Abstract
Purpose
Managers are increasingly looking to adopt the Internet of Things (IoT) to include the vast amount of big data generated in their decision-making processes. The use of IoT might yield many benefits for organizations engaged in civil infrastructure management, but these benefits might be difficult to realize as organizations are not equipped to handle and interpret this data. The purpose of this paper is to understand how IoT adoption affects decision-making processes.
Design/methodology/approach
In this paper the changes in the business processes for managing civil infrastructure assets brought about by IoT adoption are analyzed by investigating two case studies within the water management domain. Propositions for effective IoT adoption in decision-making processes are derived.
Findings
The results show that decision processes in civil infrastructure asset management have been transformed to deal with the real-time nature of the data. The authors found the need to make organizational and business process changes, development of new capabilities, data provenance and governance and the need for standardization. IoT can have a transformative effect on business processes.
Research limitations/implications
Because of the chosen research approach, the research results may lack generalizability. Therefore, researchers are encouraged to test the propositions further.
Practical implications
The paper shows that data provenance is necessary to be able to understand the value and the quality of the data often generated by various organizations. Managers need to adapt new capabilities to be able to interpret the data.
Originality/value
This paper fulfills an identified need to understand how IoT adoption affects decision-making processes in asset management in order to be able to achieve expected benefits and mitigate risk.

Abstract
This chapter provides an overview of the potential use of Intelligent Transport Systems (ITS) and associated artificial intelligence (AI) techniques in the land transport sector in an attempt to achieve related United Nations Sustainable Development Goals (SDGs) targets. ITS applications that have now been extensively tested worldwide and have become part of the everyday transport toolkit available to practitioners have been discussed. AI techniques applied successfully in specific ITS applications such as automatic traffic control systems, real-time image processing, automatic incident detection, safety management, road condition assessment, asset management and traffic enforcement systems have been identified. These methods have helped to provide traffic engineers and transport planners with novel ways to improve safety, mobility, accessibility and efficiency in the sector and thus move closer to achieving the various SDG targets pertaining to transportation.

Abstract
Purpose
Since the implementation of reform and opening up, China has made remarkable achievement in terms of economic reform and development. China’s path, as well as its experience, has simultaneously gained worldwide concerns. Developing the market economy against the backdrop of socialism brings conclusions from China’s achievement, deepens knowledge of China’s pathway and builds a socialist political economy with Chinese characteristics. That is the way to realise a basic socialist system, especially with regards to the organic integration of public ownership and market economy. This combination determines the future of socialism with Chinese characteristics and the success or failure of economic restructuring. Therefore, it requires consideration and in-depth study. The paper aims to discuss these issues.
Design/methodology/approach
The goal of economic restructuring is to establish and develop the socialist market economy. Its main content can be summarised in two parts. The first is the relationship between plan and market or government and market. The second is compatibility or combination of public ownership and market economy. The former is one of the superficial problems, relevant to resource allocation method or economic operation mechanism. The latter stems from deep-rooted problems, represented by ownership or the underlying economic system. These two work together to form the organic integrity of socialist market economy where both similarities and contrasts coexist.
Findings
The shared ideal of socialism with Chinese characteristics and the lofty goals of communism will then become empty words. In this sense we can say that, whether we can realise the unity and opposition between public ownership and market economy and better integrate advantages of socialist system with strengths of market economy, will to a large extent determine the future and destiny of the socialist market economy.
Originality/value
As previously mentioned, the relationship between plan and market or government and market are part of resource allocation methods or economic operation mechanism. Compatibility and combination, however, with public ownership and market economy are part of an ownership or basic economic system. Science reveals the nature and developmental law of the socialist market economy. An in-depth study must be conducted on the relationship between public ownership and market economy.

