Abstract

Purpose

This study aims to investigate resistance behaviour among academics in an Indonesian institution of higher education. The context was institutional policy change on international peer-review publication, and the objective was to associate resultant resistance behaviour with personality, trust in management, social influence and intrinsic reward.

Design/methodology/approach

The study used a cross-sectional design and surveyed 150 junior, mid-career and senior academics at the University of Brawijaya, Indonesia. Resistance behaviour was measured using Oreg's resistance behaviour instrument. Data were analysed using partial least squares structural equation modelling.

Findings

Dispositional resistance to change was the strongest factor in resistance behaviour among academics following the adoption of a new policy concerning international peer-reviewed publication, while intrinsic reward was the factor that most consistently contributed to all aspects of resistance. Trust in management and social influence within the academic organisation were related to resistance behaviour among academics to publishing in peer-reviewed journals.

Originality/value

This study proposes a multi-dimensional measure of attitude to investigate resistance behaviour in an academic organisation. This measure meets the challenges inherent in mapping invisible resistance behaviour in the context of an institution of higher education. The multivariate analyses that we used enabled us to compare and to test individual factors of resistance (i.e. dispositional resistance to change) and organisational factors of resistance (i.e. trust in management, social influence and intrinsic reward) simultaneously. This study is also the first investigation of academic resistance to policy change intended to improve research culture concerning peer-reviewed publications in Indonesia; the Indonesian case is interesting in the international literature on developing research culture as the country's educational system is still developing and is less likely to provide a positive research culture than institutions in countries with more established systems of higher education.

Abstract

Purpose

This study aims to formulate the implementation model of Ship and Port Facility Security Policy based on ISPS Code in PT Pelindo II (Cirebon Branch).

Design/methodology/approach

The location of the study was the port area of PT Pelindo II (Cirebon Branch). It was because the controlling policy became the duties and responsibilities of each region in which it was the responsibility of PT Pelindo II (Cirebon Branch). However, because of the problem of controlling, it became a common responsibility that could be divided into other institutions such as Navy, Police, Kodim, Satpol PP and leadership apparatus ranging from local to central authorities. Data collection in this study was done by some methods, namely: interview and direct observation. This was done to provide a real and detailed picture of the implementation of Ship and Port Facility Security that is based on ISPS Code to discipline gerandong in PT Pelindo II (Cirebon Branch). The researcher conducted the data collection activity by compiling the document on the field.

Findings

Ship and Port Facility Security Policy of ISPS Code throughout Indonesia, including PT Pelindo II (Cirebon Branch), has been enacted by Ministry of Transportation since 2004 by the Decree of Minister of Transportation Number 33/2003 on the application of Amendment of SOLAS 1974 on the Ship and Port Facility Security in Indonesian territory (ISPS Code) in top-down way for good port governance that is free from any safety, health and security threats, especially gerandong because of which the implementation of ISPS Code is not working properly. The Ship and Port Facility Security Policy that is based on ISPS Code is a mandate of UN convention and the mandate of the law and order of the Minister of Transportation to conduct the port security, especially in securing the ship and port facility based on ISPS Code so that Cirebon Branch will be a world-class port. The implementation process of ship and port facility security that is based on ISPS Code in PT Pelindo II (Cirebon Branch) does not run optimally, especially in disciplining gerandong because of the lack of the socialization that was done to the target community groups and related makeshift.

Originality/value

From the results of analysis of several journals that became a reference for this study, there are at least three problems that need special attention, namely, general implementation problems (especially in developing countries), implementations that do not work because of leadership and implementation that cannot run if there is no benchmarking. The researcher is interested in analyzing the problem that has lasted almost for 10 years and has never been resolved until now. Many of the problems behind the phenomenon of gerandong occurred because of the interaction of government (civil society), civil society, Community Empowerment Institutions (LSM), Market (PT Pelindo) and certain community groups as well as the involvement of the apparatus. The most important of all that has been explained above is that in accordance with the feasibility of study (FS), the environmental impacts of the Development Main Plan (RIP) of Cirebon Port and its social impact analysis on the community has not been discussed. Therefore, the FS is expected to be complete and to become plenary and be more feasible to be accepted with this gerandong study.

Abstract

Purpose

The purpose of this paper is to analyze and examine the influence of the role of the central government, the role of local government, community participation, governance on the success of post-COVID-19 food security policies.

Design/methodology/approach

This study conducted a quantification study related to phenomena related to the success of post-COVID-19 food security policies. The data used are primary data with a research instrument in the form of a questionnaire. Data analysis using the measurement model Structural Equation Model (SEM). The population in this study was all people in the city of Bandung, Indonesia.

