Abstract
Purpose
This study aims to analyze the relevance of the city spatial structure for smart city innovation from the perspective of agglomeration externalities, and discusses whether there is heterogeneity in innovation across different geographical areas and population scales of cities.
Design/methodology/approach
The authors construct the centralization and concentration indexes to conceptualize the city spatial structure of 286 cities (prefecture-level) in China based on the LandScan Global Population Dataset from 2001 to 2016. A fixed-effects panel data model is employed to analyze the relationship between the spatial structure and the innovation ability of smart cities; the results were validated through robustness tests and heterogeneity analyses.
Findings
The study found that the more concentrated and more evenly the distribution of urban population, namely the more city spatial structure tends to be weak-monocentricity, the higher the level of innovation in smart cities. The relevance of the weak-monocentricity structure and smart city innovation varies significantly depending on their geographical location and the size of the city. This result is more applicable to cities in the eastern and central regions, as well as to cities with smaller populations.
Originality/value
The adjustment and optimization of the city spatial structure is important for enhancing smart city construction. Unlike previous studies, which mostly use a single dimension of “the proportion of population in sub-centres to the population of all central areas” to measure city spatial structure, the authors employed the spatial centralization and spatial concentration. It is hoped that this study can guide smart city construction from the perspective of the development model of city spatial structure.

Abstract
Purpose
This study explores the influencing factors affecting smart supply chain innovation (SSCI) performance of commodity distribution enterprises, and proposes the corresponding framework from the perspective of the application of technology to improve the SSCI performance and make up the research gap in this field.
Design/methodology/approach
A multi-case study method is adopted in this study. Four distribution commodity distribution enterprises A, B, C and D in China are chosen as case enterprises. The interviews with senior management team members are used to collect data. The combination of open coding and axial coding are used to process the data. By testing the reliability and validity, the theoretical framework is summarized.
Findings
First, we find that the technology application cost inhibits SSCI and that the level of technology suitable for enterprise development will promote SSCI. Second, SSCI in structure, management and services can improve the performance and innovation ability of enterprises. Third, the quality of multi-channel integration and degree of customization around customer demand can significantly modify the above effects.
Originality/value
Compared with previous studies, this study reveals for the first time the correlation between the SSCI performance and technology application, SSCI in structure, management and service, providing new ideas for relevant researches on SSCI, and providing new theoretical support for managers' decision-making related to SSCI.

Abstract
Purpose
This study aims to present a systematic review of smart tourism articles using a meta-synthesis method. Effective systematic reviews are essential for assisting stakeholders in implementing smart destinations. A systematic comprehension of studies on smart tourism is needed regarding the various components of smart tourism destinations, the metrics to map these components and their expected results. This study creates a framework for understanding how smart tourism destinations are theorized and developed.
Design/methodology/approach
Based on the meta-synthesis approach, this study collects, analyzes and synthesizes relevant research in smart tourism published in online databases by following a predetermined review protocol.
Findings
This study contributes to the discourse on smart tourism destinations by increasing the knowledge on the subject of smart destinations in regard to different categories. The selected articles were analyzed according to the proposed research questions and classified into three main categories: components, measurement and outputs. This study presents a new archetype for developing smart destinations and addresses efforts to bridge the gap in this research field.
Practical implications
This paper is noteworthy for stakeholders because it provides a comprehensive vision into the components that influence the growth of smart destinations. The advantage of the proposed methodology is that it creates a framework for understanding how smart destinations are theorized. Furthermore, it is helpful to use qualitative methodologies that efficiently allow the analysis of related literature and that also offer conceptual insights.
Originality/value
The findings provide information that can be used to help shape a fully conceptualized understanding of the smart destinations concept and can also prove important in providing a guide for policymakers and stakeholders in the tourism industry who seek to intelligently develop tourism destinations.

Propósito
Este estudio tiene como objetivo presentar una revisión sistemática de los artículos de turismo inteligente utilizando un método de meta-síntesis. Las revisiones sistemáticas eficaces son esenciales para ayudar a los interesados a poner en práctica los destinos inteligentes. Se necesita una comprensión sistemática de los estudios sobre turismo inteligente en relación con los diversos componentes de los destinos de turismo inteligente, las métricas para trazar el mapa de estos componentes y sus resultados esperados. Este estudio crea un marco para comprender cómo se teorizan y desarrollan los destinos turísticos inteligentes.
Hallazgos
El presente estudio contribuye al discurso sobre los destinos turísticos inteligentes al aumentar el conocimiento sobre el tema de los destinos inteligentes en relación con diferentes categorías. Los artículos seleccionados fueron analizados de acuerdo con las preguntas de investigación propuestas y clasificados en tres categorías principales: componentes, medición y resultados. Este estudio presenta un nuevo arquetipo para el desarrollo de los destinos inteligentes y aborda los esfuerzos para salvar la brecha en este campo de investigación.
Implicaciones prácticas
Este artículo es digno de mención para los interesados porque ofrece una visión global de los componentes que influyen en el crecimiento de los destinos inteligentes. La ventaja de la metodología propuesta es que crea un marco para comprender cómo se teorizan los destinos inteligentes. Además, es útil para utilizar metodologías cualitativas que permitan analizar eficazmente la literatura conexa y que también ofrezcan perspectivas conceptuales.
Originalidad/valor
Este estudio ofrece una revisión sistemática de la investigación más reciente publicada sobre turismo inteligente. Los resultados de este estudio podrían ser importantes para proporcionar una guía a los responsables políticos y a los actores del sector turístico que buscan desarrollar inteligentemente sus destinos turísticos. Los resultados del análisis sistemático pueden servir de punto de partida útil para futuras investigaciones en este ámbito.

