Purpose
The purpose of this article is to introduce the concept of racial capitalism in the context of academic libraries.
Design/methodology/approach
This paper draws on Leong's (2013) extended theory of racial capitalism and identifies how neoliberalism and racial capitalism are tied as well as how it is manifested in academic libraries through tokenism, racialized tasks, consuming racial trauma, cultural performance demands, workload demands and pay inequity.
Findings
The article ends with some suggestions in how to address these problematic practices though dismantling meritocratic systems, critical race theory in LIS education and training, and funding EDI work.
Originality/value
The article explores a concept in the academic library context and points to practices and structures that may commodify racialized identities.

Abstract
Purpose
This paper explores how racial neoliberalism is the latest evolution of race and global capitalism and is analyzed in the example of global tourism in Costa Rica. Racial neoliberalism represents two important features: colorblind ideology and new racial practices.
Methodology/approach
Two beach tourism localities in Costa Rica are investigated to identify the racial neoliberal practices that racialize tourism spaces and bodies and the ideological discourses deployed to justify racial hierarchical placement that perpetuates new forms of global and national inequality.
Findings
Three neoliberal racial practices in tourism globalization were found. First, “neoliberal networks” supported white transnational actors’ linkage to national and global tourism providers. Second, “neoliberal conservation” in beach land protection policies secured private tourism business development and impacted current and future racial community displacement. Third, “neoliberal activism” exposed how community fights to change local tourism development was demarcated along racial lines.
Practical implications
An inquiry into the mechanisms and logics of how racism contemporarily operates in the global economy exposes the importance of acknowledging that race has an impact on different actor’s global economic participation by organizing the distribution of material economic rewards unevenly.
Originality/value
As scholarship exposes how gender, ethnicity, and class are constituted through global economic arrangements it is imperative that research uncovers how race is a salient category also shaping current global inequality but experienced differently in diverse geographies and histories.

Abstract
Purpose
The purpose of this paper is to explore and extend understanding of the concept of cultural competence in relation to whiteness, particularly the implications of this link in the context of heightened concerns about safety and risk connected with the responsibilisation of health and social care.
Design/methodology/approach
The paper is a critical review of academic literature about cultural competence in health and social care, focussing on Scotland. The discussion develops understandings of cultural competence in light of important writing about whiteness and draws on recent related research, for example, about racial patterning in relation to disciplinary proceedings.
Findings
Cultural competence is an example of the neoliberal fusion of the ideals of quality and equality. It is a technology of whiteness which may reinforce racial disadvantage especially in the current environment of responsibilisation. Cultural competence is associated with individual responsibility tropes which undermine state-funded welfare provision and re-inscribe traditional inequalities.
Practical implications
The findings reinforce the importance of a focus on the social determinants of health and challenge “audit” approaches to competence of all kinds, favouring instead the promotion of creativity from the margins.
Originality/value
This paper brings together several areas of literature, which have perhaps previously not overlapped, to identify under-recognised implications of cultural competence in the sector, thus linking the critical discussion to decolonisation and good practice in new ways.

Abstract
Purpose
To examine whether indigenous critiques of globalization and critical theories of modernity are compatible, and how they can complement each other so as to engender more realistic theories of modern society as inherently constructive and destructive, along with practical strategies to strengthen modernity as a culturally transformative project, as opposed to the formal modernization processes that rely on and reinforce modern societies as structures of social inequality.
Methodology/approach
Comparison and assessment of the foundations, orientations, and implications of indigenous critiques of globalization and the Frankfurt School’s critical theory of modern society, for furthering our understanding of challenges facing human civilization in the twenty-first century, and for opportunities to promote social justice.
Findings
Modern societies maintain order by compelling individuals to subscribe to propositions about their own and their society’s purportedly “superior” nature, especially when compared to indigenous cultures, to override observations about the de facto logic of modern societies that are in conflict with their purported logic.
Research implications
Social theorists need to make consistent efforts to critically reflect on how their own society, in terms of socio-historical circumstances as well as various types of implied biases, translates into research agendas and propositions that are highly problematic when applied to those who belong to or come from different socio-historical contexts.
Originality/value
An effort to engender a process of reciprocal engagement between one of the early traditions of critiquing modern societies and a more recent development originating in populations and parts of the world that historically have been the subject of both constructive and destructive modernization processes.

