Abstract
Purpose
Despite unanimity in the literature that eco-innovation (EI) leads to sustainable development, evidence remains limited on measuring EI efficiency with the Malmquist productivity index (MPI). In conventional data envelopment analysis (DEA) models, decision-making units (DMUs) are inclined to assign more favorable weights, even zero, to the inputs and outputs to maximize their own efficiency. This paper aims to overcome this shortcoming by developing a common set of weights (CSW).
Design/methodology/approach
Using goal programming, this study develops a CSW model to evaluate the EI efficiency of the organization for economic co-operation and development (OECD) countries and track their changes with MPI during 2010–2018.
Findings
Achieving a complete ranking of DMUs, findings show the higher discrimination power of the proposed CSW compared with the original DEA models. Furthermore, results reveal that Iceland, Latvia and Luxembourg are the only OECD countries that have incessantly improved their EI productivity (MPI > 1) from 2010 to 2018. On the other hand, Japan is the OECD country that has experienced the highest yearly EI efficiency during 2010–2018. This paper also found that Iceland has the highest MPI over 2010–2018.
Practical implications
More investment in environmental research and development (R&D) projects instead of generic R&D enables OECD members to realize more opportunities for sustainable development through minimizing energy use and environmental pollution in any form of waste and greenhouse gas emissions.
Originality/value
In addition to developing a novel common weights model for DEA-MPI to measure and evaluate the EI of OECD countries, this paper develops a CSW model by including the undesirable outputs for EI analysis.

Abstract
Purpose
Universities play a central role in scientific development and progress in societies, so, the need for supporting new businesses in universities becomes very important that science and technology park-based incubators can meet it. The purpose of this paper is to prioritize the factors influencing strategic management of university business incubators (UBIs).
Design/methodology/approach
Present research prioritizes the factors influencing strategic management of incubators using analytic network process (ANP). The authors gathered data from UBIs affiliated with science and technology park of Guilan, located in city of Rasht (Iran) using the ANP questionnaire during year 2017.
Findings
Factors influencing strategic management of incubators comprised of four main criteria and 14 sub-criteria. The criteria and sub-criteria were ranked based on their importance. Results show that “talented managers” has the highest importance for strategic management of UBIs.
Originality/value
This study offers a novel analysis and contribution to the knowledge of ranking UBIs with a multi-criteria decision-making technique. Results of this research show the relative importance of criteria and sub-criteria, which contributes to further improvement of incubator management. University managers and incubator directors can utilize the findings for better resource allocation and aligning the strategies of incubators with macro strategies of the country.

Abstract
Purpose
This paper systematically evaluates the existing literature of innovations in freight transport, including all modes, to uncover the key research themes and methodologies employed by researchers to study innovations and their implications in this industry. It analyses the role of transport and the impact of innovations during crises, such as COVID-19.
Design/methodology/approach
Qualitative and quantitative analysis of the innovations in freight transport unravels the pre-requisites of such endeavours in achieving a resilient and sustainable transport network that effectively and efficiently operates during a crisis. The authors performed keyword co-occurrence network (KCON) analysis and research focus parallelship network (RFPN) analysis using BibExcel and Gephi to determine the major resulting research streams in freight transport.
Findings
The RFPN identified five emerging themes: transport operations, technological innovation, transport economics, transport policy and resilience and disaster management. Optimisation and simulation techniques, and more recently, artificial intelligence and machine learning (ML) approaches, have been used to model and solve freight transport problems. Automation innovations have also penetrated freight and supply chains. Information and communication technology (ICT)-based innovations have also been found to be effective in building resilient supply chains.
Research limitations/implications
Given the growth of e-commerce during COVID-19 and the resulting logistics demand, along with the need for transporting food and medical emergency products, the role of automation, optimisation, monitoring systems and risk management in the transport industry has become more salient. Transport companies need to improve their operational efficiency using innovative technologies and data science for informed decision-making.
Originality/value
This paper advises researchers and practitioners involved in freight transport and innovation about main directions and gaps in the field through an integrated approach for evaluating research undertaken in the area. This paper also highlights the role of crisis, e.g. COVID-19, and its impacts on freight transport. Major contributions of this paper are as follows: (1) a qualitative and quantitative, systematic and effective assessment of the literature on freight transport through a network analysis of keywords supplemented by a review of the text of 148 papers; (2) unravelling major research areas; (3) identifying innovations in freight transport and their classification as technological and non-technological and (4) investigating the impact of crises and disruptions in freight transport.

