Abstract

Revisits the literature on strategic human resource development (SHRD) in the context of Garavan’s work on the characteristics of SHRD. A conceptual framework is constructed that redefines SHRD stressing a shaping rather than supporting role for HRD in relation to corporate strategy. The concept of strategic maturity in HRD is examined linking the work of Garavan; Lee and McCracken; and Wallace. The resulting model of strategic maturity is then analysed empirically using data from a major questionnaire and interview survey. A new model of strategic partnerships in HRD is then proposed.

Abstract

Purpose

This study aims to assess and evaluate the disaster management system in Sri Lanka and the capacity of a local community to respond to natural disasters, and to propose a strategy for the dissemination of tsunami knowledge while raising public awareness of tsunami disasters.

Design/methodology/approach

The survey focused on three clusters of respondents and different methodologies were adopted to collect data from each group, as follows: residents: questionnaires followed by a structured interview; school children: questionnaires completed under the guidance of a teacher; government officials: questionnaires completed independently by respondents, and followed up with unstructured interviews with officials in charge of disaster related activities.

Findings

The results of the survey of residents indicate that; more than 90 percent of residents lacked tsunami knowledge prior to the 2004 tsunami; the main source of information during the disaster was direct information from family and neighbors; school education is important for raising awareness of disaster reduction; and an early warning system is a key requirement for reducing damage in the future. The school surveys reveal that; about 30 percent of school children do not yet understand what causes a tsunami; 90 percent of school children have a keen interest in studying natural disasters; comprehensive disaster education has not been provided; and audio‐visual means are thought to be the most effective tool for disaster education. The survey of officials shows that; seminars and drills on natural disaster have not thus far been conducted among general officials other than the military and police; measures need to be developed to safeguard the interests of tourists; and sirens, TV, and radio broadcasts are effective tools for disseminating disaster warnings to residents.

Practical implications

Based on the findings of the questionnaire and interview surveys, the following recommendations are proposed for disseminating knowledge and raising public awareness of tsunami disasters: promote disaster education at the school level; implement community‐level public awareness programs; enhance information management systems; and improve coordination mechanisms within the disaster management system.

Originality/value

At present, this is the only study being conducted whose goal is to quantitatively evaluate public awareness of natural disasters and disaster management in Sri Lanka.

Abstract

A study of perceived sources of stress in the Devon Ambulance Service was carried out using interview and questionnaire surveys. Semi‐structured and non‐directive interview surveys were used to identify broad areas which were regarded as being stressful, while the questionnaire survey attempted to establish more precisely the levels of stress associated with different situations faced by Ambulance Service personnel. Factor analysis of the questionnaire results yielded four main elements: organisational and managerial aspects; new, unfamiliar and difficult duties/uncertainty; work overload; and interpersonal relations. The questionnaire results indicated that the most significant sources of stress were extrinsic, mainly involving the way Ambulance Service personnel were treated by other people. Based on the interview survey results, however, it is argued that the format of the questionnaire survey may have led to an underestimation of the role of intrinsic factors as a source of stress, particularly those involved with dealing with patients.

Abstract

Purpose

This paper aims to report the detailed findings of a Centre for Education in the Built Environment (CEBE) funded study into good practice in the use of blended learning in property education. “Blended learning” is a combination of face‐to‐face learning experiences and online learning experiences which aim to complement each other in order to support and enhance student learning. The aim of this paper is to examine the benefits that blended learning provides to students' learning experience and engagement in property education. It also seeks to discuss lessons learnt from academics who deliver Royal Institution of Chartered Surveyors (RICS) and Chartered Institute of Building (CIOB) accredited property‐related courses, in developing blended learning and students' interaction with the blended learning environment.

Design/methodology/approach

This paper presents the research findings from interviews and questionnaire surveys of RICS and CIOB accredited property‐related course providers and the students who currently study these courses. Eight course directors of property‐related courses were interviewed and through discussion with the academic interviewees a questionnaire was developed and sent to all RICS and CIOB undergraduate and postgraduate course directors in the UK. The eight interviewed course directors were requested to send out a questionnaire to their students, and 442 completed students' questionnaires were returned. Further telephone interviews with seven students were conducted. The interviews were recorded, transcribed and coded to identify similar themes. The frequency of the answer in the questionnaire and comments from interviewees is presented.

