Abstract

Purpose

The purpose of this study is to identify sustainability assessment indicators of road infrastructure projects by analyzing and synthesizing existing literature, considering that, despite being essential to achieving the sustainable development goals, sustainability performance in road infrastructure projects is a persistent challenge. Therefore, determining how sustainability can be assessed in these projects is crucial, necessitating a systematic review of the sustainability assessment indicators of road infrastructure projects.

Design/methodology/approach

Using PRISMA principles, 54 peer-reviewed papers from 2010 to 2022 were retrieved from three search databases (Scopus, Research for Life and Google Scholar) as part of a systematic literature review. Data analysis techniques included both descriptive and content analysis.

Findings

The study identified 22 indicators. The results emphasized that the sustainability of road infrastructure projects should consider all three sustainability dimensions to provide development while meeting human needs, preserving the planet Earth and enhancing economic growth. Similarly, indicators should be incorporated from the design phase to implement and attain sustainability successfully.

Practical implications

The outcome of this study will serve as a guide to road infrastructure stakeholders to understand the relevant sustainability indicators to assess the sustainability performance of their projects.

Originality/value

The study’s findings provide the sustainability assessment indicators for roads, which serve as a foundation for developing a sustainability assessment indicator framework for road infrastructure projects. Future research can look at establishing the indicators for the end-of-life phase of the project lifecycle.

Abstract

Purpose

Electrification is a promising solution for decarbonising the road freight transport system, but it is challenging to understand its impact on the system. The purpose of this research is to provide a system-level understanding of how electrification impacts the road freight transport system. The goal is to develop a model that illustrates the system and its dynamics, emphasising the importance of understanding these dynamics in order to comprehend the effects of electrification.

Design/methodology/approach

The main methodological contribution of the study is the combination of the multi-layer model with system dynamics methodology. A mixed methods approach is used, including group model building, impact analysis, and literature analysis.

Findings

The study presents a conceptual multi-layer dynamic model, illustrating the complex causal relationships between variables in the different layers and how electrification impacts the system. It distinguishes between direct and induced impacts, along with potential policy interventions. Moreover, two causal loop diagrams (CLDs) provide practical insights: one explores factors influencing electric truck attractiveness, and the other illustrates the trade-off between battery size and fast charging infrastructure for electric trucks.

Originality/value

The study provides stakeholders, particularly policymakers, with a system-level understanding of the different impacts of electrification and their ripple effects. This understanding is crucial for making strategic decisions and steering the transition towards a sustainable road freight transport system.

Abstract

Purpose

Sustainable economic growth in both developed and developing countries requires the restructuring and expansion of road transportation infrastructures (RTIs). However, RTIs are always subject to high costs and delays, especially in developing countries with fewer resources than developed ones. Cost overruns and inaccurate forecasts usually lead to project failures. In this regard, some governments in developing countries have adopted public–private partnerships (PPPs) to deliver RTI projects with very positive outcomes. However, academic research has not yet studied the most recurring barriers and associated solutions to adopting PPPs in RTIs particularly for developing countries. This paper aims to fill up this knowledge gap in the existing literature.

Design/methodology/approach

A Delphi survey method involving 103 experts in RTIs based in Iran was implemented. Results indicated that the most perceived barriers to applying PPPs in RTIs in developing countries are linked to political, legal and economic factors. Ten other experts also participated in semistructured interviews, which were thematically analyzed to provide practical effective solutions for overcoming those identified barriers.

Findings

The findings indicated that all the presented barriers achieved above-average scores and could be considered severe obstacles of applying PPPs in RTIs for developing countries. In terms of barriers and solutions reported, these seem to converge on three profound elements: political stability, legal framework and conjoint management.

Originality/value

To the best of the authors’ knowledge, this is the first-ever research study regarding the barriers to adopting PPPs in delivering RTI projects for developing countries. Practical recommendations for overcoming these perceived barriers and achieving better implementation of PPPs in RTIs for developing countries were advocated. This work has contributed to the extant PPP theory as the management of coproduction in delivering RTI projects.

Abstract

Purpose

This systematic literature review aims to investigate the application and integration of Industry 4.0 (I4.0) technologies in transportation infrastructure construction projects focusing on sustainability pillars.

Design/methodology/approach

The study employs a systematic literature review approach, combining qualitative review and quantitative analysis of 142 academic articles published between 2011 and March 2023.