Abstract
This chapter examines the teaching practice of the author in the Faculty of Education, University of Malta, taking sessions in smart learning as part of technology-enhanced learning (TEL) study units in Bachelors of Education and Masters in Teaching and Learning degree programs between 2017 and 2019. My teaching sessions ran concurrent with undertaking separate doctoral research investigating how participants experience “smart learning journeys.” Smart learning journeys in the research were conceptualized as real-world journeys, with geo-spatially relevant points of interest forming a journey of locations related to a topic of learning, providing context-aware content via digital interactions. Research was not connected to teaching practice, though students who took TEL units also participated in the same smart learning journey activity as part of their syllabus.
Though teaching sessions were not part of my research, my classroom practice modified as a result of emerging research findings, and my teaching benefited as I gained deeper understanding about smart learning activities and the role of the learner in them. Using dialogic learning methods and techniques inspired from my research interview methodology, class sessions became noticeably more effective as students engaged directly in discovering their own learning from having participated in the smart learning journey.

Abstract
Purpose
Smart HR 4.0 is a new concept characterized by adopting innovative technologies of Industry 4.0 (I4.0) in the HR domain. This study attempts to identify the key factors of Smart HR 4.0 to foster organizational innovation ambidexterity.
Design/methodology/approach
Based on review of literature and survey from expert opinions by using the Delphi method, 12 factors were found most suitable for this study. Further, the fuzzy-TISM technique was used to establish contextual relationships and develop a hierarchical model on the identified factors. Subsequently, the MICMAC analysis was applied to classify these factors according to their driving and dependence power.
Findings
This study framed a conceptual hierarchical model of Smart HR 4.0 and established contextual relationships among identified factors. Result shows that smart organic structure, industry–institute interface, IT-enabled system and ambidextrous leadership are important factors as they have the highest driving power. Further, knowledge management, learning culture and psychological empowerment are the linkage factors having both driving as well as dependency power in the whole system.
Practical implications
This study can guide the managers in smoothly implementing these practices to manage their human capital amidst digital disruption, ensuring innovation competitiveness of the firm. The structural hierarchical framework of Smart HR 4.0 may serve as a blueprint for HR professionals and business leaders to attain organizational innovation ambidexterity in the current wave of digital disruptions (Industry 4.0).
Originality/value
This study provides a holistic model of smart HR 4.0 integrating innovation ambidexterity in I4.0.

Abstract
Purpose
This study aims to discuss the transformational effect of the smart governance concept, which is one of the complementary elements of the smart city concept and to explain the change in governance structures according to the developments in information and communication technology.
Design/methodology/approach
In this study, the case study as one of the qualitative research methods is preferred, and smart city models of Barcelona, Amsterdam, Kocaeli and Ankara are examined.
Findings
In the research, scientific studies in the academic literature were evaluated according to the content analysis, and as a result of this analysis, the cities examined were grouped as “beginner,” “medium” and “advanced.” In the group, the characteristics of smart cities and the services they offer were taken into account. In this context, smart governance methods and their transformational effects are analyzed.
Originality/value
The most important contribution of this study to the literature is to identify the important characteristics of developed and successful smart city initiatives and to encourage their application to other developing world cities as a best practices model.

Purpose
Scholars and practitioners within industrial maintenance management are focused on understanding antecedents, correlates and consequences of the concept of “Smart Maintenance,” which consists of the four dimensions, namely, data-driven decision-making, human capital resource, internal integration and external integration. In order to facilitate this understanding, valid and reliable empirical measures need to be developed. Therefore, this paper aims to develop a psychometric instrument that measures the four dimensions of Smart Maintenance.
Design/methodology/approach
The results from two sequential empirical studies are presented, which include generating items to represent the constructs, assessment of content validity, as well as an empirical pilot test. With input from 50 industrial experts, a pool of 80 items that represent the constructs are generated. Thereafter, using data from 42 industrial and academic raters, the content validity of all items is assessed quantitatively. Finally, using data from 59 manufacturing plants, the dimensionality and factor structure of the instrument are tested.
Findings
The authors demonstrate content validity and provide evidence of good model fit and psychometric properties for one-factor models with 8–11 items for each of the four constructs, as well as a combined 24-item four-factor model.
Originality/value
The authors provide recommendations for scholarly use of the instrument in further theory-testing research, as well as its practical use to assess, benchmark and longitudinally evaluate Smart Maintenance within the manufacturing industry.

