Abstract

Purpose

This chapter examines changes in smallholder agriculture in terms of processes of de-agrarianization in a rapidly changing regional economy of Costa Rica long characterized by small-scale commercial coffee farming.

Methodology

The study is based on multiple periods (1990–1991, 1993, 2006, 2010–2012) of ethnographic research on household economic strategies among farming families in two districts in the canton of Pérez Zeledón, Costa Rica.

Findings

Though occupational multiplicity and non-farm-based livelihoods are on the rise, smallholder agriculture continues to play a substantial role in the livelihood strategies of both young and old and in the regional economy, not in spite of these trends, but because an expanding business sector and an increase in non-farm employment opportunities are creating a demand for agricultural produce and providing new opportunities for smallholders to diversify agricultural production, stabilize their incomes and maintain a significant presence in the regional economy. Specific historic conditions and state policies have been important factors in shaping rural economic change, livelihood strategies and smallholder agriculture in this region.

Research limitations

Sample sizes are relatively small and some data on children’s economic activities were obtained second hand from siblings and/or parents.

Implications

This research has implications for policy makers, planners and social activists interested in agrarian change.

Originality/value

This research provides an important longitudinal lens on the economic strategies of farming households, processes of de-agrarianization and the persistence of small-scale family farmers in today’s world.

Abstract

The chapter contributes to on-going debates about the inclusion of smallholders in export value chains for high-value agricultural products. Specifically, it investigates the factors driving the procurement practices of exporter of fresh fruits and vegetables in sub-Saharan Africa, and specifically sourcing from smallholders. A survey is undertaken of exporters of fresh fruit and vegetables in sub-Saharan Africa. The resulting data are used to estimate econometrically the propensity of exporters to source from smallholders, and the intensity of sourcing among those exporters who do procure from smallholders. Explanatory variables include firm and market characteristics, supply chain costs, type of product, availability of alternative sources of supply, and judgments regarding the performance of smallholders and other sources of supply.The propensity to procure from smallholders is found to be negatively associated with being a small exporter and the performance of medium- and large-scale producers. Exporters are more likely to source from smallholders if they have their own production capacity and smallholders are judged to perform well. The requirement of customers to comply with private food safety standards is found to have no significant effect on the propensity to procure from smallholders. Conversely, compliance with private standards has a strong influence on the intensity of sourcing from smallholders. Exporters judging smallholders to perform well are more likely to source intensively from smallholders, but to source less if they judge their own production to perform well. High fixed costs tend to be associated with lower intensity of sourcing from smallholders. The results suggest that compliance with private food safety standards does not drive the exclusion of smallholders from export value chains; indeed, conversely, the requirement to comply with such standards is associated with greater intensity of sourcing from smallholders. Smallholders evidently play a key role in the defrayment of risk by exporters in that many exporters combine their own production with smallholder procurement. Costs of procurement from smallholders, however, remain an issue. Evidently, the fixed costs of smallholder supply chains increase appreciably with the intensity of sourcing. The research reported here provides a new perspective on the inclusion of smallholders in export value chains for horticultural products. The incorporation of smallholders into these value chains is seen as the outcome of the procurement decisions of exporters. Contrary to much of the discourse in this area, the results suggest that smallholders can and do compete in export value chains for horticultural products even in the context of exacting food safety standards.

Abstract

The predominate Western approach applied to agricultural research and development in Vanuatu is to focus on sector-specific or crop-by crop basis that is universally applied rather than designing context-specific research objectives. The findings from a gender livelihoods analysis conducted with 45 households in East Coast Santo, Vanuatu show that this sectorial focus inherently excludes women. Female smallholder livelihood activities were found to be centred around activities within the informal economy (traditional economy) and agricultural input is focused on harvesting of Non-timber Forest Products (NTFPs) and food crops for subsistence and local markets, while male smallholder farmers generally focus on cash crops and the formal commercial sector.

The strategies put forward by the Declaration of the International Forum for Agroecology, Nyeleni, Mali, 2007, recognise the central role of women in rural development, and align closely with the traditional economy and the political, economic and social foundations of Vanuatu. Therefore, it is recommended that research and development projects operating in this space consider the integration of agroecology and sustainable livelihoods into their project designs through frameworks such as the Agroecology and Sustainable Livelihoods Framework (ASRLF). The ASRLF approaches research through a critical lens that challenges and transforms structures of power in society and sees minority groups (such as women and youth) and their knowledge, values, vision and leadership as critical for moving forward. This chapter demonstrates the application of the ASRLF to a gender livelihoods analysis and the development of a strategy to engage and empower rural farming women.

Abstract

Purpose

A food security indicator for technology impact assessment is needed that can be constructed with available data, is comparable over time and space, and represents the multiple dimensions of food security.

Methodology/approach

In this chapter, we review some commonly used food security indicators, analyze the extent to which these indicators satisfy key criteria, and introduce a food security indicator constructed for use in an economic impact assessment and that exhibits a number of desirable properties.

