Heads of states, culture elites, top athletes and professional marketers are engaged in selling their cities to the deciding International Olympic Committee. This host selection process has recently been in the focus of public interest due to the bribery allegations against the winner of the 2002 Olympic Winter Games, Salt Lake City.

Looks at the reasons for the collapse of both regimes and considers the importance of repression with these developments. Contrasts the methods of Imperial Russia with the Bolsheviks looking at Court proceedings, prison conditions, education and propaganda in prison, exile and the secret police. Concludes that whilst social support is usually seen as essential for survival of a system, repression is not regarded as a positive element but can become the method for a system’s survival and stability.

Abstract

The author presents a comparative study of the three evolutionary economic schools, namely the Austrians, neo-Schumpeterians, and institutionalists. The comparison is based on an analysis of nine basic features of the evolutionary process and evolutionary approach, including a dynamical view of economic phenomena (seen from a historical perspective), a focus on far-from-equilibrium analysis, a proper and realistic perception of time, and a population perspective (to what extent emergent properties are results of interaction among economic agents). The relevant features of the evolutionary process are the heterogeneity and behavior of economic agents, the search for novelty based on a concept of economic agents’ hereditary information, a selection process (based on the concept of rivalry), spontaneity of development, and the presence of decision-making procedures (how economic agents make decisions, and to what extent their subjective values play a role). The goal of the comparative analysis is to estimate the level of “evolutionary content” of the three schools. My subjective evaluation suggests that only the Austrian school can be called entirely evolutionary. Slightly less evolutionary are the neo-Schumpeterians, and the least evolutionary are the institutionalists.

Abstract

Through a case study, this paper reports on a research project to develop a risk integrated methodology for forecasting the cost of electricity in a National Health Service (NHS) acute care hospital building. The paper is formed of two strands. Strand one presents a rationale for selecting an appropriate time series forecasting method and strand two looks at the implementation of probabilistic modelling of the forecasts generated in strand one. The results of the research revealed that the Holt‐Winters multiplicative forecasting method produced the most reliable forecasts. The probabilistic modelling of the forecasts revealed that after a pair‐wise comparison between data collected at the hospital used as the case study and data collected from NHS acute care trusts nationwide, the forecasts were most likely to belong to the Weibull distribution. The results could then be used as inputs into a whole life cycle cost model or as a stand‐alone forecasting technique for predicting future electricity costs for use in the NHS Trust Financial Proforma returns.

In the 1990s, North American archivists and records managers shifted some of their concern with electronic records and record keeping systems to conducting research about the nature of these records and systems. This essay describes one of the major research projects at the University of Pittsburgh School of Information Sciences, supported with funding from the National Historical Publications and Records Commission. Specifically, the essay focuses on the project's four main products: recordkeeping functional requirements, production rules to support the requirements, metadata specifications for record keeping, and the warrant reflecting the professional and societal endorsement of the concept of the recordkeeping functional requirements.

Abstract

One method to develop leaders is through leadership development programs designed specifically for an intended context. The International Leadership Association (ILA) provides questions for designing programs such programs. This article reflects data collected during the process of developing a leadership program serving the broader agricultural community in Virginia. The International Association of Programs for Agricultural Leadership (IAPAL) reports that programs for leadership development in agricultural contexts typically include 12 seminars over two years, with less than one-third of the seminars agriculturally related. The profile includes sources of financial support and allocation of administrative duties. A survey of agricultural leaders reveals a strong desire for such programming. The stakeholders sought a program including emerging and experienced leaders with travel for on-site experiential learning. The findings have implications for the state and broad leadership development. Those who develop leadership programs for other contexts may benefit from the guiding questions and data.

This review, the twenty‐second to be published in Reference Services Review, includes items in English published in 1995. After 21 years, the title of this review of the literature has been changed from “Library Orientation and Instruction” to “Library Instruction and Information Literacy,” to indicate the growing trend of moving to information skills instruction.
