Abstract

Objective. To quantify the association between obesity and somatic hospital costs and number of overall somatic hospital contacts – number of inpatient admissions, number of outpatient visits, and number of emergency department visits – based on anthropometric measurements of waist circumference (WC) and information from The National Patient Registry and The Danish Case-Mix System (DRG).

Participants. The study population consisted of two sub-samples from the Inter99 study at Research Centre for Prevention and Health in 1999–2001. One sub-sample used WC as an indicator for obesity (n=5,151), whereas the other used BMI as an indicator for obesity (n=4,048). Using WC, obesity was defined as WC > 102cm for men and > 88cm for women. Normal weight was defined as circumference < 94cm for men and < 80cm for women. Using BMI, obesity was defined as BMI > 30kg/m2, whereas individuals with BMI=18.5–24.9kg/m2 were defined as normal weight. Individuals with BMI < 18.5kg/m2 were excluded from both sub-samples.

Design. We undertook a 3-year retrospective study of the relationship between obesity and use of hospital resources. Data on hospital contacts and costs were obtained from The National Patient Registry and DRG. Analyses were performed using two-part models and Poisson regression. Outcome variables were costs and hospital contacts.

Results. This study has demonstrated that obese individuals have a greater use of hospital services and greater hospital costs compared with normal weight individuals. When using WC as an indicator for obesity, mean hospital costs were 33.8% greater among obese women and 45.3% greater among obese men in a 3-year period but the differences were not significant. When using BMI to measure obesity, obese men had significantly greater costs (57.5%) than normal weight men.

Furthermore, obese men and women (indicated byWC) had an increased number of hospital contacts compared with normal weight individuals (rate ratio 1.32, 95% CI 1.21–1.43 for men and 1.20, 95% CI 1.11–1.28 for women) including inpatient admissions, outpatient visits, and emergency department visits. The same trends were seen when obesity was indicated by BMI.

Abstract

The period 1980‐1995 saw the emergence of a more professional Danish tourist sector, with increasing numbers of both employees and entrepreneurs possessing a formal degree or diploma of some kind. Investigates the profile of employees with dedicated training and finds that their educational background does not give them any particular advantages vis‐à‐vis employees with less relevant qualifications. The retention of employees is a critical problem in Danish tourism, but while turnover is extremely high among the unskilled, significantly better retention rates are found among those with a professional or vocational tourism education. Discusses the implications of the retention pattern, arguing that tourism shares its professional labour market with neighbouring sectors, and that the industry and educational support framework must therefore take account of this. However, there is a very real risk of losing the competition for the best‐qualified staff. Finally, it is postulated that tourism is a locus for new types of career concepts; however, we still lack a genuine understanding of the role of tourism for the contingent or boundaryless career.

Abstract

Purpose

The purpose of the study presented is to outline an understanding of the question of who benefits from crime in the AEC industry. The perspective chosen is conceptual in nature, and therefore focusses professional roles rather than individuals and/or cases.

Design/Methodology/Approach

The methods chosen include literary studies and in-depth analysis of previous research carried out within the research project from which this publication stems. Being conceptual, it is, nevertheless, deeply grounded in practical, coordinated research.

Findings

The findings indicate that most actors would seem to profit from crime in the AEC industry. Decision-makers (owners, contractors and to a certain extent sub-contractors) seem the most likely to profit – structurally and/or individually – on such dubious activity. According to the analysis, controlling agencies – as institutions – tend to profit by rather than to suffer under such criminal activity. Blue collar workers (in particular legally employed workmen and FM-personnel) and society as a whole in general bear the burden of the costs inflicted.

Research Limitations/Implications

There is an urgent need for a reorientation of the activity of the controlling agencies, redirecting their focus of attention from simple working on controlling worksites to addressing in-depth organisational challenges and responsibilities.

Practical Implications

Several papers have been identified that discuss the downsides of criminal activity in the construction industry. This paper suggests how most actors – on individual level – may profit on criminal activity.

Originality/Value

Little seems to have been published on the subject of who is to actually gain and what there is to gain from crime in the AEC industry. This paper presents a contribution to this research gap.

Five papers in the volume use economic models to predict obesity and related behaviours. Two of the papers are theoretical. Liqun Liu, Andrew J. Rettenmaier, and Thomas R. Saving analyse the importance of food quality for bodyweight. Bodyweight is treated as a variable of choice – the individual derives utility from health, food consumption and consumption of a composite good. Bodyweight is assumed to decrease health whenever it differs from its physiologically optimal level. Their model implies that much of further income growth will be used to improve food quality rather than increase caloric intake.

Abstract

Purpose

This study aims to examine the attractiveness of the regional Dow Jones Sustainability Indexes (DJSI) and several renewable energy indexes during December 31, 2010 to December 31, 2019. This study uses a risk-return analysis and a set of explanatory factors. Lastly, this study conducts a comparative analysis of these indexes with conventional indexes.

Design/methodology/approach

This study uses data from Eikon, a Thomson Reuters database. To analyze the indexes’ behavior, this study uses the indexes’ annual return as of December 31 for each year. Next, this study estimates the Fama and French’s five-factor model using an ordinary least squares regression for regional DJSI and renewable energy indexes.

Findings

The results show that regional DJSIs delivered returns both above and below conventional indexes. In contrast, renewable energy indexes had high betas and negative returns, making them unattractive to investors.

Practical implications

The results imply the need for public financing programs that support the transition to a sustainable economy and reduce risk and increase the return on private investment.

Social implications

This study provides insights for policymakers regarding the importance of sustainability indexes in the transition to a green economy.

Originality/value

This study contributes to the growing literature on Fama and French’s five-factor model of sustainability indexes, especially in the current context characterized by intense green political changes. In particular, this study complements the few studies that have addressed the economic implications of renewable energy indexes in markets.