Findings

This income-based indicator is similar to a consumption-based poverty indicator, utilizing an estimate of the income required to purchase a food “basket” that meets nutritional requirements and comparing the food security income requirement to a household’s per capita income.

Social implications

The applicability of the indicator is illustrated with an analysis of the impacts of legume inoculation technology developed for smallholder farms in Tanzania and other parts of Africa. We conclude with a discussion of suggested improvements for food security indicators used for technology impact assessment.

Abstract

Purpose

This paper seeks: (1) to understand householding as an economic survival strategy by viewing new, historical, evidence in light of previous work on the theme, (2) to fill gaps in the historical and anthropological literature on prewar Japanese farming villages that have resulted in an incomplete conceptualization of the household as a unit of production and consumption, and (3) to improve the overall comprehension of peasant behavior vis-à-vis questions about moral economy, ecological adaptation, and risk-taking.

Design/methodology/approach

The essay relies on information gleaned from a detailed 1935–1936 one-year diary of a small-scale farmer, published in 1938.

Findings

The prewar Japanese farming village was far more than a collection of households linked by sharing and reciprocal ties. It was not only a place where households as economic units of production and consumption were central, but one where individuals strived to obtain whatever they could, whenever they could. It appears that small-scale prewar Japanese farmers were as likely to take risks and to experiment in order to improve their lot as any other peasants around the world.

Originality/value

It adds to the understanding of prewar Japanese farming villages by presenting valuable historical data that has previously been unavailable in English. It also helps to better situate Japanese peasants in the context of global peasant culture and society, and improves understanding of developmental processes – especially in the case of 20th century Japan.

Abstract

This chapter uses the Ghana Living Standards Survey (GLSS) 7 datasets to investigate and examine the effect of rural non-farm diversification and its implications on agricultural (tree-crop) farming sector inequalities and sustainable development in Ghana. Applying a Gini-decomposition method and/or technique within a quantitative approach, the study outcome indicates the average non-farm income thus, increased income inequality among tree-crop smallholder rural livelihoods and households. Income diversification by farm households has gained the attention of governments, policy makers, and researchers because of its commonness and contribution to socio-economic development especially in developing countries. Aggregationally, non-farm self-employment reduced income inequality, and non-farm wage employment income led to an increase in income inequality. Increased rate of educational enrollment and achievement is the most important variable of non-farm income inequality. Government effort at expanding tree-crop acreages and improve yields have to degree achieved its intended policy implementation, increased rate of educational achievement could undermine the socio-economic policy cohesion and sustainable development of rural livelihood, communities, and national economy. Tree crop policies should take account of the spatial distribution of tree-crop commodity production and in particular, the implication and effect of rural non-farm diversification on agricultural sector inequalities.

Abstract

The purpose of this study is to determine the impact of off-farm work on food security in rural Bangladesh. We use rural household-level data and a nonparametric propensity score matching (PSM) estimator. Matching estimators are used in observational data to address the potential selection biases caused by nonrandom allocation of the treatment. Monthly food-consumption data and household income and expenditure surveys from rural Bangladesh for 2013–2014 are used in this chapter. We found that rural Bangladeshi households participating in nonfarm income-generating activities, especially in higher return nonfarm employment, enjoy higher levels of per-capita food expenditures and diet diversity – two of the measures of food security. In particular, we find that rural households increased diet diversity in cereals, fruits and vegetables, and meats. Finally, our estimates reveal that rural households participating in off-farm work increased per-capita food consumption by about Taka 1,576, on average, and increased per-capita expenditures on milk and milk products (Taka 212), and fruits and vegetables (Taka 235) significantly. Policy makers should design and implement policies that create off-farm livelihood activities. These nonfarm activities would help smallholder farm families to diversify, to supplement their income, and to continue their agricultural operations as well as increase food security.

Abstract

Among the food system's outcomes, food and nutrition security remains a key concern also in developed countries. This chapter analyzes food and nutrition security issues, unpacking the four dimensions in which the concept is articulated: availability, access, utilization and stability. Then the concept is explored, beyond the official definitions, through a description of the various frames that shape the public debate on food and nutrition security. These frames are: the classical productivist view emerged in the early post-war period; the neoproductivism, promoting a sustainable intensification aimed at producing more food while reducing negative environmental impacts, the entitlement approach based on Sen's reflections on people's capability to access food; the food sovereignty (Via Campesina, 1996) which regards food insecurity as an outcome of unequal power relations: the livelihood approach focused on the assets that determine the living gained by the individual or household; the right to food (De Schutter, 2014) based on the status of each individual as a rights-holder; the similar but less individualistic food democracy and food citizenship perspective which focusses on the collective dimension of those rights; the community food security, again close to the food citizenship but with stronger emphasis on communities and localization. Finally, the main contributions given by small farms to food and nutrition security are described, as identified on the base of the SALSA project outcomes.
