Abstract

Purpose

Rural communities around the world are searching for solutions to upkeep, restore and improve local services that are deteriorating. They are exploring the potential of a digital transition along with the opportunities and threats created by new patterns of mobility and closer links with urban areas. The expansion of information and communication technologies (ICT)-enhanced applications enables rural communities to improve their quality of life. The concept of smart village is primarily about how rural communities make the best use of both ICT and social innovation by responding to the ongoing and emerging challenges. Therefore, the aim of this paper is to investigate strategies for adoption of smart villages along with the challenges faced.

Design/methodology/approach

A quantitative research methodology was adopted in this research. A web-based questionnaire survey was conducted to collect data. In total, 110 fully completed and useable questionnaires were received. Statistical analyses were undertaken using the Statistical Package for Social Sciences (SPSS).

Findings

The results indicate that lack of budget, lack of clear strategies for development of sustainable “smart villages”, lack of collaboration between stakeholders and lack of knowledge related to “smart villages” are the most debated challenges for implementing smart village agenda. Whereas smart energy, smart healthcare, smart transport, smart education and smart water are the top five most important smart village strategies.

Research limitations/implications

Despite the novel insights provided by this study, it has some limitations. Given that the research reported in this paper is based on literature review and small-scale survey, results presented are only tentative and not generalisable. The findings of this paper are limited to the UK context only. Although generalisability outside of this context may be limited, the authors infer that the results are relevant to other comparable developed countries.

Originality/value

Research on smart village development is rare. This paper presents a theoretical basis on the concept of smart villages. It adds to the rich insight that goes into the understanding and awareness of the current smart village strategies along with the key challenges organisations encounter when implementing smart village initiatives. This research has implications towards informing professionals and policymakers on key lessons learnt during the implementation of smart village strategies. Also, this paper contributes to the academic debate on smart village development and provides useful recommendations to both policymakers and practitioners.

Abstract

Purpose

The COVID-19 pandemic has affected around 216 countries and territories worldwide and more than 2000 cities in India, alone. The smart cities mission (SCM) in India started in 2015 and 100 smart cities were selected to be initiated with a total project cost of INR 2031.72 billion. Smart city strategies play an important role in implementing the measures adopted by the government such as the issuance of social distancing regulations and other COVID-19 mitigation strategies. However, there is no research reported on the role of smart cities strategies in managing the COVID-19 outbreak in developing countries.

Design/methodology/approach

This paper aims to address the research gap in smart cities, technology and healthcare management through a review of the literature and primary data collected using semi-structured interviews.

Findings

Each city is unique and has different challenges, the study revealed six key findings on how smart cities in India managed the COVID-19 outbreak. They used: Integrated Command and Control Centres, Artificial Intelligence and Innovative Application-based Solutions, Smart Waste Management Solutions, Smart Healthcare Management, Smart Data Management and Smart Surveillance.

Originality/value

This paper contributes to informing policymakers of key lessons learnt from the management of COVID-19 in developing countries like India from a smart cities’ perspective. This paper draws on the six Cs for the implications directed to leaders and decision-makers to rethink and act on COVID-19. The six Cs are: Crisis management leadership, Credible communication, Collaboration, Creative governance, Capturing knowledge and Capacity building.

Abstract

Purpose

Project risk management (PRM) and human resource management (HRM) are the two critical success factors (CSFs) for international project management. This paper aims to correlate these two CSFs, identify the human resource (HR) barriers, develop a hybrid model for risk management and develop strategies to overcome the HR barriers to effective risk management in international projects.

Design/methodology/approach

In total, 20 key HR barriers have been identified through a literature survey and verified by project professionals. These HR barriers are ranked according to their ability to trigger other barriers by analysing their interactions using the decision-making trial and evaluation laboratory (DEMATEL) method. Based on Ulrich’s revised model for HR functions, a hybrid framework for international PRM has been proposed.

Findings

DEMATEL analysis categorized nine barriers as cause barriers and 11 as affected barriers. The “PROJECTS” model proposed for HR strategy development suggests eight strategies to overcome these nine cause barriers. The hybrid PRM framework developed includes the effect of the HR dimension.