Findings

The role of the Central Government (X1), the role of the Local Government (X2) and Public Participation (X3) is very important for improving Governance (Y1) and Food Defense Policy (Y2). Thus, the conditions of the role of the Central Government (X1), the role of the Local Government (X2) and Public Participation (X3) must always be maintained. Efforts to maintain the role of the Central Government (X1) and the role of the Local Government (X2) can be done by paying attention to the organizing aspect. This indicator is known to have a very important influence in reflecting the role of the Central Government (X1) and the role of the Local Government (X2). On the other hand, efforts to increase Public Participation (X3) can be done by paying attention to the Psychological indicators (X31).

Originality/value

The government must take steps to prevent a food crisis. Apart from that, the government is also deemed necessary to map existing agricultural potentials, stabilize food prices, carry out consolidation related to agricultural land and also make regulations related to existing food problems. Apart from the role of the government, the public can also take part in maintaining food security to avoid a food crisis. Communities have the opportunity to build food sovereignty and self-sufficiency. During a pandemic like this, people tend to be more creative and can be creative to outsmart existing situations. This includes maintaining access to food. The community is expected to have the awareness to undertake at least independent planting to meet their own food needs.

Abstract

This study aims to see the importance of the father's role and the responsibility of ownership in three family companies in Indonesia. The family company's success cannot be separated from the father's role, responsible as the family company's owner. The study used a qualitative approach method. This study is based on interviews with three different family companies. Our findings present that those fathers who have prepared early and involve the second generation in the family business are more adaptable to business. An interesting finding is that it depends, however, on the interests of the next generation. For example, if the next generation prefers operations, this is not easy to reconcile with their father's desire to focus on marketing. In the twenty-first century, especially during the COVID-19 pandemic, entrepreneurship has changed. The family businessman's role is increasingly important amid market dynamics so that it affects globally.

Abstract

Purpose

There are various methods to assess the failure of a road construction project that does not meet quality and performance standards. This study aims to evaluate the factors affecting the quality management of road construction projects in Indonesia by identifying the critical challenges in implementing quality management processes and examining the countermeasures to address these problems.

Design/methodology/approach

In this research, the quality management processes in Indonesian road construction projects are evaluated using a mixed quantitative and qualitative approach. Quantitative data obtained from two rounds of Delphi questionnaire surveys as the primary data source, and focus group interviews as the qualitative data are used to achieve the aims of this study.

Findings

It is found that from as early as in the preconstruction stage of a project, the availability of quality standards and documentation is problematic when implementing quality management processes. The critical factor of the quality control activities of a project and the quality management roles and responsibilities of the stakeholders during road construction is the project team. This constraint deals with the interaction of the competency, commitment, and mutual cooperation among the main stakeholders to ensure that quality management processes are implemented. This implementation is a part of controlling the road pavement materials, supervising the project activities according to a specified standard, and reporting the project performance. The findings of this study add parameters relating to quality management and quality processes in a road construction project area.

Originality/value

This study is the first to evaluate the quality management processes in the construction of Indonesian road projects. The investigation identifies and evaluates the causes of the persistence of poor road quality. All revealed constraints are substantial factors that hinder the implementation of quality management processes when delivering quality road products. This study addresses the key influencing factors and scenarios related to quality management during road construction projects in Indonesia and other developing countries as practical examples and provides case-based insights for construction practitioners and civil engineering academics in developed countries.

Abstract

Purpose

The purpose of this chapter is to give an interpretation to the limits of Indonesia’s forestry policy through the sustainable development approach analyzing the crossroads between economic development and environmental sustainability. There is an expansion and intensification of industrial plantations such as palm oil, as part of the economic development strategy, which must coexist with ongoing efforts of conservation of forest resources in the pursuit of environmental sustainability, including policies such as the Forest Moratorium.

Design/methodolgy/approach

The study explores the influence of the economic development of the palm oil industry in the environmental sustainability of the Forest Moratorium during the period 2011–2014. A case study on the Forest Moratorium is presented analyzing the operativeness of sustainable development principles in the discourse and concrete actions of this specific policy.

Findings

The study evidences that there is a basic problem in Indonesia’s forestry policy and the sustainable development approach, not only because of its inherent contradictions, but also due to the flaws in its interpretation and implementation. It is necessary to rethink the sustainable development, its scopes and limitations, taking into consideration its hybridity, dynamism, and constant transformation. It is also necessary to consider the feasibility of a paradigm shift or a search for sustainable solutions based on other parameters. One way of doing it should include a more participatory approach with a joint work by the government, local communities, nongovernmental organizations, the private sector, and academia.

Research limitations/implications

First, as this is a case study the findings are not generalizable; and second, the social dimension of sustainable development is not incorporated in its entirety, as this study focuses mainly on the economic and environmental dimensions.

Practical implications

The findings contribute to the discussion in the theoretical and public policy fields, on the crossroads between economic development and environmental sustainability in the international agenda for sustainable development.

Originality/value

The study allows capturing the discussion in a concrete case and learning from the experience of Indonesia, its institutional failures, and the causes of its environmental problems.

