Abstract

Purpose

The purpose of this paper is to expand the study of representative bureaucracy by exploring attitudes about the use of public funds to support privately‐owned real estate development projects. Data collected from over 1,400 members of the American Planning Association are used to determine if urban planners' demographic characteristics influence attitudes about public‐private partnerships designed to achieve different policy goals. By examining these linkages, conclusions can be drawn as to whether diversity in the planning profession offers a means of ensuring citizen preferences are taken into account when collaborative arrangements are formed to encourage urban development.

Design/methodology/approach

Ordinal logistic regression models are estimated to determine if the characteristics of urban planners influence perceptions about real estate projects designed to: provide affordable housing; eliminate urban blight; encourage the use of public transportation; prevent urban sprawl; enhance pedestrian mobility; and preserve historic structures.

Findings

Strong support for public‐private partnerships was observed in the sample and demographic characteristics were found to influence attitudes. Minority planners tended to be more supportive of programs designed to provide affordable housing and eliminate blight, while female planners and planners in older age cohorts were more supportive of efforts to rejuvenate urban areas. Political ideology was, however, found to have the most consistent impact on attitudes.

Originality/value

The paper's results suggest diversity in the planning profession offers one means of protecting citizen preferences when public‐private partnerships are formed to encourage urban development. However, the benefits of diversity must be evaluated in conjunction with planners' attitudes about the appropriate role of government in real estate development.

Abstract

Purpose

The paper presents how public‐private cooperation schemes can successfully assist in the implementation of contemporary urban development policies, focusing mainly on the guidelines set by the European Union as well as the cases of three Mediterranean countries: Italy, France and Greece.

Design/methodology/approach

The paper approaches the issue of private financing in urban development by analyzing the main advantages of public‐private partnerships, the terms under which these co operations can be successful, as well as the way in which some national authorities in the Euro‐Mediterranean area have attempted to implement PPPs.

Findings

Mediterranean countries are lacking relatively behind concerning the adoption of public – private partnerships for urban development projects. This paper states that public‐private financing schemes have the potential of becoming an important tool for promoting urban regeneration in combination with respecting the principle of sustainability.

Practical implications

Attempts to encourage public policy makers and local authorities in particular to undertake relevant actions in order to promote partnerships with private institutions in the field of urban development.

Originality/value

Provides information on how private financing of urban development projects is being adopted in Southern Europe, thus presenting the different approaches undertaken by each of the countries in question (Italy, France and Greece) in relation to their legislative and administrative and cultural background.

Abstract

Purpose

The purpose of this paper is to examine the development of the Brightwalk community in Charlotte, North Carolina, to explore some of the tradeoffs municipalities make when engaging in public–private partnerships designed to support the production of mixed-income housing in urban neighborhoods.

Design/methodology/approach

The results of a gray literature review and a series of in-depth interviews conducted with real estate practitioners familiar with the transaction are presented to evaluate the impact of market forces on key investment decisions and project outcomes.

Findings

Public–private partnerships formed to support mixed-income housing development can serve as an effective means of revitalizing economically stagnant urban areas and improving the quality of the affordable housing stock, but they do not always provide members of the development team with an equally strong incentive to satisfy the unique demands of low-income populations or ensure they have a seat at the table when development decisions are made.

Originality/value

The originality of the research lies in its focus on a public–private partnership led by a non-profit organization to facilitate the redevelopment of a dilapidated market-rate apartment complex into a revitalized mixed-income community, which may help municipalities evaluate the pros and cons of participating in similar development transactions.

Abstract

Purpose

Low income urban housing in Kenya is underdeveloped as a result of uninnovative financing, hence the many slums and informal settlements in the country, hence the need for enhanced participation of the private sector through application of Public Private Partnerships (PPPs), which has been cited as one of the possible solutions. The purpose of this study was to investigate and make predictions of the need for enhanced role of private sector in developing low income urban housing in Kenya through PPPs.

Design/methodology/approach

Delphi method of research was used to forecast the enhanced role of private sector through PPPs in the development of low income urban housing in Kenya. Three rounds Delphi iterations using three panels of housing financiers (30 in number), housing developers (28 in number) and housing practitioners (30 in number) were used. Data was collected through questionnaires throughout the three rounds, where the first round was exploratory in nature, the second round built on answers from round one, while round three was based on answers from round two, after which the mean and standard deviation values were calculated to show the level of consensus.

Findings

Results showed that PPPs is one of the plausible ways through which low income urban housing in Kenya can be developed to address its shortage. Private sector in PPP transaction brings innovative technology, finance and efficiency, while government brings its assets such as land and other regulations long term contracts.