Research limitations/implications

This paper presents the generalized prioritization of HR barriers to international PRM. For a specific international project, the HR barriers and their prioritization may change slightly. The hybrid framework for PRM and the strategy development model suggested are yet to be validated.

Originality/value

Correlating two CSFs in international project management, i.e. HRM and PRM and ranking the HR barriers using the DEMATEL method is the uniqueness of this research paper. The hybrid framework developed for PRM based on HR functions in Ulrich’s revised model and the proposed new HR strategy development model “PROJECTS” are unique contributions of this paper.

Abstract

Purpose

The purpose of this paper is to describe key policy and practice issues regarding a significant subgroup of people with intellectual disability – those with offending behaviour being treated in forensic hospitals.

Design/methodology/approach

The reasons why psychiatrists continue to be involved in the treatment of people with intellectual disability and mental health or behavioural problems and the factors that may lead to patients needing hospital admission are examined. Using two illustrative examples, three key questions – containment vs treatment, hospital care vs conditional discharge and hospital treatment vs using deprivation of liberty safeguards usage in the community are explored.

Findings

Patients with intellectual disability, mental health problems and offending behaviours who are treated within forensic inpatient units tend to have long lengths of stay. The key variable that mediates this length of stay is the risk that they pose to themselves or others. Clinicians work within the framework of mental health law and have to be mindful that pragmatic solutions to hasten discharge into the community may not fall within the law.

Originality/value

This paper makes practical suggestions for the future on how to best integrate hospital and community care for people with intellectual disability, mental health and offending behaviours.

Abstract

Purpose

The purpose of this paper is to study the analytical hierarchy process (AHP) based on assessment of sustainability indicators for public transportation system including pedestrians and feeder services in developing country.

Design/methodology/approach

A hybrid approach based on the AHP is considered for assessment of the sustainability of public transportation system including pedestrians and feeder services. Sustainability related indicators for public transportation system (namely for metro, bus and feeder bus) and pedestrians based on past data were reviewed and subsequently, more important indicators catering needs of developing country have been added to achieve significant sustainability score and a total of 17 indicators were selected for assessment of comprehensive sustainability (seven indicators under economic, six under social and four under environmental categories).

Findings

For quantifying the assessment, specific user interview surveys are performed in south Delhi region and accordingly perception of user and transportation-related operational characteristics of the public transport system were also collected. Preliminary result shows air pollution in environmental category, public health in social category and productivity in economic category is most influential parameters in developing country.

Originality/value

AHP method is applied for rating the criteria and setting out the priority of designed sustainable indicators. Subsequently sustainable mitigation measures and scenarios for the study area can be evaluated utilizing developed comprehensive sustainability indicator for public transportation system including pedestrian and feeder services available in developing country.

Purpose

National policy in England is now directed towards keeping patients with intellectual disability (ID) presenting with forensic problems for time-limited treatment. The result is that secure hospital services are expected to work much more proactively to discharge patients to community-based services. However, there is little evidence in recent years on the outcome of discharged patients with ID from secure hospitals. The purpose of this paper is to describe the outcomes of a patient group discharged from a specialist forensic ID service in London, England.

Design/methodology/approach

This is a descriptive retrospective case note study of patients with ID admitted to and discharged from a secure service with both low and medium secure wards, over a six-year period from 2009 to 2016. The study examined patient demographic, clinical and outcome variables, including length of stay, pharmacological treatment on admission and discharge, offending history and readmissions to hospital and reoffending following discharge.

Findings

The study identified 40 male patients, 29 of which were admitted to the medium secure ward. In all, 27 patients (67.5 per cent) were discharged into the community with 14 patients having sole support from the community ID services and 4 from the community forensic services. In total, 20 per cent of patients were readmitted within the study period and 22.2 per cent of patients received further convictions via the Criminal Justice System following discharge.

Originality/value

This was a complex group of patients with ID discharged into the community with a number at risk of requiring readmission and of reoffending. Community-based services providing for offenders with ID must have sufficient expertise and resourcing to manage the needs of such a patient group including the ongoing management of risks. The national drive is significantly to reduce the availability of specialist inpatient services for this group of patients but this must occur alongside an increase in both resources and expertise within community services.