Findings

The findings reveal the dominance of Building Information Modelling (BIM) as a central tool for sustainability assessment, while other technologies such as blockchain and autonomous robotics have received limited attention. The adoption of I4.0 technologies, including Internet of Things (IoT) sensors, Augmented Reality (AR), and Big Data, has been prevalent for data-driven analyses, while Unmanned Aerial Vehicle (UAVs) and 3D printing are mainly being integrated either with BIM or in synergy with Artificial Intelligence (AI). We pinpoint critical challenges including high adoption costs, technical barriers, lack of interoperability, and the absence of standardized sustainability benchmarks.

Originality/value

This research distinguishes itself by not only mapping the current integration of I4.0 technologies but also by advocating for standardization and a synergistic human-technology collaborative approach. It offers tailored strategic pathways for diverse types of transportation infrastructure and different project phases, aiming to significantly enhance operational efficiency and sustainability. The study sets a new agenda for leveraging cutting-edge technologies to meet ambitious future sustainability and efficiency goals, making a compelling case for rethinking how these technologies are applied in the construction sector.

Abstract

Purpose

Current solutions for monitoring the progress of pavement construction (such as collecting, processing and analysing data) are inefficient, labour-intensive, time-consuming, tedious and error-prone. In this study, an automated solution proposes sensors prototype mounted unmanned ground vehicle (UGV) for data collection, an LSTM classifier for road layer detection, the integrated algorithm for as-built progress calculation and web-based as-built reporting.

Design/methodology/approach

The crux of the proposed solution, the road layer detection model, is proposed to develop from the layer change detection model and rule-based reasoning. In the beginning, data were gathered using a UGV with a laser ToF (time-of-flight) distance sensor, accelerometer, gyroscope and GPS sensor in a controlled environment. The long short-term memory (LSTM) algorithm was utilised on acquired data to develop a classifier model for layer change detection, such as layer not changed, layer up and layer down.

Findings

In controlled environment experiments, the classification of road layer changes achieved 94.35% test accuracy with 14.05% loss. Subsequently, the proposed approach, including the layer detection model, as-built measurement algorithm and reporting, was successfully implemented with a real case study to test the robustness of the model and measure the as-built progress.

Research limitations/implications

The implementation of the proposed framework can allow continuous, real-time monitoring of road construction projects, eliminating the need for manual, time-consuming methods. This study will potentially help the construction industry in the real time decision-making process of construction progress monitoring and controlling action.

Originality/value

This first novel approach marks the first utilization of sensors mounted UGV for monitoring road construction progress, filling a crucial research gap in incremental and segment-wise construction monitoring and offering a solution that addresses challenges faced by Unmanned Aerial Vehicles (UAVs) and 3D reconstruction. Utilizing UGVs offers advantages like cost-effectiveness, safety and operational flexibility in no-fly zones.

Abstract

Purpose

Social needs of local community are highly essential in the context of public infrastructure and have an impact on their performance. This paper explores the local community subjectivity in interaction with primary stakeholders to deepen our understanding of social value and this category of misunderstood stakeholders.

Design/methodology/approach

The paper presents a partnership framework that aims to help stakeholders be reflexive and construct knowledge about social value of the infrastructure. The empirical material includes an extensive review of the public infrastructure documents published between 1981 and 2021 and 13 interviews with key members of local community.

Findings

The main contribution of this study is an integrated model to study the social value of an infrastructure and a dynamic approach to study how a local community engages and enacts social value. The dynamic approach highlights three plans of stakeholder’s subjectivity, which are relational, representational and operational plans to promote inclusive stakeholder’s management (“of” and “for”).

Originality/value

The study combines an analytical and a theoretical framework to investigate the enactment of social value.

Abstract

Purpose

The construction of smart cities holds the potential to drive digital innovation in the construction industry through various means, such as enhancing supply and demand. This study echoes the urgent need for the construction industry to overcome development challenges. Hence, it is necessary to study the extent and ways in which smart city policies promote digital innovation in the construction industry.

Design/methodology/approach

This study treats China’s smart city policies as quasi-natural experiments. Using a dataset of Chinese prefecture-level cities from 2007 to 2021 and a difference-in-differences model, the study scrutinizes the impact of smart city policies on digital innovation within the construction industry.

Findings

The study reveals a substantial positive influence of smart city policies on digital innovation in the construction industry. In addition, the study explains these results by analysing supply-side and demand-side mechanisms. Moreover, the effect of smart city pilot policies on promoting digital innovation within the construction industry displays noteworthy heterogeneity across cities at different regional and political levels.

