Abstract
Purpose
The purpose of this paper is to investigate the relationship between capabilities and renewal of organizational and business know-how in franchise networks.
Design/methodology/approach
This work uses a comparative case study of adaptive, absorptive and innovative capabilities to investigate knowledge renewal in 16 franchise networks.
Findings
The findings show that adaptive and innovative capabilities complement each other to foster know-how renewal. Furthermore, networks without internal R&D need to mobilize adaptive, absorptive and innovative capabilities to renew both organizational and business know-how. The findings also highlight that the three capabilities are interconnected.
Research limitations/implications
The results of this research could provide insights for franchise networks to regenerate their knowledge base and ensure their long-term survival.
Originality/value
The underlying capabilities that explain organizational and business know-how renewal in franchises have not been investigated.

Abstract
Purpose
The purpose of this study is to determine the strategy adopted by small- and medium-scale enterprise (SME) owners in setting up internal control systems, examine the relationship between the numbers of employees’ fraud and strategy adopted in setting up internal control and evaluate the difference between proactive and reactive strategies in employee’s fraud prevention among SMEs.
Design/methodology/approach
A survey research approach was adopted to determine whether proactive or reactive strategies were adopted by the SME owners. Specifically, a survey questionnaire was used to gather primary data from selected respondents in Lagos and Oyo States. Descriptive statistics, Spearman correlation and the Mann–Whitney test were used to analyse the primary data.
Findings
The study found that most of the SME owners used reactive internal control strategies in setting up their internal control systems after they suffered financial losses occasioned by employees’ fraud. Also, the study found a positive relationship between the number of employees’ fraud and reactive strategy. Finally, the study found a significant difference in the number of employees’ fraud occurrences between proactive and reactive internal control strategies in SMEs.
Research limitations/implications
The study provides further confirmation that where internal control is properly set up and strengthened, a lower number of employee frauds will occur. Thus, giving credence to the fraud theory. The study was, however, conducted in six selected local government areas in two states.
Practical implications
The study provides recommendations on the adoption of a proactive strategy for curbing employees’ fraud at the onset of business operations and not until devastating events of employees’ fraud become a reality.
Originality/value
The study is original, as it focuses on the strategy adopted by SME owners in setting up internal control systems, which is rare in fraud empirical studies, particularly for studies conducted in emerging markets like Nigeria. It provides the need for the sustainability of SMEs as engine of growth and employment through the adoption of appropriate strategies in setting up internal control systems.

Abstract
Purpose
At the global level, disaster risk finance (DRF) is playing an increasingly prominent role in the international agendas for climate change adaptation. However, before implementing such agendas, it is essential to understand the needs and limitations of DRF in the subnational context where they need to impact. This research aims to gain insights into the perspectives of community and governmental actors in Colombia regarding DRF. Its goal is to promote the specific design of collaborative educational and technical assistance processes that consider their interests in the subject and the cultural diversity of the territories.
Design/methodology/approach
To achieve this, semi-structured interviews were conducted, and the findings were organized to highlight key aspects that help to understand DRF perspectives in the Colombian context.
Findings
It was found that the most significant limitations of implementing DRF include a lack of knowledge on the topic, corruption that encourages a reactive approach and the absence of economic resources. Concerns have emerged regarding the possibility of climate risk insurance becoming a profit-driven enterprise and the potential development of dependency behaviors within community groups, leading to maladaptation and moral hazard. Similarly, the implementation of DRF through foreign funds has raised concerns about the loss of territorial sovereignty and autonomy.
Originality/value
This is one of the first studies that carry out this kind of research and contributes to the formulation of inclusive public policies for DRF in different contexts worldwide.