Findings

Both academics and students find that blended learning gives greater flexibility for student learning in terms of learning style and study pace. With the adoption of a wide range of delivery methods, blended learning can successfully improve students' experience and enhance their engagement. It is also important to ensure that blended learning is really “blended” and includes a good mix of delivery methods. “Face‐to‐face interaction” with students is important as students require reassurance and on‐going support from lecturers. Providing training for students to use specialist software in order to equip them to fully utilise blended learning is also essential. Finally, allocation of sufficient time and resources for the development and maintenance of blended learning programmes is also key to its success.

Originality/value

This paper is the first to investigate the lessons learnt from academics in developing blended learning and also students' interaction with the blended learning environment in property‐related courses in the UK. Property‐related course providers can use the results of this study to inform the design of blended learning in their programme in order to enhance students' learning experience and engagement.

Abstract

Purpose

Considering the ongoing debate regarding the roles of business in society, this paper aims to examine the managerial understanding of corporate social responsibility (CSR) in Nepal.

Design/methodology/approach

This study uses explanatory sequential design under mixed methods of research. First, the questionnaire survey method was used to collect data from 168 managers of listed companies in Nepal. Second, semistructured interviews were conducted with 20 senior-level managers of listed companies to verify the results obtained from the survey and to gain a deeper understanding of the phenomena.

Findings

The survey results show that managerial understanding of CSR is mainly guided by the notions of corporate philanthropy, stakeholder approach and political CSR, respectively. However, the managerial understanding vis-à-vis political CSR and corporate philanthropy were found to be remarkably positively influenced by the firm’s size, whereas the stakeholder perspective was widely held by the managers regardless of their firm’s size. The interview results largely substantiated questionnaire survey findings and further revealed vivid dimensions within the philanthropic approach, stakeholder approach and political CSR.

Practical implications

Given the recent legal provisions vis-à-vis mandatory CSR spending in Nepal, the policymakers may devise and update common core and firm-size-specific informational, fiscal-economic, legal and partnering instruments based on the findings of this study. Besides, companies may go for appropriate institutional arrangements for CSR as needed.

Originality/value

The reaffirmation of conventionally accepted roles and the approval of relatively nascent political roles of business in a distinct socio–political–legal–economic context of Nepal can be an important contribution to the literature.

Abstract

Purpose

Building information modelling (BIM), lean construction (LC) and prefabricated housing construction (PHC) have individually aroused great attention from academia and industry. However, the integration of LC and BIM in PHC projects has not been sufficiently explored. This study aims to assess the current status of the implementation of BIM and LC in China’s PHC sector given, firstly, that China is a developing country characterised by the world’s largest population and a huge housing market, and secondly, that although China’s PHC is strongly supported by the government, the adoption of BIM and LC in PHC varies.

Design/methodology/approach

A mixed approach (questionnaire survey and interviews) is adopted in this study. A total of 127 valid questionnaires were collected. This is followed by interviewing 12 interviewees who are key stakeholders in PHC and hold managerial positions.

Findings

The findings of the questionnaire survey show that BIM is more prevalent than LC in PHC projects in China. In addition, the adoption of LC exhibits more maturity in stages associated with production and manufacturing, and logistics and transportation, whereas BIM has seen wider adoption in design and construction. The interviews validated the factors that influence the implementation of BIM and LC in PHC projects in China.

Originality/value

The study uses a strengths, weaknesses, opportunities and threats analysis framework to clarify the opportunities, threats, strengths and weaknesses of BIM and LC in China’s PHC and proposes strategies.

Abstract

Purpose

This paper aims to address the question whether or not quality‐driven organisations have, in practice, tended to adjust their performance appraisal systems to integrate total quality management (TQM) requirements.

Design/methodology/approach

To do so, the findings of an initial literature survey suggested the combined use of quantitative and qualitative methods for empirical research. The quantitative element consists of a postal questionnaire survey of 64 UK‐based, quality‐driven organisations on the topic of performance appraisal in the context of TQM. Key informants from ten of these organisations were subsequently interviewed in order to gather detailed information on the reasons behind their initial responses.

Findings

The results indicated that only a minority of the respondents were satisfied with their TQM programmes. But this comparative lack of success did not lead them to eliminate performance appraisal altogether, as advocated by Deming and others because of the role of systems‐level causes of performance variation.

Research limitations/implications

One important question concerns the notion (expounded in much of the quality literature) that a vast proportion of the variance in individual performance is caused by systems‐level features. There is, however, little hard evidence for this view.

Practical implications

By acquiring the relevant knowledge and understanding of contextually‐appropriate performance appraisal and management, practitioners would be able to translate and mediate TQM requirements into performance appraisal criteria to maintain the integrity of organisational change initiatives aimed at long‐term business excellence.

Originality/value

The research provides a starting‐point for both TQM scholars and managers, and it can serve as a road‐map and a challenge to quality‐driven organisations.

