Abstract

Purpose

This study aims to determine if the quality of national institutions and banking development condition the maturity of debt depending on the horizon of short or long term.

Design/methodology/approach

Analysis is performed on a sample of 116 nonfinancial companies from Peru and Brazil. The measures of quality of national institutions and banking development were obtained from World Bank data and included factorial analysis for dynamic considerations.

Findings

The findings, through the treatment of pointed indicators, the factor analysis and the subsequent estimation of a dynamic econometric model, called GMM-SYS, show that institutional quality fosters the maturity of long-term debt and banking development boots short-term financial relations.

Research limitations/implications

Evaluating different measures of the quality of national institutions and banking development is necessary to demonstrate the robustness of the results beyond the sample evaluated in Latin America.

Practical implications

The research allows to understand the interaction between national institutions and system banking through debt maturity, and this is useful for establishing common target between both groups.

Social implications

It is important for corporate finance to understand the mechanisms of the interaction between national institutions and system banking, because this affects internal decisions of firms regarding financial implications.

Originality/value

The treatment of measures of national institutions and banking development include dynamic considerations, and the application of this study in Latin America provides new findings regarding these kind of indexes and their interaction with firms´ features such as debt maturity.

Purpose

In developing countries, women microentrepreneurs are characterized as being informal, creating a challenge for the sustainability of their businesses. The purpose of this study is to analyze different businesses that adopt this form of operation arguing that formality is unnecessary because they are legitimate businesses (institutional reason). In addition, the role of gender in business management was incorporated, and the consistency of the results was validated in the context of COVID-19.

Design/methodology/approach

This study used data from the National Household Survey of Peru for the development of a compared analysis between the period 2018–2019 (pre-COVID-19), made up of a sample of 14,077 observations, and the period 2020–2021 (COVID-19), with 7,922 observations. The unit of analysis was the informal microenterprise with more than three years of operation, and the data was analyzed using a logistic model.

Findings

The probability of adopting informality for institutional reasons is more significant in the case of women in contrast to the men when it is a business belonging to the commerce sector and operating in a dwelling with basic services, while this probability decreases if the firm does not have a fixed location. These results are consistent in pre-COVID-19 and COVID-19 periods.

Originality/value

The purpose of this research was to contribute to closing gaps in the generation of evidence that helps to understand the behavior of informal microentrepreneurs in developing countries, allowing a better approach to this problem for the design and implementation of suitable public policies. All this will contribute to the accomplishment of the Sustainable Development Goals.

En países en desarrollo, las mujeres microempresarias se caracterizan por ser informales generando un desafío para la sostenibilidad de sus negocios. La presente investigación analizó diferentes negocios que adoptan esta forma de operación con el argumento de que la formalidad no es necesaria porque son negocios legítimos (motivo institucional); además, se incorporó el rol del género en la gestión del negocio, y se validó la consistencia de los resultados en un contexto de COVID-19.

Diseño/metodología/enfoque

Se utilizaron datos de la Encuesta Nacional de Hogares de Perú para el desarrollo de un análisis comparado entre el período 2018–2019 (pre-COVID-19), compuesto por una muestra de 14.077 observaciones, y el período 2020–2021 (COVID-19), con 7.922 observaciones. La unidad de análisis es la microempresa informal con más de tres años de operación y los datos son analizados mediante un modelo logístico.

Hallazgos

Resulta mayor la probabilidad de adoptar la informalidad por motivos institucionales en el caso de las propietarias en contraste con los propietarios, cuando se trata de un negocio perteneciente al sector comercio y que funciona en una vivienda con servicios básicos, mientras que disminuye esta probabilidad si el negocio no posee un local fijo. Estos resultados son consistentes en tiempos de pre-COVID-19 y COVID-19.

Originalidad/valor

La investigación tiene por fin contribuir al cierre de brechas en la generación de evidencia que ayude a comprender el comportamiento de las mujeres microempresarias informales en países en desarrollo, permitiendo una mayor aproximación a esta problemática para el diseño e implementación de políticas públicas adecuadas. Todo esto contribuirá con los Objetivos de Desarrollo Sostenible.

Nos países em desenvolvimento, as mulheres microempreendedoras caracterizam-se por serem informais, criando um desafio para a sustentabilidade dos seus negócios. A presente investigação analisou diferentes negócios que adotam essa forma de operação com o argumento de que a formalidade não é necessária por serem negócios legítimos (razão institucional); além disso, foi incorporado o papel do gênero na gestão empresarial e se validou a consistência dos resultados num contexto de COVID-19.

