Abstract

Purpose

The purpose of this conceptual paper is to describe and explain how organisations use internal projects to implement organisation-level strategy objectives.

Design/methodology/approach

Theory development with an emphasis on explaining key constructs and their mutual relationships. The theoretical contribution is represented in a diagram along with a detailed verbal account.

Findings

The paper develops a dynamic, cross-level framework to illustrate the organisational processes and outcomes that determine project-based strategy implementation within a single organisation. The interplay between the base organisation and the project, and benefits realisation were singled out as key future research areas. The proposed framework engages with central discourses in the fields of project management, strategic management, innovation studies, knowledge management and organisation studies.

Research limitations/implications

Only the contours of an organisation-level theory of strategically motivated internal projects are outlined. Future research must elaborate on the complexities, the non-linear relationships and the boundary conditions that follow from the proposed framework.

Practical implications

Managers are alerted to the strategic role of internal projects, how these projects help connect strategy and performance and what the accompanying organisational processes and outcomes look like.

Originality/value

The paper constitutes an early conceptual treatment of strategy-driven internal projects as a distinct project category, thus addressing a major knowledge gap in project studies. Organisational project-management theory is extended with suggestions for future research.

Abstract

Purpose

This paper investigates the strategic processes surrounding the development, in accounting firms, of office (re)design projects and their overarching objectives.

Design/methodology/approach

The authors’ investigation relies on a series of interviews with individuals from different accounting firms involved in the decision process related to office (re)design projects. A triangular template made up of strategy, space and time informs the analysis, which the authors complement by relying on a strategy-as-practice integrated framework.

Findings

The authors found that accounting firm office (re)design projects are characterized by a strategic spatial agenda that aims to define and create present organizational time, in ways that embed a particular vision of the future. The analysis brings to light the interrelationships between strategy practitioners, strategy practices and strategic work through which the future is actualized. Office design processes involve not only the physical transformation of office space; they also promote a prominent agenda to modify, in the long run, office members' minds. Hence, office (re)design processes may be conceived of as a significant device in the socialization of accounting practitioners.

Research limitations/implications

This study underscores that spatial strategizing constitutes a major device through which the future is brought into the present. As such, the analysis provides insights not only into the processes through which space transformations take place, but also into their underlying agenda. The latter promotes the advent, in present time, of the organic office of the future.

Practical implications

This analysis brings to the fore a concrete illustration of how the strategy-space-time triangle operates in organizational life. The authors underline the key role played by strategists in charge of designing the office of the future.

Originality/value

This study extends the burgeoning literature whose analytical gaze is informed by the strategy, space, and time triangle.

Abstract

Purpose

Previous literature on project strategy has adopted the narrow view that a project is to be conducted under the governance of a single strong sponsor or parent organization. The purpose of this study is to provide a critical analysis on prior project management (PM) literature addressing different context‐specific strategies of single projects.

Design/methodology/approach

Literature analysis.

Findings

There are two important determinants in the project's context that affect the strategy of a single project: a project's autonomy in its environment and the complexity of project's stakeholder environment. Based on these two determinants, we characterize four types of alternative positions that projects can have in their context: parent's subordinate and autonomous projects that occur in a stakeholder environment that is not complex, and projects with weak and autonomous positions in a complex stakeholder environment. The developed project strategy framework is applied in the context of innovation projects. The analysis results include strategy contents for different types of innovation projects in terms of the project's direction and success.

Research limitations/implications

This study contributes to PM research by broadening the focus from mere tactical‐level projects towards projects as strategic entities, and by suggesting the management of projects differently in different contexts. Further, theoretical and empirical research is proposed on both testing the suggested framework and elaborating it for different project types.

Originality/value

The paper opens up avenues towards the development of new and context‐specific PM bodies of knowledge.

Abstract

Purpose

The purpose of this paper is to describe how the concepts of business models and project governance can enhance value creation in building projects.

Design/methodology/approach

Based on theory derived from management literature, the authors outline a framework combining a project’s business case and governance functions with the business model of the design team. This was tested in two major projects and evaluated in three expert workshops.

Findings

The research reveals that the business model of the design team focus on efficiency rather than on the client’s strategic objectives. This entails a need for project governance functions. The framework presented shows promising capability of aligning the project with client strategy. The authors believe there is significant value in transferring these ideas and knowledge across national boundaries.

Practical implications

The research identifies a gap between business objectives and outcome. The value creation approach in the client organisation diminishes into the way project governance is implemented in some projects. The conceptual framework provides the industry with a new tool for improving its knowledge and practice.

Originality/value

First governance model derived from strategy theory that combines strategy and governance in one holistic model.

Abstract

Purpose

This paper aims to explore how new product development (NPD)-based project management offices (PMOs) work, their drivers to deliver performance and their project success impact.

Design/methodology/approach

The study used a survey of 35 Brazilian and multi-national companies that identified the effort to perform a list of PMO functions, some PMO drivers in the company and five project performance perception indicators. The authors apply a specific set of statistics to uncover the relations between these dimensions of interest.

Findings

The factorial analysis allows us to find the main functions influencing each other. The project teams’ perception of project management (PM) performance is suggested as a success factor that drives PMOs when working on portfolio management issues, managing project files and promoting PM over the company.