Purpose
The purpose of this paper is to address the barriers that Dutch housing associations encounter in implementing new procurement strategies.
Design/methodology/approach
Several aspects of purchasing, portfolio management, project delivery and supply management are discussed in relation to the changing role of housing associations as semi-public commissioning bodies in the Dutch construction industry, based on data derived from workshops with six Dutch housing associations.
Findings
Housing associations are adapting their procurement strategy towards a more integrative and performance-based approach to supply management. Due to the complexity of implementing this process, housing associations struggle especially with moving beyond pilot projects, increasing the maturity levels throughout the organisation and aligning new policies with daily practices at a tactical and an operational level.
Practical implications
Increased knowledge of change processes and seeing the potential of maturity models will be valuable for practitioners who are dealing with changes on the work floor.
Social implications
Client organisations are considered one of the key drivers of change in the construction industry. Insights into these particular organisational change processes contribute to the potential of industry reform.
Originality/value
Most studies on collaboration and integration in the supply chain focus on the inter-organisational level or on the supply side, rather than the internal organisation of the client.

Abstract
Purpose
The aim of the study is to review the extant literature on International Public Sector Accounting Standards (IPSAS) adoption in emerging economies (EEs) and low-income countries (LICs) (“what do we know?”), and to propose an agenda for future research (“what do we need to know?”).
Design/methodology/approach
An analytical framework that builds on diffusion theory is developed. The authors follow the “PRISMA Flow Diagram” to reduce a total of 427 articles from four databases to a final sample of 41 articles. These studies are examined, aided by the analytical framework.
Findings
The authors find that IPSASs are a relevant issue for EEs/LICs. Overall, existing research is often explorative. The authors discover that the majority of articles rely on secondary data collection. While two-thirds of the studies perform a content analysis of pre-existing material, about one-fifth of the articles each collect primary data through means of interviews and questionnaires. The findings offer a holistic understanding of where and at what stages IPSAS reforms stand in EEs/LICs, and what factors influence the progression of reforms to the next stage of diffusion.
Originality/value
The authors outline a number of avenues for further research after discussing the dominating trends and structuring the literature based on our analytical framework. These stem from looking at the blank spots and an identified need to contextualise IPSASs adoption in EEs/LICs.

Abstract
Purpose
This paper discusses a multifaceted approach to developing specific and general climate resilience in a state transportation system that focuses on organizations and physical infrastructure. The paper focuses on resilience building to the dynamically evolving climate-related threats and extreme events in a transportation agency. This paper aims to enable agencies to understand better how their systems are exposed to different hazards and provide the information necessary for prioritizing their assets and systems for resilience improvement.
Design/methodology/approach
This paper leverages long-term climate hazard databases, spatial and statistical analyses and nonprobabilistic approaches for specific and general climate resilience improvement. Spatial and temporal variability assessments were conducted on granular historical records of exposure obtained from Spatial Hazards Events and Losses Database for the United States data set to identify emerging hot spots of exposure. These were then assessed in combination with various asset specific vulnerability parameters, presented with examples of pavements and bridges. Specific metrics were obtained for the various aspects of vulnerability in the context of a given asset to estimate the overall vulnerability. A criticality-vulnerability matrix was then developed to provide a prioritization model for transportation systems.
Findings
This paper provides insights into the evolving nature of exposure, vulnerability and risk assessments and an approach to systematically account for climate change and the uncertainties associated with it in resilience planning. The Multi-Hazards Exposure, Vulnerability and Risk Assessment tool presented in this paper conducts climate hazard exposure, vulnerability and risk analysis on pavements, bridges and culverts and can be applied by any transportation agency.
Research limitations/implications
This study does not address operational aspects of the transportation system nor include future climate scenario data, but uses the historical records available at hand for resilience planning. With better climate projection data available in the future, the approach should be enhanced by leveraging scenario-based planning.
Practical implications
This paper is of potential value to practitioners and researchers interested in developing resilience building capabilities to manage the effects of climate-related hazards and extreme events as well as unknown threats on infrastructure and organizational performance.
Originality/value
This paper bridges an important gap in infrastructure resilience approaches by systematically accounting for the dynamic nature of climate change and the system level context of vulnerability beyond the physical condition of assets.
