Abstract
This paper uses various Data Envelopment Analysis (SBM-DEA) approaches to study the efficiency of major airlines in Asia-Pacific region. To evaluate the operation efficiency of fourteen major airlines in Asia-Pacific region from 2003-2011, Available Seat Kilometers(ASK), Available Ton Kilometers(ATK), the number of employees are used as input factors, Revenue Passenger Kilometers(RPK), Revenue Ton Kilometers(RTK), the amount of Sales are used as output factors.
The non-radial SBM-DEA (Slacks-based Measure of Efficiency) model was able to provide a more comprehensive efficiency of combining economic performance and regional difference. And it was also able to capture slack values in input excess and output shortage.
The results demonstrate that Korea and Japan airlines are operated efficiently and could be regarded as the benchmarking airlines. On the other hand, most of the China and ASEAN airlines are deemed to be inefficient. Also analyzing slacks may be more suitable way for the evaluation or suggestion of an improvement scheme for the inefficient airlines. The excess of labor is the major cause of the airlines’ inefficiency.

Abstract
We adopt a super slack-based measurement (SBM) data envelopment analysis (DEA) model to estimate the efficiency of five biggest freight rail operators in Russia, which are included in the top 30 freight rail operators in terms of two dimensions – financial and operational efficiency during 2013–2017. The result shows that the private companies characterized by high financial and operational efficiency, while the Rossiiskye Zheleznye Dorogi (RZD) subsidiaries characterized by sufficiently low financial and operational efficiency scores. And the result also presents that operational efficiency score of operators handling universal rolling stock is higher than financial efficiency scores. In contrast, financial efficiency scores of operators handling special rolling stock is higher than operational efficiency scores. rail freight operators in addition to a special rolling stock park should have a universal rolling stock park for higher profitability. State-owned companies and its subsidiary operate inefficiently in the midst of a market economy in Russia. Rail freight operators for a higher level of financial efficiency should be transferred to the private sector.

Abstract
Purpose
Since airlines that employ their resources effectively will achieve operating profitability, air route resource allocation is significant for airlines. This study aims to investigate an appropriate model to reallocate resources into each air route of an airline company.
Design/methodology/approach
This study proposes a network centralized data envelopment analysis (DEA) models with slack-based measure (SBM). The proposed model not only takes into account the two interconnected stages but also considers the nonradial approach with transfer-in and transfer-out slacks for resource reallocating. Furthermore, the authors modify the objective function to an input-oriented function with SBM, and divide the model into passenger and freight parts, which makes the model more realistic for the characteristic of air routes.
Findings
The empirical analysis using an airline company's internal data provides airline operators with information on how they increase or decrease input resources, which can serve as a practical guideline of resource reallocation. Specifically, the results indicate that the airline company should increase their input resources into long-haul air routes such as KOR-OCN while decreasing their input resources into short-haul air routes such as Korean-Oceania (KOR-OCN), Korean-Chinese (KOR-CHN), Korean-Southeast Asian (KOR-SEA), Korean-Japanese (KOR-JPN).
Originality/value
Although some papers evaluate air route efficiencies based on the DEA approach, a few existing papers have addressed resource allocation for air routes. This paper is the first to study the resource reallocation for air routes based on the DEA approach, contributing to the literature in expanding the scope of research on resource reallocation.

Abstract
The aim of this paper is to show current position of domestic airports and provide an improvement scheme through the comparative analysis of efficiency and social efficiency. We used SBM (Slack Based Measure) for efficiency and undesirable output model that is extended from SBM for social efficiency. In addition, window analysis is used for analyzing the trend of the values. For the scope of this study, we analyzed fourteen airports in Korea from 2004 to 2009. In the models, we considered the length of runway, the number of employees and terminal area as input factors, and the number of passengers, the amount of cargo and the number of flights as desirable outputs and directly controllable CO2 emissions from airports as undesirable output. The results show that all of the efficiencies are higher than the social efficiencies and both of them are decreasing by years. To improve social efficiency in 2009, the average amounts of reduced CO2 emissions which account for 48.3% of the total emissions are required.

Abstract
Purpose
Increasing carbon productivity is an effective way to reduce carbon emissions, while boosting economic prosperity. For appropriate formulating and enforcement of energy saving and carbon emissions reduction policies in various sectors, it is of great significance to investigate the evolution characteristics and convergence modes of carbon productivity across the manufacturing sectors.
Design/methodology/approach
Using slack-based measure directional distance function (SBM-DDF) and global Malmquist–Luenberger (GML) productivity index, this paper measures the carbon productivities of 29 manufacturing subsectors in Shanghai, China, from 2001 to 2016 under the total factor framework. Furthermore, based on the convergence theories, it empirically examines the convergence of carbon productivity across these manufacturing sectors.
Findings
The measurement results suggest that the carbon productivities of the manufacturing sectors in Shanghai show an increasing tendency on the whole, and technical efficiency instead of technological change makes a main contribution to the increase. It is found that there is no obvious σ convergence across the manufacturing sectors in Shanghai, but there exist both absolute ß convergence and conditional ß convergence. Moreover, there is heterogeneity in convergence characteristics between the clean sectors and polluting sectors. The findings also show that firm size and industry structure have significant positive impacts on the growth of carbon productivities of the manufacturing sectors, whereas the impacts of capital deepening and energy consumption structure are significantly negative.
Originality/value
This paper measures the carbon productivities of the manufacturing subsectors by applying SBM-DDF and GML index, so as to improve the accuracy. It provides an insight into the convergence of carbon productivity across the manufacturing sectors.

