Abstract

This chapter aims to critically analyse the implications that the national protectionist policies have on the global supply and value chains and the relocation of production. The analysis is based on the assumptions that the global economy is facing the possibility of decoupling of many trade connections, and this trend favours de-globalisation processes that have long been promoted by populism, nationalism and economic protectionism. It is concluded that global supply, production and value chains although being economically efficient are no longer any more secure under national protectionist policies, and therefore, the relocation of production processes is mainly due to the increase in the level of income and wages of the developing countries that are the destination and which reduce the advantages to relocate.

Abstract

This study investigates how firms’ awareness of sustainability affects the revision of their internationalization strategy. Adopting a resource-based view (RBV) approach, the authors argue that sustainable-oriented firms have a higher propensity to de-internationalize (i.e., to go back to their home country) when confronted with the need to relocate foreign manufacturing subsidiaries, as the shortening of value chains would allow the reduction of transportation emissions and enhanced corporate image as green-oriented entities. Furthermore, the authors explore the role exerted by a stringent regulatory setting in the home country on the likelihood of de-internationalization. The empirical test conducted on a sample of relocations performed across European nations in 2002–2014 reveals that multinational enterprises (MNEs) – regardless of their sustainability orientation – have a higher probability to de-internationalize when their home countries have strict institutional contexts in place.

Abstract

Even though sustainability appears to be a relevant driver for the relocation of production, this has only to a limited extent been studied as an independent motive or a result of backshoring. This study explores the literature on backshoring and sustainability and discusses some empirical cases to shed light on the connection between sustainability and backshoring. This study argues that sustainability issues may require a broader perspective than the dominant economic logic framing previous studies on backshoring. Institutional theory is suggested as a theoretical framework for analyzing how sustainability can play a role in companies’ backshoring decisions.

Abstract

Increasing trade liberalization and financial integration with rise in foreign direct investment (FDI) flows have an intense impact on the labor market of both the developed as well as the developing world. The restructuring of economic activity has resulted in destruction of jobs in some parts of the economy and start-ups of new firms in the other part, growing import competition with foreign firms displacing local firms, relocation of jobs from high wage to low wage nations. It is claimed that rapid globalization has also the outcome of “race to the bottom” in terms of wages and the quality of employment. As per the latest International Labor Organization (ILO) Global Employment Trends, 2022, total global number of unemployed youths is estimated to reach 73 million in 2022 but still six million above the prepandemic level of 2019. The latest press release October 2022 points out that trade growth is likely to experience a slowdown in 2023 due to multiple shocks on global economy. High energy prices due to the Russia–Ukraine war is expected to contract household expenditure and raise the cost of manufacturing. The present chapter seeks to analyze the impact of trade flows on the labor market – job creation or job loss, wage inequality, movement toward informal economy, gender inequalities, and other related issues. The data are based on various reports available from the ILO, the World Development Indicators (WDI) and the United Nations Conference on Trade and Development (UNCTAD), and World Trade Oorganization (WTO) Trade Reports. The empirical analysis also confirms that there is a unidirectional causality from trade to employment generation.

Abstract

India's manufacturing exports are heavily tilted toward primary and resource-based products, while its Asian peers have a significant proportion of high and mid-tech products in their export baskets. An attempt is thus made to understand the hurdles faced by technology-intensive exports by India, using gravity panel estimates on its high, mid, and low-tech exports, using data across 130 countries from 2001 to 2019. In line with the Knowledge Theories of trade, which postulate that technical and scientific knowledge and innovation provide trade advantages, this chapter also tries to understand how India fares on this front. We use Principal Component Analysis to construct an index which provides a relative understanding of India's technical and scientific knowledge base.

We conclude that nontariff measures (NTMs) are a stringent hurdle faced by Indian exports, especially in the European Union. Tariffs have the most debilitating effect on its mid-tech exports and the least on high-tech exports. Regional Trade Agreements (RTAs) are most effective in creating trade for mid-tech exports and least in case of low-tech exports. The index for ascertaining India's relative knowledge base shows that while India ranked 6th in 2017, much higher than its Asian peers, its high and mid-tech exports lagged behind these countries. This puzzle is explained by the fact that scientific research in India has very little industry collaboration and thus is out of sync with market needs. Hence, the prevalent scientific and technical knowledge in India does not have the expected favorable impact on its technology-intensive exports.

Abstract

Connected and autonomous mobility may be an imminent game-changing reality, still in its embryonic form, that is set to disrupt a century-long ‘driver-centric’ status quo and recalibrate transport in unprecedented and possibly entirely unexpected ways. Autonomous vehicles (AVs) may have among others, a major impact on sustainability which in an era where concerns about the urgency and magnitude of climate change threats are voiced more and louder than ever before, needs to be a positive one for helping societies to enjoy liveable futures. This might not be an easy task to accomplish, however. This chapter, using a thematically organised narrative review approach, tries to give a well-rounded answer on whether driverless technology can yield sustainability benefits (or not) by looking at all three spheres of sustainability referring to environmental, economic and social implications. Agendas like motor traffic, air pollution, energy consumption, employment dynamics, inclusion, cybersecurity and privacy are all explored, and a conclusion is derived highlighting the need to package automation with connectivity, alternative fuelling and multimodality and building it around public transport (and to a lesser extent sharing service) provision. The road to make driverless transport genuinely sustainable is ‘bumpy’ and ‘uphill’ and requires the development of an appetite not for technology excellence per se, but rather for travel behaviour change. Achieving this needs serious strategic and coordinated multi-stakeholder efforts in terms of pro-active policy reform, user (and transport provider) education and training initiatives, infrastructure investment, business plan development, and living lab experimentation.

Abstract

Apart from the challenges related to vehicle technology, the wide-scale deployment of autonomous vehicles (AVs) in cities is linked to unprecedented opportunities and unforeseen impacts. These refer to mobility conditions, infrastructure, land use, wider socio-economic factors, energy use and environmental and climate effects. AVs may affect all these in positive or negative ways, promoting or obstructing the promotion of specific aspects of sustainable urban development. An integrated planning framework is needed to maximise the positive impacts and mitigate the negative ones. The main obstacle in the process of developing such a framework is the absence of empirical data and experience from the implementation of this emerging technology. This chapter outlines the possible impacts of AVs and discusses their uncertainty and trade-offs in relation to sustainable urban development. The categorisation of impacts derives from the priorities of the UN Sustainable Development Goal (SDG) 11: Make cities and human settlements inclusive, safe, resilient, and sustainable. The chapter also highlights the lack of data for the development of an evidence-based planning approach and suggests relevant recommendations to planners. In contrast to the current lack of data, the future abundance of Big Data collected by autonomous road transport systems is discussed in the context of future urban planning purposes. Based on the above, the chapter concludes by stressing the importance of an integrated urban transport planning approach that ensures a positive contribution of AVs to sustainable urban development. Hence, it offers valuable recommendations for policymakers in a range of fields.
