Abstract

The purpose of this chapter is to share the findings of a qualitative case study focusing on international sustainability guidelines’ ‘fit’ at a mega South African state-owned enterprise (SOE). The case study set out to determine if international guidelines developed in the West fit when the home country of the company is in the global South. The case study drew on document analysis and 23 serial interviews with 12 formally employed sustainability champions and the analysis was conducted through applied thematic analysis (ATA) using the computer-aided qualitative data analysis software (CAQDAS) Atlas.ti. The case study was conducted at a South African SOE with over 60,000 employees and an average annual revenue of 50 billion Rand. The study found that there were several international sustainability guidelines in use at the SOE and that the guidelines in use were not only a good fit but were valuable to the sustainability champions and the company’s corporate sustainability governance structures. The research is limited in that it is not generalizable; however, it is transferrable to similar contexts.

The study recommends that companies ensure that they adopt guidelines that are appropriate for their organization, industry and the regions wherein they operate and that sustainability guidelines may be particularly useful in promoting corporate sustainability within the organization and establishing sustainability-related governance mechanisms which may be valuable for stakeholders as well. This research demonstrates that companies who engage in international trade are likely to benefit from international sustainability guidelines and reveals unique practices which the company proactively engages into ensure that the guidelines are effectively applied.

Abstract

The purpose of this chapter was to describe how the School of Education at Duquesne initiated a school-wide, redesign of its doctoral program in educational leadership through its participation in the Carnegie Project on the Education Doctorate (CPED) – an initiative begun by Lee Shulman in 2006. The focus of CPED is to encourage colleges and schools of education that offer doctoral degrees in leadership, curriculum and instruction, or a similar area to rethink the program in ways that would enhance the learning opportunities and experiences of practitioners in the program. The intent of CPED is to generate more practitioner-leaders who are action researchers prepared to transform pre-kindergarten to secondary learning environments. In the chapter, the author discusses how Duquesne has redesigned its program and the concomitant opportunities and challenges for leadership. She also discusses how the redesigned programs have informed Duquesne's preparation of transformative research practitioners in educational leadership. Finally, the author operationally defines “traveling leadership theory” and what this theoretical concept means in terms of her leadership.

Abstract

In this chapter we explore the nature of leadership in Mainland China in two studies using personality and personal values data of Mainland Chinese managers and executives. This perspective provides insight into the leadership prototypes that exist in Chinese culture and the behaviors that signal leadership to other members of the culture. In the first study, we compare the personality and values profiles of Mainland Chinese managers to those of managers in the United States, Germany, and Australia, representing some of China's largest economic trading partners. These comparisons suggest a distinctive leadership prototype for Mainland Chinese managers characterized by more cooperative behaviors, a high concern for managing one's own image and an emphasis on execution and task focus. Certain characteristics in the leadership prototypes were linked to the Chinese concepts of “face” and “guanxi.” The second study examined differences in leadership prototypes within Mainland China by comparing the profiles of Chinese managers working for multinational corporations (MNCs) with those working for State-Owned Enterprises (SOEs). The findings in this study revealed a pattern of SOE managers conforming more closely to the Mainland Chinese leadership prototype found in Study 1. The profile for MNC managers, where different, often differed in the direction of closer resemblance to more “Western” leadership profiles. The implications of the findings from each study and future research directions are discussed.

Abstract

The accelerating past globalisation had pressurised various types of enterprises, including state-owned enterprises (SOEs), to adopt appropriate decision-making approaches for their internationalisation strategies. The present book chapter illustrates the role that an entrepreneurial approach played in the decision-making process about the international expansion of an incumbent and large, SOE after its initial internationalisation. The case of a formerly state-owned telecommunication enterprise from Scandinavia will be explored that highlights aspects of entrepreneurial decision-making, internal organisational changes, and the influence of individual managers within the executive management team which influenced the process of internal decision-making. The empirical chapter makes important contributions to notably the practice of entrepreneurial decision-making for internationalisation; it unveils the complexities of internal decision-making processes, including the struggles between individual managers, and thereby provides a better understanding for management practitioners about decision-making for competitiveness and growth during the internationalisation of large, yet inexperienced enterprises.

Abstract

Purpose

This chapter aims to examine the introduction and development of the concept of corporate social responsibility (CSR) within a Chinese social, cultural, and political context. It mainly looks at the CSR movement in China in order to explain how the traditional values of Confucianism contributed to the development of CSR discourse which is similar to and differs from some other countries in North America and Europe.

Design/methodology/approach

The chapter is primarily theoretical in perspective. It also adopts a discourse approach, specifically Fairclough’s three-step approach by drawing upon a large state-owned corporate group’s website documents and interview data in order to create new meanings of Chinese CSR shaped by Confucian moral philosophy.

Findings

The chapter argues that development of Chinese CSR theory incorporates a revival of Confucian moral philosophy into modern Western business management philosophy. It demonstrates a hybrid model for CSR practices which combine aspects of both Confucian business ethics and Western CSR theory.

Research limitations/implications

The research results are valid for state-owned enterprises and may not be generalized to other types of Chinese businesses such as private-owned enterprises and small business enterprises. Further research is needed to develop comparisons.

