Abstract

Purpose

The paper aims to construct a spatiotemporal situational awareness framework to sense the evolutionary situation of public opinion in social media, thus assisting relevant departments in formulating public opinion control measures for specific time and space contexts.

Design/methodology/approach

The spatiotemporal situational awareness framework comprises situational element extraction, situational understanding and situational projection. In situational element extraction, the data on the COVID-19 vaccine, including spatiotemporal tags and text contents, is extracted. In situational understanding, the bidirectional encoder representation from transformers – latent dirichlet allocation (BERT-LDA) and bidirectional encoder representation from transformers – bidirectional long short-term memory (BERT-BiLSTM) are used to discover the topics and emotional labels hidden in opinion texts. In situational projection, the situational evolution characteristics and patterns of online public opinion are uncovered from the perspective of time and space through multiple visualisation techniques.

Findings

From the temporal perspective, the evolution of online public opinion is closely related to the developmental dynamics of offline events. In comparison, public views and attitudes are more complex and diversified during the outbreak and diffusion periods. From the spatial perspective, the netizens in hotspot areas with higher discussion volume are more rational and prefer to track the whole process of event development, while the ones in coldspot areas with less discussion volume pay more attention to the expression of personal emotions. From the perspective of intertwined spatiotemporal, there are differences in the focus of attention and emotional state of netizens in different regions and time stages, caused by the specific situations they are in.

Originality/value

The situational awareness framework can shed light on the dynamic evolution of online public opinion from a multidimensional perspective, including temporal, spatial and spatiotemporal perspectives. It enables decision-makers to grasp the psychology and behavioural patterns of the public in different regions and time stages and provide targeted public opinion guidance measures and offline event governance strategies.

Abstract

Purpose

This study aims to explore the relationship between social intelligence (SI) and problem-solving (PS) style of handling conflict.

Design/methodology/approach

Data on SI and PS were collected with questionnaires from 406 faculty members, and the data were averaged by departments. This resulted in a sample of 43 departments, and all the data analyses were performed with this sample of 43. SI is defined as the ability to be aware of relevant social situations, to handle situational challenges effectively, to understand others’ concerns and feelings and to build and maintain positive relationships in social settings.

Findings

Data analyses with LISREL at the department level suggest that SI is positively associated with PS.

Research limitations/implications

Data were collected from only one public university in the USA, which might limit the generalizability of the results. The department chairs need to acquire the four components of SI to improve faculty members’ PS. This will hopefully lead to constructive management of many faculty–department chair conflicts.

Originality/value

One of the strengths of this study is that the measures of endogenous and exogenous variables were analyzed at the department level, not individual level. This study contributed to our understanding of the relationships of situational awareness, situational response, cognitive empathy and social skills with each other and to PS.

Abstract

Decision-making in human resources management is done at both the micro and macro level of organizations. Unfortunately, the decisions at each level are often executed without consideration of the other, and current theory reflects this issue. In response to a call for integration of micro- and macro-level processes by Huselid and Becker (2011), we review the extant literature on strategic human resources and high-performance work systems to provide recommendations for both research and practice. We aimed to contribute to the literature by proposing the incorporation of the situation awareness literature into the high-performance work systems framework to encourage the alignment of human resources efforts. In addition, we provide practical recommendations for integrating situation awareness and strategic decision-making. We discuss a process for the employment of situation awareness in organizations that might not only streamline human resources management but also result in more effective decisions. Additional considerations include implications for teams, boundary conditions (e.g., individual differences), and measurement.

Abstract

Purpose

There has been little research about incident management decision making within real-life, dynamic emergencies such as urban fire settings. So this research addresses the research problem: how do incident managers make decisions in urban fire settings? These decision behaviours cover five areas: assessment of the fireground situation, selection of a decision strategy, determination of incident objectives, deployment and management of firefighting resources and ongoing review of the incident. The paper aims to discuss these issues.