Research limitations/implications

The research was focussed on the Nairobi city county area in analysing the need for enhanced role of the private parties. It focussed on a panel of Housing practitioners-officers in the State Department for housing and Nairobi city county; housing financiers and housing developers, without interviewing the beneficiaries of the method.

Practical implications

It was, therefore, found out that PPPs models are applicable in developing low income urban housing because the country has the enabling environment for its effective application going forward. The implication of this study is that low income urban housing can be developed through the model.

Social implications

The slums and informal settlements will have adequate, affordable and quality housing being introduced within their neighbourhoods, which reduces political and societal animosities.

Originality/value

This research has benefited from published literature on PPPs and original research on PPPs.

Abstract

This chapter discusses the Brazilian redevelopment policy denominated urban operation. First implemented in São Paulo in the 1980s, it was included in the Brazilian federal urban legislation in 2001 as an instrument to promote the redevelopment of great urban areas through public–private partnerships. On the one hand, the local public administration would provide incentives to investments in a given project, especially by selling construction rights; on the other hand, the value captured would be reinvested in the same area, following a list of works that may include urban infrastructure and services. The main benefits expected are structural change without onus for the public administration; a more balanced urban growth, estimulating higher density in areas well served by urban infrastructure; and real estate valorization. Nevertheless, this chapter critically analyzes its early experiences in São Paulo, demonstrating an entrepreneurial and speculative logic of spatial production. In this sense, the chapter is structured in four parts. The first one presents the legal instrument, while the following two sections explore the two main aspects of its functioning: great urban projects and public–private partnerships. In the final section, the Urban Operation Faria Lima will be assessed, especially on its attempts to promote São Paulo as a global city. If it is not possible to generalize from this particular experience, it exposes the necessity of discussing how the instrument, now a federal policy, may be implemented in other Brazilian cities, which type of redevelopment it may promote and for whom.

Abstract

Purpose

To discover the key elements of the use of the mechanism of public–private partnership for sustainable development, which are studied using the game approach.

Design/Methodology/Approach

Employed methods were as follows: trends method, regression analysis method, and game situation analysis method.

Findings

We discovered the key elements of the use of the mechanism of public–private partnership for sustainable development and determined the trends of the dependence of the sustainable development level on the mechanism of a public–private partnership at the level of countries that are leaders in this form of interaction (Denmark, Netherlands, Singapore, China, Switzerland and Finland). We reveal a positive dependence of the influence with China in 2017–2018 and with Finland in 2020–2021. The characteristics and strategies of implementing public–private partnerships are determined, and the spheres of influence of this form of interaction within the indicator of sustainable development are distinguished. We evaluate the perspectives of sustainable development under the influence of the public–private partnership mechanism. Based on the analysis results, it has been revealed that achievement of direct relation between the improved indicator of implementing the public–private partnership mechanisms and sustainable development could be realised within the orientation towards the effective strategic management of the interaction.

Originality/Value

The scientific novelty of this research consists in the development of the theoretical and practical specifics of the use of the public–private partnership mechanism for sustainable development which determined using the game approach.

The chapter aims at advancing existing knowledge on innovation-oriented public-private partnerships for developing smart tourism services at destination level. Recent research has emphasized to the importance of collaborative arrangements involving public sector organizations and private companies for the development of new or improved ICT-enabled tourism services towards the smart transformation of destinations. However, knowledge on public-private partnerships specifically set up for realizing smart innovations is still scarce. This chapter develops a framework for understanding the nature and functioning of this type of partnerships at destination level by integrating literature on tourism partnerships, smart tourism, and innovation in services with a case study of a successful partnership in the Italian destination of Siracusa.

Abstract

Purpose

The purpose of this work is to present the modelling of the conditions of provision of growth of public–private partnership using digital technologies based on the game approach.

Design/Methodology/Approach

The methods of a systemic approach, linear programming and linear correlation, as well as statistical method, are used.

Findings

We performed the modelling of the conditions of provision of growth of public–private partnership using digital technologies based on the game approach. We also determined the level of development of public–private partnerships at the level of developed (United States, United Kingdom, Sweden and Denmark) and developing countries (Bulgaria, Venezuela and South Africa) and analysed the level of implementing digital technologies within the studied countries. We note a high level of public–private partnership in developed countries and a low level of this indicator in developing countries (except for Bulgaria, which has the positive dynamics of improvement). We also determine the main competitive advantages of implementing digital technologies, which have an impact on the improvement of the state of public–private partnerships at the level of the studied countries. Using the linear method of programming (game approach), we formulate the models of development of this type of interaction, within which the positive experience of developed countries is taken into account.

Originality/Value

The originality and value of this research consist in the study of the specifics of the use of the game approach in the modelling of public–private partnership, which is based on the use of digital technologies.