Desenho/metodologia/abordagem

Se utilizaram dados da Pesquisa Nacional de Domicílios do Peru para desenvolver uma análise comparativa entre o período 2018–2019 (pré-COVID-19), composto por uma amostra de 14.077 observações, e o período 2020–2021 (COVID-19), com 7.922 observações. A unidade de análise é a microempresa informal com mais de três anos de operação e os dados são analisados através de um modelo logístico.

Descobertas

Resulta maior a probabilidade de adoção da informalidade por motivos institucionais no caso das proprietárias em contraste com os proprietários, quando se trata de um negócio pertencente ao setor do comércio e que funciona numa casa com serviços básicos, enquanto esta probabilidade diminui se o negócio não tem local fixo. Estes resultados são consistentes em tempos pré-COVID-19 e COVID-19.

Originalidade/valor

A pesquisa tem como objetivo contribuir no fechamento de brechas na geração de evidências que ajude a compreender o comportamento dos microempreendedores informais nos países em desenvolvimento, permitindo uma melhor abordagem desta problemática para o desenho e implementação de políticas públicas adequadas. Tudo isto contribuirá para o cumprimento dos Objetivos de Desenvolvimento Sustentável.

Abstract

Purpose

The authors propose a conceptual model that explains how interorganizational relations in public-private IT outsourcing (ITO) may enhance public value in public administrations through process improvement.

Design/methodology/approach

The research design is based on the development of a theoretical framework based on the integration of transaction cost theory (TCT) and the resource-based view (RBV), and empirical interview data from IT managers in state and local governments in Mexico.

Findings

First, public-private ITO does produce specific process improvements in Mexico's public administration given its specific institutional context. Second, public value depends on the alignment between the characteristics of IT project activities and the attributes of outsourcing as a mode of governance. Third, process improvements moderate this relation. Fourth, relevant process improvements are identified on an empirical basis, showing the importance of institutional conditions in the determination of public value through interorganizational relationships in the public sector.

Practical implications

The authors suggest new roles for public managers as orchestrators of interorganizational relations, and specify the orientation relevant process improvements could take in a specific institutional context.

Originality/value

Through this study, it is possible to gain both theoretical and practical understanding of process improvements in public administrations to enhance public value.

Abstract

Purpose

Collaborations between public administrations and private sector represent a specific challenge to manage contractual and organizational relationships among partners with different goals, working cultures, norms, rules and processes. Therefore, the main research question of this paper is: What are the antecedents of effective collaboration in public-private IT outsourcing relations? Thus, the purpose of this paper is to identify the determinants of collaborative interface characteristics as scaffolding structures to manage public-private IT outsourcing relations effectively.

Design/methodology/approach

Two cases of public-private IT outsourcing relationships in Mexico were used to compare and contrast the main antecedents of collaborative interface characteristics. Case selection was based on the success in each case, as perceived by the collaborating members involved. A successful case and a less successful case of application development for the provision of public services from two state administrations in Mexico were chosen. Data gathering took place via face-to-face interviews.

Findings

The quality of the organizational interface depends on the interactions between exchange of knowledge and mutual trust, along with the commitment between partners. Trust, commitment and knowledge sharing interacted to enhance interface characteristics that have an impact on public and political values.

Research limitations/implications

This paper used and extended an outsourcing technology enactment model to emphasize the quality of organizational interfaces as a main antecedent for the success of public-private IT outsourcing relations.

Practical implications

Effectively designing work practices and contracts implies the development of flexible contracts, objects and routines to adjust project requirements to fulfill better public-private goals. Such flexible contracts and practices are only possible in a trusting environment where participants shape their mutual understanding of the project.

Originality/value

The paper contributes to the literature on public-private IT outsourcing relationships by offering a theoretical framework on key antecedents and processes of success of these relationships.

Abstract

Purpose

The purpose of this article is to propose a theoretical model explaining information technology outsourcing performance in the public sector as well as a set of empirically testable propositions to improve the understanding of key determinants of success.

Design/methodology/approach

Based on Fountain ' s technology enactment framework, the authors integrated inter-organizational factors, such as trust, knowledge sharing, and quality of outsourcing interfaces, in the model and added organizational culture alignment between service providers and public administration to enhance Fountain ' s original framework.

Findings

The authors proposed 17 empirically testable propositions to establish the relationships between key variables in IT outsourcing projects in the public sector.