Design/methodology/approach

Case research was used to examine management of different types of fires, through in-depth interviews with a range of incident managers.

Findings

This research identified five key behavioural elements associated with incident management in urban fire settings such as their application of a mix of recognition-primed, value based, procedural and formal decision strategies throughout the course of an incident rather than a single style.

Research limitations/implications

The in-depth framework of decision making could provide foundations for later research about other emergency settings. And this research is limited to analytic generalisation (Yin, 2009); so quantitative research such as surveys and large scale interviews could be done to further extend the research for statistical generalisation.

Practical implications

The decision procedures uncovered in this research will assist incident managers in many emergencies, assist policy making and foster the development of future incident managers.

Originality/value

The findings expand the knowledge of how incident managers develop situation awareness, make decisions and plans, implement them, and review the incident as it evolves. Another contribution is the comprehensive framework of decision making developed from these findings.

Abstract

Purpose

With the ongoing digitalization of the construction industry (CI), situational awareness (SA) is becoming increasingly important in construction management. The purpose of this article is to identify the requirements of SA system development in the CI and to provide recommendations for the future development of SA systems.

Design/methodology/approach

In this exploratory multi-case research study, a literature review and five Finnish cases were used to gather the evidence on how system developers have planned SA systems and what motives and objectives were behind their development efforts. An analysis of the cases, along with a review of SA models and concepts from other sectors, was used to identify requirements and deficiencies of the SA systems developed by CI actors.

Findings

This study reveals deficiencies in the recent SA systems. The systems seemed to be based on traditional project models, in which the role of the individual as the creator and interpreter of an SA system is still significant. Major requirements and future development of the systems are related to better SA levels of perception and projection and data quality.

Research limitations/implications

This study contributes to an understudied area of SA in the construction context and provides new insights into how construction companies develop their SA systems. The main study limitations are its geographically limited case selection and the limited generalizability of the results.

Practical implications

The research (1) shows what requirements and systemic weaknesses SA developers in the CI must consider in future development work and (2) shows developers the requirements to obtain holistic SA.

Originality/value

The study provides insights into the content of newly developed SA models and integrates developers' requirements into the SA theory.

Military operations today more than ever are carried out by large coalitions, usually distributed between several organisations and often separated by substantial temporal and spatial scales. To facilitate such military operations, network‐centric warfare is often cited as the panacea of command and control, possessing the characteristics of elevated speed of command, high levels of self‐synchronisation and shared situational awareness. A nation's ability to respond to infectious diseases resulting from an act of bioterrorism or naturally occurring pathogens depends on a framework that supports operations by a large number of distributed organisations facing inherent temporal and spatial challenges. The effects of infectious diseases, whether intentionally inflicted or naturally occurring, can threaten a nation's security. Syndromic surveillance is a detection methodology that encompasses systematic collection, analysis, interpretation and application of real‐time indicators for disease and outbreaks. This paper introduces the NCW paradigm and highlights the inherent characteristics that would facilitate syndromic surveillance in support of an expedient public health response in the event of a bioterrorist attack.

Abstract

Purpose

Facial recognition payment is an emerging mobile payment method that uses human biometrics for personal identification. The purpose of this study is to examine how users' salient beliefs regarding the technology–organization–environment–individual (TOE–I) dimensions affect their attitudes and how attitudes subsequently influence the intention to use facial recognition payment in offline contactless services.

Design/methodology/approach

This study comprehensively investigates customers' decision-making psychological mechanism of using facial recognition payment by integrating the belief–attitude–intention (B–A–I) model and the extended TOE–I framework. Data from 420 valid samples were collected through an online survey and analyzed using partial least squares structural equation modeling.

Findings

Research results indicate that convenience and perceived herd exert positive effects on trust and satisfaction. Meanwhile, familiarity has a significantly positive effect only on trust but not on satisfaction. In contrast, perceived privacy risk exhibits a negative effect on both trust and satisfaction. Trust and satisfaction positively influence the intention to use facial recognition payment. Unexpectedly, self-awareness negatively moderates the effect of satisfaction on intention to use, but its effect on the relationship between trust and intention to use is non-significant.