Abstract
Purpose
The Sendai framework for disaster risk reduction (DRR) 2015–2030 offers guidelines to reduce disaster losses and further delivers a wake-up call to be conscious of disasters. Its four priorities hinge on science, technology and innovations as critical elements necessary to support the understanding of disasters and the alternatives to countermeasures. However, the changing dynamics of current and new risks highlight the need for existing approaches to keep pace with these changes. This is further relevant as the timeline for the framework enters its mid-point since its inception. Hence, this study reflects on the aspirations of the Sendai framework for DRR through a review of activities conducted in the past years under science, technology and innovations.
Design/methodology/approach
Multidimensional secondary datasets are collected and reviewed to give a general insight into the DRR activities of governments and other related agencies over the past years with case examples. The results are then discussed in the context of new global risks and technological advancement.
Findings
It becomes evident that GIS and remote sensing embedded technologies are spearheading innovations for DRR across many countries. However, the severity of the Covid-19 pandemic has accelerated innovations that use artificial intelligence-based technologies in diverse ways and has thus become important to risk management. These notwithstanding, the incorporation of science, technology and innovations in DRR faces many challenges. To mitigate some of the challenges, the study proposes reforms to the scope and application of science and technology for DRR, as well as suggests a new framework for risk reduction that harnesses stakeholder collaborations and resource mobilizations.
Research limitations/implications
The approach and proposals made in this study are made in reference to known workable processes and procedures with proven successes. However, contextual differences may affect the suggested approaches.
Originality/value
The study provides alternatives to risk reduction approaches that hinge on practically tested procedures that harness inclusivity attributes deemed significant to the Sendai framework for DRR 2015–2030.

Purpose
To provide insights into the role of formal and informal accounts in preventing the liquidation of a professional football club and in post-crisis rebuilding.
Design/methodology/approach
This case study, framed as a conflict arena, covers an eight-year period of a high-profile struggle over the future of a professional football club. It uses a mixed methods design, including direct engagement with key actors involved in administration proceedings and transformation to a hybrid supporter-owned organisation.
Findings
Our findings suggest that within the arena:• formal accounting and governance were of limited use in managing the complex network of relationships and preventing the abuse of power or existential crises. • informal accounting helped mobilise critical resources and maintain supporters’ emotional investment during periods of conflict. • informal accounts enabled both resistance and coalition-building in response to perceived abuse of power. • informal accounts were used by the Club as part of its legitimation activities.
Originality/value
This study provides theoretical and empirical insights into an unfolding crisis with evidence gathered directly from actors involved in the process. The conceptual framework developed in this paper creates new visibilities and possibilities for developing more effective accounting practices in settings that enable continuing emotional investment from supporters.

Purpose
This editorial introduces a special issue of the Journal of Services Marketing, dedicated to the concept of resilience in the services sector. This editorial aims to identify how service organizations, networks and systems are resilient in the face of or wake of marketplace disruptions.
Design/methodology/approach
Drawing on available literature in service research, the authors illustrate how service scholars can better understand the processes, relationships and outcomes that are a crucial part of resilience in service organizations.
Findings
This editorial presents a theoretical framework illustrating interactive, linked and interdependent resource-based resilience practices that enable service organizations and individuals to develop and grow resilience. The special issue papers identified six themes to guide future research: conceptual complexity and challenges of operationalization; culture, context and resilience; antecedents to resilience and outcomes; resilience and the complex world of artificial intelligence and technology; value co-creation; and service ecosystems.
Originality/value
This editorial presents service researchers with an overview of research examining the concept of resilience. It also demonstrates diversity in how the concept is defined and operationalized. Our theoretical framework illustrates a new way of conceptualizing service resilience by identifying three resource-based resilience practices in an increasingly ambiguous, dynamic and complex service world. Together these underpin the six themes for further research.

