Abstract

Although the “Administrative Reform Program” was initiated by former Premier Lian Chain in 1993, the comprehensive “Government Reinvention” programs which emphasized the notion of entrepreneurial government were proposed and implemented by former Premier Vincent Shiew in 1998, and similar reform strategies and designs have been followed by the DPP administration since 2000. Despite the continuity in reform efforts, full-scale reform assessment based on concrete empirical evidences is still difficult to be found. The proposed study attempts to evaluate the results of government reform in Taiwan's local government by focusing on one major question: Have local governments in Taiwan become “smaller and better”? This question will be addressed by looking at indicators in three areas: changes in the size of local government in terms of human and financial resources, changes in the level of corruption, and changes in citizen's evaluation of the performance of local government. It is argued that the progress of government reform at the local level is slow, and the tentative evaluation show warning signals.

Abstract

This chapter traces the evolution of political–administrative relationships in the South African public service. It traces how segregation and apartheid laid down the foundation of the country’s governmental system. The public service was effectively set up for Whites and poorly resourced self-governing territories were set up for Blacks. The National Party (NP) was in office from 1948 to 1994 and this long period in office led to the politicisation of the bureaucracy, with public servants gradually starting to adopt the government’s way of thinking instead of being impartial. In the 1980s, under President P.W. Botha, the government embarked on public sector reform, which included politicisation of the top levels of the public sector.

The role of the PSC/CoA is discussed – it had omnipotent human resources powers over the public service, particularly during the dying days of apartheid. The chapter then examines constitutional change in the 1990s, looking at both the Interim and Final Constitutions, which laid down the foundation of a democratic society. There is particular emphasis on political–administrative relationships and the declining influence of the PSC.

Abstract

This chapter analyzes governmental responses to the COVID-19 pandemic in a highly decentralized federal country. Canada has a decentralized approach in many policy areas, including health care, in which provinces are the primary decision-makers and service providers. This decentralized health-care system allowed provinces to respond according to regional and local contexts and needs. The capacity building and the policy learning related to previous crises and horizontal coordination were key to policy responses to the pandemic. Moreover, unlike other countries, Canada did not centralize decisions throughout the pandemic, and did not reinforce competition and uncoordinated actions. The federal government also has had a central role coordinating COVID-19 policy responses. Nevertheless, Canada faced some challenges stemming from the lack of uniformity across the country, especially related to regional and local restrictions, enforcement mechanisms, testing, and travel restrictions.

Abstract

Based on government data from 1993 to 2008, this chapter aims to compute and analyze the trends of inequity in interprovincial and regional per-student spending in China's compulsory education, and to ascertain the potential impact of changes in education financing policies. Appropriate inequity measures (Gini and Theil index and Gini decomposition, among others) are employed to provide a systematic picture of the trends. Main findings include: (1) all inequity measures show large and overall increased disparities among provinces and among regions, between 1993 and 2008. (2) However, a slight drop of spending inequity is observed at the primary education level around 2002 and a larger reduction in 2005 and on. There are more turning points in the trend of lower-secondary per-student spending among provinces. These patterns are consistent across different inequity measures and spending indicators (per-student total spending, per-student recurrent spending, and per-student nonpersonnel spending). (3) The trend toward more balanced resource allocation around 2002 and 2005 could be the impact from the Reform of Tax and Administrative Charges and the New Mechanism for Financing Rural Compulsory Education. An increased share of budgetary expenditure in determining total spending suggests that equalizing financing policies have the potential to induce a significant reduction in spending inequity. These findings may help policy makers to better understand and alter the extent of spending inequity in compulsory education. This is an original empirical study that systematically derives the spending inequity trends over a long period in China's compulsory education.

Sociological neoinstitutional approaches indicate that nation-states follow “worldwide models constructed and propagated through global cultural and associational processes” (Meyer, Boli, Thomas, & Ramirez, 1997, p. 144). These worldwide-legitimate models affect every single aspect of social life, molding national policy agendas. Pushed by pressures to conform to global forces, money borrowing, and professionalized knowledge, transitional nations enact models of progress through national planning that may be inconsistent with local practice and requirements (Ramirez & Rubinson, 1979). The analysis presented in this chapter builds upon previous comparative education research by discussing one of those current models: education decentralization. This study centers around one specific aspect of recent decentralization efforts: community participation.

Bureaucratic power – the power derived from the formal authority of the bureaucratic organization – has become a central organizing mechanism in modern societies. In this study, we develop theoretical arguments to identify institutional sources as well as limitations of bureaucratic power. We argue that the very institutional sources of bureaucratic power also cultivate the countervailing forces that set limit to the exercise of bureaucratic power in formal organizations. These arguments and considerations are illustrated in two case studies of the “inspection and appraisal” processes in the Chinese bureaucracy. Our study raises issues about organizational isomorphism and calls for a closer look at the behavioral patterns in organizational processes.

Abstract

This chapter provides a summary of the main findings, indicating that none of the public service reforms studied has worked particularly well. It then looks at ‘The Way Forward’ by analysing current proposals of the Ramaphosa government to reform the public sector. There are legislative proposals to give HoDs powers to appoint and dismiss staff, along with provisions devolving administrative powers to HoDs, while retaining strategic powers. There is a provision for the EA to intervene in the event of HoDs failing or refusing to fulfil a power or duty in terms of the proposed Act. This does provide a back door for Ministers to intervene in administration. Further, there is likely to be resistance against proposals to reduce politicians’ role in human resources, including members of the President’s own political party who are reluctant to lose delegation powers. Finally, it is suggested that the government should move away from centralised policies, particularly in respect of performance management, towards network governance-type approaches which promote a non-hierarchical approach to Public Administration.

Abstract

In recent years, a great deal of work has emerged on eco-cities in China. Specifically, writers have discussed the role of the entrepreneurial state in the construction of eco-cities and have noted the role of these cities in the production of high-end real estate and new forms of capital accumulation and land acquisition. Whilst this chapter supports these arguments, we argue that the emergence of eco-cities in China is tied up with broader socioeconomic and cultural discourses and discourses of governance. We explore these ideas through a qualitative investigation of an eco-city known as the North Lake (Beihu) Ecological New Town (NLENT) located in the city of Jining, Shandong province. Specifically, this project, which involved the collection of documents, photographs and 20 semi-structured interviews, aims to understand the role that discourses of class, taste and consumption play in the fashioning of Chinese eco-cities. In exploring discourses of ‘green conduct’, this chapter also seeks to understand the role of eco-cities in the governmental fashioning of Chinese subjects and bodies. In this regard, this chapter suggests that whilst new forms of green development have played a part in urban expansion, new green real estate zones such as the NLENT have a powerful role to play in the construction and shaping of Chinese identity and behaviour.

Abstract

This chapter examines one of the specific manifestations of political–administrative relationships, namely the delegation of powers to managers. The first part of the chapter is a literature review of political–administrative relationships in both developed and developing countries. This is followed by a discussion of the framework for delegation in South Africa that was laid down in the late 1990s. Next is an analysis of the implementation of delegation in the 2000s, along with the National Planning Commission recommendations in 2012, which has led to a resurgence in delegation initiatives. There is a well-developed government monitoring system of delegation that has led to some improvement in compliance with delegation, but the overall delegation levels are on the low side. Delegation to officials is often thwarted by Ministers who wish to retain control and/or promote patronage. Further, in some cases, managers lack capacity or are unwilling to manage and take responsibility for delegated authority.
