Abstract

Regulatory authority officials in Korea have been considerably strong enough to affect citizen’s intentions and alter their incentives to take new challenges. But, from the result of steady regulation reform, absurd bureaucratic interventions have been sharply reduced. Corruption in the process of rent seeking has decreased too. It is impossible to exercise regulatory authority that infringes on the essence of the freedom of the people because people who live in a democratic society would not accept these absurd practices.

This chapter introduces some key features of the regulatory management system in South Korea as well as the challenges that need to be overcome. In particular, the bureaucracy has worked hard to chip away at past regulations that produce rents for various private interest groups but provide little to society at large. Regulatory quality is tied closely to democracy as maintaining a fair and even playing field for entrepreneurs is a key freedom. Introducing checks and balances into the regulatory system can be an important way to facilitate this goal. The Regulatory Reform Committee (RRC) facilitated to strengthen the logic of regulatory necessity and the logic of improving regulation which increased the level of its institutionalization.

Abstract

Purpose

This study explores the interrelationship between regulatory risks and strategic controls within the financial supervision architecture of an emergent global financial centre of China that embraces innovation as part of its strategic objectives.

Methodology/approach

This paper employs a longitudinal case study approach to examine the institutional dynamics of the key financial regulators in connection with the regulated financial institutions in Hong Kong before and after the financial tsunami of 2008.

Findings

First, this study reveals an organic development of a specialised financial regulatory architecture that resists transforming itself structurally despite the significant impact of externalities. Second, in this post-financial crisis analysis, regulated financial institutions swiftly respond by strengthening their risk controls through compliance with the guidelines imposed by the regulator. Institutional dynamics in influencing the implementation of risk controls through a top-down interactive mechanism are observed. Such dynamic and pertinent rapid responses induce the pursuit of optimal risk management within a regulatory framework.

Originality/value

This paper provides a longitudinal case study to reveal regulatory risks and strategic controls of the global financial centre of China. It unveils mitigating risk control measures in the aftermath of the global financial crisis. The study demonstrates how regulatory institutions strive to take precautionary, coercive measures such that the regulated institutions mimic and implement prudent mechanisms.

Abstract

This chapter aims to advance the debate on enterprise risk management (ERM) frameworks within different contexts. We discuss the economic, business and regulatory environments that set the framework for company risk management practices in Lithuania while contrasting ERM features at the company level. ERM practices are examined using two company cases – a private business company and a state-owned enterprise (SOE), and evidence is based on interviews with their management, as well as their documentation. The findings indicate the co-existence of a functional vs systematic approach to risk management. Moreover, evidence supports the notion of the shifting of risk management from a functional risk management approach to a systematic approach within risk portfolio management. We assume that risk management is a conceptualized subject of management and research, with a rather weak connection with enterprise goals and operations.

Purpose – This chapter aims to provide an overview of public administration practices in Brazil for the last 200 years, highlighting its main characteristics and the relationship between state and society. The chapter begins with the arrival of the Portuguese Crown in Brazil in 1808 and describes the main events up to the end of the President Lula's period of government.

Design/Methodology/Approach – The ideas presented in this essay originate from a review of extant literature as well as from the testimony of the authors who have researched and participated as active actors in the process in the last 20 years.

Practical implications – A source of information for those studying the evolution of the Brazilian public administration. The essay presents several phases of how political ideology has influenced public services delivery, pinpointing the impact of patrimonialism, bureaucracy, and managerialism on the government's daily activities.