Practical implications

This paper contributes to a contingency approach for designing a project machine involving PMOs to support NPD projects. Managers can set the most suitable PMO functions avoiding mimicry when structuring their NPD efforts.

Originality/value

PMOs have impacted team satisfaction and control of project data but not indicators related to triple constraints.

Abstract

Purpose

The purpose of this paper is to establish an understanding of what projectification means, how projectification is driven forward, as well as what the consequences of projectification are in an European Union (EU) context, and in the public sector in general.

Design/methodology/approach

The research methods consist of a literature review as well as a meta-analysis of key EU policy documents related to the functioning of regional development and projects. The paper shows that structural developments brought forth by a projectification in a public sector context have significant consequences.

Findings

Without contextually sensitive interlinking mechanisms between temporary and permanent structures projects risk losing their flexible and innovative qualities, and may fragment the ability of permanent organisations for maintaining coordination and continuity. The findings suggests that the proximity of permanent organisations, the discretion of entrepreneurship, the political priority of the task, the inclusion of competencies and interests, and the quality of transfer mechanisms are essential variables in explaining the outcome of temporary organisations in a politico-administrative context.

Research limitations/implications

The paper contributes to the literature on projects in a public sector context and suggests that comparative research on the drivers and consequences of public sector projectification in supranational as well as national contexts is needed.

Practical implications

The increasing requirements for applied project management skills and methods as criteria for project selection in the public sector highlight the importance of a broader theoretical and practical understanding of projectification.

Originality/value

The paper adds a new dimension to the projectification debate by presenting a descriptive and conceptual discussion about the consequences of public sector projectification in an EU context. It complements an existing theory of the temporary organisation and takes the first steps towards a theory applicable to projectification in a public context.

Abstract

This article observes how, in today’s common building practice, design practitioners seldom utilize the expertise of researchers in building‐related fields. The lack of the collaboration may be due as much to the “applicability gap” between research and practice as to the lack of a clearly defined role of researchers in building design. Most institutions’ research groups and facilities planning offices are generally not set up to collaborate with the design and engineering professionals. This study, however, found design teams’ collaboration with academic and research institutions to be instrumental in the successful development and implementation of technological innovations in architectural projects. It discusses the findings and provides partnership strategies between the institutions, as large‐building owners, and the building professionals, as design providers.

Abstract

Purpose

This study aims to explore the development of sustainability-oriented innovation (SOI) in the cultural village. SOI has recently generated widespread interest, both academically and practically, by factoring in environmental and social impacts in addition to economic aspects. However, previous works have mostly been performed at profit organisations, with few discussed at the non-profit, and likewise, in the cultural village.

Design/methodology/approach

This study uses a qualitative approach by focusing on a unique case, Laweyan Batik Village in Surakarta, Indonesia. Founded in the 15th century, Laweyan Batik Village remains the oldest batik village in Indonesia. Batik is the traditional fabric of Indonesia, influenced by Arabian, Chinese and European patterns, that was recognised in 2009 by UNESCO as part of the World's Intangible Cultural Heritage. The actor-network theory (ANT) is used as an analytical framework to understand the process of SOI development through the role of actors in developing innovations.

Findings

The findings suggest that, it is not only in mainstream business sectors and formal settings, as already evidenced by existing literature, that SOI can be promoted, but also in community sectors and within informal settings. This paper has found that the development of sustainability innovation in these settings is challenged by the dynamics of the actors and the institutional settings. The overall development process of sustainability innovation has been undertaken through so-called “collaborative practices”, emphasising the involvement of government actors and non-government actors, highlighting community leaders, academics and NGOs as the “in-between” actors who provide knowledge sharing and maintain communications to ensure the promotion of the SOI concepts and programmes.

Originality/value

This research contributes in two main ways: first, an understanding of the process of sustainability innovation in a cultural village that has not been deeply explored by current literature; and second, the use of the actor network theory as an analytical framework from which to map the process of SOI collaborative development through networking dimensions.

Abstract

Purpose

This paper aims to examine the emergence of passion-driven entrepreneurship within the context of small and medium-sized towns (SMSTs). SMSTs are seen as peripheral areas lacking the resources to support autonomous economic development and renewal. The paper explores the relationship between entrepreneurship and the context of SMSTs through the concepts of entrepreneurial passion (EP) and domain passion (DP). Industrial marketing and purchasing approach is adopted as a theoretical foundation to conduct the analysis through the actors–activities–resource framework.

Design/methodology/approach

This paper adopts a multiple case-study methodology. Two passion-driven entrepreneurial ventures (PDEVs) have been traced from the conception of the initial idea until the new ventures establishment.

Findings

EP and DP emerge as key resources in transforming the initial idea into a real entrepreneurial venture in resource-scarce settings as SMSTs. Shared passion fosters the involvement of local actors and the propensity to overcome relevant hurdles in the entrepreneurial process.

Originality/value

This paper contributes to the literature on entrepreneurship through the analysis of the role of PDEVs in SMSTs’ contexts. It highlights the role of “passion for place” as a new dimension of passion in entrepreneurial studies. From a managerial perspective, it emphasizes the role of passion as a key resource for networking and marketing. From a policy perspective, it calls for monitoring and support for training, funding and networking.