Purpose
This paper aims to address two fundamental questions: (1) How has Bahrain's industrial policy evolved during the 21st century? and (2) what factors contribute to this evolution?
Design/methodology/approach
Utilizing secondary data, this paper identifies key decision-makers responsible for economic policy in Bahrain and delineates the evolution of Bahrain's industrial policy throughout the 21st century. Subsequently, it employs a series of interviews with elite civil servants engaged in the formulation and implementation of Bahrain's economic policies to understand the reasons behind the observed changes.
Findings
Since assuming the role of Crown Prince in 1999, Sh. Salman bin Hamad Al Khalifa has been the key economic decision-maker in Bahrain. During the 21st century, Bahrain has shifted away from decisions closely aligned with the Washington Consensus towards those more in line with classical industrial policy. Interviews reveal that the private sector's underperformance in job creation, coupled with fiscal pressures, has driven this departure from the Washington Consensus. Moreover, the early successes of the interventionist Saudi Vision 2030 and Bahrain's own success in technocratically managing the COVID-19 pandemic have accelerated this transition.
Practical implications
Insights into the determinants of Bahrain's industrial policy can guide policymakers in refining future strategies. Recognizing the positive role of intellectual developments in academic economics literature becomes crucial for informed decision-making.
Originality/value
This paper fills a gap in the existing literature by providing answers to its research questions, particularly considering the significant changes witnessed in Bahrain's industrial policy post-pandemic.

Purpose
Digital platforms (DP) are transforming service delivery and affecting associated actors. The position of DPs is impacted by the regulations. However, emerging economies often lack the regulatory environment to support DPs. This paper aims to explore the regulatory developments for DPs using the multi-level perspective (MLP).
Design/methodology/approach
The paper explores regulatory developments of ride-hailing platforms (RHPs) in India and their impacts. This study uses qualitative interview data from platform representatives, bureaucrats, drivers, experts and policy documents.
Findings
Regulatory developments in the ride-hailing space cannot be explained as a linear progression. The static institutional assumptions, especially without considering the multi-actors and multi-levels in policy formulation, do not serve associated actors adequately in different times and spaces. The RHPs regulations must consider the perspective of new RHPs and the support available to them. Non-consideration of short- and long-term perspectives of RHPs may have unequal outcomes for established and new RHPs.
Research limitations/implications
This research has implications for the digital economy regulatory ecosystem, DPs and implications for policymakers. Though the data from legal documents and qualitative interviews is adequate, transactional data from the RHPs and interviews with judiciary actors would have been insightful.
Practical implications
The study provides insights into critical aspects of regulatory evolution, governance and regulatory impact on the DPs’ ecosystem. The right balance of regulations according to the business models of DPs allows DPs to have space for growth and development of the platform ecosystem.
Social implications
This research shows the interactions in the digital space and how regulations can impact various actors. A balanced policy can guide the paths of DPs to have equal opportunities.
Originality/value
DP regulations have a complex structure. The paper studies regulatory developments of DPs and the impacts of governance and controls on associated players and platform ecosystems.

Abstract
Purpose
During the supply chain disruptions caused by COVID-19, logistics service providers (LSPs) have invested heavily in innovations to enhance their supply chain resilience capabilities. However, only little attention has been given so far to the nature of these innovative capabilities, in particular to what extent LSPs were able to repurpose capabilities to build supply chain resilience. In response, using the concept of exaptation, this study identifies to what extent LSPs have discovered and utilized latent functions to build supply chain resilience capabilities during a disruptive event of high impact and low probability.
Design/methodology/approach
This conceptual paper uses a theory building approach to advance the literature on supply chain resilience by delineating the relationship between exaptation and supply chain resilience capabilities in the context of COVID-19. To do so, we propose two frameworks: (1) to clarify the role of exaptation for supply chain resilience capabilities and (2) to depict four different exaptation dimensions for the supply chain resilience capabilities of LSPs.
Findings
We illustrate how LSPs have repurposed original functions into new products or services to build their supply chain resilience capabilities and combine the two critical concepts of exploitation and exploration capabilities to identify four exaptation dimensions in the context of LSPs, namely impeded exaptation, configurative exaptation, transformative exaptation and ambidextrous exaptation.
Originality/value
As one of the first studies linking exaptation and supply chain resilience, the framework and subsequent categorization advance the understanding of how LSPs can build exapt-driven supply chain resilience capabilities and synthesize the current literature to offer conceptual clarity regarding the varied implications and outcomes linked to the repurposing of capabilities.