Purpose
Conventional data envelopment analysis (DEA) models permit each decision-making unit (DMU) to assess its efficiency score with the most favorable weights. In other words, each DMU selects the best weighting schemes to obtain maximum efficiency for itself. Therefore, using different sets of weights leads to many different efficient DMUs, which makes comparing and ranking them on a similar basis impossible. Another issue is that often more than one DMU is evaluated as efficient because the selection of weights is flexible; therefore, all DMUs cannot be completely differentiated. The purpose of this paper is to development a common weight in dynamic network DEA with a goal programming approach.
Design/methodology/approach
In this paper, a goal programming approach has been proposed to generate common weights in dynamic network DEA. To validate the applicability of the proposed model, the data of 30 non-life insurance companies in Iran during 2013-2015 have been used for measuring their efficiency scores and ranking all of the companies.
Findings
Findings show that the proposed methodology is an effective and practical approach to measure the efficiency of DMUs with dynamic network structure.
Originality/value
The proposed model delivers more knowledge of the common weight approaches and improves the DEA theory and methodology. This model makes it possible to measure efficiency scores and compare all DMUs from multiple different standpoints. Further, this model allows one to not only calculate the overall efficiency of DMUs throughout the time period but also consider dynamic change of the time period efficiency and dynamic change of the divisional efficiency of DMUs.

Purpose
The purpose of this study is to propose a novel super-efficiency DEA model to appraise the relative efficiency of DMUs with zero data and stochastic data. Our model can work with both variable returns to scale (VRS) and constant returns to scale (CRS).
Design/methodology/approach
This study proposes a new stochastic super-efficiency DEA (SSDEA) model to assess the performance of airlines with stochastic and zero inputs and outputs.
Findings
This paper proposes a new analysis and contribution to the knowledge of efficiency assessment with stochastic super-efficiency DEA model by (1) using input saving and output surplus index for efficient DMUs to get the optimal solution; (2) obtaining efficiency scores from the proposed model that are equivalent to original stochastic super-efficiency model when feasible solutions exist. A case study is given to illustrate the applicability of our proposed model. Also, poor performance reasons are identified to improve the performance of inefficient airlines.
Originality/value
For the first time, a new SSDEA model for ranking DMUs is proposed. The introduced model produces a feasible solution when dealing with zero input or output. This paper applies the input saving and output surplus concept to rectify the infeasibility problem in the stochastic DEA model.

Abstract
Purpose
This paper aims to present two-stage network models in the presence of stochastic ratio data.
Design/methodology/approach
Black-box, free-link and fix-link techniques are used to apply the internal relations of the two-stage network. A deterministic linear programming model is derived from a stochastic two-stage network data envelopment analysis (DEA) model by assuming that some basic stochastic elements are related to the inputs, outputs and intermediate products. The linkages between the overall process and the two subprocesses are proposed. The authors obtain the relation between the efficiency scores obtained from the stochastic two stage network DEA-ratio considering three different strategies involving black box, free-link and fix-link. The authors applied their proposed approach to 11 airlines in Iran.
Findings
In most of the scenarios, when alpha in particular takes any value between 0.1 and 0.4, three models from Charnes, Cooper, and Rhodes (1978), free-link and fix-link generate similar efficiency scores for the decision-making units (DMUs), While a relatively higher degree of variations in efficiency scores among the DMUs is generated when the alpha takes the value of 0.5. Comparing the results when the alpha takes the value of 0.1–0.4, the DMUs have the same ranking in terms of their efficiency scores.
Originality/value
The authors innovatively propose a deterministic linear programming model, and to the best of the authors’ knowledge, for the first time, the internal relationships of a two-stage network are analyzed by different techniques. The comparison of the results would be able to provide insights from both the policy perspective as well as the methodological perspective.