Research limitations/implications

The proposed model provides guidance for future research aimed at advancing knowledge of IT outsourcing.

Originality/value

The contribution lies in the development of specific variables, such as trust, knowledge, and organizational culture, which are related to building an outsourcing relationship and are used as determinants of the quality of organizational interfaces between public bureaucracies and IT outsourcing providers.

Abstract

Purpose

In this paper, we propose further development of the generalized methodology for analogue circuit optimization. This methodology is based on optimal control theory. This approach generates many different circuit optimization strategies. We lead the problem of minimizing the CPU time needed for circuit optimization to the classical problem of minimizing a functional in optimal control theory.

Design/methodology/approach

The process of analogue circuit optimization is defined mathematically as a controllable dynamical system. In this context, we can formulate the problem of minimizing the CPU time as the minimization problem of a transitional process of a dynamical system. To analyse the properties of such a system, we propose to use the concept of the Lyapunov function of a dynamical system. This function allows us to analyse the stability of the optimization trajectories and to predict the CPU time for circuit optimization by analysing the characteristics of the initial part of the process.

Findings

We present numerical results that show that we can compare the CPU time for different circuit optimization strategies by analysing the behaviour of a special function. We establish that, for any optimization strategy, there is a correlation between the behaviour of this function and the CPU time that corresponds to that strategy.

Originality/value

The analysis shows that Lyapunov function of optimization process and its time derivative can be informative sources for searching a strategy, which has minimal processor time expense. This permits to predict the best optimization strategy by analyzing only initial part of the optimization process.

Purpose

In recent years, the emergence of Industry 4.0 technologies as a way of increasing productivity has attracted the attention of the manufacturing industry. This study aims to investigate the relationship between Industry 4.0 technologies and lean tools (LTs) by measuring how the internalisation of LTs influences the adoption of Industry 4.0 technologies and how the synergy between them helps improve productivity in European manufacturing firms.

Design/methodology/approach

Results from 1,298 responses were used to analyse linear regression and study the correlation between the use of LTs and Industry 4.0 technologies.

Findings

Results show that the companies analysed tend to implement more Industry 4.0 technologies when their level of lean internalisation is high.

Originality/value

This study provides useful information for managers of manufacturing firms by showing the correlation between LT internalisation and Industry 4.0 technologies, corroborating that optimal implementation of these technologies is preceded by a high level of LT internalisation. Furthermore, although there are studies showing the relationship between LTs and Industry 4.0 technologies, none consider the intensity of their implementation.

Abstract

Purpose

The purpose of this article is to show the importance of joint actions and institutions for collaboration (IFCs) in the development and performance of information technology (IT) business clusters in the context of Mexico.

Design/methodology/approach

A review of the literature suggests the types of linkages that the clusters must develop to be successful in the context of emerging countries. Two IT clusters in the region of Puebla and Jalisco are compared to highlight the factors that differentiate successful and less successful clusters in this type of environment.

Findings

The presence of an IFC, such as the Jalisco Institute of Information Technology in Jalisco, is a determinant factor of the performance of the IT cluster there, contrary to Puebla. A model of dynamic interactions in clusters is proposed as a result of the analysis of the two cases.

Research limitations/implications

Our analysis included clusters from IT industry in Mexico. It needs to be extended to more clusters, more industries and other emerging countries settings for the sake of comparison and generalization.

Practical implications

In the context of the relative scarcity of formal institutions in emerging country settings, the purposive collaboration of both private and public sectors in IFCs is necessary to ensure a long-standing development and performance of business clusters.

Originality/value

In this article, we show the specific role of institutional arrangements in cluster development and performance in emerging countries, which has seldom been investigated both theoretically and empirically.

Abstract

This issue includes five of the best papers, from six different countries, presented in the Cladea Assembly of 2015. This introduction summarises the papers and presents an analysis of Latin American publications on management, and of the advantages and conditions for international collaboration. The first article looks at the positive impact of the decentralization of decision-making processes and the formalisation of work in the innovation of small and medium enterprises. The second studies the fear of failure in work and its relationship to demographic variables. The third analyses the impact of the domestic violence suffered by workers on customer services in Puerto Rican companies. The fourth discusses the relationship between teleworking and the work-family conflict, and finally, the fifth is aimed at optimising the management of dependent demand inventory systems.

