Abstract

Purpose

After the Great East Japan Earthquake (GEJE), the need for disaster case management (DCM) was highlighted through the efforts of the Sendai Bar Association, which investigated the situation of survivors. This paper provides an overview of DCM in Japan since the GEJE, including key findings from investigations and legal consultations conducted by the Sendai Bar Association and the first author, who took part in the surveys with survivors in Ishinomaki City, clarifying the large number of homebound survivors and their needs.

Design/methodology/approach

In recent years there has been growing attention to the importance of DCM for supporting life and housing recovery of disaster survivors. Along with the expansion of DCM activities over several decades in Japan, the need for DCM was increasingly recognized after the 2011 GEJE and tsunami, especially for home-based survivors left out of government-provided disaster recovery support programs. As one-on-one advice to support individual recovery needs, the focus of DCM in Japan is legal advice to help survivors effectively navigate support policies.

Findings

Since the GEJE, there has been growing support for DCM in Japan, including from practitioners, scholars, and regional and national governments. However, although DCM can be an effective way to support housing recovery, even 12 years after the GEJE, there are still survivors in need of additional support.

Originality/value

Drawing on a detailed case study and action research of the first author, this paper contributes to the still limited international literature on DCM in Japan.

Abstract

Purpose

Studies on land acquisition (LA) and recovery simulations have garnered considerable attention amidst climate change. Previous literature has reported that LA and relocation contribute to reducing repetitive disaster losses or downzoning (limiting development). However, studies on decision-making about resettlement or relocation for landowners or decision-makers for disaster-impacted lands are limited. This study aims to qualitatively illustrate LA program schemes for recovery, and identify the underlying concepts of LA in Italy, the United States and Japan. By doing so, this study contributes to construction of future agent-based recovery simulations.

Design/methodology/approach

This study seeks to identify a variety of LA models in different contexts to provide input for future works. This study employed multiple case studies to explore common and contrasting results, and identify varied LA concepts. The methodology involved a literature review, including official reports, to examine the timeframes of LA projects qualitatively, complemented using aerial photos to confirm related land use changes pre- and post-LA.

Findings

The results indicate that buyout programs in the United States enhance renaturalization in flood-prone areas as a downzoning approach. In contrast, LA in Japan focuses on the continuation of communities or neighborhoods through the recovery and relocation process. In Italy, LA is used to contribute to supporting the tradition/legacy of historic housing and facilities for post-disaster temporary dwellings, reflecting an underlying concept of “tradition and legacy.”

Originality/value

This comparative study fills a research gap by focusing on LA concepts, and its novelty lies in finding the underlying concepts of LA in three countries. Through international comparison, it suggests that LA in Japan could incorporate conservation of the historical town center or the opportunity for downzoning.

Abstract

Purpose

Due to significant differences between urban and rural areas in terms of geographical environment, building scale, resident culture, social organization and other aspects, the post-disaster recovery and reconstruction models for both exhibit substantial variation. This study identifies critical strategic issues that must be addressed in housing reconstruction in the context of different social structures of urban–rural “integration” and urban–rural “dualization” to achieve the goal of “building back better” in the future.

Design/methodology/approach

By taking the experience of the 5.12 Wenchuan earthquake and the Taiwan 9.21 earthquake as a reference, this study provides a thematic analysis and systematic summary of the entire process of post-disaster housing reconstruction.

Findings

A successful housing reconstruction process should actively engage disaster-affected populations through participatory institutional design. Providing a diverse housing reconstruction model can coordinate the interests of the government, the market and affected individuals, promoting harmony of residential, productive and ecological functions. However, it can also lead to the division of existing communities.

Research limitations/implications

This research relies on existing literature, government publications, academic studies and news reports, which may carry inherent biases or omissions. Future research can benefit from conducting more extensive and long-term post-reconstruction surveys to assess the sustained impact of recovery efforts while also considering additional data sources to ensure comprehensive and unbiased analyses.

Practical implications

With the support of post-disaster reconstruction policies, diverse changes in land use can lead to urban and rural spatial pattern reform and sustainable regional development, providing a reference for formulating optimal strategies.