Originality/value

To the best of the authors’ knowledge, this study is one of the early studies that explicate customers' psychological mechanism in facial recognition payment in offline contactless services through an understanding of the B–A–I causal linkages with the identification of users' perceptions from a comprehensive context-specific perspective. This study enriches the literature on facial recognition payment and explores the moderating role of self-awareness in the relationship between users' attitudes and intention to use, thereby revealing a complex psychological process in the usage of offline facial recognition payment systems.

Abstract

Purpose

The construction industry, being one of the main activities in the ever-demanding need for technology developments, sometimes falls short of other industries in terms of implementation. The adoption of Big Data (BD) in industries such as health and retail has had positive impacts in aspects such as decision-making processes and forecasting trends that allow planning some future business movements. Hence, the question of whether these results can be imitated in the construction industry. Therefore, this paper aims to address the level of awareness identified as a first step towards implementation of the BD concept within the construction industry in the Dominican Republic (DR).

Design/methodology/approach

As little to no information exist on the subject; the selected approach to perform this research was qualitative methodology; 21 semi-structured interviews were studied using situational awareness. Four levels of awareness were developed based on the Endsley’s Situation Awareness model.

Findings

The results showed that nearly 95% of the interviewees had either no knowledge or very basic awareness of the BD requirements or intermediate awareness, but only 5% had applied BD concepts in the construction industry.

Originality/value

This study shows the gaps that exist in the understanding and implementation of BD concepts in the DR construction industry. This paper establishes the need to develop continuous professional development programmes for construction professionals and a need to update curriculum in construction-related education.

Abstract

Fundamental to disaster readiness planning is developing training strategies to compensate for the limited opportunities available for acquiring actual disaster response experience. With regard to communication, decision making and integrated emergency management response, the need to develop mental models capable of reconciling knowledge of multiple goals with the collective expertise of those responding represents a significant challenge for training. This paper explores the utility of the assessment centre as a developmental resource capable of achieving this goal. In addition to providing multiple, expertly evaluated simulations to facilitate the development and practice of specific skills, the ability of assessment centre methodology to promote tacit knowledge and self‐efficacy renders it an appropriate vehicle for developing the mental models that underpin the core disaster management competencies of situational awareness and naturalistic and team decision making.

Abstract

Purpose

Manufacturing companies increasingly have to deal with uncertainty and complexity without being sufficiently prepared for it. High-reliability organizations (HROs) successfully deal with dynamic and unknown situations. The authors ask the question whether learning concepts of HROs can be a role model for manufacturing companies and if their learning principles can be successfully applied there. The paper aims to discuss these issues.

Design/methodology/approach

The authors’ research is based on high-reliability theory and former qualitative empirical studies on learning and development of mission-based HRO. The authors compare their learning practice with learning and development demands of the own empirical cases studies of three manufacturing firms.

Findings

Learning concepts in the manufacturing firms are disconnected from their practical demands. In HRO in contrast, learning and development follows a distinct choreography, with a focus on collective reflection. Manufacturing firms can learn from HROs about learning principles especially with respect to collective reflection-on-action in order to develop situational awareness. However, the HROs’ learning should not be seen as a strict role model as their work organization differs significantly from that of manufacturing firms.

Research limitations/implications

The research is based on in-depth case analyses (e.g. interviews and observation). The outcomes are case specific and focus on manufacturing firms. Hence, only patterns or principles can be generalized. To gain a more complete picture, the authors suggest further case analyses in different industries.

Practical implications

Manufacturing firms can benefit from learning principles of HROs, like combining formal and informal learning and collective reflection on practice.

Originality/value

The paper connects previous research on HRO with original empirical research on manufacturing firms. Through the matching of data, the authors contribute to the discussion on whether the concept of HROs can be seen as a role model for learning and development in manufacturing firms.