Abstract

Denmark is characterised by high levels of trust between citizens and public authorities as well as between public leaders and employees, providing a comparative advantage when it comes to expanding public welfare, enhancing economic performance and handling a crisis like COVID-19. Public governance, however, requires a delicate balance between trust and the legitimate need for control to secure accountability This chapter explains how the high levels of trust in the Danish public sector are wedded to a pragmatic combination of various public governance paradigms, which has produced a ‘hybrid governance system’ balancing the legitimate demand for control with widespread trust in public employees. Traditional Weberian bureaucratic values of regularity, impartiality and expertise are combined with a limited and selective introduction of New Public Management reforms. Simultaneously, a dynamic neo-Weberian state works to satisfy an increasingly demanding citizenry while new platforms for developing collaborative solutions to complex problems are designed and developed at the municipal level. This hybrid governance system produces a virtuous circle of trust sustained by trust-based systems of evaluation, assessment and accountability developed in close dialogue between public managers and employees. The chapter demonstrates how a long-lasting political-administrative culture based on trust and a pragmatic, non-ideological combination of different governance paradigms has generated a positive trust‒public governance feedback loop. Striking the right control‒trust balance remains a continual challenge, however, to avoid governance failures eroding citizen trust in the public sector and to safeguard public values of transparency, accountability and performance.

Abstract

The abundance of technological innovations has dramatically increased the prominence of digital transformation processes in many organizations and sectors. At the present time, digital transformation is first and foremost depicted in the literature as a strategy carefully elaborated and deployed by diligent executives. This stands in sharp contrast with contemporary organizational theory, and most especially the strategy-as-practice research stream, which has increasingly underlined the capability of middle managers to weigh upon strategizing processes. An empirical inquiry conducted in a major aeronautics company reveals that digital transformation can be largely driven by middle managers in charge of specific technological projects, who operate in the absence of a well-defined, overarching strategy. Drawing on the sociology of translation, the chapter identifies four tactics used by middle managers to ensure that their projects make it to the strategic agenda of the firm. Ultimately, the findings suggest that digital transformation processes cannot be solely understood as strategic endeavors, and can result from the addition of disjointed technological projects driven by middle managers instead.

Abstract

Purpose

This paper aims to develop a framework for benchmarking the maturity of public sector foresight programs and outlines strategies that program managers can use to overcome obstacles to foresight program development in government.

Design/methodology/approach

The public sector foresight benchmarking framework is informed by a bibliometric analysis and comprehensive review of the literature on public sector foresight, as well as three rounds of semi-structured interviews conducted over the course of a collaborative 18-month project with a relatively young department-level foresight program at the government of an Organisation for Economic Co-operation and Development (OECD) country. The paper frames public sector organizations as “complex adaptive systems” and draws from other government initiatives that require fundamental organizational change, namely, “gender mainstreaming”.

Findings

Nascent or less mature programs tend to be output-focused and disconnected from the policy cycle, while more mature programs balance outputs and participation as they intervene strategically in the policy cycle. Foresight program development requires that managers simultaneously pursue change at three levels: technical, structural and cultural. Therefore, successful strategies are multi-dimensional, incremental and iterative.

Originality/value

The paper addresses two important gaps in the literature on public sector foresight programs by comprehensively describing the key attributes of mature and immature public sector foresight programs, and providing flexible, practical strategies for program development. The paper also pushes the boundaries of thinking about foresight by integrating insights from complexity theory and complexity-informed organizational change theory.

Abstract

Purpose

This study examines co-production during the Covid-19 crisis, characterized as a Black Swan event, with a specific emphasis on local professionals’ preparedness and response.

Design/methodology/approach

A qualitative approach combining deductive and inductive approaches was employed to gather data from professional coordinators of co-production processes in Israeli local governments. The study utilizes professionalism theory as a framework to examine such key elements as professional knowledge, autonomy, status and legitimacy. Additionally, open coding is used to investigate emerging themes.

Findings

The findings reveal that, despite preventive efforts by the central government, local professionals were unprepared to address the crisis. Traditional top-down approaches failed during the crisis, emphasizing the need for peer learning and collaboration among various stakeholders. Professionals' de facto autonomy, driven by quick decision-making and creative problem-solving, elevated their legitimacy and status. Inter- and intra-organizational collaboration was essential to maintain performance through co-producing public services. Finally, multicultural awareness proved vital; neglecting this may have severe consequences in routine times but especially during crises.

Research limitations/implications

Using qualitative research, this study emphasizes the importance of understanding context in interpreting thoughts and actions. However, our approach has limitations. We collected data at a single point in time, which may not capture changes over time. Additionally, we relied on self-reporting from 19 public professionals in local municipalities, each managing the coproduction-based center within the respective municipality. However, this setup, where a single coordinator represents the entire co-production function of the municipality, has its limitations as only one voice is heard.

Practical implications

By shedding light on the multifaceted aspects of co-production, policymakers and professionals could learn about such substantial factors as professionals’ autonomy, inter-organizational collaborations and sensitivity to cultural nuances, which should be established first and foremost in routine times to prepare for crisis. In our case study, governmental preventive measures were inapplicable to crises, and experience of prior crises did not necessarily bestow an ability to prepare accordingly. This is where the role of the street-level professionals becomes significant: these are the actors who experience the crisis on the ground and may provide a quick and effective response. Their ability to take the reins, to be innovative and to generate knowledge while exerting their own professional consideration, proved extremely important.

Originality/value

This research contributes to our understanding of public service professionals’ effective leveraging of the contributions of co-producers in times of crisis. It shifts focus from top-down policy preparedness and implementation to the development of appropriate organizational structures and active and routine stakeholder engagement, thereby enhancing preparedness for crises.