Abstract

Purpose

This study aims to examine the effect of managerial ability on real earnings management (hereafter REM) in family firms.

Design/methodology/approach

The sample consists of 864 firms-years listed in the Indonesian Stock Exchange. REM is measured by abnormal activities. Managerial ability is measured by data envelopment analysis. Data analysis uses random-effect regression analysis.

Findings

Family firms reduce the possibility of higher ability managers to engage in REM. Compare to non-family firms, higher ability managers in family firms are more likely to engage in REM to improve future earnings.

Research limitations/implications

This research only uses efficiency score data envelopment analysis to measure managerial ability while the managerial ability is, by nature, multi-dimensional and unobservable. This research also does not find the role of professional Chief Executive Officer (hereafter CEO) in the family firms in REM behavior because does not consider the professional CEO motivation (e.g. compensation structure).

Practical implications

This research is expected to help family firms formulate managers' selection based on managerial ability. This research also is expected to help investors and creditors to put their funds in the family firms with higher ability managers that reduce earnings information distortion.

Originality/value

To the best of the author’s knowledge, this research is the first research that examines the managerial ability on REM in Indonesian family firms. This research also contributes to fil the findings gap in managerial ability and REM.

Abstract

Purpose

The purpose of this paper, which is based on the author’s study, is to explore the potential use of behavioral analysis in predicting corruption among public officials in Indonesia as part of the corruption prevention measures.

Design/methodology/approach

This study examines major corruption cases in Indonesia in the past three years through reports from various institutions regarding fraud-related issues to gain a better understanding of corrupt leaders in Indonesia and how to predict their occurrence by means of observing and analyzing visible behavioral red flags.

Findings

The author establishes that in addition to the financial perspective, corruption can be detected and thus prevented by means of behavioral observation and analysis. The discussions in this paper suggest that bad leadership is a major cause of corruption in the Indonesian Government. However, a main reason corrupt leaders are elected into office is because the people failed to recognize them in the first place and accidentally voted for them. Among the signs of bad leadership visible enough for the people to see is the so-called “narcissism” which has four core dimensions: authority, self-admiration, superiority and entitlement. The four core dimensions are often visible in leader candidates in Indonesia which should have been early warning signs of bad leadership which may lead into, among others, corruption. Furthermore, the need for excessive compensation, exposure and power has been a common trait in many corruption offenders in Indonesia and each can be associated with the four core dimensions of narcissism. It is because of such a need that pressure/motivation to commit fraud among Indonesian public officials occurred. Society’s awareness of the signs of narcissism will help them decide who will become their future leaders and diminish the risk of corruption in the country.

Research limitations/implications

This study is self-funded. Therefore, due to the limited resources available, the discussions and analysis on visible behavioral red flags of corruption in this study are built upon secondary data from agencies such as the Corruption Eradication Commission (KPK), the Constitutional Court (MK), the Supreme Audit Board (BPK) and the election Supervisory Committee (Bawaslu). For future studies, primary data from the public regarding their opinions toward the past, present and future leadership in Indonesia will offer a more accurate view into visible behavioral red flags of corruption.

Practical implications

This paper contributes to the development of corruption prevention strategy in Indonesia by empowering the society to monitor potentially corrupt leaders so as to prevent them from controlling the country.

Originality/value

This paper demonstrates how the seemingly small and insignificant behavioral clues may become effective tools to predict and prevent the occurrence of corruption in the future.

Abstract

Purpose – This research aims to know the condition of small and medium enterprises, after guidance by the Department of Industry Trade and Cooperatives of Ponorogo. This is done as an attempt to increase the efficiency and effectiveness of the coaching that has been done.

Findings – From the research, it is known that there are three types of trainings starting from 2010 up to 2013. However, these data are not supported by its business as well as the company name. Samples of 50 participants varying in duration and the type of training were assessed. About 52% (26 SME) participants had a business, 24% did not, and the remaining 24% could not be located. While owning a business, they do not have the financial data in writing. This indicates that SMEs do not have the basic financial statements, which can be used to evaluate its financial management.

Research Limitations/Implications – Of the 26 who already have a business, 10 were in the traditional food industry (chicken satay, Dodol, ground coffee, and sugar), whereas 7 were in industrial baking and pastry and 9 in craft Industry consisting of batik, reog, and leather crafts. this research limitation hasn't mapped the existing SMEs in Ponorogo district who have not attend the training and who have attended the training.

Practical Implications – This results of this study have practical implications in Capitalized readily in abundance; jelly-making training organized by Department of Industry, Trade and Cooperatives resulted in the increase in value-added products. This success is supported by the awareness of the leader villages. However, the development effort still needs assistance for the need for promotion as well as the establishment of a marketing network. Besides strengthening the supply system, also needed is the maintenance of the existence of this business, which means that is expected to increase the economy.

Originality/Value – This is the first research that identifies the sari cincau ngrayun industry in Ponorogo city.