Originality/Value – This is an original chapter that discusses recent Brazilian political and administrative history in order to ascertain a comprehensive picture of the main events and achievements that have led to the current state of affairs. Purpose – To review the performance and growth of mining industry in India against current global vision and trend of the industrial growth internationally. Also, to evolve the strategic policy for evaluating Corporate Social Responsibility (CSR) programme initiatives taken by the Indian mining industry at large as well as the impacts thereof, with special reference to affected and most vulnerable mining belts in India.Design/methodology/approach – An attempt has been made in the chapter to have a holistic sectoral review of the overall performance of the mining industry in India for the past one decade, as well as its claimed impact on improvement of ecological quality and socio-economic growth in the mining belts. The chapter reviews the state of the impact of ‘CSR’ initiatives and programmes on environment as well as the mining community in terms of stakeholders’ involvement and protection of rights in developing socio-economic business equity. The chapter also critically analyses the policy dimensions – including mining industry's operational framework, which can attribute towards developing future strategy for sustainable development of the mining industry at large, through evolving a series of reform processes, adequately backed up by innovative CSR policy and programme initiatives, together with well-defined implementation, monitoring, evaluation strategies and standards.Findings – The mining industries in India have a huge potential for growth to support the other industries for which bulk of the raw materials are derived from this industrial segment. Several research and developmental studies conducted by different organisations spread across the globe have convincingly been able to link the prospect of industrial growth and long-term sustainability with the stakeholders’ participatory and proactive roles along with those of the industry for holistic and integrated socio-economic development of the mining areas. This has been possible through careful designing of the CSR programmes and initiatives by several mining companies in India (with varying degree of success and failures) with close monitoring and performance evaluation of the impact of the programmes in ecological, economical and sustainability terms against certain pre-designed standards. Such standards – as they are constantly evolving – should inter alia include ethical and transparency dimensions to ensure total involvement of the local community in the mining-affected areas. Proper compensation mechanisms and socio-economic growth of the mining community will not only improve productivity, but will also take care of ecological and economic safeguard of the mined coal blocks that are highly vulnerable to ecological degradation and economic exploitation. As for future strategy for sustainable industrial growth of the mining industry in India, there should be constant monitoring and evaluation of the various provisions of the various Acts related to mining, minerals, metals, energy, power, environment, etc. that are constantly under review and reforms processes with a view to guiding the future strategy. International co-operation in the mining sector will go a long way for sustainable growth and development of the mining industry in India for boosting the economic growth of the country.Research limitations/implications – Future research on the theme should focus on identification of replicable and sustainable model of CSR practices in the mining industry by developing illustrative business models on the basis of global experiences. Sustainability reporting and identification of better qualitative as well as quantitative parameters, tools and techniques to study the impact of CSR practices on the socio-economic growth of the affected mining community should be the focus of future research.Social implications – The findings (serving as messages) of this piece of research will certainly have an impact on society. This in turn, will, hopefully influence public attitudes, and by implications, it will also influence (corporate) social responsibility or environmental issues.Originality/value of the chapter – The chapter is innovative and, among other things, addresses some of recently reported burning issues affecting the interests of the mining industry on one hand, and the national economy of the affected countries on the other.

Abstract

Purpose

Moving beyond the question of whether large corporations are truly addressing sustainability, some scholars have explored the degree to which CSR activities are purely symbolic or substantive in nature. Most of the studies have focused on external stakeholder pressures. The aim of this chapter is to extend this line of inquiry by theorizing that the dynamics among internal stakeholders also shapes CSR conduct.

Design/methodology/approach

This theoretical contribution borrows from research on socially responsible indices, behavioral corporate governance theory in CSR and from recent research that has leveraged attribution theory to better understand reactions to corporate social irresponsibility (CSiR).

Findings

Our chapter proposes that firms adhering to substantive CSR practice are less likely to be punished by external stakeholders than otherwise. From an internal stakeholder viewpoint, it suggests there is a positive relationship between the number of board ties to reputable universities/nonprofit organizations and substantive CSR practices; and a negative relationship between managerial discretion and substantive CSR practices.

Social implications

This chapter can have social applicability as it deals with stakeholders’ role in pressuring the modern organization to engage in substantive CSR.

Originality/value

As aforementioned, most studies explore the relationship between CSR compliance and external stakeholder pressures. In contrast, the relationship between internal stakeholder dynamics and CSR compliances is still not well understood. Hence, the incorporating of these dynamics provides theoretical insights for the CSR, sustainability, and corporate governance arenas.

Abstract

Purpose

This study investigates how university libraries in Nigeria are staffed and presents staff development opportunities and learning activities that sustain staff.

Methodology/approach

A survey research design was adopted. Purposive sampling technique was used to select 46 universities and 400 respondents consisting of 46 heads of libraries and 354 professionals from federal, state, and private universities. Content of the instrument was based on literature comprising six questions. The 327 (92.4%) usable responses were analyzed using descriptive statistics and presented in simple frequency tables.

Findings

The study showed that library workforce in Nigerian universities included different categories of professionals and para-professionals having diversified job opportunities and duties. Most libraries had staff development budget and respondents received various forms of assistance to foster learning. Although all nontransferable skills recorded high mean, respondents accorded less importance to nonlibrary personal skills that can be used to leverage the expectations of recruitment, retention, and sustainability.

Research implications

The study was limited to practicing professionals but has staffing implications for all libraries across Nigeria.

Practical implications

Many professionals may lack the appropriate multi-skills that would enhance exploring new approaches and breaking out of traditional ways of operation in the different library and outside library settings.

Originality/value

The study contributes to knowledge about sustaining library staff in relation to adopting the recommended skills on a broad scale, and assessing how their acquisition can change the perception of professionals to its immense contributions to sustaining them in the workforce.