Originality/value

By exploring the impact and mechanisms of smart city policies on digital innovation in the construction industry, this research contributes to a more comprehensive and profound comprehension of the role of policies in facilitating the digital transformation of the construction sector. It is a valuable reference for policymakers and industry practitioners aiming to advance digital development.

Purpose

Close inspection of some of the more intricate details of the two most recent planning efforts, the award-winning Amman Plan 2025 and the strategic master plan known as the Amman Development Corridor Study (ADC), particularly in their most direct area of overlap, that is, the Metropolitan Growth Strategy.

Design/methodology/approach

Study and interpretation of published documents relevant to the plans in question.

Findings

The study reveals that the emerging objectives of accommodating migrant capital within the context of state-wide neo-liberal restructuring, particularly at the city’s eastern and south-eastern edge, have yet to benefit from recent scholarship on productive suburbanization.

Research limitations/implications

Lack of data on Foreign Direct Investment in Amman.

Practical implications

The results have implications for the future urban growth scenario of Greater Amman.

Social implications

Informal (illegal) building on the fringes of the city continues unabated. It is encouraged by permissive planning practice, a long-standing aspect of local practice dating to the 1970s. The longer that planning action lags, particularly at the eastern fringes, the more intense will be the informal building, and the higher the prospects for social conflict.

Originality/value

There has been only one, rather uncritical, published research on the Amman Plan, but none so far discussing the ADC study and its proposals.

Abstract

Purpose

The paper studies types and mechanisms of vertical and horizontal multilevel institutional governance (IG) (multilevel governance [MLG]). The relation with exports is reviewed and quantified to attempt prioritizing institutional reforms fostering merchandise exports in Egypt.

Design/methodology/approach

The paper studies data (from 1996 till 2020) to estimate impact of IG on Egyptian merchandise exports using two autoregressive distributed lag (ARDL) models: to test the World Governance Index (WGI) composite index, followed by its main indicators; and to determine governance priorities in Egypt. “Institutional” approach is adopted to assess mechanisms boosting Egyptian exports. Design comprises three sections – (1) conceptual and literature review, (2) main MLG mechanisms and (3) key findings of empirical results – to find out which institutional reforms enhance exports competitiveness in Egypt.

Findings

Among MLG different levels of governance, the macro level is highly related to boosting exports competitiveness. Institutional differentials between countries and regions affect competitive edge. In Egypt, results show that IG priorities that could foster exports are the rule of law, regulatory quality, government effectiveness and political stability and absence of violence.

Practical implications

By adopting IG mechanisms, i.e. legislative, organizational and digital; and instruments, e.g. National Single Window, Time Release Standards and others, Egyptian exports could reach new heights.

Originality/value

Exports competitiveness does not rely solely on monetary and fiscal factors; IG dynamics could be more important in Egypt. ARDL model for Egyptian merchandise exports using WGI 2021 dataset.

Abstract

Purpose

This study provides a comprehensive analysis of the transition from Building Information Modelling (BIM) to digital twins (DT) in the construction industry. Specifically, the research explores the current state (themes and trends) and future directions of this emerging research domain.

Design/methodology/approach

A multi-stage approach was employed that combines scientometric and systematic review approaches. The scientometric analysis involves quantitative assessment of scientific publications retrieved from the Web of Science database – using software tools like VOSviewer and HistCite. The systematic review involved a rigorous synthesis and evaluation of the existing literature to identify research gaps, themes, clusters and future directions. Clusters obtained from the scientometric analysis of the co-occurrence network were then used as a subject base for a systematic study.

Findings

Emergent findings reveal a rapidly growing interest in BIM-DT integration, with over 90% of publications since 2020. The United Kingdom, China and Italy are the leading contributing countries. Five prominent research clusters identified are: (1) Construction 4.0 technologies; (2) smart cities and urban environments; (3) heritage BIM and laser scanning; (4) asset and facility management; and (5) energy and sustainability. The study highlights the potential of BIM-DT integration for enhancing project delivery, asset management and sustainability practices in the built environment. Moreover, the project’s life cycle operation phase has garnered the most attention from researchers in this field compared to other phases.

Originality/value

This unique study is comprehensive in its approach by combining scientometric and systematic methods to provide a quantitative and qualitative evaluation of the BIM-DT research landscape. Unlike previous reviews that focused solely on facility management, this study’s scope covers the entire construction sector. By identifying research gaps, challenges and future directions, this study establishes a solid foundation for researchers exploring this emerging field and envisions the future landscape of BIM-DT integration in the built environment.