Abstract
Purpose
The purpose of this paper is to situate the idea that the City of Toronto is a leader on addressing issues of diversity, racism and democracy within the context of diversity discourse and the racial norms that are incited by it.
Design/methodology/approach
A genealogy and critical discourse analysis of City of Toronto documents from 1975 to 2017 involving consultations with racial Others on issues of diversity, race and/or racism was conducted.
Findings
The author shows how the specific racial norms that continue to make up diversity discourse as “truth” in the City of Toronto are reproduced through the commodification of racial Others and the re-framing of their racial claims, to re-generate the narrative of the diverse City of Toronto where all are welcome to participate and belong.
Practical implications
Implications for senses of place are discussed.
Originality/value
This paper adds critical depth to understanding increased participation of racialised communities as a mechanism for achieving socio-political change in government and non-government institutions. Initiated in a local context, the findings of this paper are intended to contribute to a global reservoir of critical knowledge on diversity, race, democracy, political participation and power.

Purpose
This special issue explores how marketing thought and practice have contributed to systemic racism but could alleviate racially insensitive and biased practices. An introductory historical overview briefly discusses coloniality, capitalism, eugenics, modernism, transhumanism, neo-liberalism, and liquid racism. Then, the special issue articles on colonial-based commodity racism, racial beauty imagery, implicit racial bias, linguistic racism and racial imagery in ads are introduced.
Design/methodology/approach
The historical introduction is grounded in a review of relevant literature.
Findings
Anti-racism efforts must tackle the intersection between neo-liberalism and racial injustice, the “raceless state” myth should be re-addressed, and cultural pedagogy’s role in normalizing racism should be investigated.
Practical implications
To stop perpetuating raced markets, educators should mainstream anti-racism and marketing. Commodity racism provides a historical and contemporary window into university-taught marketing skills.
Social implications
Anti-racism efforts must recognize neo-liberalism’s pervasive role in normalizing raced markets and reject conventional wisdom about a raceless cultural pedagogy, especially with the emergence of platform economies.
Originality/value
Little previous research has tackled the history of commodity racism, white privilege, white ideology, and instituting teaching practices sensitive to minority group experiences.

Abstract
Purpose
The key purpose of this paper is to explore how teachers' historical constructions of race and racism may reify whiteness in Dutch classrooms. How has whiteness contributed to how teachers understand and teach race and (historical) racism in white educational spaces in the years 1968–2017?
Design/methodology/approach
Interview data are obtained from a selection of Dutch secondary school (former) teachers, mostly history teachers, who have taught in the period between 1968–2017 (N = 28). Grounded theory and critical discourse analysis are used for analytical purposes.
Findings
The findings reveal that most teachers minimize and distort (historical) racism and its connection to the normalization of whiteness in the Netherlands. These teachers are constantly (re)constructing race based on their own histories, which silences race. This implicates contemporary educational spaces in numerous ways. Among other things, teachers normalize whiteness, while racializing the “other”, they explain racial inequities by reference to factors that exclude racism, and perpetuate whiteness through their teaching.
Originality/value
While in the USA, critical scholars have long provided evidence for racism in educational contexts, racism in Dutch education remains largely unexamined. This paper offers a critical perspective on teachers' racial contributions.

Abstract
In recent years, the issue of human trafficking has become a key component of a growing number of corporate social responsibility initiatives, in which multinational corporations have furthered the pursuit of “market based solutions” to contemporary social concerns. This essay draws upon in-depth interviews with and ethnographic observations of corporate actors involved in contemporary anti-trafficking campaigns to describe a new domain of sexual politics that feminist social theorists have barely begun to consider. Using trafficking as a case study, I argue that these new forms of sexual politics have served to bind together unlikely sets of social actors – including secular feminists, evangelical Christians, bipartisan state officials, and multinational corporations – who have historically subscribed to very different ideals about the beneficence of markets, criminal justice, and the role of the state.

Abstract
This chapter evaluates the allure and the danger of attributing race-laden crime politics to displaced anxiety. Stuart Scheingold's “myth of crime and punishment” was a path-setting theory of redirected fear, arguing that socioeconomic “fear of falling” is displaced onto street crime, where the simple morality tale of lawbreaker-versus-state offers the illusion of control. The danger of this theory, I argue, is that it purports to analyze post-1960s’ structural inequality, but it replicates the post-civil rights logic and language of racism as nonstructural – an irrationality, a misplaced emotion, a mere epiphenomenon of class. As a theory that hinges on the malfunction of redirecting structural anxieties onto symbols and scapegoats, the vocabulary of displaced anxieties links punitive (white) subjects to punished (black and Latino) objects through a diagnosis that is, by definition, beyond rationality. The vocabulary of displaced anxiety categorizes the racial politics of law and order as an emotional misfire, thereby occluding the ways in which racial interests are at stake in crime policy and carceral state development.