This issue includes five articles chosen among the best papers presented at the Cladea Assembly of 2015 organised by Universidad de Valparaíso (Chile). The articles were sent in from Brazil, Chile, Colombia, Costa Rica, Spain, and Puerto Rico, and were the best assessed in the fields of organisational behaviour, leadership and human capital management, entrepreneurships and SMEs, technology management and innovation, and operations management and value chains.

The selection process began with the evaluation of the works sent to the conference for each topic. The author wish to thank the organisers, those in charge of each topic, and all the evaluators that helped select the best works. In particular, we thank Sergio Olavarrieta, José Ernesto Amorós, Jorge Ayala, Silvio Borrero, Daniel Cabrera, Reinaldo Calvo, Consuelo García, Valeska Geldres, Jorge Gilbert, Olga Pizarro, José Antonio Robles, and Jorge Tarzijan. Authors interested in publishing their articles were asked to send in a revised version. These new versions were then subjected to a double blind evaluation, and subsequent revisions until reaching the current publication. This has been a collective process in which dozens of academics from all the Cladea schools and countries have taken part.

Resumen

Este número incluye cinco de los mejores trabajos presentados en la asamblea de Cladea 2015, provenientes de seis países. En la presente introducción se resumen y comentan los trabajos, se ofrece un análisis acerca de las publicaciones latinoamericanas sobre gerencia y de las ventajas y condiciones de la colaboración internacional. El primer artículo analiza el positivo impacto de la descentralización de las decisiones y la formalización del trabajo en la innovación de las PYMES. El segundo estudia el miedo al fracaso en el trabajo y su relación con variables demográficas. El tercero analiza el impacto en el servicio al cliente de la violencia doméstica experimentada por trabajadoras en empresas de Puerto Rico. El cuarto estudia la relación entre el trabajo a distancia en el hogar (teletrabajo) y el conflicto familia-empresa. El quinto se orienta a optimizar el manejo de inventarios en sistemas con demanda dependiente.

En este número publicamos cinco artículos escogidos entre las mejores ponencias presentados en la Asamblea de CLADEA 2015 organizada por la Universidad de Valparaíso (Chile). Los artículos provienen de Brasil, Chile, Colombia, Costa Rica, España y Puerto Rico, y fueron los mejor evaluados en los temas de comportamiento organizacional, liderazgo y gestión del capital humano, emprendimientos y PYMES (pequeña y mediana empresa), gestión tecnológica e innovación, y gestión de operaciones y cadena de valor.

El proceso de selección se inició por las evaluaciones que se hicieron en cada tema para aceptar los trabajos enviados a la asamblea. Debemos agradecer a los organizadores, a los encargados de cada tema y a todos los evaluadores que permitieron tener una selección de los mejores trabajos, en especial a Sergio Olavarrieta, José Ernesto Amorós, Jorge Ayala, Silvio Borrero, Daniel Cabrera, Reinaldo Calvo, Consuelo García, Valeska Geldres, Jorge Gilbert, Olga Pizarro, José Antonio Robles, y Jorge Tarzijan. Posteriormente desde esta revista procedimos a solicitar versiones revisadas a los autores que estuvieran interesados en publicarlos, versiones sometidas a evaluación doble ciego, que llevaron a posteriores revisiones hasta la publicación actual. Ha sido un proceso colectivo donde participaron docenas académicos de todas las escuelas y países de Cladea.

Abstract

Purpose

This paper aims to identify the kind of internal climate leaders should offer health-care professionals to promote a patient safety culture in public hospitals managed by social health organizations in Brazil.

Design/methodology/approach

Two surveys were applied to health-care professionals working at three Brazilian public hospitals. The internal climate survey reached 1,013 respondents, and the patient safety culture survey reached 1,302 participants. Both factor and regression analyses were used to analyze the study model and determine how internal climate influences patient safety culture.

Findings

Results indicate that to promote a patient safety culture among health-care professionals, leaders should generate an internal climate based on trust to foster pride in working in the hospital. Possibly, the trust dimension is the most important one and must be developed to achieve job satisfaction and provide better services to patients.

Research limitations/implications

All the hospitals studied were managed by the same Organização Social de Saúde. Due to the limited responses concerning the respondents’ profiles, demographic variables were not analyzed.

Practical implications

This research reveals that the trust and pride dimensions can most strongly influence a positive patient safety culture, helping hospital leaders face this huge managerial challenge of consistently delivering high standards of patient safety.

Originality/value

This research studies the promotion of a patient safety culture in public hospitals managed by social health organizations, characterized by greater flexibility and autonomy in health-care management and by a greater need for accountability.