Social implications

This study carries significant societal implications by addressing critical strategic issues in housing reconstruction within varying urban–rural social structures. It highlights the importance of engaging affected populations through participatory design and harmonizing government, market and individual interests. The research introduces strategies for activating rural construction land quotas and creating new funding sources, promoting sustainable regional development. Its findings contribute to post-disaster reconstruction models, offering valuable insights for policymakers and stakeholders, ultimately leading to more effective and inclusive recovery efforts and benefiting disaster-prone areas worldwide.

Originality/value

This research primarily investigates the market circulation patterns of urban and rural land under different social structures, delves into the strategies for sources of housing reconstruction funding, along with an assessment of their effectiveness.

Abstract

Purpose

The purpose of this study is to present the possibilities of co-creation-type reconstruction methods by focusing on examples of reconstruction in communities affected by the 2011 disaster in Japan. This is because the reconstruction of a community is not a matter of supplementing what has been physically lost, but must include social and cultural aspects. We will also conduct research based on the idea that by placing the residents, who are the bearers of the community, in the lead role, we can achieve a recovery that promotes maturity, rather than a recovery that overwrites the community.

Design/methodology/approach

This research was initially conducted for the purpose of reconstruction assistance, but in the process, the author conducted research using information obtained through material surveys on local history and self-governing activities, interview surveys on pre-disaster life, and participatory observation of reconstruction activities. In order to extract knowledge on co-creative reconstruction methods, the author focused on the actual state of cooperation between residents, experts involved in reconstruction support, and the government, based on past research conducted by the author, and extracted what could be considered co-creation from this.

Findings

Co-creative reconstruction is defined as a state in which a shared vision for reconstruction is created by each organization involved in the reconstruction process, with the residents at the core, and collaboration is generated beyond the organizational framework in order to achieve the objectives. This case study can be divided into the following three stages: the stage where the local residents start the recovery process, the stage where a vision for recovery is drawn up based on the recovery project organized by the government, and the stage where collaboration beyond the organizational framework is created to achieve the recovery vision.

Research limitations/implications

Compared to normal urban development, reconstruction projects in disaster-stricken areas are carried out simultaneously in a short period of time. Therefore, in order to capture the details of reconstruction, it is necessary to limit the target area and continue participant observation. However, the limited number of areas to be studied makes it difficult to conduct comparative verification. In addition, the unclear concept of “co-creation” requires the formation of common values through the verification of various case studies. Therefore, it is essential to form an environment in which various case studies can be collected and discussed.

Practical implications

Many of the research reports on earthquake recovery are extracts on specific themes. As a result, it is difficult to obtain an overall picture of how specific areas are recovering. As such, there are few examples that can serve as a reference when confronting reconstruction and an exploratory approach to the unclear future is required. Therefore, this study has practical findings in that it presents concrete sample information by clearly indicating issues and reconstruction systems on a long-term time horizon.

Social implications

It is nonsense to impose a uniform recovery plan in the midst of a mature society with increasingly diverse values. It is necessary to explore the possibility of bottom-up reconstruction in which residents play a leading role as a way to realize individualized and diverse reconstruction. This study presents the possibility of promoting reconstruction while maintaining equal relationships among residents, experts, and the government.

Originality/value

First, the study captures the actual situation of the village before the earthquake and the actual situation of the village during the reconstruction process, using the village as the basic unit. Second, it captures the reconstruction process of the village over a 10-year time frame. According to a specific timeline, the activities, discussions, and institutional changes to promote reconstruction are positioned. Third, in the limited phase of earthquake reconstruction, the project is providing information and analysis from a comprehensive and multifaceted perspective by narrowing down the target areas and continuing high-resolution surveys.

Abstract

Purpose

This study examines the impact of outdoor environments in public rental housing complexes on residents’ psychological restoration, taking into account the interconnectedness of physical and psychological factors in human health. Drawing on Kaplan and Kaplan’s Attention Restoration Theory and Ulrich’s Supportive Design Theory, the research investigates the factors influencing residents’ psychological restoration within these outdoor spaces.