Purpose

External knowledge is generally believed to be of prime importance to small to medium‐sized enterprises (SMEs). However, a review of the literature shows that no empirical research has looked at knowledge management issues at the inter‐organizational level in SMEs. This paper seeks to report on an empirical investigation with UK SMEs in the service sector to identify their needs and practices regarding inter‐organizational knowledge transfer, and thus provide empirical evidence to support the above belief.

Design/methodology/approach

A two‐tier methodology (i.e. using both questionnaire survey and interview approaches) is deployed to address the main research objectives. A questionnaire survey of SMEs is carried out to investigate their current inter‐organizational knowledge transfer situation and managers' perception on various relevant issues. Then 12 face‐to‐face interviews with SME managers are conducted to further validate key findings drawn from the questionnaire survey.

Findings

The empirical evidence collected from the survey and interviews confirms the general belief that external knowledge is of prime importance for SMEs, and demonstrates that SMEs have very strong needs for external knowledge and inter‐organizational knowledge transfer.

Research limitations/implications

The findings provide very strong underpinning for further theoretical research on inter‐organizational knowledge transfer in SMEs. However, this study has certain limitations: its results may not be applicable to other industrial sectors or the same sector in other countries; or to micro or large companies; nor does it involve cross‐cultural issues.

Originality/value

By adopting a two‐tier research methodology, this study provides more reliable understanding and knowledge on SMEs' inter‐organizational knowledge transfer needs and practices, and fills the gap that exists in the empirical investigations on the subject.

Purpose

This paper aims to present findings from a survey that aimed to identify the issues around the use and linkage of source and output repositories and the chemistry researchers' expectations about their use.

Design/methodology/approach

This survey was performed by means of an online questionnaire and structured interviews with academic and research staff in the field of chemistry. A total of 38 people took part in the online questionnaire survey and 17 participated in face‐to‐face interviews, accounting for 55 responses in total.

Findings

Members of academic and research staff in chemistry from institutions in the UK were, in general, favourably disposed towards the idea of linking research data and published research outputs, believing that this facility would be either a significant advantage or useful for the research conducted in the domain. Further information about the nature of the research that they conduct, the type of data that they produce, the sharing and availability of research data and the use and expectations of source and output repositories is also discussed.

Research limitations/implications

Interpretation of the results must recognise that the majority of the interviewees worked in the area of theoretical/computational chemistry and therefore their views may not be representative of other chemistry research fields.

Originality/value

Such data was essential for the business analysis that described the functional requirements for the development of the key deliverable of the source‐to‐output repositories (StORe) project, the pilot middleware, which aimed to facilitate and demonstrate the bi‐directional links between source and output repositories. It also enabled the identification of workflows in research practice and contributed to the prime aspiration of the StORe project which was to invest new value to the intellectual products of academic research.

Abstract

Purpose

The objectives of this paper are to present the development of an indicative multi‐phase systematic framework for performance appraisal of architectural design studio facilities, and to present the findings of the post‐occupancy conditions of an architectural design studio facility as a case study to demonstrate the applicability of the developed framework.

Design/methodology/approach

The authors carried out a number of activities. These include reviewing the published literature to address the significance of the architectural design studio as a resource for students majoring in architectural design, and ascertaining the significance of post‐occupancy evaluation as a performance appraisal methodology in educational facilities. On the development of the proposed framework, the authors carried out a case study in one of the studios of the Architecture Department at King Fahd University of Petroleum and Minerals, Dhahran, Saudi Arabia. The authors utilized a series of data collection methods, including photographic documentation, observations through walkthrough inspection, questionnaires and interviews.

Findings

The developed framework consists of four phases. It entails identifying the performance requirements of the architectural design studio; collecting data – through conducting walkthrough inspection, questionnaire survey and interviews – to ascertain the present performance level of the architectural design studio; analyzing the data gathered from the preceding steps and subsequent reporting of findings on the degree of user satisfaction with the architectural design studio space and facilities; and developing a plan of actions in the form of recommendations to improve the conditions of the evaluated design studio. The case study served as a validation of the developed performance appraisal framework.

Originality/value

The architectural design studio is known to be the place where students majoring in architectural design generate, review and display their design projects. Previous research on the performance appraisal of educational facilities indicates that the comfort of the architectural design studio space is a significant aspect to be considered and maintained for the success of the architectural education process. The paper provides a systematic approach for evaluating the major performance requirements of an architectural design studio. It is of practical value to space planners, design professionals, facility managers and administrators involved in the planning, design, operation and management of such facilities.