Abstract
Purpose
The purpose of this study is to analyze the environmental efficiency level and trend of the transportation sector in the upper–mid–downstream of the Yangtze River Economic Belt and the JingJinJi region in China and assess the effectiveness of policies for protecting the low-carbon environment.
Design/methodology/approach
This study uses the meta-frontier slack-based measure (SBM) approach to evaluate environmental efficiency, which targets and classifies specific regions into regional groups. First, this study employs the SBM with the undesirable outputs to construct the environmental efficiency measurement models of the four regions under the meta-frontier and group frontiers, respectively. Then, this study uses the technology gap ratio to evaluate the gap between the group frontier and the meta-frontier.
Findings
The analysis reveals several key findings: (1) the JingJinJi region and the downstream of the YEB had achieved the overall optimal production technology in transportation than the other two regions; (2) significant technology gaps in environmental efficiency were observed among these four regions in China; and (3) the downstream region of the YEB exhibited the lowest levels of energy consumption and excessive CO2 emissions.
Originality/value
To evaluate the differences in environmental efficiency resulting from regions and technological gaps in transportation, this study employs the meta-frontier model, which overcomes the limitation of traditional environmental efficiency methods. Furthermore, in the practical, the study provides the advantage of observing the disparities in transportation efficiency performed by the Yangtze River Economic Belt and the Beijing–Tianjin–Hebei regions.

Abstract
Purpose
The aim of this article is to research on forestry green total factor productivity and explore the impact of financial support on forestry green total factor productivity.
Design/methodology/approach
The methods used in this study are super efficiency SBM model of undesired output and empirical model. SBM model is a kind of Data Envelopment Analysis (DEA). The SBM model with non-expected outputs (slacks-based measure) can be used to deal with the problem of efficiency measurement with multiple input and output variables and can be used to analyze the efficiency of green development of forestry economy.
Findings
First, the overall green total factor productivity of the authors’ country's forestry has shown a trend of first decline and then an increase from 2008 to 2018, and there are significant spatiotemporal differences; second, financial support has a significant positive impact on forestry green total factor productivity; third, environmental regulation has a significant threshold effect in the process of financial support on forestry green total factor productivity, and the role of financial support shows a trend of first increasing and then decreasing.
Originality/value
Secondly, taking the data of 30 provinces and cities in the authors’ country from 2008 to 2018 as the research object, using the super-efficiency SBM-Malmquist index to measure the country's forestry green total factor productivity and analyze its temporal and spatial changes; finally, a dynamic panel model was established to explore the impact of financial support on forestry green total factors quantitative impact on productivity, and adding environmental regulation as a threshold variable to establish a dynamic threshold regression, and found that financial support has a nonlinear impact on forestry green total factor productivity.

Abstract
Purpose
China has proposed two-stage goals of carbon peaking by 2030 and carbon neutralization by 2060. The carbon emission reduction effect of the power industry, especially the thermal power industry, will directly affect the progress of the goal. This paper aims to reveal the spatial-temporal characteristics and influencing factors of carbon emission efficiency of the thermal power industry and proposes policy suggestions for realizing China’s carbon peak and carbon neutralization goals.
Design/methodology/approach
This paper evaluates and compares the carbon emission efficiency of the thermal power industry in 29 provinces and regions in China from 2014 to 2019 based on the three-stage slacks-based measure (SBM) of efficiency in data envelopment analysis (DEA) model of undesired output, excluding the influence of environmental factors and random errors.
Findings
Empirical results show that during the sample period, the carbon emission efficiency of China’s thermal power industry shows a fluctuating upward trend, and the carbon emission efficiency varies greatly among the provincial regions. The carbon emission efficiency of the interregional thermal power industry presents a pattern of “eastern > central > western,” which is consistent with the level of regional economic development. Environmental factors such as economic level and environmental regulation level are conducive to the improvement of carbon emission efficiency of the thermal power industry, but the proportion of thermal power generation and industrial structure is the opposite.
Originality/value
This paper adopts the three-stage SBM–DEA model of undesired output and takes CO2 as the undesired output to reveal the spatial-temporal characteristics and influencing factors of carbon emission efficiency in China’s thermal power industry. The results provide a more comprehensive perspective for regional comparative evaluation and influencing factors of carbon emission efficiency in China’s thermal power industry.

Purpose
The purpose of this paper is to develop a novel network and dynamic data envelopment analysis (DEA) model for evaluating sustainability of supply chains. In the proposed model, all links can be considered in calculation of efficiency score.
Design/methodology/approach
A dynamic DEA model to evaluate sustainable supply chains in which networks have series structure is proposed. Nature of free links is defined and subsequently applied in calculating relative efficiency of supply chains. An additive network DEA model is developed to evaluate sustainability of supply chains in several periods. A case study demonstrates applicability of proposed approach.
Findings
This paper assists managers to identify inefficient supply chains and take proper remedial actions for performance optimization. Besides, overall efficiency scores of supply chains have less fluctuation. By utilizing the proposed model and determining dual-role factors, managers can plan their supply chains properly and more accurately.
Research limitations/implications
In real world, managers face with big data. Therefore, we need to develop an approach to deal with big data.
Practical implications
The proposed model offers useful managerial implications along with means for managers to monitor and measure efficiency of their production processes. The proposed model can be applied in real world problems in which decision makers are faced with multi-stage processes such as supply chains, production systems, etc.
Originality/value
For the first time, the authors present additive model of network-dynamic DEA. For the first time, the authors outline the links in a way that carry-overs of networks are connected in different periods and not in different stages.