Design/methodology/approach

The Perceived Restorativeness Scale (PRS), which is based on the Attention Restoration Theory and the Zuckerman Inventory of Personal Reactions (ZIPERS) are used to assess residents’ restorative experiences. Field research was conducted to collect data on the outdoor environments, and surveys were administered to the residents. The study analyzes the data using SPSS, including both factor and correlation analyses, to explore the relationship between the restorative effect and emotional factors.

Findings

The study verified a significant influence of positive emotions in ZIPERS on PRS’ overall restorative effect, thus supporting the utilization of both PRS and ZIPERS factors together to assess comprehensively the impact of outdoor environments on residents’ psychological restoration.

Originality/value

By employing a multidimensional approach involving residents’ experiences and emotions, this study quantified emotional and psychological data, which were hard to quantify. These results provide a basis for developing more objective restoration environment design guidelines and programs in the future.

Abstract

Housing is a fundamental need for all humans. A roof over our heads can provide safety, warmth and stability. Once we have this stability, our physical and mental health is more likely to be managed effectively. However, housing, or indeed a roof, is not something everyone has the privilege of experiencing. Housing policy across the globe is dominated by capitalistic thinking: the profit becomes the priority. Those marginalised, traumatised and stigmatised suffer the most, many having to access inadequate homeless shelters, still more sleeping on our cold streets. Current service provision favours the middle class. In these circumstances ill-health manifests, responses are often inadequate, yet some innovations develop. Housing First seeks to reach into the homeless population and provide housing to those most entrenched, while Safetynet seeks to provide health-related services to those homeless and experiencing other related problems. Both interventions understand the role peers can play in providing these services.

Abstract

Purpose

This study aims to explore the relationship between house prices and time-on-market (TOM) in Silicon Valley. Previous findings have been inconclusive due to variations in property characteristics. This paper highlights the discrepancy between listing and selling prices and identifies differences among housing types such as condominiums, detached houses and townhouses based on housing orientations and customer groups. Additionally, this study considers the impact of the COVID-19 pandemic and the Fed’s interest rate policies on the housing market.

Design/methodology/approach

The authors analyze 63,853 transactions from the Bay East Board of Realtors’ Multiple Listing Service during 2018 to 2022. The study uses a multiple-stage methodology, including a nonlinear hedonic pricing model, search theory and two-stage least squares method to address concerns relating to endogeneity.

Findings

The Silicon Valley housing market shows resilience, with low-end properties giving buyers more bargaining power without significant price drops. High-end properties, on the other hand, attract more attention over time, leading to aggressive bidding and higher final sale prices. The pandemic, despite reducing housing supply, did not dampen demand, leading to price surges. Post-COVID, price correlations with TOM changed, indicating a more cautious buyer approach toward high premiums. The Fed’s stringent monetary policies post-2022 intensified these effects, with longer listing times leading to greater price disparities due to financial pressures on buyers and shifting dynamics in buyer interest.

Practical implications

Results reveal a nonlinear positive correlation between TOM and the price formation process, indicating that the longer a listed property is on the market, the greater the price changes. For low-end properties, TOM becomes significantly negative, while for high-end properties, the coefficient becomes significantly positive, with effects and magnitudes varying by type of dwelling. Moreover, external environmental factors, especially those leading to financial strain, can significantly impact the housing market.

Originality/value

The experience of Silicon Valley is valuable for cities using it as a development model. The demand for talent in the tech industry will stimulate the housing market, especially as the housing supply will not improve in the short term. It is important for government entities to plan for this proactively.

Abstract

Purpose

We examine the aggregate price trend of the Greek housing market from a behavioral perspective.

Design/methodology/approach

We construct a behavioral real estate sentiment index, based on relevant real estate search terms from Google Trends and websites, and examine its association with real estate price distributions and trends. By employing EGARCH(1,1) on the New Apartments Index data from the Bank of Greece, we capture real estate price volatility and asymmetric effects resulting from changes in the real estate search index. Enhancing robustness, macroeconomic variables are added to the mean equation. Additionally, a run test assesses the efficiency of the Greek housing market.

Findings

The results show a significant relationship between the Greek housing market and our real estate sentiment index; an increase (decrease) in search activity, indicating a growing interest in the real estate market, is strongly linked to potential increases (decreases) in real estate prices. These results remain robust across various estimation procedures and control variables. These findings underscore the influential role of real estate sentiment on the Greek housing market and highlight the importance of considering behavioral factors when analyzing and predicting trends in the housing market.