Abstract
Purpose
The amount of expenditure required to scale up smart infrastructure projects is often enormous. Public–private partnership (PPP) is one of the proposed and viable solutions for addressing the financial issues of smart infrastructure projects. However, the most important criterion in choosing PPP over other procurement methods is that the project under the PPP method should deliver the best value for money (VFM) while also including defined economic and social objectives, rather than relying exclusively on efficiency factors. While PPP provides a variety of advantages for developing infrastructure, significant challenges may arise as a result of smart infrastructure initiatives. Diverse PPP approaches have been used to build smart infrastructure around the world, with varying degrees of success. The purpose of this study is to identify the VFM factors that are suitable for smart infrastructure projects and to examine the impact of their interrelationships.
Design/methodology/approach
The methodology for this study consisted of three stages: identifying VFM factors in PPP for smart cities based on an extensive literature review, analyzing data from a sample of 90 PPP practitioners using a Likert scale questionnaire and estimating interrelationships among VFM factors using structural equation modeling (SEM).
Findings
After performing a SEM analysis on the gathered data, the best fitted measurement model consisted of 11 VFM factors acting as indicators of three latent variables for smart infrastructure projects (clear output specification for measuring performance, efficient dispute resolutions, optimized risk allocation and business models, improved and integrated community services, economic sustainability, appropriate capital structure and collaterals, smart asset management, diffusion of smart technologies, technical innovation, Ince) and three clusters of their interrelations (economic sustainability, integration drive, optimization and smart technology).
Practical implications
This research has resulted in a useful and readily applicable list of factors and clusters of value for money criteria for the implementation of PPP in smart infrastructure projects, assisting public sector management by providing a measure of pre-conditions that can be used as an assessment tool when determining whether a PPP should be used instead of conventional methods.
Originality/value
In addition to the theoretical and methodological contributions, this study produced a usable and readily adaptable list and clusters of value for money factors for the implementation of PPP in smart infrastructure projects.

Purpose
This study aims to explore the complex, multi-level institutional dynamics of smart city reforms and projects and their potential sustainability pressures on the implementation of a management accounting system in an Egyptian state-owned enterprise (SOE), which has a politically sensitive institutional character.
Design/methodology/approach
This study adds to institutional management accounting research using a multi-level perspective of institutional dynamics in the smart city context. Data were collected from an interpretive case study of an Egyptian SOE that was under socio-political sustainability pressures to implement a smart electricity network project in New Minya city.
Findings
Smart city projects have formed social and political sustainability pressures, which introduced the enterprise resource planning (ERP) network as a new management accounting system. A new (complex and multi-level) management accounting system was invented to reinvent the sustainable city as an “accounting city” (which appeared rhetorically as a “smart city”). “Smart” being the visibility and measurability of the sustainability performance of the collective body, which calls the city and its connectivity to different institutional levels brought out in a city network project for the ERP-enabled electricity distribution.
Research limitations/implications
This study examines a single case study from a single smart city and identifies the accounting community’s need for multiple and comparative case studies to further analyse the potential impact of smart city reforms and projects on the sustainable implementation of management accounting systems.
Practical implications
City policymakers and managers may benefit from the practical findings of this interpretive field-based case study in planning, implementing and monitoring smart city projects and objectives.
Social implications
Individual and collective well-being may be enhanced through new management accounting forms of multi-level local governance and increased political, field and organisational sustainability.
Originality/value
This study provides important insights into the sustainability dynamics of management accounting in achieving smart city reforms. The achievement of sustainability management accounting systems has connected to multiple ERP roles at different institutional levels, which resulted in accommodating the socio-political objectives of smart city projects.

Purpose
The purpose of this paper is to fill a gap in the real estate academic literature by defining the essence of real estate in smart urban environments. Space has traditionally been a silent component of real estate. Smart technologies powered by Ubi-comp are turning space into an active part of real estate, which represents a paradigm shift for commercial real estate. This shift requires new concepts and tools to analyse and model real estate in smart cities.
Design/methodology/approach
The paper defines the notions of smart space and smart real estate. Several concepts and tools are formulated, starting with a model of space users in smart cities, called the Cyber-Dasein inspired by Heidegger’s existential phenomenology of space.
Findings
The paper then analyses smart space’s attributes and proposes several metrics for commercial real estate in smart environments. After introducing three regression models for constructing a price index of smart real estate, the paper concludes by advocating that commercial real estate take an active role in the current debate about smart cities.
Research limitations/implications
The paper does not provide any empirical analysis of smart real estate.
Practical implications
Smart environments offer real estate a unique opportunity to set up methodologies, concepts and tools for new properties in new cities. Now is the time to think carefully about the impact smart technologies will have on commercial properties before other stakeholders (in particular smart cities vendors and multinational technology giants) have fully modelled smart space and its nexus with smart real estate.
Originality/value
This paper is the first paper to provide a conceptual framework for the analysis of commercial real estate in smart cities.
