging themes in the field.

The study’s findings will contribute to the academic landscape by providing an exhaustive examination of the concerned research field and will guide potential researchers for future research avenues. This study will also highlight the need for managers and policymakers to factor in diverse corporate strategies when shaping organization’s capital structures.

To the best of the authors’ knowledge, this study represents the first attempt to map the landscape of this field through the presentation of insights derived from bibliometric analysis.

Since the 1980s, New public management has fostered the introduction of managerial approaches similar to those of the private sector in public administrations. Recently, the advantages of performing risk management in the public sector have been recognized; however, to the best of our knowledge, research on risk management in public administrations is underdeveloped, and there is a need to understand how risk management is performed. This paper addresses these issues and investigates whether and how risk management is performed in Italian public administration.

This study focused on a sample of 503 Italian municipalities and used a mixed research method. Through a qualitative content analysis of documents published on municipalities’ websites, data and information were collected and elaborated using quantitative indicators.

The main results are that a high percentage of large Italian municipalities perform risk management and comply with theoretical provisions on risk management, sometimes displaying isomorphic behavior in risk management practices.

This study provides a new perspective on risk management in Italian municipalities, contributes to filling a gap in the literature and suggests a theoretical perspective on municipalities’ approaches when introducing new managerial practices.