Originality/value

To investigate the behavioral effect on the Greek housing market, we construct our behavioral pattern indexes using Google search-based sentiment data from Google Trends. Additionally, we incorporate the Google Trend index as an explanatory variable in the EGARCH mean equation to evaluate the influence of online search behavior on the dynamics and prices of the Greek housing market.

Purpose

Housing First (HF) is an evidence-based practice effective in reducing homelessness among those who experience chronic homelessness. However, a strong synthesis evaluating the effectiveness of this intervention is lacking for people who use drugs. The purpose of this study is to explore international literature databases to identify the effectiveness of the HF programme among people who use drugs.

Design/methodology/approach

A modified framework from Arksey and O’Malley (2005) was used, namely: identifying the research question; developing inclusion and exclusion criteria; identifying relevant studies for study selection; charting the data; and collating, summarising and reporting the results.

Findings

Three main themes were identified: substance use related outcomes, housing-related outcomes and social outcomes. There is strong evidence that HF increases housing retention and reduces homelessness among chronically homeless people who use drugs. However, literature relating to substance use and social outcomes for this population report mixed and inconclusive findings.

Research limitations/implications

This scoping review concludes that additional research is required to conclusively determine whether HF is an effective intervention for homeless substance users. Future researchers must use formal assessments of substance use and ensure clear reporting of the HF intervention is accomplished. It is recommended for researchers and policymakers to consider the specific needs of the people who use drugs before implementation of HF for this population.

Practical implications

Differential effectiveness of HF through diagnostic subgroups such as alcohol use and drug use is varied with alcohol use being found to decrease due to the HF programme, but findings relating to other drug use outcomes are varied. As most previous studies used the Addiction Severity Index (ASI) to measure substance use among participants, however, the ASI, a self-reporting measure has unstable criterion validity and can cause under or over reporting of substance use. Structured toxicology or diagnostic assessments of substance use must be used for research instead to assist researchers in making firm conclusions about the reported rates.

Social implications

The slightly poorer housing outcomes among people who use substances indicate that this group may need more intensive approaches to finding and maintaining housing. Additional services for the group that address comorbid problems and consequences relating to substance use are required. It is suggested that housing should be provided within an integrated model that offers additional support services such as case management as when well matched to clients, case management appears to be an effective intervention among homeless sub-populations, as it reduces substance use, improves quality of life and health outcomes, improves social connectedness and increases housing tenure and satisfaction.

Originality/value

This scoping review concludes that additional research is required to conclusively determine whether HF is an effective intervention for homeless substance users. Future researchers must use formal assessments of substance use and ensure clear reporting of the HF intervention is accomplished. It is recommended for researchers and policymakers to consider the specific needs of the people who use drugs before HF implementation for this population.

Abstract

Purpose

The purpose of this study is to analyse numerous aspects affecting residential property price in Malaysia against macroeconomics issues such as gross domestic product (GDP), exchange rate, unemployment and wage.

Design/methodology/approach

The hedonic pricing model has been adopted as econometric model for this research to investigate the relationship between residential property price against macroeconomics indicator. The data for residential property price and macroeconomic variables were collected from 1991 to 2019. Multiple linear regression had been adopted to find the relationship between the dependent and independent variables.

Findings

The result shows that the GDP has a significant positive impact on residential property price, while exchange rate has no significant impact although it was positive. In addition, the unemployment rate has a significant impact on the residential property price and has a negative relationship. Similar to the wage that shows the negative relationship with residential property prices. Moreover, during the pandemic COVID-19 in Malaysia, this research shows a more transparent view of the relationship between residential property price and the macroeconomic issues of GDP, exchange rate, unemployment and wage.

Originality/value

The findings of this research found that macroeconomics issue cannot be eliminated due to Malaysia is a developing country, and there will always be an issue that will happen, but the issues can be reduced to maximise the advantages, e.g. during COVID-19, the solution to fight against COVID-19 were crucial and weaken the macroeconomics issues.
