Abstract
Purpose
This study proposes a novel method utilising a speech-word pair bipartite network to examine the correlation structure between members of parliament (MPs) in the context of the UK- China relationship.
Design/methodology/approach
We construct MP-word pair bipartite networks based on the co-occurrence relationship between MPs and words in their speech content. These networks are then mapped into monopartite MPs correlation networks. Additionally, the study calculates correlation network indicators and identifies MP communities and factions to determine the characteristics of MPs and their interrelation in the UK-China relationship. This includes insights into the distribution of key MPs, their correlation structure and the evolution and development trends of MP factions.
Findings
Analysis of the parliamentary speeches on China-related affairs in the British Parliament from 2011 to 2020 reveals that the distribution and interrelationship of MPs engaged in UK-China affairs are centralised and discrete, with a few core MPs playing an integral role in the UK-China relationship. Among them, MPs such as Lord Ahmad of Wimbledon, David Cameron, Lord Hunt of Chesterton and Lord Howell of Guildford formed factions with significant differences; however, the continuity of their evolution exhibits unstableness. The core MP factions, such as those led by Lord Ahmad of Wimbledon and David Cameron, have achieved a level of maturity and exert significant influence.
Research limitations/implications
The research has several limitations that warrant acknowledgement. First, we mapped the MP-word pair bipartite network into the MP correlation network for analysis without directly analysing the structure of MPs based on the bipartite network. In future studies, we aim to explore various types of analysis based on the proposed bipartite networks to provide more comprehensive and accurate references for studying UK-China relations. In addition, we seek to incorporate semantic-level analyses, such as sentiment analysis of MPs, into the MP-word -pair bipartite networks for in-depth analysis. Second, the interpretations of MP structures in the UK-China relationship in this study are limited. Consequently, expertise in UK-China relations should be incorporated to enhance the study and provide more practical recommendations.
Practical implications
Firstly, the findings can contribute to an objective understanding of the characteristics and connotations of UK-China relations, thereby informing adjustments of focus accordingly. The identification of the main factions in the UK-China relationship emphasises the imperative for governments to pay greater attention to these MPs’ speeches and social relationships. Secondly, examining the evolution and development of MP factions aids in identifying a country’s diplomatic focus during different periods. This can assist governments in responding promptly to relevant issues and contribute to the formulation of effective foreign policies.
Social implications
First, this study expands the research methodology of parliamentary debates analysis in previous studies. To the best of our knowledge, we are the first to study the UK-China relationship through the MP-word-pair bipartite network. This outcome inspires future researchers to apply various knowledge networks in the LIS field to elucidate deeper characteristics and connotations of UK-China relations. Second, this study provides a novel perspective for UK-China relationship analysis, which deepens the research object from keywords to MPs. This finding may offer important implications for researchers to further study the role of MPs in the UK-China relationship.
Originality/value
This study proposes a novel scheme for analysing the correlation structure between MPs based on bipartite networks. This approach offers insights into the development and evolving dynamics of MPs.

The rise of the regulatory state during the Gilded Age was closely associated with the development of institutionalist ideas in American academia. In their analysis of the emergent regulatory environment, institutionalists like John Commons operated with a fundamentally marginalist theory of value and distribution. This engagement is a central explanation for the ultimate ascendancy of neoclassical economics, and the limitations of the regulatory environment that emerged in the Progressive Era. The eventual rise of the Chicago School and its deregulatory ambitions did constitute a rupture, but one achieved without rejecting preceding conceptions of competition and value. The substantial compatibility of the view of markets underlying both the regulatory and deregulatory periods is stressed, casting doubt about the transformative potential of the resurgent regulatory impulse in the New Gilded Age.

As I suggested earlier, Stabile's “lessons” typically take the form of questions. For example, what is the conceptual basis for defining a minimum income sufficient to sustain a labor force (what Stabile dubs the argument from sustainability)? Is there an absolute standard based strictly on basic biological needs, as Rose Friedman argued (p. 53)? Or do the necessities of life also include “whatever the custom of the country renders it indecent for creditable people, even of the lowest order, to be without,” as Adam Smith declared (quoted in Stabile, p. 17)? Introducing Amartya Sen's notion of capability broadens our scope even further, for now we are concerned about developing the traits, abilities, and opportunities that can make workers more productive, effective, and valuable citizens (a concern that Stabile finds implicitly in numerous authors, including Aristotle, Smith, Marshall, and Richard Ely).

Abstract
Purpose
The overall purpose of this paper is to explore the limits of HRM in public sector organisations, within the context of international public management. The cultural basis of HRM, derived chiefly from North America and Western Europe continues to underpin public sector HR reforms, aided and abetted by the international institutions. The paper seeks to begin with an overview of the impact of wider public sector reform on HR practice by briefly exploring the limitations of orthodox HRM in a public service setting. However, the main argument of the paper aims to follow the conceptual position that an understanding of the institutional and cultural contexts is required before attempting HRM‐type reforms.
Design/methodology/approach
The author visited the Republic of Georgia in 2008 to work with the Public Service Commission on HRM reforms in central government. Thus, the paper presents the illustrative case of Georgia, which is both a transitional state and susceptible to Western ideas regarding public service reform. The case of Georgia is derived from observation, documentary analysis and correspondence from the Georgian Civil Service.
Findings
The paper found that, despite the acceptability of HRM and the desire by public officials to promote HRM‐based reforms, deep politicisation of the administrative system provided considerable implementation problems.
Research limitations/implications
These took the form of lack of academic literature on Georgia, lack of resources to conduct further in‐depth interviews with key officials and difficulty of applying HR to the public sector in post‐Communist/transitory countries
Practical implications
The findings suggest that alternative approaches to HRM reform will be required in similar institutional contexts to that of the Republic of Georgia.
Originality/value
The paper challenges the popular notion of international convergence around “universally applicable” models of HRM in countries such as the Republic of Georgia, where the post‐Soviet legacy provides significant resistance to any reform momentum, HRM‐based or otherwise.

Purpose
The purpose of this paper is to evaluate critically the constructivist-grounded theory in elite interviews, the methodology used for this research.
Design/methodology/approach
The research is about the challenges of the EU rail industry integration in the context of EU integration as seen and told by the involved actors. In particular, the integration process requires leadership in the multi-level governance context of the EU and in the transition from state monopolies to businesses providing services on the integrated market. This provides a potential source of theoretically and practically relevant research questions; and second rigorous grounded research methodologies will bring insight that transcends the currently accepted formal and public statements about the phenomena. The work is situated within social constructivist ontology, enacted through a rigorous grounded theory approach to understanding the current challenges of the industry and seeking more effective developments for the future.
Findings
Findings place the concepts of leadership and debt into a relationship that could offer profound understanding of certain social relations and contribute to the growth of theory and practice. These findings are also elaborated in this paper as reflections on the methodological process.
Research limitations/implications
Contribution to theory and practice supports the relevance and rigor of “constructivist-grounded theory in elite interviews” as a methodological approach.
Practical implications
In particular, it supports qualitative research in complex political environments, such as the multi-level governance structures of the EU.
Social implications
A clearer understanding of leadership within such dynamic contexts can make a substantial contribution to better policy-making in the EU and better outcomes for its citizens.
Originality/value
Further analysis and research of the concepts of leadership and debt and their relationship could offer profound understanding of certain social relations and contribute to the growth of theory and practice.
