Abstract

This chapter will focus on the use of evaluative research in higher education policy analysis. The approach will be illustrated by reference to higher education policy in Scottish higher education, with particular reference to the longitudinal evaluative research of support of teaching and learning (T&L) (the Quality Enhancement Framework or QEF). The chapter will discuss the features of the research process which are shaped by evaluation theory. We adopt a theoretical position on policy research which foregrounds the situated experience of policy as a core research focus. Policy is depicted as being underscored by an implicit theory of change which is used to structure and orientate the research focus. The design of the research is characterised by the involvement of potential users of the research output, with implications on the way in which findings are articulated, presented and ultimately used, along with aspects of the evaluative research design. The case study of the QEF will be contextualised, and the intersection between the design features and theoretical approaches, and the use and usability of research outputs, will be established.

Abstract

There is a wide range of issues involved in how users can exchange and integrate information and resources between databases given that each may have its own structure or taxonomy. This paper clarifies the issues concerning interoperability of data systems and user‐defined taxonomies and provides suggestions for new technical approaches. It is based on experiences in developing a web‐based portal for learning technology, a multidisciplinary field of research and practice. It outlines the nature of the problem in the context of current knowledge of the systems, protocols and implementation issues concerned with interoperability and introduces a possible solution.

The Austrian theory of the business cycle (henceforth ABC) frequently has been a target for critics of Austrian economics. In particular, a number of economists who are generally appreciative of other Austrian themes have singled out ABC as being, in one such critic's words, an “embarrassing excrescence” marring the otherwise generally sound body of modern Austrian thought.1 Despite such criticisms, many Austrian economists persist in forwarding ABC as the best available, or perhaps even the only valid, explanation for the cycles of boom and bust regularly occurring in most modern, national economies.

Abstract

The cybernetic approach differs significantly from the conventional reductionist methods of natural and biological sciences. Norbert Wiener established the theory of cybernetics as a science of control and communication process in living beings (human and animals) and machines. Dutta Majumder in his Norbert Wiener Award winning paper extended the approach to include integrated complex human machine systems and functions with general systems theory as a unitary science laying the mathematical foundation for unifying observing systems, observed systems and the act of observing as indicated in von Foerster’s concept of second‐order cybernetics. Both from the point of view of ontology and that of epistemology the cybernetic approach now enables computer technology to incorporate artificial intelligence (AI) and expert system (ES) for knowledge based instrumentation for diagnostics and therapy planning. Presents the results of a project for development of a knowledge based framework for combining different modalities of medical image processing such as CT, MR(T1), MR(T2), SPECT, PET, USG etc. whichever is relevant for particular pathological investigation for diagnostics and therapeutic planning. Experiments were conducted with (a) Alzheimer’s patient data and (b) detection and grading of malignancy with oncological data for the cancer screening system.

Abstract

In the North Hiding of Yorkshire a number of samples of lardine were examined during the second quarter. Four of these samples contained water to the extent of 24, 25, and 26 per cent. respectively. One case was taken into court, but the magistrates dismissed the information. They were of opinion that there being no statutory standard for lardine they could not fix the percentage of water that was permissible. An appeal was made to the High Court, and eventually the case was referred back to the magistrates to determine whether or not there was adulteration.

Abstract

Purpose

Conventional learning-based visual odometry (VO) systems usually use convolutional neural networks (CNN) to extract features, where some important context-related and attention-holding global features might be ignored. Without essential global features, VO system will be sensitive to various environmental perturbations. The purpose of this paper is to design a novel learning-based framework that aims to improve accuracy of learning-based VO without decreasing the generalization ability.

Design/methodology/approach

Instead of CNN, a context-gated convolution is adopted to build an end-to-end learning framework, which enables convolutional layers that dynamically capture representative local patterns and composes local features of interest under the guidance of global context. In addition, an attention mechanism module is introduced to further improve learning ability and enhance robustness and generalization ability of the VO system.

Findings

The proposed system is evaluated on the public data set KITTI and the self-collected data sets of our college building, where it shows competitive performance compared with some classical and state-of-the-art learning-based methods. Quantitative experimental results on the public data set KITTI show that compared with CNN-based VO methods, the average translational error and rotational error of all the test sequences are reduced by 45.63% and 37.22%, respectively.

Originality/value

The main contribution of this paper is that an end-to-end deep context gate convolutional VO system based on lightweight attention mechanism is proposed, which effectively improves the accuracy compared with other learning-based methods.

Abstract

Lester and Wolff (2013) find little empirical support for the Austrian business cycle theory. According to their analysis, an unexpected monetary shock does not alter the structure of production in a way consistent with the Austrian view. Rather than increasing production in early and late stages relative to middle stages, they find the opposite – a positive monetary shock typically decreases production in early and late stages relative to middle stages. We argue that the measures of production and prices employed by Lester and Wolff (2013) are constructed in such a way that makes them inappropriate for assessing the empirical relevance of the Austrian business cycle theory’s unique features. After describing how these measures are constructed and why using ratios of stages is problematic, we use a structural vector autoregression to consider the effects of a monetary shock on each stage of the production process. We show that, with a clearer understanding of what is actually being measured by the stage of process data, the results are consistent with (but not exclusive to) the Austrian view.