Practical implications

The chapter suggests a people-oriented leadership style which emphasizes the importance of people in the organization and is proven to be successful in the improvement of employee well-being and organizational productivity.

Originality/value

The originality of introducing interview data offers a benchmark for the study of CSR discourse in Chinese context. The chapter also provides a guide for business managers to design the strategies based on their own countries’ cultural, political, social, and institutional framework.

Abstract

The chapter aims to analyse the influence of the board of directors on transparency and integrity in hybrid organisations like state-owned enterprises. The effect of several characteristics of directors on the board’s effectiveness was assessed. The empirical analysis was based on 60 Italian listed and non-listed state-owned enterprises. Each enterprise’s website was individually examined and coded to obtain two self-constructed indexes on transparency and integrity, and a regression model was created to test the hypotheses.

The ‘knowledge structure’ of interlocking directors and board compensation were found to be both positively related to the level of commitment among state-owned enterprises to transparency and integrity. Skill and gender diversity on the board had no significant impact. The analysis used data from a one-year period but dealt with hidden and complex phenomena like corruption. Future longitudinal studies and qualitative approaches would provide more comprehensive insights into the relationship between the board of directors, transparency and integrity over time.

Policymakers and all those involved in the appointment of directors to state-owned enterprises should be aware that some features of board members may affect the levels of organisational transparency and integrity. The chapter contributes to the literature on governance of state-owned enterprises, emphasising the board’s role and its effectiveness in sustaining transparency and integrity.

Abstract

This chapter sheds light on how the internationalization of state-owned enterprises (SOEs) is jointly influenced by the ownership involvement of the state and other relational investors and by the home country’s institutional setting. It integrates international business literature and insights from the theory of corporate governance into a varieties of capitalism framework. Taking a configurational perspective, the interdependencies that link the SOE internationalization to the joint effects of particular combinations of actors and institutions are analyzed. As a result, it is argued that only a few home country–SOE governance configurations favor the expansion of SOEs abroad: (i) a configuration in which the state is a dominant owner capable of aligning the interests of any other private shareholder and the government is embedded in a proactive institutional context, so as to effectively orchestrate the internationalization process, (ii) a configuration in which, assuming the home country institutions markedly deficient in supporting interventions, relational co-owners are involved in SOE ownership and governance and have commitment, influential power, and competencies to equip the company with an effective strategy and competitive advantages to be exploited abroad. In all other configurations, the international performance of SOEs is worse, being undermined by institutional contexts that favor an inward-looking approach of the state and government, and/or by principal–principal agency problems.

Abstract

Regardless of its relevance for economic development, the influence of strategic orientation by innovation orientation, and strategic marketing by marketing capability on firm performance, this interesting study focused on firms with strategic industries (defense and security) in Indonesia. It approached the gap in three ways. Initially, the examination was conducted on the role of innovation orientation, marketing capability, the interaction of innovation orientation and marketing capability on firm performance. The next step was considering the contribution of state-owned enterprise (SOE) and non-SOE. Finally, this relationship was studied in strategic industries of firms in Indonesia. The firm performance in this study, which we chose, was operational performance. The proposed conceptual model would be tested by distributing questionnaires to 41 firms in Indonesia. This study gave insight into the matters, which should be the companies’ focus, to improve their operations’ performance. By using PLS-based structural equation modeling (SEM) analysis, the results of the relationship between innovation orientation, marketing capability, and the interaction between innovation orientation and marketing capability on operational performance were identified. The findings could be clarified via the variations in the characteristics of enterprises (SOE and non-SOE). Moreover, there were clear variations in the findings, which were recognized among the firms’ relatively different characteristics. The main finding was a challenge to generalize the relationship from strategic orientation and strategic marketing to performance. The results of firm characteristics also had considerable managerial relevance. The authors recommend strategic industries (defense and security) in Indonesia in achieving operational performance excellence. Management’s importance is paying attention to the relationship between innovation orientation, marketing capability, and dynamic capability in running a company organization.

Abstract

Purpose – The objective of this paper is to examine how state-owned entities (SOEs) engage with the requirements of the corporate governance code in an African developing economy (Mauritius).

Approach – A content analysis of the annual reports of SOEs and National Audit Office (NAO) reports is undertaken. This is supplemented by semi-structured interviews with relevant directors and regulatory bodies.

Findings – We report a substantial non-implementation of the code and identify several impediments to the transposing of the corporate governance model to the state-owned entities. The salient issues relate to the inadequate definition of SOEs in the code, the different conceptualisations of ownership and accountability, the influence of political rivalries and the low level of financial accountability in SOEs. We also consider our findings in relation to the theoretical perspectives of ‘efficiency gains’ and ‘social legitimation’.

Originality/value – Very few studies have looked into the applicability of codes of corporate governance in SOEs. In spite of the prominence of SOEs in many African developing countries, empirical evidence on corporate governance implementation in such entities has been scant.

Recommendations/implications – The findings are of relevance to policy-makers and regulators who seek to rely on mainstream corporate governance principles and practices to enhance the accountability and transparency of SOEs. Key enabling conditions for corporate governance implementation involve a depoliticisation of board appointments and a redefinition of the accountability relationships between SOEs and their ultimate owner (i.e. elected representatives and taxpayers).
